Report from State Monitor – Thomas Egano Progress of Audit: have a surplus projected.o State Auditors reviewed our books and records concerning the ASSA report, 192/193
application, extraordinary aid report. If district could not substantiate findings, monies would have to be returned. Finding was that district did not owe any monies.
o School #4 Inspection: NJSIG inspector was concerned about safety of building. Called in Supervisor. Engineer called in and deemed building safe.
Dr. Tomko: Clarification on resolution A13 – part of new bargaining agreement.

Remarks by Citizens – AGENDA ITEMS ONLY (Public Participation Session 1): Tom McCrohan: Confused about clarification of stipends in addition to salaries. Some have been done by other people in the past for no added income.
Vincent Frantantoni: Thanked student rep for speaking clearly into microphone. Were the stipends included in the budget at budget presentation? (Dr. Tomko: package was estimated amount.) Who is the Chief Talent Officer? (Dr. Tomko: Same person as before, also principal at School #8). Too much red noted on the PARCC report.
Arlene Schor: A13 is Advanced Placement – scheduling or placement? (Dr. Tomko: a little bit of both.)Should implement programs for students having problems during the school year before they have to attend summer school.
George Ann Polite: How do we recoup monies for students that were found to be here illegally? PARCC scores have improved but numbers are still unacceptable. Audit – have any additional exceptions been found? Have they been corrected.
Michael Sheldon: Glad to see modest improvement in PARCC testing. Would like to see students graduate being proficient in calculus. Seems to be overlapping stipend positions. What does a CTE coordinator do? (Dr. Tomko: Oversees the Perkins Grant.)

1. A RESOLUTION AUTHORIZING THE Belleville Board of Education TO ENTER INTO A COOPERATIVE PRICING AGREEMENT:
WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and
WHEREAS, the ESSEX REGIONAL EDUCATIONAL SERVICES COMMISSION, hereinafter referred to as the “Lead Agency” has offered voluntary participation in a Cooperative Pricing System for the purchase of goods and services;
WHEREAS, on (DATE OF ACTION) the governing body of the Belleville Board of Education, County of Essex, State of New Jersey duly considered participation in a Cooperative Pricing System for the provision and performance of goods and services;
NOW, THEREFORE BE IT RESOLVED as follows:
TITLEThis RESOLUTION shall be known and may be cited as the Cooperative Pricing Resolution of the
Belleville Board of Education
AUTHORITYPursuant to the provisions of N.J.S.A. 40A:11-11(5), the (CHIEF EXECUTIVE OFFICER) is hereby
authorized to enter into a Cooperative Pricing Agreement with the Lead Agency.
CONTRACTING UNITThe Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts
Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State of New Jersey.
EFFECTIVE DATEThis resolution shall take effect immediately upon passage.

Remarks by Citizens – ANY ITEM (Public Participation Session 2):Tom McCrohan: Isn’t against employees getting paid as much money as district can bear as long as they are doing their job. However, students don’t have books and buildings need repairs. Is salaries for Administrators base salary without longevity?
Vincent Frantantoni: Surplus from last year was 1.5% how much is that? (Mr. Egan: $700,000) What problems were identified at School #4? (Mr. Egan: findings of architect will be in report for possible referendum? Is there any money in budget for mediation? Is this a projected surplus? (Mr. Egan: Money in surplus as of June 30th.) Status of OFAC report? (Mr. Egan: Not finished yet, auditors still in district.)
Arlene Schor: The surplus of $700,000,00 can it be applied to current carryover? Students sharing books in high school. Books cannot go home. Students are using cellphones to take pictures of pages to study. What subject’s do we not have books for? This is a serious problem. Heating issues – students can not wear sweaters when they are cold – are sent to detention.
Joseph DeFlorio: Proud to announce Oncourse workshop at Middle School for parents, guardians and students. Got a lot of volunteers to help. Providing pizza and drinks. HS culinary class supplying cookies. Have a volunteer translator. Half of students cannot get into Oncourse. Good to have schools and families working together.
Joan Schmitt: Agree with Arlene Schor about books. Have spoken to many students that have no books. Can they use the $700,000 surplus to purchase books? (Mr. Egan: Everything is on the table until certified.) Books are a basic thing. The classrooms are cold, why are students not allowed to wear sweaters? (Dr. Tomko: Agreed. Thank you for telling him.) (Mr. Kuebler: Books and supplies are on backorder. Should have been delivered.)
GeorgeAnn Polite: Thank you to those who answered Mr. Frantantoni. Lack of books issue at both High School and Middle School. Should implement new program to allow students to use devices rather then books. We should recoup funds for students found to be out of district. (Dr. Tomko: Each case is unique, different reasons why.)
Stacey Hochstahl: Concerns at School #7: Fax machine broken for 3 years, scaffolding in front of school for 2 years. How soon will front of school be done? Computer room moved to a room with no air condition. Air quality in multi-purpose room very bad, no windows. School needs a sound system.
Michael Sheldon: Does Mr. Egan have authority to overrule board decisions. (Mr. Egan: yes, will overrule if board is hiring someone not qualified or for political reasons.) Has heard rumors about shortage of books and students not being able to take books home. Any plans for digital books? Never out of date and cheaper (E books) Candidates forum – hope all show up to hear candidates, many critical issues.

Mr. Vellon: Congratulations to students receiving awards for poster contest. Thank you for caring and participating. Concerns about resolution A13 – if not approved board could be in violation of contract. They have been compensated appropriately. Asked that faculty reconsider approach when dealing with parents. Raised bar for students. With increase in administrator’s salary’s. Hope Superintendent will expect more from his faculty.
Mrs. Torres: Congratulations to winners of poster contest. Please look into concerns brought up tonight. Boilers at Middle school and School #8 will be up and running by the end of October. Thanks to Administration, teachers and students for doing such a wonderful job on Saturday.
Mrs. Lamparello: Football and Volleyball beefsteaks at the end of the month. We should update policy so students can wear something warmer when classrooms are cold. Mr. DeFlorio’s event is November 2nd.
Mr. Kuebler: Congratulations to students receiving awards for poster contest. PARCC- improving our scores. Finances: making progress. District no longer in deficit up $700,000. Thanks to all parents, faculty and students who attended the Hispanic Heritage Festival on Saturday. Please do homework and support candidates.
Ms. Dolan: Congratulations to students winning the poster contest. The Hispanic Heritage Festival was awesome! Asked audience to be quiet when speakers were speaking. Negotiations: all gave up something – got fair contracts.

Adjournment at 9:06 p.m. RESOLVED, That the Board of Education adjourn its meeting to meet in closed session now, and at
6:00 PM, on Monday, November 21, 2016, at Belleville High School, 100 Passaic Avenue, to discuss matters that may be discussed in private in accordance with Chapter 231, Laws of 1975; more specifically, the discussion of personnel, staff evaluations, pending litigation, and negotiations. The results of these discussions will be acted upon at the next regularly scheduled business meeting of the Board, or as soon as feasible and/or practicable thereafter.
