One scale is calibrated in stopping distance in feet as f rom a speed of 20 miles per hour on level road. Tbe other scale gives the per cent grade brake holding ability, which is independent of speed, and shows what percentage braking ability the motor vehicle has compared to the maximum possible.

The Tapley meter may be used whether the motor vehicle is on level road or nht, and at any speed above io miles per hour, with an average error within ie% A Cer- tificate of Test is furnished with each instrument.

This is a remarkable achievement taking into consideration the different factors involved; suceh as, the fact that the stopping distance depends upon the square of the speed, whether the vehicle is on an up or down grade, and the braking effect not being constant throughout the period the brakes are applied.

Long life with continued accuracy is fundamental to the Tapley Meter. Brakes can be equally adjusted in the garage, but the braking ability of the vehicle on the road is what the Official is interested in, and what Public Safety' depends upon. A Car, Truck, or Bus that has braking ability to stop in 45 feet from a speed of 20 miles per hour on level road (the usual general safe minimum standard) will not stop in less than 100 feet when going 80 miles per hour, or in less than 178 feet at 40 miles, or in less than 402 feet when travelling at 60 miles per hour. These stopping distances are increased when on a down grade, which shows conclusively that there is little or no control of a car at high speeds: a very important factor for consideration before increasing speed limits on the Public Highways.

The Tapley Brake Testing Meter is furnished with a scale holding device so that the personal error in catching the meter reading is eliminated. Also, a universal fitting is fur-0 nished for firmly attaching this meter to any suitable part of the car, preferably the running board, as illustrated, or with a quick acting cam clamp if desired.
