Statement of Qualifications and Limitations

The attached Report (the “Report”) has been prepared by AECOM Canada Ltd. (“Consultant”) for the benefit of the client (“Client”) in

accordance with the agreement between Consultant and Client, including the scope of work detailed therein (the “Agreement”).

The information, data, recommendations and conclusions contained in the Report (collectively, the “Information”):

is subject to the scope, schedule, and other constraints and limitations in the Agreement and the qualifications

contained in the Report (the “Limitations”);

represents Consultant’s professional judgement in light of the Limitations and industry standards for the preparation

of similar reports;

may be based on information provided to Consultant which has not been independently verified;

has not been updated since the date of issuance of the Report and its accuracy is limited to the time period and

circumstances in which it was collected, processed, made or issued;

must be read as a whole and sections thereof should not be read out of such context;

was prepared for the specific purposes described in the Report and the Agreement; and

in the case of subsurface, environmental or geotechnical conditions, may be based on limited testing and on the

obligation to update such information. Consultant accepts no responsibility for any events or circumstances that may have

occurred since the date on which the Report was prepared and, in the case of subsurface, environmental or geotechnical

conditions, is not responsible for any variability in such conditions, geographically or over time.

Consultant agrees that the Report represents its professional judgement as described above and that the Information has been

prepared for the specific purpose and use described in the Report and the Agreement, but Consultant makes no other

representations, or any guarantees or warranties whatsoever, whether express or implied, with respect to the Report, the

Information or any part thereof.

Without in any way limiting the generality of the foregoing, any estimates or opinions regarding probable construction costs or

construction schedule provided by Consultant represent Consultant’s professional judgement in light of its experience and the

knowledge and information available to it at the time of preparation. Since Consultant has no control over market or economic

conditions, prices for construction labour, equipment or materials or bidding procedures, Consultant, its directors, officers and

employees are not able to, nor do they, make any representations, warranties or guarantees whatsoever, whether express or

implied, with respect to such estimates or opinions, or their variance from actual construction costs or schedules, and accept no

responsibility for any loss or damage arising therefrom or in any way related thereto. Persons relying on such estimates or

opinions do so at their own risk.

Except (1) as agreed to in writing by Consultant and Client; (2) as required by-law; or (3) to the extent used by governmental

reviewing agencies for the purpose of obtaining permits or approvals, the Report and the Information may be used and relied

upon only by Client.

Consultant accepts no responsibility, and denies any liability whatsoever, to parties other than Client who may obtain access to

the Report or the Information for any injury, loss or damage suffered by such parties arising from their use of, reliance upon, or

1. Introduction

Waste Management of Canada Corporation (WM), owners and operators of the existing Ottawa Waste Management

Facility (Ottawa WMF) have initiated an Environmental Assessment (EA) seeking approval for a new landfill footprint

at the existing Ottawa WMF. The new landfill footprint will be one component of the proposed West Carleton

Environmental Centre (WCEC). The proposed WCEC will be an integrated waste management facility that will

include:

Waste diversion and recycling operations;

Composting operations;

Renewable energy facilities;

Recreational lands for community uses; and,

A new landfill footprint for disposal of residual waste materials.

Public and external agency consultation is a key component of EA’s and as such, has been incorporated into this

process. A Notice of Commencement for the EA of this project, inviting initial input, was issued on January 5, 2011,

with the first round of Public Open Houses for the EA held in January 2011 and the first round of Workshops for the

EA held in February 2011. The second round of Public Open Houses ran from March 29 to 31 and April 7, 2011 and

the second round of Workshops were held on April 28 and May 5, 2011. The third round of Open House sessions

were held November 8 to 10, 2011 and Workshop #3 took place on November 23, 2011. The fourth round of Open

Houses was held February 7 to 9, 2012. This Report provides a summary of the events that took place at the fifth

round of Open Houses held March 6 to 8, 2012.

1.1 Objective of the Open Houses

The main objective of the Open Houses was to provide an opportunity for attendees to speak directly with WM staff

members and technical consultants about the EA for a new landfill footprint at the WCEC. Information presented

included an overview of the draft EA, a summary of the cumulative effects assessment, a summary of the valued

ecosystem components considered, other approvals, EA amendment and review process.

Attendees were offered the opportunity to present their comments regarding the information directly to staff from

WM, AECOM, WESA, RWDI and FoTenn. This was especially useful for interested members of the public, as they

were able to speak directly with Project Team members on key aspects of the environment that concerned them

(i.e., air quality, odour, groundwater, etc.). Further, members of the public were able to learn about the content of the

draft EA, the evaluation process and the next steps in the project. This interaction allowed for an exchange of

information that can be used to enhance the overall project.

