ECONOMY, TERRITORY, IDENTITY Politics of West European Peripheries by the late STEIN ROKKAN & DEREK W. URWIN

University of Warwick, England Sponsored by the European Consortium for Political Research / ECPR

How can we visualize interactions between the central and peripheral areas of Europe? Retaining the keynotes of drafts by the late Stein Rokkan, Urwin considers the basic concepts of centre and periphery. By extending them well beyond territorial divisions, he is able to clarify political relationships, as well as economic and cultural impacts. Urwin's analysis ranges from centralized France to relatively decen- tralized Germany, from Norwegian areas around Oslo to Swiss cen- tres along the Alpine trade routes. He examines the territorial structuring of Western Europe. A multidimensional grid is con- structed, with which variations in the structure of territories can be plotted. Urwin suggests a typology of peripheries and explores the reasons for differences between them. He accounts for the survival of local distinctions-reviewing cultural and economic factors, and differen- ces in linguistic standardization. The ways in which peripheries become politicalized are analyzed in depth. Who benefit by maintain- ing local distinctions? What interests lie behind efforts to break them down? Finally Urwin discusses the responses from power-wielding centres, particularly policies of accommodation. This ambitious work that uses three established approaches to system- atize our understanding of peripheries: the (historical) political geo- graphy of centre-building and political demarcation; the political economy of territorial intergration or fragmentation; and the political sociology of the maintenance of identity and political mobilization. VIOLENCE AS COMMUNICATION Insurgent Terrorism and the Western News Media by ALEX SCHMID & JANNY de GRAAF, both at the Centre

for the Study of Social Conflicts, State University of Leiden Foreword by Denis McQuafi, University of Amsterdam In the first major study of its kind, Schmid and de Graaf examine the relationship between terrorism and the news media, exploring the complex interaction of terrorists, victims, media, advertisers, author- ities, and audience. Concentrating on insurgent terrorism and West- ern media specifically, the authors assert that terrorism is a vital way to shape public opinion and channel messages, and is, therefore, a unique form of communication. They use extensive research consist- ing of previous studies, interviews with journalists, media reports, and terrorist documents to illustrate the striking similarities between media and terrorist movements ... and to demonstrate exactly how terorists use the media, and vice versa. A useful appendix illuminates the authors' own thorough research on six Moluccan terrorist inci- dents (staged between 1970-1978 in the Netherlands), including the widely publicized De Punt train hiacking incident of 1977. Violence as Communication concludes with suggestions for possible reforms to prevent violent exploitation of the media. Researchers, scholars, and students of mass communication and journalism (and those interested in terrorism and/or news media) will appreciate this comprehensive and insightful volume. "A painstaking and challenging study of a sketchily exploredfield. ... It offers a very useful basis for public debate of an important issue. "
