2019 RISING SUNS TOURNAMENT RULES     

   All games will be played under the Rules Book of the National Federation of State High School Associations, except when specified below:  

PLAYER ELIGIBILITY: • All players must be in high school or below. Only 10 awards will be given to each team. • Players not listed on the tournament roster will not be allowed to play. • Roster changes must be received by 4/01/2019 and are subject to approval, at the discretion of the

Rising Suns Tournament Committee. • Player Medical and Liability Release Agreement Form must be signed and submitted by each team

before the deadline of 4/1/2019. Any player whose parent or guardian has not signed the waiver prior to the first game will not be allowed to play in the tournament.

• Players are allowed to play for only one team and can only be listed on one roster. • Numbers on uniforms must correspond to the submitted roster; otherwise, a technical foul will be

assessed to the team. • The 10 second backcourt violation rule will be enforced for both boys and girls divisions. • All players must be members of your organization.

 

 

HOME TEAM: • Home team will be the team listed at the top of each bracket. • Home team has the choice of the basket and uniform color. • The Rising Suns team will always be the home team. • Tournament appointed persons will be the official scorekeeper and timekeeper.

 

 

GAME TIME: • Each game will be four, 8-minute quarters stopped time. • There will be one-minute break between quarters and a five-minute break between halves.

 

 

TIME-OUTS: • Two (2) full 1 minute time outs and two 30-second time outs will be allowed per game. • One (1) full time out will be allowed for each overtime period. • Unused time outs may NOT be carried over to the overtime period.

 

 

FOULS: • One and one will be on the 7th team foul for each half. Two (2) free throws will be awarded for the

10th team foul of each half. • The “alternate possession” rule will be in effect for jump ball situations for all divisions.

OVERTIME: • There will be a 2-minute overtime period stopped time. • If a second overtime period is needed, it will be a sudden death - the first team to score wins. • For all divisions, in case of a tie, the first tie breaker will be a head to head competition; the second will be a total halves won; the third will be a total quarters won. If still tied, the winner will be decided by a coin flip. All teams that are tied will flip a coin and the odd team will be out until there are only two teams; then one team calls heads or tails.

 

 

SHOT CLOCK: • The 30-second shot clock will NOT be used.

 

 

UNSPORTSMANLIKE BEHAVIOR: • Unsportsmanlike behavior, such as trash talking and taunting will NOT be tolerated. Player(s) will be penalized with an automatic technical foul and must sit out for three (3) minutes. Fighting will disqualify the player and/or coach for the rest of the tournament. • A technical foul will count as a personal player and team foul and will result in two free throws and possession of the ball. • Any player or coach receiving two technical fouls will be ejected from the game and will be suspended for one game.

 

 

PROTESTS: • Any protest regarding the eligibility of a player must be made to a tournament official at least ten (10) minutes prior to the scheduled game time. • Any protest regarding the game must be made to a tournament official with ten (10) minutes after the game completion. • The Tournament Committee will act on all protests and their decisions are final.

 

 

FORFEITURES: • All teams should be present at the gym at least fifteen (15) minutes prior to the scheduled game time. • A team will be allowed a five (5) minute grace period past the scheduled time to have a minimum of five (5) players on the court or the game will be declared a forfeit.

 

 

INJURIES: • The medical expense of a player injured during the tournament will be the responsibility of their respective teams. Each team should have their own insurance so that their players will be adequately covered. • The East Bay Rising Suns and its affiliated organizations will not be responsible for any injuries to players and its spectators or for the loss of personal property.

 

 

CONCUSSION UNDERSTANDING: Each player’s health and safety is of the upmost importance to the East Bay Rising Suns Organization. Concussions can occur with any head injury, as well as in all youth sports, but are more prevalent in contact sports. If a player suffers a head injury and demonstrates any sign or symptom of a concussion, or if any Rising Suns representative, referee, or team’s coach suspects that the player has sustained a concussion, the Rising Suns representative, referee or team’s coach will contact the parent or guardian, and remove the player from the game.  

Athletes who have been removed may not return to play until evaluated and received written clearance from a licensed health care provider trained in the management of concussion acting within the scope of his or her practice. The team, player, and parent or guardian shall not challenge the decision to remove a player from the game.

Final Standings to be determined by:1) Best Win/Loss record2) Pool Play Tiebreakers (to be used in the event teams have tied records):

a) Tiebreaker #1 - Point Differential: Difference between winner and loser score each game. (+) if winner(-) if loser. There will be a maximum value of +/-15, regardless of the final score. Therefore, there will be no tiebreakers advantage whether winning by 15 points or 50 points.

b) Tiebreaker #2 - if two teams have the same point differential: Head to Head: in the event that point differential does not settle the tiebreaker, and two teams are still tied, the head-to-head result betweenremaining teams will determine the rankings.

c) Tiebreaker #3 - if three teams have the same point differential: Total Points: Total points scored in thethree pool play games will be the 3rd tiebreaker.

d) Tiebreaker #4 coin flip will determine the rankings

2019 East Bay Rising Suns 50/50 Raffle Plus

The Rising Suns players will be selling 50/50 Raffle tickets for a drawing which will be held after the first game on

Sunday – June 2nd

You do not need to be present to win and the winning numbers (and names if provided) will be posted at each gym

and on the Rising Suns web-site and prizes can be mailed

Raffle Prizes to be awarded are as follows:

1st Place – 50% of the Cash Collected $$$

2nd Place - Autographed Steph Curry jersey

Autographed 8x10 pictures of Jerry Rice, Magic Johnson, Jeremy Lin and Manny Pacquiao

Other prizes include Autographed cards of Steve Young, Jason Kidd, Dell Curry, Vince Carter, Jason Richardson,

Steve Kerr and Joe Pavelski

The 50/50 Raffle tickets will be sold by our Rising Suns players or designated parents at the gyms throughout the day

$1 per Ticket; 6 Tickets for $5

13 Tickets for $10; 30 Tickets for $20