1.2 Date, Time and Location of the Open Houses

The fifth round of Public Open Houses ran as follows:

1. Tuesday, March 6, 2012 – West Carleton Meeting Centre, Carp, ON

2. Wednesday, March 7, 2012 – Brookstreet Hotel, Kanata, ON

3. Thursday, March 8, 2012 – Stittsville and District Community Centre, Stittsville, ON

All three of the Open Houses commenced at 4:00 p.m. and ran until 8:00 p.m.

All Open Houses followed a drop-in format, with the information illustrated on a set of display panels arranged

around the perimeter of the room. In addition, relevant reference materials, such as the approved Terms of

Reference, the updated existing environmental conditions reports, the Alternative Methods Report, Detailed Impact

Assessment Reports, and the Leachate Treatment Alternatives Report were made available for public perusal at

reference tables in the centre of each room. As mentioned above, Project Team members representing a variety of

disciplines were available at all three sessions to answer questions from attendees.

2. Notification of Fifth Round of Public Open Houses

Notification of the Open Houses was provided through newspaper publications during the weeks of February 23rd

and March 1st in the Stittsville News - EMC, the West Carleton Review -EMC, and the Kanata Kourier Standard-

EMC.

Notification was also provided via E-blast sent on March 1, 2012 to all interested persons who are on WM’s

stakeholder distribution list, posting on the project website at http://wcec.wm.com, posting on WM’s sign board

(located on Carp Road across from the west-bound Highway 417 on/off ramps), and direct mailing to all addresses

within the K0A 1L0, K2S, and K2T postal codes during the week of February 22, 2012.

A notification letter/email was also sent to First Nation and Aboriginal representatives and affiliated agencies, as well

as to the Government Review Team (GRT).

Copies of these letters and the newspaper notice are found in Appendix A.

4. Information Presented

Information presented at the Open Houses was in the form of display boards arranged around the room and

organized to take the viewer through the current stage of the EA process. This information included:

Background information on the WCEC’s various components;

Flow chart of the EA process;

Outline of the consultation process to date;

Detailed outline of the Draft EA document;

Outline of Cumulative Environmental Effects and Valued Ecosystem Components identified;

Summary of the Cumulative Effects assessment for the following disciplines:

Atmospheric Environment –Noise; Particulate Matter; Odour, Landfill Gas and Combustion

Emissions;

Biology – Aquatic and Terrestrial;

Socio-Economic Environment; and

Groundwater; Framework for assessing significance;

Other approvals required for the undertaking;

Process for amending the EA;

EA review process;

Flow chart of the final EA review;

Ongoing consultation activities.

5. Attendance

Over the course of the fourth set of Open Houses, there were a total of 48 attendees. Details about the individual

Open Houses are outlined below.

Attendees were encouraged to provide written comments on the comment sheets provided.

With the exception of those that requested to be left off, all individuals and/or agency representatives who signed in

with their contact information have been added to the project-specific contact database. These database will be

used during the remaining phases of the study to contact/inform interested public and key stakeholders of study

issues and events.

5.1 Open House Location #1

A total of 20 people attended the first Open House, held in Carp. Those in attendance were largely local residents

and landowners, existing members of the Carp Landfill Community Liaison Committee (CLCLC) and a small number

of local business owners. Two local Councillors and a staff representative from the MOE also attended the Open

House. Comments and concerns raised by attendees included questions on property value protection, traffic, and

impacts on groundwater, surface water, and odour. No comment forms were received.

5.2 Open House Location #2

A total of 14 people attended the second Open House, held in Kanata. Those in attendance included local residents

and landowners, CLCLC members, and local business owners. Two local Councillors also attended the Open

House. Comments and concerns raised by attendees included questions on property value protection, traffic, and

impacts on groundwater, surface water, and odour. No comment forms were received.

5.3 Open House Location #3

A total of 14 people attended the third Open House, held in Stittsville. Those in attendance were largely local

residents and landowners, members of the CLCLC, and local business owners. One local Councillor also attended

the Open House. Comments and concerns raised by attendees included questions on property value protection,

traffic, visual impact, and impacts on groundwater, surface water, and odour. No comment forms were submitted.

6. Summary of Comments Received

As of March 23, 2012, no comment sheets had been received. A copy of the comment sheet used at the open

houses is included in Appendix C. Although no comment sheets were received, one comment requiring follow-up

was received verbally and one was received via email after the event. Issues raised included:

Request for air quality sections of the draft EA;

Alleged additional garbage dumping on Laurysen property adjacent to the Carp Landfill; and

Groundwater contamination.

