CHANGES TO SECURITY STANDARDS

Chabot and Las Positas campuses use surveillance video for observation and incident

handling on the campuses. Integrated to the AMAG security system, collection of the

network video is based on a technology using the AMAG Edge Network Video Server

(ENVS) panels with integrated internal storage systems, connecting to analog cameras

cabled with coaxial cable. The current ENVS panels contain storage systems ranging

from 60 GB to 120 GB depending on the model and year of deployment. These ENVS

units have been installed at both colleges in association with Measure B building and

security construction projects.

A recent change in technology direction from AMAG has resulted in the obsolescence of

ENVS panels containing internal storage. Previous product announcements by AMAG of

a new 250 GB ENVS system are incorrect. New ENVS systems ship with forwarding

capability only without any onboard storage. As such, all new and replacement ENVS

panels will stream video over the IP data network to a centralized storage facility. When

AMAG software on the server is upgraded to version 7.x, storage in all legacy ENVS

systems will be disabled to only support real-time forwarding/streaming of video. This

raises the following issues:

o Streaming real-time video over the data network was not previously

considered a supported application because large/multiple video streams could

cause potential performance impacts to production data traffic.

o Current storage systems maintained by Campus Technology are not of

sufficient size to maintain 30 days of historical video from 100-150 cameras.1

ARCHITECTURE CHANGE

Based on the options available, the following architecture changes are proposed:

o ENVS units are no longer required. The provisioning of an ENVS unit with

analog camera attachments appears to provide no apparent benefit, and yet

layers more hardware with additional cost.

o New cameras will be provisioned as IP-cameras. Coaxial cable, analog

cameras will no longer be installed.

o As cameras or ENVS panels fail, the cameras will transition to IP-based

cameras.

Compared to what was available, new camera technology is superior in providing better

resolution (up to 5 Megapixels) with improved H.264 compression for a net improvement

in video quality with less network bandwidth consumed. CLPCCD has investigated the

following camera providers:

o Bosch – currently the standard for CLPCCD analog cameras, but have limited

offerings in IP cameras

o Panasonic – provides a variety of sophisticated cameras, but not fully supported

by AMAG

o Axis – provides exclusively IP cameras, has maintained a long-standing product

and developmental relationship with AMAG

A limited evaluation of different camera types has been conducted. Selection of Axis

cameras as the new product of choice is based on the following:

o Breadth of camera offerings.

o Complete support in AMAG 6.2 (3).

o Developmental support with AMAG Corporation.

o Breadth of support with other security systems in the industry

The preferred products are 3MegaPixel cameras. Review of current products have

identified the P5534 PTZ camera, and the P3346 fixed cameras as the most appropriate

products for the LPC and Chabot AMAG applications. Housings are to be selected based

on camera location. In future months, as more enhanced camera solutions are released,

we expect new products to be added to this list.

CAMERA WIRING

IP cameras will be provisioned with Category 6A cabling, adhering to the standards for

data connectivity established by CLPCCD District ITS. Where camera locations exceed

295 feet, cabling with single mode fiber and media converters will be installed.

AMAG SOFTWARE RELEASE

The existing AMAG servers at Chabot and LPC campuses are running 6.0/6.1 versions of

the software. These versions work with the existing versions of the ENVS panels, but

will not support future ENVS panels or advanced cameras. The AMAG release 7.x will

support only streaming video, requiring the storage function of the existing ENVS panels

to be turned off.

As an interim software migration, AMAG has released version 6.2(3), which will allow a

hybrid environment of ENVS panels with storage and more advanced IP cameras.

Chabot and LPC will upgrade to this version of software because it offers the best

environment for support of the existing campus equipment, and new technology.

Upgrades to the AMAG 6.2(3) must be in place to move forward with the IP camera

strategy outlined above. The Chabot CS and LPC Technology are coordinating with their

respective support providers and Campus Police to schedule this upgrade.

VIDEO STORAGE

In moving to a new streaming IP camera model, the AMAG servers at each campus will

require new, high-capacity storage systems for the video archive. The goal is to store 30

days of video, to be accessed for evidentiary purposes. The amount of disk storage space

required is dependent on:

o The number of IP or direct-streaming cameras

o The minutes of high-resolution bandwidth stored by the camera (variable

dependent on activity).

o The encryption and compression algorithms used by the cameras.

