What factors drive arms races? What role does military technology play in arms build-ups? How have arms build-ups differed under various political systems?
Arms Races combines deep theoretical analysis with exten- sive empirical studies to provide readers with an in-depth understanding of the issues involved in the arms race. The contributors consider the driving forces of the arms races, a major area of research and debate within peace studies, strategic studies and international relations. They focus both on internal factors to the dynamics of the arms races-such as bureaucratic politics, inter-service rivalry, and the military-industrial com- plex- and on external factors, such as long term economic trends and interactive arms dynamics between the two super- powers. What characteristics, if any, do social conflicts have in common? Are international and interpersonal conflicts distinct, or do they share common traits? Is a general theory of conflict possible? In Power and Conflict, Hubert M. Blalock brings his substantial work on the unification of theory and method to bear in the construction of just such a general theory.
Beginning with the premise that power and conflict pro- cesses are irrevocably intertwined, he provides a systematic and comprehensive synthesis of the enormous body of literature that has developed in the field of conflict resolution. He then proceeds to construct a general theory of conflict and, in the process, discusses the generalities of a power framework, analyzes the ideology of conflict, defines the reactive and dynamic processes involved, and summarizes the various argu- ments and theories by creating a general model of conflict.

Environ- mental Hazards of War examines the potential damage from such a conventional war, especially in light of the rapid pace of industrialization over the last few decades. The use of chemical weapons and other toxins, flooding caused by the destruction of dams, and radioactive fallout from crippled nuclear power plants, all are addressed in this sobering volume. Contributors also consider the long-term impact of such destruction and offer various political scenarios that could result in global conflict.

Traditionally scholars of the international political system have assumed that wars serve national interests and that such decisions are based on rational means/ends calculations. Yet, even political realists such as Hans J. Morgenthau have admit- ted that psychological analysis might shed further light on how nations behave. Psychological Dimensions of War analyzes how psychological factors influence the origins, processes, and consequences of conventional and possibly, nuclear war. This original and thought-provoking volume brings together leading scholars, including Anatol Rapoport and George Quester, who analyze the psychology of both motivated and unmotivated biases of war behavior.
With depth and insight, the contributors explore the interac- tion between political and psychological factors of war and use psychological variables to explain how emotions may have constructive as well as destructive results. In Part I the contribu- tors analyze the biological, psychological, and ideological factors that are predispositions to war and in Part II they analyze the problems that governmental leaders encounter when man- aging contemporary, limited warfare. In Part III the contributors explore the factors that are most likely to lead to a nuclear conflict.
