The strategy to complete Downtown involves foresight and opportunistic planning for all areas. This approach takes into consideration the varied character, types of use, and viable development opportunities. The city has framed its vision by exploring parcel conditions and market demand between and within these areas.

These sites show the ideal potential by focusing on a mix of uses to realize development that compliments its surroundings and brings additional activity and amenities to downtown.

Locations and strategies for new development

Building upon the scale of the existing neighborhood, this plan proposes townhomes, corner retail, and residential buildings that are sensitive to the context of the area. Street corner retail provides a social gathering space.

An improved gateway will have a profound impact on development north of I-84. Retail and residential development will compliment a proposed municipal building, which will attract daytime workers, neighborhood residents, and draw new residents to Downtown.

Bushnell Park is one of the city’s most valued amenities and is home to the state capitol. This proposal takes advantage of park views by siting lower-scaled buildings along the park edge and highrise development behind.
