Iconic ocean liner Queen Elizabeth 2 to be sold as scrap to China?

QUEEN ELIZABETH 2, the iconic ocean liner, may be sold as scrap to Chinese investors for 20 million pounds, a media report said. The move follows the failure of a last minute bid to bring the famous cruise liner back to Britain as a five-star floating hotel, the Daily Mail reported.

The ship has been moored in a commercial port in Dubai since it was sold for 64 million pounds in 2008. Dubai had originally planned to convert the QE2 into a 1,000 room luxury hotel at the tip of the famous man-made Palm Jumeirah island. After the emirate was hit by the global financial crisis, the liner has remained in less exotic Port Rashid for the last five years with running costs of 650,000 pounds a month. Earlier this month, a British consortium presented Dubai with a 70 million pounds bid to bring the QE2 to London and convert into a five star hotel moored opposite the O2 Arena. The QE2 London bid had the support of Chancellor of Exchequer George Osborne and London Mayor Boris Johnson and claimed it could have brought up to 2,000 jobs to London.

However a Chinese crew of around 20 boarded the QE2 last Friday leading to fears it has already been sold as scrap, the Mail said. They replaced a crew of around 40 who had been maintaining the QE2 in Port Rashid for the last four years, it said. Roger Murray of QE2 London said: "We have been told the ship is going to be put into a dry dock before being taken to an unknown destination in the far east."

"That is a tragedy because it almost certainly means the QE2 is being sold as scrap," Murray said, adding that the ship could raise as much as 20 million pounds as dead weight scrap. Since 1985, China has acquired four retired aircraft

carriers for study, the Australian MELBOURNE and the ex-Soviet carriers MINSK, KIEV and VARYAG. In September, China's first aircraft carrier, LIAONING, was commissioned, refurbishing the VARYAG.

QE2 sailed from 1969 to 2008. In May 1982, the 70,000 tonne ship was part of the British task force used to recapture the Falklands. Three helicopter pads were installed and the passenger lounges were used as dormitories. When Istithmar - part of the state conglomerate Dubai World - bought the QE2 from Cunard in 2007 it agreed it would not sell it on for at least ten years. But the Mail quoted a source close to Dubai World as saying that he believed "a contract modification could be agreed" allowing it to be sold on for scrap. Australia Seen Passing Brazil as Driver of Ship-Demand Growth

Australia is poised to overtake Brazil as a source of demand growth for ships as the nation’s iron-ore supply to China expands faster than the Latin American country’s, said Clarkson Plc, the world’s largest shipbroker. While demand growth on the Brazil-to-China trade route exceeded that of Australia-to-China by 48 percent between 2007 and 2011, that is now reversing, Clarkson analyst Sarah Holden said in a report published on the shipbroker’s website yesterday. The note was referring to ton-mile demand, which multiplies cargo volumes by distances. China is the biggest importer of the raw material used to make steel. “Unless there is a greater-than-expected rise in Brazil’s long-haul exports, Australia is likely to contribute the most to trade growth in terms of both tons and ton-miles in the next few years,” Holden said. Australia is the world’s largest iron-ore exporter by volume while Brazil, the second biggest, creates greater demand for shipping because of the distances involved in supplying China, according to Clarkson. Mercator: cheap, but no near-term triggers Mercator Ltd had the foresight to protect itself from the vagaries of the shipping business and diversified its revenue stream several years ago. The company now derives a major chunk of its revenue and earnings before interest and tax (Ebit) from its coal business. For instance, in the first half of this fiscal year, Mercator derived about half of its consolidated revenue and 40% of its total Ebit from its coal business. Though, the contribution from the coal business

to overall revenue has declined a bit from the same period last year, and one reason for that could be the volume pressures it faced in the last quarter. The revenue contribution from the shipping business has declined on a year-on-year basis. Oversupply of ships and subdued economic conditions have taken a toll on the shipping business, resulting in depressed freight rates. Mercator’s offshore business, though, has done well and compensated for the underperformance of the other two key businesses (shipping and coal). Since the beginning of this fiscal year, the Mercator stock has underperformed the BSE 500 index. While the stock has declined by about 16% since the beginning of FY13, it has also risen by 25% from its lows during the period. Still, at the current market price, the stock trades at around five-and-a-half times its estimated earnings for the next fiscal year. Valuations do appear attractive at current levels but triggers for outperformance are limited. The outlook for the shipping industry is far from rosy and that will likely be reflected in the near-term performance of the company. The coal business is a major revenue contributor, but profit margins in this business are relatively much lower.The consolidated debt burden (long-term plus short-term borrowings) on the books at Rs.3,213 crore is on the higher side. As on 30 September, Mercator’s debt-to-equity ratio stood at 1.27 times and cash and cash equivalents were to the tune of Rs.140 crore. Its current market capitalization is Rs.520 crore. Those numbers don’t really look encouraging. According to an analyst, the company is looking at converting some of its Indian denominated debt to foreign debt and that will help. Investors would do well to keep a tab on developments on that front. Source: Live Mint

INF submarine 'sinks enemy ships' Ahead of arrival of new German-made submarine, Navy releases rare video of underwater vessel's drill

The Israel Navy (INF) released a rare video Monday, allowing a sneak peak at its most expensive weapon – the stealth submarine. The video shows an exercise in which the submarine's crew fires torpedoes at "enemy warships."

The exercise was held as part of the INF's preparations to receive its fourth German-made submarine, which is currently making its way to Israel. A fifth submarine has been contracted. The Navy plans to add more sailors to its elite submarine unit and the current submarine crewmen course graduation will mark a new record in their numbers.

Graduates of the 16-month course will be given the rank of sergeant. Each has mastered a mechanical discipline of submarine operations, such as cruise control, navigation, electricity, weapons and sonar. "The submarine – Israel's most complex marine weapon – is only as strong as its crewmen," INF Chief Admiral Ram Rotberg said Monday. "They are quality professionals with stern battle ethics."

Canada requires designated carrier code for goods prior to port arrival

THE Canada Border Services Agency (CBSA) is requiring ships calling at ports in Canada to use their own designated carrier code to send Advance Commercial Information (ACI) to the CBSA to report goods upon arrival.

A point of the rule is that the legal entity, to which the carrier code is assigned, is liable for the timeliness, completeness and accuracy of the ACI data regarding the conveyance and all of the cargo on board its conveyance under Section 13.2 of the Reporting of Imported Goods Regulations. Transmitting pre-arrival information and reporting the conveyance and goods to the CBSA by using another company's carrier code is in direct contravention of Sections 12.1 and 12(1) of the Customs Act and the related regulations. Non-compliance may result in delays at the border and sanctions for non-compliance including administrative monetary penalties, GAC port news reported.

Effective March 25, the CBSA will deploy new electronic systems that will introduce a Conveyance Arrival Certification messaging function for air and marine carriers or their authorised service providers. Authorised service providers must transmit the arrival message using the carrier code of the conveyance operating carrier. This will allow clients to transmit an electronic arrival notice using an Electronic Data Interchange (EDI) method and within specific timeframes.

The requirement for Conveyance Arrival Certification message replaces the current arrival process for air and sea transport that is based on the estimated time of arrival provided by clients. The CBSA requires the owner or person in charge of the vessel to apply for a carrier code in order to transmit ACI and to report upon arrival. Marine carriers are not obligated to transmit their own ACI data as they may continue to use the services of a marine agent or other third party for transmission purposes. Source : Asian Shipper
