There is no change to report eitherin the price of raw or refined sugars.Since your last advices, on April26th, the basis in New York, for 96degrees, has remained at 7.17 cents,all arrivals deriving the benefit Hoithe high rate.

Assistant Secretary Tichenor hassustained the appeal of the American Sugar Refining Company fromthe decision of the Collector of Cus-toms at San Francisco in assessingrecent importations of sugar fromJava in excess of their polariscopicstrength, on the theory that theyhad been artificially colored so as todegrade them below No. 13, Dutchstandard. Samples of the sugarswere submitted to experts at Boston,New York and Philadelphia, who re-ported that the sugar is perfectlynormal, containing no artificial color-ing. The department therefore de-cides that these sugars are liable toduty according to their polariscopictest or their apparent color at thetime of their importation. This de-cision is in the matter of the cargoof the steamer Westmeath, on whichthe American Refinery under protestpaid over $62,000 duties, in additionto 5lil,.j;l.li paid on itho mvoicevaluation.

The Berlin correspondent of theNews says: "Perhaps Tamasese willbe appointed Vice-Kin- g of Samoa,but Germany will decline to allowMataafa any official position."

The Post's Berlin correspondentsays: "It is understood that Eng-land, in the interest of her Australiancolonies, will on many points sup-port the American proposals in re-gard to Samoa."

A special from the Berlin corres-pondent of the London Times argueslength that England's interests inthe Samoan question are all on theside of maintaining cordial relationswith America and doing nothing todivorce the loyal regard of her ownColonies.

The sub-committ- of the Samoan.Conference has prepared a draft ofthe propositi to constitute a court todecide questions of land tenure inSamoa. The court is to consist ofone representative of each of the in-terested Powers and two Samoans.

Sewall aud Brandeis have beenpresent daily at the sittings. Sewallproved the untenablo character of anumber of the German land claims,and further showed that the extentof the land claims by foreigners, asbought or ceded, was in excess oftho area of the iskuids. Brandeisgave evidence on the validity of theGerman titles, and said he desiredto be heard on the losses to Germanplanters.

The committee declined to consider such losses as involving thequestion of indemnity.

The English and American dele-gates express satisfaction at the pro-gress already made, and all sides arehopeful that the convention will beconcluded in June. The attitudeof the English delegates will assistin the solutiou of the question. Be-fore the conference it was suspectedthat the entente between Berlin andLondon would tend to throw thebalance against American policy,but later developments warrant thebelief that the English delegateshave been instructed to join withthe American representatives in op-posing German pretensions tospecial rights.

Dr. Knappe denies the reports published in theAmerican newspapers regarding theviolation of American property dur-ing the German naval operations inthat country.

It is probable a Congressionalwarrant must be had for the be-stowal of any suitable reward, butthe Navy Department may be ablemeanwhile to give the King a tokenof ils appreciation in the shape ofboats or some of the property nowstored at Apia.

Secretary Tracy in a long letterhas acknowledged reports from Ad-miral Kimborly. He eulogizes theskill and bravery displayed by off-icers and men, and considers an off-icial investigation to be altogetherunnecessary.

The treasure which was aboardthe Trenton has been recovered.

The Nipsic had been repaired andstrengthened so far that she will betakeu to Auckland by the UnitedStates steamer Alert, but she wasagitiu disabled while being towed inApia harbor.

ful home, "The Oaks," at Ottawa,Illinois, on April 17th, and was causedby a second stroke of paralysis. Herdeath was painless and many friendswere with her as she breathed her lifegently aw ay. She was in her 57th year.

She belonged to a family of soldiers,some of whom took prominei.t parts inthe war for the Union. Her husband.General W. II. L. Wallace, commandedthe only division at the battle of Shilohwhich held its ground on the first day ofthat fearful battle. He is credited, bvthe stublnirn hold of that position, withsaving General Grant's armv from annihilation, as it prevented the rebelsfrom getting between that army and theriver. The rebels called it the "Hornets'Nest," and Generals Hragg and Popebrought division aftr division against itonly to be repulsed. Finally GeneralWallace fell mortally wounded, a noblesacrifice for the salvation of an army.

Mrs. Wallace had arrived at the battleuem inai morning ana ne aiea in nerarms four days later. Her father, JudgeT. Lylo Dickey, was then as Colonel ofthe 4th Illinois Cavalry, anvi was after-wards Chief of Cavalry on GeneralGrant's stall. Her brother. CaptainCyrus K. Dickev and Lieut. Charles H.Dickey, were also on that battle tield, aswere her husband's brothers, Colonel M.1. M. Wallace. Capt. John F. Wallaceand C H. Wallace, most of whom servedthrough the war. Captain Cyrus F,.Dickev lost his life one vear later at thebattle of Sabine Cross Roads, Louisiana.

During the remainder of the war Mrs.Wallace busied herself caring for the boysin blue, and has given herself up sincelo the care of her adopted daughter Isa-bel, and to living the life of a lovelyChristian woman. She spent severalyears in Germany and France havingher daughter educated, and was thereduring the French and Prussian war.She was in Paris until the siege, goingout of I he citv on the last train whichleft before the environment.

She leaves one sister and two brothersto mourn her loss Mrs. ('. II. Wallace,late of Hamakuapoko, Maui; John J.Dickey, Superintendent Western I'nionTelegraph Headquarters, Omaha, Ne-

braska, and Charles II. Dickey, of Hai-ku, Maui.
