PEACE STUDIES: ) ^Past and Future

Editor: George A. Lopez Much like other "studies" courses and programs, peace studies developed on college campuses during the social and intellectual ferment of the

Science, Technology, & Human Values

Editor: Susan E. Cozzens, Rensselaer Polytechnic Institute

Science and technology play an ever larger role in our lives. As scientific advances improve our lifestyles, they also complicate how we live and react to the new technologies. More and more, human values come into conflict with scientific advancement, as we deal with Love Canal, Three Mile Island, nuclear power and weap- ons, the Greenhouse Effect, computer revolutions, video revolutions, and technology transfer.

Science, Technology, & Human Values is an interna- tional, multidisciplinary journal containing research and commentary on the development and dynamics of science and technology, including their involvement in politics, society, and culture. As the official journal of the Society for Social Studies of Science (4S), STHV exists to foster the development of the field of science and technology studies.

Science, Technology, & Human Values is committed to explore the values inherent in science and technology and the choices we make, knowingly and unknowingly, about their roles in our future. Through empirical re- search, philosophical analysis and public discussion, STHV addresses a broad and vital range of concerns. Quarterly: January, April, July, October

INTERNATIONAL HUMAN RIGHTS

Universalism Versus Relativism by ALISON DUNDES RENTELN, University of Southern California

Are human rights universal? Universalists and cul- tural relativists have been debating this question for a long time. Cultural relativists have been criticized for claiming that human rights are a Western construct and that some cultures have no such concept. Renteln disagrees with this idea, claiming that it is possible to create structural equivalents to rights in all cultures. She argues that cross-cultural empirical research can provide universal human rights standards. This is dem- onstrated through the existence of one such universal right-measured retribution.

International Human Rights is an important book that provides a fresh and unusual combination of ab- stract theory and empirical evidence. It will interest scholars and students in political science, anthropol- ogy, sociology, and philosophy.

New Directions in U.S. Defense Policy

't5 ~ Edited by Robert L. Pfaltzgraff, Jr. President, Institute for Foreign Policy Analysis

The profound changes transforming global security in the 1990s have major implications for U.S. defense policy. The fall of Eastern Europe's commu- nist regimes, Germany's reunification as a member of NATO, the dismantling of the Warsaw Pact, and

= the Soviet Union's deepening economic crisis have Q4 ̂ contributed to the need to reassess U.S. defense

requirements. ^^Q ^41 At the same time, the world of the present

* Ej decade and beyond will see the rise of increasing _ti ( numbers of actors in possession of missiles and other

4 *_ - weapons of mass destruction. Such trends have led C1 Q C to an intensifying discussion, within and outside the
