Duluth,MinnesotaReview Bridge Drawings: Construction drawings from 1968, 2006, and 2009 werereviewedtoidentifysuspect asbestos‐containingmaterials(ACM)andotherregulatedmaterialsatthebridge.Asbestos Summary: Thirteen (13) homogeneous materials were identified at the bridge thatweresuspectfor containingasbestos.OneofthethirteenmaterialswasfoundtobeACM.AsamplelocationmapisprovidedinAppendixII.ThefollowingmaterialswereidentifiedasACM:

The asbestos‐containing, black tar sealant is located on the light pole bases outside of thebarrierwalls.Thematerialisnon‐friableandingoodcondition.

ThefollowinglocationswereinspectedforACM:

Thebridgedeck,roadwearsurfaces,piers,guardrails,utilitiesandsuperstructure.

Electrical utility conduit and junction boxes were identified under the bridge deck.DrawingreviewidentifiedBakelite®fittingsinthemetalexpansioncouplersoftheelectricalconduit systems at the bridge. The Bakelite® fittings were not sampled at this bridge,however,representativesamplesofBakelitefittings,fibrouspackingsandrigidgasketswerecollected from expansion couplers atmultiple bridges at the Can ofWorms complex andnone of the samples were found to contain asbestos. Inspection of other electricalcomponents identifiednocoatingsorinsulationsuspectforcontainingasbestos.

Castirondrainpipeforstormwaterdischargewasobservedunderthebridge. Inspection

of the stormwaterpipe identifiednocoatingsorinsulationsuspectforcontainingasbestos.

Therewere noutilities forwater, gas,communications,orotherservicesobservedonorbelowthebridge.

RegulatedWaste Summary: The following regulated waste was found on the bridge oralongthe roadway immediately before and after the bridge. This waste is required to be removedbeforedemolition(SeeattacheddocumentsinSection3forthedetailedinventoryof allregulatedwastes):Lead: LeadPlates–9each

PrintedCircuitBoard–None

LeadPaint–Sampleswerecollectedfrom3painttypesatthisbridge.Lead‐basedpaint(0.5%orgreatertotallead‐by‐weight)wasnotidentified.

The three samples were determined to be lead‐containing paint (<0.5% total

lead).Disposalofcoatedsurfacescontainingconcentrations<0.5%totalleadisnotregulatedinMinnesota.

identifyleadbasedpaint,however,the1968bridgeplansidentifiedashopcoatofredleadpaint/primeronallstructuralsteelbridgecomponents.Theredleadpaint/primer is assumed to be present on top of beam flanges, under fill andspliceplates,atI‐beamwebsandflangesandabovebearingassemblies.

for Transmission Electron Microscopy (TEM) and Polarized Light Microscopy (PLM) analysis and the American

Industrial Hygiene Association (AIHA), Lab ID 101533 - Accreditation Certificate #480 for Phase Contrast

Microscopy (PCM) analysis. This laboratory is currently proficient in both Proficiency Testing and PAT programs

respectively.

Bakelite bushings were identified inside couplers at electric utility conduit at the bridge.  Electrical services at Bridge 69801L were active and bakelite bushing samples were not collected from this bridge.  However, samples of bakelite bushings, fibrous packings and rigid gaskets collected from couplers at 

other Can of Worms bridges did not contain asbestos.
