Commanders Corner

Team 12-8 was very active in February with a very activity filled March ahead. We have completed an ABS course and a packed GPS for Mariners course. Crew Training will soon be getting started for 2015 with a well-structured program for the candidates.

Marine Safety is getting organized with the active duty side with Team MS beginning put together. Navigation Services, with a PQS workshop behind them, is positioned for a PQS ATON patrol ahead to complete their PQS. Public Education is hitting on all cylinders with another ABS course schedule and another GPS for Mariners scheduled as well.

Public Affairs has several upcoming events planned that will fuel boating courses, vessel exams and new member recruit. Vessel exam requests are coming in via public affairs events as well as the web site. We continue to make progress toward one 12-8 website that will be Flotilla 12-8 focused and ease of member navigation designed.

Materials and the material team completed a major clean out of our supply room and positioned to serve our needs efficiently. We will see a TCT and OPS workshop this month. Don’t miss out on this valuable event. We ask all of you to look at your level of activity and join a team that interests you.

Our Public Education and Member Training teams have been very busy lately. Recently, our Flotilla has conducted an About Boating Safely (ABS) Course and a GPS for Mariners course. Both classes were well attended, and we will soon have additional courses on the schedule. These courses are also on track to have full student attendance.

Also, our FSO-MT Duncan Hutchinson has started the courses for boat crew training. These courses will be held on the first and third Saturdays in March, April and May. If you’re interested in attending, please contact Duncan and let him know. You will also need to have a coxswain as a mentor to sign-off on your boat crew book.

I’m very proud of our teams for their hard work and dedication. At the rate we are going, I believe that 2015 is going to be a great year for us. Like our Flotilla Commander, Richard Daniel, I’m very excited for what we have going on this year. The future is looking very bright for 12-8, and it is because we have such a dedicated membership to make this Flotilla what it is.

As we all know, National Safe Boating Week (NSBW) will soon be approaching, and now is the time to begin planning events. I’m currently working with Joe Fleming, Barbara Thibodeaux, Rick Tomlin and Richard Daniel on a NSBW Committee. If you’re interested in helping us plan for this, please contact me. I would encourage all members to volunteer for at least one of the planned safety events.

The Oakbrook Ashley Riverfest has already been planned for 16 May. It will be held at Colonial Dorchester State Park and Jensen’s Landing near the Oakbrook Shopping Center on Dorchester Road. Bob Orenstein helped us plan this event last year, and we had a good turnout from the public. Make sure to sign up.

Remember Our Members

Below are some of the ideas we’ve had for NSBW:

•Place “Wear It” signs at Folly Beach, Limehouse, Wappoo and Leeds Ave boat landings.

•Paint the “Folly Boat” in a Coast Guard Racing Stripe, and post a “Wear It” sign.

•Conduct boating and water safety events at local schools such as Sti les Point Elementary.

•Schedule a Vessel Safety blitz at area boat landings.

If anyone has ideas for other events, please feel free to contact Rick Tomlin or myself. Later this month I will be scheduling a meeting for the NSBW Committee, and we would love to hear any suggestions you may have.

Historical March Events1996: The first "all-Coast Guard" Ceremonial Honor Guard carried out a wreath laying at the Tomb

of the Unknown Soldier in Arlington National Cemetery.

2001: Two Coast Guardsmen, BM2 Scott Chism and SN Christopher Ferreby, gave their lives in the

line of duty when their small boat CG-214341 capsized on Lake Ontario. Their loss led to important

changes in the small boat community's training, equipment and operations.

STAFF OFFICER REPORTS

We are currently in the process of submitting help

tickets for members who are in REYR. It is my hope that by

the end of March we will have submitted all the necessary paperwork to D7 so that we will no longer have members who are in REYR status. As we all know, getting out of REYR can be very time consuming. Once a help ticket has been submitted, I will make sure you’re kept informed on the status.

Also, it has been brought to my attention that many of you are having trouble with the online 7030 forms. This has been an ongoing issue, at our Flotilla as well as others. As an alternative, I may create an online Google form which could be used only for basic mission functions. Once your hours are inputted into the system, you will then receive a PDF form for your records.

The Flotilla so far in 2015 has dramatically increased its productive rhythm and this shows on the financial register. Our biggest expenses are District/Division dues and material for Public Education. The former will be neutralized by the 2016 dues collections in late summer and the later is being erased by the outstanding job of the PE team's revenue.

