The following changes to the Project Manual shall become a part of the Drawings, Specifications, Bidding Requirements and Contract
Documents; superseding previously issued Drawings, Specifications, Bidding Requirements, Contract Documents and Addenda, to the extent
modified by this Addendum.
CLARIFICATION
Invitation to Bid
Sealed bids for the General Contract will be received until 2:00 p.m. on MONDAY, AUGUST 5, 2019.
All “L” Series drawings and specifications related to planting beds (stone and wood mulch) and decorative crushed stone
surfacing:
-Weed fabric shall provide full coverage over topsoil throughout planting beds. Overlap all individual pieces of fabric. Wrap fabric a
minimum of 2” up sides of abutting edging, site amenities (bollards, lights, walls, etc.) and concrete walks. There shall be no gaps in
fabric. Fabric shall not be visible at grade or above the mulch surfacing.
-Decorative Crushed Stone and River Stone Surfacing as specific and detailed shall be free of soils, fines, organic or deleterious
materials. Wash stones as required to remove any sediment, soil, sand from the stones prior to placing. The material above
the weed fabric shall not promote weed growth.

Install geotextile drainage fabric under granular fill layer at subgrade in new asphalt pavement areas at the southern access
drive. This proposed access driveway is between the existing parking on the east side of the building and Addison Road
connection and runs parallel to the south side of the building. Continue fabric under and wrap around edge drain as indicated
on civil drawings. Overlap seams min. 12”.

Contractor shall provide architectural quality craftsmanship to produce a product that represents the intended wood grained
plank appearance. Finish all exposed sides and ends. No air pockets or voids are permitted. Provide a (full size) minimum
of one 6’ long mockup, including cap and flashing for review and approval by Architect and Owner. Maintain consistency in
concrete color and appearance.
Seal all joints in bluestone cap with two-part Sika flex or equal. Color match required.
Refer to structural specifications for additional information regarding concrete walls.

Response:
1. The Area B (DPW Side) of the building shall be maintained live, in service at the end of each workday to afford sprinkler protection to that side of the building. This should be the duration it takes to make the piping modifications to separate the two sprinkler risers, one for each side of the building. A temporary one hour rated construction barrier will be provided by GC to compartmentalize.
2. The new Police Side will not require temporary sprinklers during construction. 3. The sprinkler system on the Area A (Police) side can be taken out of service
during demolition and construction, provided the temporary barrier wall is in place.

• On drawing E2.01 one of the general notes calls for the use of illuminated red receptacles for C.O.P.S outlets. On drawing E3.01 the riser shows multiple C.O.P.S panels in different locations. The legend does not provide any detailed markings, symbols, or notes clarifying which outlets are C.O.P.S receptacles or what areas they are required in. These receptacles have a big difference in cost compared to standard receptacles. Please provide clarification. RZDA Response: Circuits, receptacles and other loads connected to COPS power are identified on the circuit tags indicating what panel and circuit number to connect to. The COPS panels are CL-1, CL-2A, CL-2B and CL-3 which indicates C=“COPS” and L=”Low” (120/208) voltage. Thus is a receptacle is identified as connected to panel CL-2A, 25 it means COPS Low Voltage Panel 2A, circuit 25.
• Regarding the structural steel: Can we access both top and bottom of the steel in the addition and in the renovation for the lightning protection?
KBA Response:
Contractor to visit the job site and familiarize themselves with existing field conditions.
• We do not know what vendors provide the EM Radio System or the 9-1-1 System and the specs don’t provide this information either. Please advise on what vendors provide these systems?
RZDA Response:
These work scopes are identified in the responsibility matrix on drawing E3.02. The Town of Windsor and their vendor, Motorola, will provide the Emergency Radio system and equipment and the Town of Windsor and the approved 911 vendor (AT&T) will provide the 911 system and equipment.

• Our A/V system vendors have determined that they are unable to quote the A/V system on this job. Please advise on what A/V vendor(s) are providing a quote for this project?
RZDA Response:
The Town of Windsor will engage A/V Vendors for the project directly. Refer to Security System drawings and specifications for which TV’s/Monitors are to be provided under the construction contract.
Goodharbor Tech Response:
The security specification section 285000, Security Communication System, and section 286000, Security Rack, Console and Equipment, outline the systems included for the audio and video scope of work associated with the electronic security system. These sections include the audio and video intercom system, and the workstations and monitors associated with the access control and video management system.
• The plans and specs show the existing simplex fire alarm system to be replaced with a new Siemens fire alarm system. Looking at drawing E1.06 it shows new fire alarm devices including the new FACP located in the Area B portion of the building. Based upon multiple architectural and some electrical drawings they state that the interior work in area B besides the two bathrooms is NOT IN CONTRACT. Please advise on whether this work will be included in the base bid or whether this work will be given as a complete alternate price? RZDA Response: All of the fire alarm work and all electrical work indicated on drawing E1.06 is to be included in the base bid. The fire alarm system is to be complete throughout the entire building. E1.06 also identifies other work scopes that are included in the base bid, such as, exterior wall pack lighting, security camera rough-ins, communications conduits, emergency lighting at FACP, etc. KBA Response: The Bathrooms and Temporary Walls at the DPW area are part of the Architectural Base Bid.

