Learning Outcomes

At the end of the presentation the participants will be able to:

a. Identify the different aspects of preparing for accreditation; b. Recognize the role of constituencies involved in preparing for

accreditation; c. Establish different supporting tools; d. Form appropriate committees; e. Define the role of each committee; f. Define tasks for all constituencies involved in the preparation for

ABET accreditation; g. Identify the appropriate activities that support the execution of

the tasks; h. Develop a consistent plan and timeline; i. Coordinate between different participants; j. Plan tasks and implement follow-up procedures; k. Establish a contact with ABET headquarters; and l. Participate in ABET events.

Evolution of Jubail Industrial College (1)

The introduction of economic development planning of Saudi Arabia early in 1970s allowed the strategic planners to map ahead towards rapid development of the country.

Enormous opportunities for rapid industrialization were soon realized via the creation of industrial cities to exploit country’s huge oil, gas and mineral resources.

The country entered a new era of economy diversification away from dependence on crude reserves.

A new organ of the Government to develop and govern two mega cities at Jubail and Yanbu was created.

It marked the beginning of RCJY - Royal Commission for Jubail and Yanbu.

Integrated Development Planning

Integrated Development Planning (IDP) became the centre stage of coordinated planning efforts by different sectors and the support organizations.

Institutional development of education and training for successful industrialization became the cornerstones of IDP.

IDP thus provided the platform for long-term vision of education and training of RCJY.

Evolution of Jubail Industrial College

From Skills Centre to Industrial College (1)

Site preparation for Jubail Industrial City began in 1978 and continued till 1980.

A skills training centre was established to train in: • Heavy equipment • Mechanics, and • Surveying

In 1981, the centre was upgraded to an Institute to prepare vocationally trained Saudi youth for various skilled and semi-skilled positions.

A Royal decree in 1989 upgraded the institute to a technical college named Jubail Industrial College (JIC).

JIC was mandated to prepare AS (Associate of Science) college graduates with knowledge and skills to work as operators and technicians to meet the increasing demand of skilled manpower of the industrial city and beyond.

In 2006, JIC launched selective BS programs in Mechanical, Electrical and Chemical Engineering Technology.

In 2008, college got ACBSP (Association of Collegiate and Business School Programs) accreditation of its business programs.

Jubail Industrial College is an outstanding example of how

market focused technology- and business-education transform a rural society into a dynamic force in the

industrialization of the country.

Royal Commission in Jubail (RCJ)

Governorate of the Jubail Industrial City and headed by Chief Operating Officer.

Provider of all financial and manpower resources and other logistical supports to the college.

RCJ recognizes 3rd party audit of the college’s technical programs via accreditation as vindication of the outcome based programs.

Provides complete support to college’s engagement on ABET accreditation tasks.

Meets College Management bi-weekly for feedback on accreditation project.

Chief Operating Officer of the college.

Earmarked program quality assurance via accreditation as the most important project of the college.

Principal initiator for forming the ‘ABET Steering Committee’ as the central body of the college to plan and identify accreditation tasks, design mechanisms to implement the tasks, and formulate milestone charts.

Attends weekly project meeting of the steering committee.

Provides logistical supports to key organs of the college to aide ABET accreditation tasks.

Attends ABET events overseas.

Education and Training Affairs (E&TA)

Led by College Deputy for E&TA

Comprises three engineering departments (Chemical, Electrical and Mechanical), one business department (Management Information Technology) and two support departments (for English, humanities, science and math)

Deputy attends all meetings of the ‘ABET Steering Committee’ and

● Makes weekly meetings with department heads to assess progress.

● Assists in minimizing bottlenecks in the academic departments in reaching project milestones.

●Prepares weekly report including ABET accreditation issues for College Managing Director.

□ Led by College Deputy for SA

□ An important organ of the college which is in direct contact with a student from admission to graduation. Its functional units include:

● Admission and Registration – oversees admission process and registration; College Registrar works directly the Deputy.

● Student Accommodation – arranges and supervises on-campus accommodation of more than 50% of the students.

● Safety and Security – supervises safety and security in workshops/labs and rest of the campus.

