General Project Details• Approximate length of Dulles West Boulevard is 4,500 ft• Four-lane median divided roadway

o 40mph design speedo Anticipate 40mph posted speed limit

• 10-foot wide shared-use paths on both sides of Dulles West Boulevard• Additional improvements to:

o Racefield Lane / Hiddenwood Lane (intersection modifications)o Stone Springs Boulevard (pedestrian facilities)o Arcola Boulevard (turn lane extension)

• Pavement resurfacing on Arcola Boulevard and Dulles West Boulevard

• Two (2) stormwater management basinso Wet ponds with

perimeter fencing• Two major drainage

structureso Quadruple box culvert

for South Fork Broad Run

o Single box culvert for adjacent, contributing channel

Intersection Improvements

• Jurisdictional Determination requesto Submitted to US Army Corps of Engineers (USACE) in March 2021

• Wetlands and Waters Permits anticipated late 2021/early 2022:o USACE & VA Department of Environmental Quality (DEQ) –

Individual Permits• Land Disturbing Activity Permit anticipated late 2021/early 2022:

o DEQ Construction General Permit Approval Letter

Environmental Activities

Completed and Ongoing Activities• Field Surveys and mapping completed in 2020• Utility designations completed in 2020• Floodplain study submitted to Loudoun County in March 2021• Utility test pits underway in April/May 2021

o Identify the vertical position of underground utilitieso Primarily along Stone Springs Boulevard

• Geotechnical investigations underway in April/May 2021o Provides material conditions for:

Pavement section design Stormwater management facilities Traffic signal pole design Earthwork/grading operations

Project Coordination

• Design is being coordinated with Northstar Boulevard Improvementso Northstar Boulevard underway as a design-build projecto Consistent with Location & Design Public Information Meeting held

on July 8, 2019o Includes completion of 2-lanes of Dulles West Boulevard north of

Racefield Lane One-lane in each direction (interim condition); ultimately becoming the two

eastbound laneso Construction of 2 westbound lanes may be added to provide the

ultimate 4-lane typical section and avoid future reconstruction Proposal from design-build team has been requested by Loudoun County

Project Budget

• Total Project Funding - $81.6 milliono From Northern Virginia Transportation Authority (NVTA) and Local

funds NVTA: $47.8 million

• Merit-based application process Local funds: $33.8 million

Next Steps

• Public Comment Periodo All written comments to be submitted by May 14, 2021o Information on how to submit comments can be found on the

County’s Public Information Webpage –loudoun.gov/dulleswestboulevard

• Design Endorsemento Loudoun County DTCI will seek the Board of Supervisors

endorsement for location and major design elements in early summer 2021 at a Board Business Meeting

o All comments received will be presented for the Board’s consideration Citizens will have an opportunity during this meeting to make

comments/remarks regarding the Project. Date of the meeting will be posted on the Project website when available
