In accordance with the guiding principles established by George Ellery Hale in 1914, the PROCEEDINGS publishes brief first announcements of the Members' and Foreign Associates' (hereafter referred to as the Members) more important contributions to research and of work that appears to a Member to be of particular importance.

RESEARCH REPORTS describe the results of original research of exceptional importance. The papers should be of the highest scientific quality and should be intelligible to a broad scientific audience.

COMMENTARIES call attention to papers of particular note and are written at the invitation of the Editorial Board.

COLLOQUIUM PAPERS are reports of symposia held under Academy auspices.

EDITORIAL POLICIES

Submission and Review

Research Reports and Reviews may be submitted to the PROCEEDINGS through any of the following three tracks:

I. A Member of the Academy may "communicate" manu- scripts for others, provided that the communicating Member ensures that the paper undergoes thorough peer review prior to submission to the PROCEEDINGS. The Member obtains reviews of the paper from at least two qualified referees, each from a different institution and not from the author(s)' institution(s).

II. Authors may submit their manuscripts directly to the PRO- CEEDINGS office. Authors must provide in their submission letters the names of five Members who are expert in the paper's scientific area, although the sponsoring Member chosen may not be on that list. A full list of Members appears in Vol. 94, issue 1 (Jan. 7, 1997). A list including research interests is on the PNAS Home Page: http://www.pnas.org. A Member will be identified by the Editorial Board to act as the sponsor. The name of the sponsor, who is anonymous to the author until the paper is accepted, will be published in the PROCEEDINGS as communicator of the article. A paper may be rejected without further review if it is judged not of sufficient general interest or quality for the PROCEEDINGS. Such rejection is final and is done to allow authors to promptly submit their papers elsewhere.

III. A Member of the Academy may submit his or her own manuscripts for publication. Members' submissions must be accompanied by the assurance that the manuscript has been reviewed by a knowledgeable colleague who is not a coauthor.

Manuscripts submitted under any of the three tracks are also evaluated by the Editorial Board. The Board may reject manu- scripts without further review or may subject manuscripts to review and reject those that do not meet the standards of the journal. Manuscripts rejected by one Member cannot be resubmitted through another Member.

Journal Policies

(i) Articles are accepted provided that they have not been PUBLISHED previously or concurrently submitted for publica- tion elsewhere. Three copies of any relevant manuscripts in press or submitted for publication elsewhere by the authors must be included.

(ii) AUTHORSHIP should be limited to those who have contributed substantially to the work. It is assumed that all listed authors concur in the submission.

(iii) All authors must disclose any commercial association that might pose a CONFLICT OF INTEREST in connection with the manuscript. All funding sources supporting the work must be acknowledged.

(iv) A completed form, assigning COPYRIGHT to the National Academy of Sciences, must be returned to the PROCEEDINGS office before the paper can be published. This form and all other forms are available on request and on the PNAS Home Page.

(v) The Academy may distribute EMBARGOED copies of an article to the press prior to publication.

(vi) For research involving HUMAN SUBJECTS or the use of materials of human origin, institutional authorization must have been obtained.

(vii) Submission of manuscripts on research using RECOM- BINANT DNA implies that physical and biological containment conformed to National Institutes of Health guidelines or those of a corresponding agency.

(viii) Submission of manuscripts on research using UNIQUE MATERIALS (e.g., cloned DNAs; antibodies; bacterial, animal, or plant cells; viruses; and computer programs) implies that the authors will make them available to qualified researchers for noncommercial use.

(ix) DATABASES: Accession codes must be supplied for publication.

Nucleic Acid Sequences: Authors must submit these data to GenBank/EMBL/DNA Data Bank of Japan.

Structural Studies of Proteins and Other Biopolymers Except Oligonucleotides: Authors must submit coordinates to the Protein Data Bank (PDB; Brookhaven National Laboratory).

Structures of Oligonucleotides: Authors must deposit these data directly with the Nucleic Acid Database at [email protected]. PROCEDURES FOR SUBMITTING MANUSCRIPTS

Corresponding Author. The name, address, telephone and fax numbers, and e-mail address of the author responsible for reviewing the page proofs should be provided on the title page of the manuscript. Manuscripts should be sent to PROCEED- INGS OF THE NATIONAL ACADEMY OF SCIENCES, 2101 Consti- tution Avenue, N.W., Washington, DC 20418 USA, or sent by express mail to 1055 Thomas Jefferson Street, N.W., Suite 2013, Washington, DC 20007 USA. Phone: (202) 625-4725 or 4737; FAX: (202) 625-4749 or 4752.

Publication Charges. Page charges: The PROCEEDINGS depends, in part, on the payment of page charges for its operation. Payment of the page charge of $60 per printed page is expected for all authors who have funds available for that purpose. Requests for waiver of page charges should be submitted to the Editor-in-Chief immediately after the paper is accepted in final form. Articles are accepted or rejected only on the basis of merit.

Color illustration charges: Author(s) must pay the additional cost of color illustrations. The cost is $850 for the first color figure, $300 for each additional color figure. A quotation will be sent to the corresponding author, and written approval must be received before the color illustrations are processed. Manuscript Preparation

Disks. To expedite both acceptance and publication, all manuscripts must be accompanied by a computer disk. The disk should not contain the figures or tables.

Manuscript Length. The PROCEEDINGS generally uses a two-column format averaging 60 characters, including spaces, per line. The length of a research article may be no more than 47,000 characters, including spaces. This includes all text and the number of characters displaced by figures, tables, and equations. The total number of characters equals

The number of characters including spaces in the text (include all parts except tables), plus The depth in cm of each figure at desired printed size x 180 for a one-column figure or x 360 for a two-column figure, plus The depth in number of lines of each table including spaces x 60 for a one-column table or x 120 for a two-column table, plus A 120-character allowance for the space above and below each single column of a figure, table, or equation. If the character count of the word processing program used to prepare the manuscript excludes spaces, the appropriate number of text characters can be obtained by adding the total number of words to the text character count. A table that has lines with more than 60 characters plus spaces or a figure that is wider than 8.5 cm takes up two columns in width. Overlong papers will be returned to the author.

NOW AVAILABLE

BOUND REPRINTS OF ACADEMY COLLOQUIA

In 1991, the National Academy of Sciences (NAS) inaugurated a series of scientific colloquia, several of which are held each year under the auspices of the NAS Council Committee on Scientific Programs. These colloquia address scientific topics of broad and topical interest that cut across two or more traditional disciplines. Typically two days long, these colloquia are international in scope and bring together leading scientists in their field.

Papers presented at these colloquia are published in the Proceedings of the NationalAcademy of Sciences. Because they have generated much interest, these papers now will be available in the form of collected bound reprints which may be ordered through the National Academy Press.

Currently available are:
