The New Politics of Welfare provides a critical introduction to the current debates and politics surrounding welfare reform in the United King- dom and the United States. By explaining the origins and main tenets of the new Blair-Clinton orthodoxy and comparing policy in Western Eu- rope with the dilemmas facing the governments of Central and Eastern Europe, it is the first text to place the reform process in the context of the post-war state's development and the present global political and economic situation. Central to the book is the emerging orthodoxy's appeal to the concept of social justice. Less than a decade ago, the open expression of conflict in former Soviet and Eastern bloc republics was a crime against the state. No cultural, institutional, or psychological foundations for recognizing and constructively using dissent existed in these countries.

Now, the peaceful shift from totalitarianism and a collectivist economy to democracy and free markets means that engaging in open conflict and dissent is becoming a necessary part of social and political processes in these states.