7. Summary

The fifth round of Public Open Houses for the EA was held from February 6-8, 2012 at three different locations in the

west end of Ottawa. This round of Open Houses was held to present the proposed site design and operations, the

results of the detailed impact assessment, the comparative evaluation of the five leachate treatment alternatives, the

identification of a preferred leachate treatment alternative, the preliminary cumulative environmental effects identified

through the detailed impact assessment, and next steps in the EA. The Open Houses provided an opportunity for

the public and other stakeholders to discuss the proposed undertaking and their issues or concerns directly with WM

and their consulting team. This feedback will be used throughout the preparation of the EA.

Over the course of the fifth set of Open Houses there were a total of 48 attendees. The main issues raised were as

follows:

Property value plan;

Traffic;

Groundwater impacts;

Surface water impacts;

Odour impacts; and

Visual impact.

WM and the project team plan to review the issues and concerns raised and address them as appropriate as this

project proceeds.

Waste Management of Canada Corporation Environmental Assessment for a New Landfill Footprint

at the West Carleton Environmental Centre OPEN HOUSE #5

Waste Management of Canada Corporation (WM) is undertaking an Environmental Assessment (EA) seeking approval for a new landfill footprint at the existing Ottawa Waste Management Facility (Ottawa WMF). The new landfill footprint will be one component of the proposed West Carleton Environmental Centre (WCEC).

The proposed WCEC will be an integrated waste management facility that will include:

A new landfill footprint; Waste diversion and recycling operations; Composting operations; Renewable energy facilities; and, Recreational lands for community uses.

The new landfill footprint is the only component of the WCEC that requires EA approval under the Environmental Assessment Act (EAA). The proposed location of the WCEC and the new landfill footprint component is within the City of Ottawa in the area shown on the map below. The purpose of the EA is to study the potential environmental effects (positive or negative) of the proposed new landfill footprint. Key components of an EA include consultation with government agencies and the public; consideration and evaluation of alternatives; and the management of potential environmental effects. Conducting an EA promotes good environmental planning before decisions are made about a proposal.

In February 2012, WM held a series of Open Houses with the public to introduce the proposed site design for the WCEC, review the findings of the Detailed Impact Assessment, and present the assessment and comparative evaluation of Leachate Treatment Alternatives. Open House #5 The purpose of Open House #5 is to provide an introductory overview of the Draft EA and to answer any questions about the development of the EA to date. In addition, WM will provide information about the review process for the Draft and Final EA as well as related consultation activities. WM has scheduled Open House #5 events the week of March 6th – 8th, 2012 for the following dates, times, and locations:

The West Carleton Environmental Centre (WCEC) is an integrated multi-purpose waste management facility to serve waste generators within the City of Ottawa and surrounding communities.

The WCEC will include: Waste diversion; Renewable energy; Waste disposal; Environmental areas, and; Community uses.

The waste disposal component of the WCEC will include a new, state-of-the-art, environmentally engineered landfill that will receive materials that cannot be diverted towards re-use, recovery or recycling. It is this undertaking that requires EA approval.

Environmental Assessment (EA).

In November 2010 Waste Management of Canada Corporation (WM) received approval from the Minister of the Environment for its ToR to conduct an EA for a new landfill footprint at the existing Ottawa Waste Management Facility (WMF).

A new landfill footprint is one component of the proposed WCEC and is the only component that requires EA approval under the Ontario

(OEAA).

Terms of Reference

In January 2011 WM commenced the EA process for a new landfill footprint at the proposed WCEC.

To date WM has conducted the initial four phases of the EA process: 1) characterize the existing environment; 2) identify alternative methods for a new landfill footprint (i.e., alternative footprint options); 3) compare the landfill footprint options, select a preferred option, and identify leachate treatment options and evaluation criteria; and 4) conduct a detailed impact assessment of the preferred landfill footprint options as well as compare the five leachate treatment options and identify a preferred treatment option.

The next step in the EA process is to prepare the draft EA and submit for review by the public, aboriginal organizations, and agencies.

EA Consultation

Open House #4 was held from February 7-9 in Carp, Kanata, and Stittsville.

The purpose of Open House #4 was to provide the public with an opportunity to review the following: o Detailed impact assessment of the preferred landfill footprint

option; o Assessment and comparative evaluation of leachate

treatment options; and o Identification of a preferred leachate treatment option.

Information about the ongoing EA process and related consultation activities was also presented.

