IN AFGOI DISTRICT

REGION

Executive Summary

Afgoi district is second of the most important agricultural production areas of Lower shabelle region. Over the past decades, different agricultural production systems existed in this region. Over the past two decades, since the collapse of the Central Government in Somalia, irrigation farming has significantly declined in Lower Shabelle and at present primarily subsistence farming is practiced on small land parcels. A significant part of the arable land is not currently cultivated which is due to the combination of several factors. They include insecurity (which increases farming costs), erratic and highly variable rainfall, lack of farming inputs, lack of credit facilities and extension services, poor irrigation and transport infrastructure, and limited efforts to rehabilitate irrigation infrastructure because of inaccessibility. While these factors are relatively well known, very little is known about their impact on agricultural production in Lower Shabelle have been established and the extent to which they affect the development of the production system in the region

ADRO has conducted this assessment to three villages in Afgoi with community stakeholders participatory in order to know the most pressing needs of the wider communities living in Jambalul, Sagalad and Omar Bere villages, this assessment was about to survey the gaps of livelihood mainly focus to the IDPs, returnees as well as host communities living together in the villages, on 22nd of April,2014 set all stakeholders including Aw-mos Development and Relief Organization (ADRO) field staffs, The meeting was held in a peaceful way, The meeting was opened by Sheikh Hassan, From Jambalul, Sagalad and Omar Bere with a verse from Holy Quran and seconded by Adan Ibrahim Hared Executive Chairperson of ADRO, he introduced himself to the community at a large then asked the community What are the most priority needs of the community? After that the community elders, Religious, youth and women group discussed the matter in depth for more than 2 hours concluded their priorities as follows

1. Land Ploughing ( hiring of machinery for ploughing the land)2. Farm tools3. Seeds (maize, cowpeas, mango beans, onions, spinach, carrots, latus and sweet paper4. Fuel for generators ( during irrigations)5. Restocking

Therefore, the assessment concluded in above points as their pressing needs to increase their livelihood status and also to increase food production in the area

The study has applied the following methods and strategies to undertake the assignment: Participatory assessment Interviews Field work Group discussionsKey informant interviews of staff in various institutions; Peer review; and Discussions with key of the IDP , returnees and host community authorities,

Objectives of the assessment

This main objective conducting this assessment is to identify the pressing needs of the community living together ( IDPs, returnees and Host Communities in Jabbalul, Sagalad and Omar Bere Villages in Afgoi Lower Shabelle Region

Assessment findings

Due to overcrowded population density year after year the land is not enough to cover the needs of families why because the size of the farm is always the same while the family inherited the land continue marring and bear children or extended to extended as the time goes on this will lead to poverty at the end

Most of the farmers hire tractors to cultivate their land in both seasons, except for the poor households who normally only use tractors in the Gu season, as the high fuel prices make tractor hire unaffordable. Tractors are needed for ploughing in the riverine areas

because the soil in the irrigated areas is composed of fine silt deposits, which when dry are highly compacted making it difficult to dig by hand or by oxen

. The internal displaced people who are living with the relative who are already needy people will add another setback to the relative

During the assessment, the teams have witnessed some constraints. The following include some of the constraints of the assessment:

The large populations in some sites which could not be counted displaced people not found at IDP settlements as they go to look for living during the

day and come back at night,

Recommendations

IDPs are now facing difficult conditions. In order for these populations to recover, a combination of expanded lifesaving and livelihood support is required, access to food, water and basic sanitation of these households are urgently needed. Actions required in order increasing humanitarian assistance