1.4 QUALITY ASSURANCE
A. Source Limitations: Obtain vertical louver blinds through one source from a single manufacturer.
B. Fire-Test-Response Characteristics: Provide vertical louver blinds with the fire-test-response characteristics indicated, as determined by testing identical products per test method indicated below by UL or another testing and inspecting agency acceptable to authorities having jurisdiction. Identify materials with appropriate markings of applicable testing and inspecting agency.
1. Flame-Resistance Ratings: Passes NFPA 701.
C. Product Standard: Provide vertical louver blinds complying with WCSC A 100.1.
1.5 DELIVERY, STORAGE, AND HANDLING
A. Deliver vertical louver blinds in factory packages, marked with manufacturer and product name, fire-test-response characteristics, and location of installation using same designations indicated on Drawings and in a window treatment schedule.
1.6 PROJECT CONDITIONS
A. Environmental Limitations: Do not install vertical louver blinds until construction and wet and dirty finish work in spaces, including painting, is complete and dry and ambient temperature and humidity conditions are maintained at the levels indicated for Project when occupied for its intended use.
B. Field Measurements: Where vertical louver blinds are indicated to fit to other construction, verify dimensions of other construction by field measurements before fabrication and indicate measurements on Shop Drawings. Allow clearances for operable glazed units' operation hardware throughout the entire operating range. Notify Architect of discrepancies. Coordinate fabrication schedule with construction progress to avoid delaying the Work.
1.7 EXTRA MATERIALS
A. Furnish extra materials described below that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.
1. Vanes: Before installation begins, furnish quantity of full-size units equal to 5 percent of
amount of each type, color, and size installed.

2.1 VERTICAL LOUVER BLINDS, ALUMINUM VANES
A. Basis of Design Product: Subject to compliance with requirements, provide the following, or equal:
1. Hunter Douglas Architectural; Contract Vertical Blinds.
B. Vanes: Aluminum, alloy, and temper recommended by producer for type of use and finish indicated, not less than .008” gauge; with crowned profile and not less than 3/8-inch overlap when vanes are rotated fully closed.
1. Nominal Vane Width: 3-1/2 inches wide.
C. Headrail: Channel, extruded aluminum with long edges returned or rolled and ends capped. Headrail encloses operating mechanisms including carrier-spacing mechanism that provides uniform vane spacing when blinds are traversed fully across headrail (closed).
1. Manual Traverse Control: Wand. 2. Manual Rotation Control: Wand. 3. Manual Control Locations: Right. 4. Draw and Stack: One way, stack right.
D. Carriers: Engineered plastic with gears to align and synchronize vane rotation and stems that allow vane removal and replacement. Lead carriers have self-lubricating wheels or elongated bearing surfaces; following carriers have self-lubricating wheels.
1. Spacer Links: Stainless steel, 5/16” x .008” spacer links smoothly space and stabilize

2.2 VERTICAL LOUVER BLIND FABRICATION
A. Product Description: Vertical louver blind consisting of equally spaced, synchronized vanes and rail system with self-aligning carrier mechanisms, carriers, traverse and vane directional mechanisms and controls, and installation hardware.
B. Concealed Components: Noncorrodible or corrosion-resistant-coated materials.
1. Louver Directional and Traversing Control Mechanisms: With permanently lubricated moving parts.
C. Unit Sizes: Obtain units fabricated in sizes to fill window and other openings as follows, measured at 74 deg F:
1. Blind Units Installed outside Jambs: Width and length as indicated, with terminations
between blinds of end-to-end installations at centerlines of mullion or other defined vertical separations between openings.
D. Installation Brackets: Designed for easy removal and reinstallation of blind, for supporting headrail, valance, wand operating hardware, and for hardware position and blind mounting method indicated.
E. Installation Fasteners: No fewer than two fasteners per bracket, fabricated from metal noncorrosive to blind hardware and adjoining construction; type designed for securing to supporting substrate; and supporting blinds and accessories under conditions of normal use.
F. Color-Coated Finish: For metal components exposed to view, unless anodized or plated finish is indicated. Apply manufacturer's standard baked finish complying with manufacturer's written instructions for surface preparation including pretreatment, application, baking, and minimum dry film thickness.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Examine substrates, areas, and conditions, with Installer present, for compliance with requirements for installation tolerances, operational clearances, and other conditions affecting performance.
1. Proceed with installation only after unsatisfactory conditions have been corrected.

3.2 INSTALLATION
A. Install vertical louver blinds level and plumb and aligned with adjacent units according to manufacturer's written instructions, and located so exterior vane edges in any position are not closer than 2 inches to interior face of glass. Install intermediate support as required to prevent deflection in headrail. Allow clearances between adjacent blinds and for operating glazed opening's operation hardware, if any.
B. Head Mounted: Install headrail on face of opening head.
3.3 ADJUSTING
A. Adjust vertical louver blinds to operate smoothly, easily, safely and free of binding or malfunction throughout entire operational range.
3.4 CLEANING AND PROTECTION
A. Clean vertical louver blind surfaces after installation, according to manufacturer's written instructions.
B. Provide final protection and maintain conditions, in a manner acceptable to manufacturer and Installer, that ensure that vertical louver blinds are without damage or deterioration at time of Substantial Completion.
C. Replace damaged vertical louver blinds that cannot be repaired, in a manner approved by Architect, before time of Substantial Completion.
3.5 DEMONSTRATION
A. Engage a factory-authorized service representative to train Owner's maintenance personnel to adjust, operate, and maintain systems. Refer to Division 01 Section "Demonstration and Training."