WM will provide information about the review process for the Draft and Final EA, as well as related consultation activities on the Open House #5 display boards, in the Draft EA, and on the Resources page of the project website (http://wcec.wm.com).

During the ToR, WM committed to undertaking an assessment of the cumulative effects on:

The landfill and other WCEC components/facilities; and, Other non-WCEC projects/activities that are existing, planned and approved or reasonably foreseeable.

The assessment of cumulative environmental effects is typically undertaken if the Federal EA process applies (which it does not for the WCEC); however, WM has opted to include a cumulative effects evaluation even though it is not normally considered in the Provincial (OEAA) process.

During the Impact Assessment phase, each of the disciplines reviewed their impacts from the proposed landfill footprint in addition to potential impacts from the additional WCEC facilities.

The additional facilities include the following:

Other Approvals

The proposed undertaking will require other environmental and land use approvals, aside from the EA approval.

Additional approvals that may be required for the undertaking include:

o Ontario Environmental Protection Act (EPA);

o Ontario Water Resources Act (OWRA);

o Aggregate Resources Act;

o Planning Act/Municipal (i.e. Official Plan and Zoning By-Law Amendments);

o The Environmental Bill of Rights (EBR);

o Conservation Authority Approvals; and

o Federal Approvals.

Amending the EA

Some aspects of the project may require a change to the undertaking following approval by the Minister under the EA Act, as the design details are further developed during the later stages of project design, construction and/or operation.

It may be necessary to amend the EA because of changes in conditions, development of new mitigation measures or the identification of previously unknown concerns. In recognition of this, WM is proposing an amendment

This amendment procedure would benefit all parties potentially involved by providing an agreed to and understood approvals process for ensuring that proposed changes to the preferred undertaking are effectively and appropriately dealt with. It should be noted that no amendments to the landfill capacity (6,500,000 m3) included in this EA will be sought by WM. Therefore, if there was a desire to increase the landfill capacity, WM would be required to complete a separate approval under the .

Change Review Process

During the detailed design, construction and/or operation of the

design may occur due to:

o Unforeseen site-specific problems encountered only during detailed design, construction and/or operation;

o Improvements in the design to provide greater environmental benefits and/or less adverse effects;

o Elements of the project that were not previously envisioned;

o Circumstances that develop at the time of construction;

o Issues identified in other approvals processes; and

o Changes to the regulatory framework (i.e., new legislation or regulations).

Where such changes may occur, a process must be followed to consider them within the context of the Minister-approved EA and determine if an amendment is required based upon the significance of the change.

Amendments to the EA

If the change was to result in an increased net adverse effect (i.e., as a whole after considering potential benefits from the change), the review will be documented by WM and then categorized by WM as either a potential minor or major

Environmental Assessment and Approvals Branch (EAAB) and concurrence from the Director.

Minor Amendments to the EA

Proposed changes to the approved EA that would not alter the Preferred Undertaking significantly in terms of what would be built, where it would be built, and how it would be built, but would result in an increased net adverse effect would be categorized as minor amendments. The potential requirement to implement the Contingency Leachate Treatment Alternative, in the event that the Preferred Leachate Treatment Alternative can not be implemented for any reason, will be considered a minor amendment. In the case of a potential minor amendment, WM has proposed a process to be followed prior to implementing the amendment

EAAB and the City of Ottawa. The details of this process are outline in Chapter 10 of the Draft EA.

Major Amendment

Proposed changes to the approved EA of a much more significant nature would be categorized as major amendments.

In general, these proposed changes would alter the design of the Preferred Undertaking significantly in terms of what would be built, where it would be built, and how it would be built. In cases where the proposed change is determined to be a major amendment, WM will conduct a new EA process for the major amendment that will be considered, as applicable in the circumstances, to be a new undertaking as per Section 12 of the EA Act as amended.

In the case of a major amendment, regardless of the changes proposed, the conclusion that the Preferred Undertaking is required, and its status as the Preferred Undertaking in relation to the other alternatives considered during the EA, would not be affected or opened to re-evaluation. Therefore, the scope of the new EA process would focus on the proposed change that is determined to be a major amendment.

In accordance with the approved ToR, WM is providing for stakeholder review of the Draft EA prior to the submission of a Final EA.

The Draft EA review period will last for 7 weeks beginning the week of March 5, 2012 and ending on April 27, 2012. WM asks that stakeholders provide their comments on the Draft EA to WM by April 27, 2012 for consideration in the development of the Final EA In support of the Draft EA review, consultation activities will be conducted, including notice of review process, conduct of open houses, and provision of the Draft EA document.