Based on H.264, the storage requirements begin at 16 TB. The preferred storage system

is the HP D2600 or HP D2700 Disk Enclosure, although newer HP products may be

available in the future. The purchase and installation of these disk storage units on the

campus servers are a requirement before IP cameras can be supported.

CAMPUS LIMITATIONS

At LPC campus, there are no limitations to the installation of IP cameras for real-time

streaming in buildings that are modernized or upgraded on campus.

At Chabot campus, IP cameras for real-time streaming can be supported in new or

modernized buildings where new single mode data backbone is installed. For the portion

of the campus still running on the old 62.5 multimode fiber installed in the 1990s, the

network infrastructure is sufficiently strained with the existing data traffic that the

support of IP cameras for real-time streaming is not recommended until new backbone

fiber can be installed.

Direction to Contractors

In all construction contracts that have specified ENVS panels, the Security contractor

shall:

o Provide a credit change order to CLPCCD for the ENVS panels, analog cameras

and all cabling associated with these devices.

o Provide a change order for new fixed or PTZ IP cameras, according to the original

design.

In all construction contracts that have specified ENVS panels, the data contractor shall:

o Provide a change order to CLPCCD for data cabling from the new IP camera to

the nearest IDF:

1. For each IP camera located within 295 feet of the nearest IDF, provide

category 6A cabling, faceplate/patch panel terminations and patch cords.

At the camera end, cables WILL NOT be terminated directly on male

connectors. The cable will be terminated on a faceplate, and a patch cord

will connect from the faceplate to the camera Ethernet port.

2. For each IP camera located beyond 295 feet to the nearest IDF, provide 4-

strand single mode TeraSpeed fiber. Terminate fiber at camera end on a

surface mount box, using LC connectors. Provide one LC-LC SMF patch

cord, 1-2 feet long and one Category 6A patch cord, 3 feet in length. In

IDF end, terminate fiber on rack-mount fiber shelf, using SC connectors.

If no space exists on existing fiber shelf, terminate on wall-mount LIU.

Provide one SC-LC SMF patch cord 10 feet in length.

o Where cameras are placed outside a building, the data cabling will terminate

inside the building. The contractor will supply a copper patch cord of sufficient

length to route through the exterior water-tight conduit to the camera

o All fiber and Category 6A cabling and installation shall adhere to the CLPCCD

Network Infrastructure standards and specifications for the project.

In all construction contracts that have specified ENVS panels, the electrical contractor

shall:

o Provide a credit change order to CLPCCD for the conduit pathway and electrical

circuits associated with ENVS panels, analog cameras and all cabling associated

with these devices.

o Provide a change order for conduit pathway from camera location to nearest IDF.

Category 6A cable requires a minimum conduit size of 1-1/4” with backbox

termination per standard data outlets. Fiber cable requires a minimum conduit

size of 2”. Pull boxes (not LBs/condulets) required every 180 degrees of bend.

o For each fiber-connected camera, provide duplex electrical outlet at the fiber

termination at camera end. Duplex outlet shall be wired to emergency power

panel.

AXIS P5534 provides HDTV 720p in compliance with SMPTE 296M standard of 1280 x 720 pixel resolution, full frame rate, HDTV color fidelity and a 16:9 format. The camera has day and night functionality for high image quality in low light conditions. It can also deliver multiple H.264 and Motion JPEG streams simultaneously. H.264 greatly optimizes bandwidth and storage without compromising image quality.

The camera's IP51 rating ensures reliable operation even in dusty and potentially wet indoor conditions. Support for Power over Ethernet Plus (PoE+) also makes installation easy since only one cable is needed for carrying power, video and PTZ commands. A PoE+ midspan is supplied with the camera.

AXIS P5534 PTZ Dome Network Camera offers superb HDTV-quality video and 18x zoom for indoor surveillance applications. With an IP51-rated protection against dust and dripping water, it is ideal for use at airports, train stations, warehouses, shops and schools.

The PTZ camera provides 18x optical and 12x digital zoom with autofocus. It can pan 360° due to the unique Auto-flip functionality.

AXIS P5534 offers the Advanced Gatekeeper functionality, which enables the camera to automatically move to a preset position when motion is detected in a pre-defined area and return to the home position after a set time.

When an optional multi-connector cable is used, the camera supports two-way audio, audio detection, four configurable inputs/outputs for external devices and AC/DC power. Local storage with SD/SDHC memory card is also supported.