Changes are already happening around our web presence. In February we hit some major milestones:

We also acquired IT Certified status. I have created two very distinct areas delimiting what is accessible to the public and what is only accessible to members. We have a newly created “Join US” form that goes directly to our FSO-HR.

There has been little activity in the COMM's program during the past month. One Member's Mobile Unit was inspected in January, but it is beginning to look like the paperwork got lost somewhere between here and there!

We have a COMM's Workshop planned for later in the year, and more will be said about that in the next newsletter. Meanwhile, I encourage you to be practicing the Telephony for the Military Alphabet (also known as the

NATO Phonetic Alphabet) we will be using in our communications while on patrol. This information is shown below.

Boat Crew training is set to begin soon. If you are not

yet crew qualified, and you want to know more about the

schedule, prerequisites, time commitment and requirements; feel free to contact me. I will be glad to answer your questions as I can.

In November of 2014 I completed three National Training Webinars for mandated training. In spite of my name appearing on each of the three rosters for the classes, I have yet to find documentation in National's data mine indicating I have completed the classes. And I have yet to have anyone be able to explain why or even promise me the data will be included in my training records.

My reason for sharing this is not to grumble to you, though is seems I am, but to remind you to double check your online records for completeness and correctness. Make sure to keep any hard copies of rosters and other documentation regarding any and all training.

Another issue that I have stumbled upon is a number of class completion records for classes taken in person have not made it to my records in the National data base. If you find yourself in a similar situation, make sure to get photo copies of your class completion certifications. You will want to have one copy for yourself, and another to send to our FSO-IS William Carter. He should be able to send or resend the documents to the proper office.

Finally, if you have any particular classes which you feel would benefit the Flotilla and our fellow shipmates, please let me know. It may be that the classes can be offered at the Coast Guard Station on Tradd Street.

Also, make sure to look at the courses which are due by December 2016. They are listed in my article on the following page.

What is it that these seven things have in common? They are all courses you must complete in your first calendar year of membership in the Auxiliary or before 31 December 2016.

Some of you have completed all of them I am sure. Some have completed a few and some have yet to start on them. Actually they are pretty easy to complete on line. The link

Operations

Joe Fleming, FSO-OPOperations this year has been facing cold

weather and cold water environment, which is hard to work with. Warmer times will be here before we know it. Water temperatures are currently 49 F. Safety patrols will have to wait until it’s back up to 51 F. Meanwhile we have the TCT and OPS training coming up, along with Night OPS. We are hoping to cover all of it on one night.

We have an opportunity again to help Station with lots of missions and jobs. Richard has put together a great team this year to help all of our members get involved in something we can do to support the public and the Coast Guard. I would encourage all members to get involved with these programs.

Coxswains, I have new charts for all our OPFACS. Make sure to get with me so I can give them to you. We have a request for Helo OPS training with CG Helo. I need to hear from all our coxswains about helping with this.

There is also another opportunity for boat crew training. New crew training will be getting underway soon, so help with on-the-water training will be needed. We have lots of events coming up, on water and on land. With the new command at station, they are offering us many opportunities to get involved in everything.

Again, I need to hear from all members in operations on our scheduled patrols and up coming events.

STAFF OFFICER REPORTSNavigational Services

Dan Cowley, FSO-NSWell, we started the year on a very positive

note, with the AV Workshop, arranging four ATON/PATON Patrols, and so forth, but the budget woes in DC and the cold water around here put a damper on our plans! We had to cancel the Patrol down the AICW planned for 01 MAR 15, and everything else is on hold. The Congress did approve a 7-day “patch” for Homeland Security, but it looks like the Auxiliary remains in Stand Down status.

I was able to squeeze in a meeting 28 FEB 15 at Chas ANT with Hap Allen (our Division SO for NS) and the ANT XPO, BM 1 Jon Reary. We were under the gun from District to provide definitive AOR limits for the Division and the three Flotillas serving it, from Mt. Pleasant to Edisto. We identified new AOR boundaries for each of the three Flotilla NS Teams, and counted the PATONs and bridges in the 12-08 AOR, which turned out to be 9 bridges and 95 PATONs.

