PART II MANAGEMENT CONDITIONS 5. Avoid, minimise and reduce the impacts and extent of clearing In determining the amount of native vegetation to be cleared authorised under this Permit, the Permit Holder must have regard to the following principles, set out in order of preference: (a) avoid the clearing of native vegetation; (b) minimise the amount of native vegetation to be cleared; and (c) reduce the impact of clearing on any environmental value. PART III - RECORD KEEPING AND REPORTING 6. Records must be kept The Permit Holder must maintain the following records in relation to the clearing of native vegetation authorised under this Permit: (a) the location where the clearing occurred, recorded using a Global Positioning System (GPS) unit set to Geocentric Datum Australia 1994 (GDA94), expressing the geographical coordinates in Eastings and Northings or decimal degrees; (b) the date that the area was cleared;

(c) the size of the area cleared (in hectares); and (d) actions taken to avoid, minimise and reduce the impacts and extent of clearing in accordance

with condition 5 of this Permit. 7. Reporting

The Permit Holder must provide to the CEO the records required under condition 6 of this Permit, when requested by the CEO.

DEFINITIONS The following meanings are given to terms used in this Permit: CEO means the Chief Executive Officer of the Department responsible for the administration of the clearing provisions under the Environmental Protection Act 1986;

Decision Date: 23 November 2018

Reasons for Decision: The clearing permit application has been assessed against the clearing principles, planning instruments and other matters in accordance with section 51O of the Environmental Protection Act 1986 (EP Act). It has been concluded that the proposed clearing is not likely to be at variance to the clearing principles.

In determining to grant a clearing permit subject to conditions, the Delegated Officer found that the proposed clearing is unlikely to lead to an unacceptable risk to the environment.

2. Site Information

Clearing Description The application is to clear 0.09 hectares of native vegetation within Maida Vale Road reserve (PIN 12283554, 12283583) and High Wycombe Road reserve (PIN 11879900), for the purpose of constructing a roundabout.

Vegetation Description The application area has been mapped as Forrestfield Complex, described as, vegetation ranges from open forest of Corymbia calophylla (Marri) - Eucalyptus wandoo (Wandoo) - Eucalyptus marginata (Jarrah) to open forest of Eucalyptus marginata (Jarrah) - Corymbia calophylla (Marri) - Allocasuarina fraseriana (Sheoak) - Banksia species, fringing woodland of Eucalyptus rudis (Flooded Gum) in the gullies that dissect this landform (Government of Western Australia, 2018).

Vegetation Condition Degraded; basic vegetation structure severely impacted by disturbance. Scope for

regeneration of vegetation structure, but not to a state approaching good condition without intensive management; To; Completely Degraded; the structure of the vegetation is no longer intact and the area is completely or almost completely without native species (Keighery, 1994). The vegetation condition was determined via aerial imagery, and digital imagery provided by the applicant (City of Kalamunda, 2018).

Soil type The soil within the application area has been mapped as, EnvGeol S10 Phase (213Pj__S10) subsystem, which is described as ‘Sand, as relatively thin veneer over sandy clay to clayey sand, of eolian origin’.

3. Assessment of application against clearing principles

The application is to clear 0.09 hectares of native vegetation for the purposes of native vegetation within Maida Vale Road reserve (PIN 12283554, 12283583) and High Wycombe Road reserve (PIN 11879900), for the purpose of constructing a roundabout. The application area comprises of 0.09 hectares of native vegetation and is in a degraded to completely degraded condition (Keighery, 1994). As the application area consists of 0.09 hectares of native vegetation, in degraded to completely degraded condition (Keighery, 1994), it is not likely to contain high biodiversity, significant foraging habitat for indigenous fauna, rare or priority flora, a threatened ecological community nor it is likely to be considered to be a significant remnant. A review of photographs provided by the applicant did not identify any potential habitat trees or hollows that would be suitable for conservation significant fauna (City of Kalamunda (2018). Due to the degraded to completely degraded (Keighery, 1994) condition of the application area and its small size, the proposed clearing is not likely to; cause appreciable land degradation, impact on the quality of groundwater or impact on the environmental values of any conservation areas. There are no wetlands or watercourses mapped within the application area and therefore surface water quality will not be impacted. Given the above, the proposed clearing, is not likely to be at variance to the clearing principles.

Planning instruments and other relevant matters.

The proposed clearing of the two trees under application have been nominated for the Black Spot Program for 2018/19 (City of Kalamunda, 2018). No Aboriginal sites of significance have been mapped within the application area. The clearing permit application was advertised on the DWER website on 14 September 2018 with a 14 day submission period. No public submissions have been received in relation to this application.
