THE DEVELOPMENTAL LOGIC OF SOCIAL SYSTEMS addresses the fundamental structures and processes of social change in the tradition of "grand" social theory. Development is defined as increasing scale or integrated diversity. A system model for social systems, in contrast to biological and mechanical ones, is used to explain development. At a time when development both as theoretical concept and as policy goal have come into question, this theoretical analysis makes a sharp distinction between growth and development and reasserts the centrality of develop- ment for understanding macrohistorical change in a global perspective.

With the coming of the colonial powers to Africa, new forms of labor and production were imposed on Africans. Increasing numbers of Africans were wrenched from their previous means of production and constrained to place their labor power at the disposal of alien forces from Europe. This volume provides a fresh approach to the study of Africa's labor history by providing nine case studies from nine different areas in Africa on how laborers reacted to inequitable forced-labor situations. As a whole these studies analyze the struggle of the African working classes from their beginnings in the late 1800s to the very recent past of 1975.

The study of negotiation as a social process is a relatively new discipline- less than twenty years old-but it is already subject to the same competi- tion of ideas which characterize subjects many times older. The more the power, the more the conf lict behavior of a nation.

The political alignment of nations does not indicate much about their conflict behavior.

Energy production times population is the best indicator of a nation's power pattern.

This study concerns the methodology used to evaluate the impact of development activities. The book presents the methodology of the evalua- tion research approach, illustrates its use in the development field, apd discusses its advantages and limitations. This, the fourth volume of the Sage International Yearbooks of Foreign Policy Studies, marks the inauguration of a new format for the series-the present and all subsequent volumes will each focus on a specific aspect of foreign policy.