It looks now like we will probably combine the two different Patrols that Randy and Tom J were going to run in their boats, and we will re-schedule Richard's Patrol after the water warms up above 50 degrees—provided the CG gets new funding and they authorize us to get back to work!

One positive outcome from all of this negative happenstance is the fact that everyone now has more time to complete their AV Study Guides and start completing tasks in their PQS packets. I have asked everyone who is AV Qualified and those interested in

becoming so to submit to me some test NS-7054's and NS-7055's, the new forms we will be using in place of the old ANSC forms, so I can give them feedback.

No one should send any NS forms to any other CG or AUX personnel until submitting them to me first, then I will try to make sure they are accurate before sending them up the ladder.

Thanks again for your interest in and commitment to the Navigational Services program! We provide an essential service to the Coast Guard and the recreational boating public. I would encourage members to become qualified as ATON verifiers. Please feel free to contact me if you are interested.

In the coming weeks we will be planning to conduct vessel safety checks at area boat landings. We will also be scheduling vessel safety blitzes during National Safe Boating Week. I would encourage everyone who is VE qualified to participate in this.

Regarding Marine Safety, there is nothing new to report. I was asked by Lt. Prebeck, who is the OC of that area to call back in March to set up an appointment.

I'm planning to discuss MS training with the Coast Guard which will encompass ICS courses, boom deployment and possibly container inspections.

The thrust is in trying to pick up the involvement with the Guard where the Flotilla left off about 5 - 6 years ago.

After two nights of sorting, organizing and then making several trips to the dumpster, the third floor storage room is definitely roomier and much better organized. All educational material is now stored in the wooden cabinet. Public Affairs pamphlets and Auxiliary training materials are organized and on the shelves. All pamphlets including State and Federal Regs have been replenished. The plastic tub for PA and PE will soon be organized for easy access.

I realize many folks volunteered to help with this, but there is only so much room in the cage to maneuver. Your offer of help was most appreciated.

A special thanks to the following for assisting in this long overdue task:

•FC Richard Daniel & IPFC Paul Berka, with their permission we could discard old outdated material and equipment.

•Past FSO-MAs, Tom Beauchemin & Henry Wolfe, who knew what material was worth keeping.

•And FSO-PA Rick Tomlin.

A lot of hard work was performed to accomplish this, so please be considerate when taking and returning items to the cage. This will make it easier for others.

We need to service our Partners at least once in the Spring and again in mid summer, more often if needed. If you are a PV and need info for distribution, please let me know. Remember to be in uniform when making these visits and send me a copy of your 7046 so I will be able to see who needs to be visited. Start making your plans, boating season will be here before you know it.

I’d like to thank everyone for helping put together such an informative newsletter. We have articles submitted from all departments and I think the March 2015 Scuttlebutt has turned out very well. Great job everyone!

Our calendar is filling up quickly. We will be at Gregg Middle School in Summerville on March 25th with a PA event. We

will have a PA Booth at the Flowertown Festival in Summerville on March 28th. Don’t forget about the In-The Water Boat Show April 17th thru 19th at Brittlebank Park in Charleston.

In addition to those events, we are working on being at the East Coast Paddle sports and Outdoor Festival April 18th at James Island County Park. This will be a busy March and

April so we need Members to sign up for the events. We will be working on more events in May including National Safe Boating Week (NSBW) which will have multiple events during that week.

A Public Affairs team is being put together to plan all the events for NSBW. Be sure to check the Flotilla calendar for a signup sheet for all the upcoming events. Remember these are all PA TEAM events so join the TEAM to help make these events the best ever.

Public Education has started with a bang. Two classes have been completed. An ABS class occurred on February 7th and a GPS for Mariners class on February 21st. I would like to thank as the instructors and the instructors in training who participated in the 2 classes.

The ABS class had a full house of 19

participants with all graduating. There was positive feedback on the class from those whom participated. The class also led to signups for our second offering, GPS for Mariners. This class was also a full house with 19 participants. The GPS for Mariners class was a learning lesson for all which including charting, operation of GPS and for everyone, including the instructors, the little differences in operating the various manufactured GPS units and their associated quirks.

We are still receiving a lot of interest in ABS and GPS courses and as long as we have participants we will keep scheduling class. There will be a ABS class on March 14th at the Brass Buckle, which I will be needing instructors. A future GPS class will be announced once we lock in a date.