● Student Services– ensures students’ physical, mental and social sense of well-being and a good quality of life.

● Guidance and Counseling – Provides career guidance to students, helps them to cope with the academic demands.

● Library – provides learning resources to the students including media and other electronic services.

● Provide adequate budgetary allocation for development of training facilities and student services.

● Facilitates faculty attendance at staff development and program accreditation events inside and outside the country.

● An important organ of the college responsible for design, implementation and administration of IT and MIS services of the college.

● Supports all ABET related information hosted in the college website including details of workshops held, seminars convened, accreditation bulletins, program documentation.

JIC ABET PROJECT JUBAIL INDUSTRIAL COLLEGE PREPARES ITS ASSOCIATE

ENGINEERING TECHNOLOGY PROGRAMS FOR ACCREDITATION BY TAC OF ABET, Inc

Jubail Industrial College has launched its Accreditation operation that aims to obtain the international ABET

Accreditation for its Engineering Technology Associate Degree Programs. Accreditation is the assurance that a

program meets the quality standards established by the profession for which it prepares its students. It helps

JIC to continually assess, evaluate and improve its curricula and courses (education and training services?)

based on input and feedback from different constituencies to realize its mission of providing quality education

and training in Engineering Technology.

To be accredited by the Technology Engineering Commission (TAC) of ABET, Inc., JIC programs must meet the nine TAC criteria which are:

Students, Program Educational Objectives, Student Outcomes, Continuous Improvement, Curricula, Faculty, Facilities, Support and Program

Criteria.

The accreditation consists of four main steps (stages?) which are:

First: Submission of request for evaluation to ABET, Inc., Headquarters

Second: Prepare the Self-Study Report for each program and submit it to the appropriate TAC of ABET Inc., for review and

eventual on-campus visit.

Third: On-campus visit, during which the ABET evaluators examine display materials, visit classes/laboratories/workshops,

meet with students, faculty and administrators.

Fourth: Following the on-campus visit, each program evaluator submits a report to the appropriate TAC of ABET, Inc., for

evaluation and final decision.

Tasks identified by ABET Steering Committee are mainly the

following:

• Make initial contact with ABET Inc. and express intent of program accreditation and seek guidance.

• Form program committees for assessment (AC), display (DC), and self-study report (SSRC).

• Arrange educational seminars with invited speakers from academia outside the college with accreditation experience; invite all faculty to attend the seminars.

• Design project timeline and arrange faculty workshops to explain it and invite full cooperation with the project.

• Arrange weekly meeting of the steering Committee, and check preparedness for ABET visitation.

• Contact ABET Inc. when ready; make accreditation application with the College Management approval.

Supporting Activities

Meetings: College Management and the Deputy, Education & Training hold weekly meetings with Steering. Presentations: Two presentations by distinguished faculty from universities spoke on the pitfalls and the ways to efficient preparation. Workshops: ABET Steering Committees held several bi-weekly workshops attended by College management and faculty. Project timeline were presented, accreditation standards explained, and faculty feedback taken.

Mock Visits: To be conducted in Fall 2012. Audit: Steering Committee visits program departments to check organization of ABET files on program curricula and outcome evidence. Institutions with accredited programs: Senior members of the Steering Committee went to Yanbu Industrial College to share their ABET experience. ABET Events: College attended last Symposium held in summer last year.

ABET Steering committee follows up project accomplishment via:

• The communication paths as per coordination chart

• Issue of check list templates against defined tasks

• Regular follow-up meetings with program departments

• Follow-up on progress reports by concerned departments.

Obstacles

Major obstacles to the timely progress have been:

• Faculty education on accreditation standards

• Time required to complete some tasks e.g.,

re-alignment of course curricula (CLO) with

SO, direct/indirect assessments, data

collection and analysis.

• Faculty workload in accommodating time for

accreditation duties, preparing document for

filing (record of evidence) in ABET office.

Obstacles…..continued

In coordination with the different departments the

ABET Steering Committee was largely able to

overcome most of the obstacles by:

• Developing suitable guidelines

• Developing web based survey system and

user-friendly e-assessment modules

• Conducting informative workshops.
