    INTRODUCTION

    The Project involved the construction, commissioning, and Commercial Operations of two companies:

    BAHIA DE BIZKAIA GAS (BBG):LNG Regasification Plant and associated Maritime

    Terminal, 7 bcm

    BAHIA DE BIZKAIA ELECTRICIDAD (BBE):800 MWh Combined Cycle Power Plant

    STORAGE SYSTEM: Two 150.000 m3 full-containment storage tanks Operating pressure: 200 - 250 mbar g External dimensions:77m diameter; 52m high

    LNG SEND-OUT SYSTEM: LOW PRESSSURE (primary) PUMPS:

    Pump the LNG from the tanks to the high pressure pumps 2X265 m3/h + 2X485 m3/h, per tank

    HIGH PRESSURE (secondary) PUMPS: Discharge the LNG at 80 bar to the vaporizers 4 x 256 m3/h + 3 x 385 m3/h

    RECONDENSER. Compressed boil-off is condensed into the LNG stream

    Using warm sea water from the condenser of the Power plant

    Backup unit in the event the seawater vaporizers are out of service

    BOIL-OFF RECOVERY SISTEM: Boil-off gas produces in the tanks is sent to the compressor and then

    to the recondenser

    SHIPPING PROCEDURES

    LNG carriers must undergo a process aimed at ensuring theirsuitability and compatibility with BBG Terminal prior to berthing in it.Such process comprises the following steps:

    Information Exchange: The Terminal sends out to the LNG carrierOwner company a document containing a General Description of the Terminal, while the Owner or Shipping Agent must in turn provide the Terminal with the proposed general arrangement and vessel questionnaire form.

    Compatibility Study: BBG compatibility questionnaire (based onrecommendations from both SIGTTO and OCIMF) sets the operationaland safety criteria for operating at the Terminal.

    Issuance of the document Procedures for the mooring of LNG carriers at the Port of Bilbao, which describes the required maneouvres to enter the port, berth, unload and exit the port area in safe conditions.

    SHIPPING PROCEDURES

    Attainment of Vetting Certificate (issued by Repsol Vetting so far)

    Issuance to LNG carrier of BBG Operations Procedures, which include the Ship/Shore Safety Checklist, a Pre-meeting Agenda, emergency

    procedures, details of the ESD system and other relevant details for berthing,

    unloading and unberthing operations.

    Upon completion and compliance with the aforementioned step, clearance to

    berth is granted, and unloading operations are allowed to commence.

    TERMINAL SAFETY FEATURES

    BBG Terminal has been fitted with state-of-the-art safety features whichinclude, amongst others, the following:

    Distance and speed control panels for approaching and berthingoperations

    Alarm and blockade against excessive displacement of carrier duringunloading operations (disconnection of unloading arms and automatic

    closure of connecting valves between the Terminal and the carrier)

    Fast-release hooks for emergency unberthing

    ESD (Emergency Shutdown System)

    Spill tray fitted to hold as far as 131m3

    Evacuation to Flare of all relief valves in the unloading area

    CONCLUSION

    A total number of 48 LNG carriers have moored at BBG Terminal from commissioning (August 8th, 2003) up to December 31st, 2004.

    CONCLUSION

    It is worth mentioning that no safety incidents have taken place atall in the berthing and unloading operations of the 48 LNG carriers mentioned above.

    The only circumstance worth mentioning was a longer stay thanexpected at the Terminal on account of adverse weatherconditions in the case of the very last carrier of the year 2004.

    Credit for such level of accomplishment in safety standards can be granted both to the specific characteristics of the Port ofBilbao, as well as to the strict safety requirements set by BBG Operations Procedures, which are rigorously enforced withoutexception.