In closing I stil l encourage certified instructors to get their required hours in early. And for new and veteran members, I encourage you to take the on-line exam for Certified instructor and sign up for a position to get face time toward your certification. If anyone is interested or has questions feel free to contact me.

The Flotilla meeting was called to order at 1900 by FC Richard Daniel, who commenced with the Pledge of Allegiance, lead by FSO-FN Frank Leister.

leave completed signed or unsigned Annual Membership Survey at the back of the room before leaving.

USCGC Hamilton Presentation

CWO Pappas gave an excellent slide presentation detailing the characteristics of the USCGC Hamilton which was commissioned 6 December 2014.

He stated the duties of the USCG were law enforcement, search and rescue, defense operations, homeland security and worldwide protection of U.S. assets.

He stated that west coast cutters have a support team, but that the Hamilton does not have one. The Hamilton will be in port until May. He asked for members to join the Hamilton Team.

He is looking for assistance, e.g. checking supply inventories, phone calls, follow-ups, etc. CWO Pappas may be reached at (843) 296-1759.

FSO-MS Robert Orenstein asked if it would be possible for a flotilla tour of the ship. CWO Pappas will check on this and get back to FC Daniel.

Flotilla Staff Officer Reports

FSO-CS: Wolfgang Sanyer stated that he is working on the Flotilla website and is creating a “think tank.” Members that have skills that are applicable to building and/or maintaining a website are encouraged to join his team. Staff Officers should inform him of problems that they are experiencing with G-Mail or Google for e-mail.

FSO-FN: Frank Leister reviewed the financial report. Dues money has been returned to The Citadel cadets.

FSO-HR: Duncan Hutchinson reported on a uniform memo he received from National. Auxiliarists are authorized to wear dark brown or dark blue boat shoes for Vessel Exams or when they are on patrol.

FSO-MA: Chuck Chirila will give an update on the organization of the storage closet under Old Business.

FSO-MS: Bob Orenstein stated that he would like to give a presentation on Marine Safety this year. Also, he will be out of town this summer, and that Chuck Chirila, FSO-MA, will be filling in for him.

FSO-MT: Richard Daniel asked for any training ideas from the members. Let him know what you need. Give him any information. Please complete the Annual Membership Survey and leave it at the back of the room.

FSO-NS: Dan Cowley inspected the mobile radio and it passed. A Communications Workshop is scheduled for 26 July from 0900-1500. Staff Officers are invited to help. He reminded the members that there are four ATON patrols on the schedule.

FSO-OP: Joe Fleming stated that paddle boards are considered vessels, therefore, they need the same equipment as boats, i.e. whistles, mirrors, life jackets, etc. He has enough charts from the USCG for the GPS for Mariners course to distribute to OPFAC owners and coxswains.

FSO-PA: Rick Tomlin reported that the boat show was a tremendous success. He thanked the team for all their help. His team will need more help with the Flowertown Festival which is 27-29 March. We will also need help with National Safe Boating Week.

FSO-PE: Robert Blodgett reported that 19 people have signed up for the ABS class. We have also had a good number sign up for the GPS for Mariners course. There are a lot of opportunities to help, and there is enough interest from the boating public to have an ABS class each month.

FSO-PV: Rick Tomlin reminded members to make sure to email him before they go on a PV.

FSO-VE: Richard Daniel distributed new VE stickers for inspections to take place at the Ashley River, Daniel Island, Summerville, etc.

Old BusinessFlowertown Festival: Rick Tomlin FSO-PV

reported that he received an acceptance letter from a representative of the Flowertown Festival for the flotilla to participate three days 27-29 March. Sign-up sheet is posted on line.

Storage Closet: Chuck Chirila FSO-MA needs help to organize storage closet. Thomas Beauchemin and Henry Wolf volunteered to help before the workshop scheduled for 18 February.

National Safe Boating Week: Rick Tomlin FSO-PA reported that National Safe Boating week starts 16 May. Ashley River Festival due to start at the same time. This would be a good time to form a team/committee to do vessel checks.

William Carter mentioned to members that we should put together a National Safe Boating Week Committee.

Recruitment: FC Daniel reported that the national recruiter for the USCG Academy is Blake Cannon. If you know of a possible candidate, please submit his/her name and he will forward the information.
