Petition drives, bondissue will determinefate of EACS projects

Over the next few weeks and months, residents withinthe East Allen County School District will vote on aseries of proposals that, if approved, would result inupgrading and consolidating school facilities and build

East Allen University, a school designed to help studentsbetter prepare for college.

Those proposals, however, have run into oppositionfrom those who say the cost is too high.

The first proposal to be voted on is the $10.8 millionWoodlan K-12 campus project, which would consolidatekindergarten through 12th-grade classes at WoodlanJunior/Senior High School in Woodburn. Yellow petitionsin favor of the proposal have been circulating around thecommunity, as have blue remonstrance petitions againstit. The deadline for signing the petitions was Tuesday,Feb. 14.

Following that, residents will be asked to sign yellowor blue petitions for the $11.9 million Heritage K-12proposal, which would consolidate kindergarten through12th-grade classes at Heritage Junior/Senior High Schoolin Monroeville. That petition drive starts Thursday,

March 1.And on Tuesday, May 8, voters wil l decide on an$88.75 million bond issue that would: spend $23.9million to upgrade New Haven Intermediate; spend$25.4 million to upgrade New Haven Junior/SeniorHigh; and spend $23.7 million to build East AllenUniversity on the site of the former Harding HighSchool. Described as an early college academy, EastAllen University would allow students to earn collegecredits that can be applied toward an associate degreefrom Vincennes University.

By consolidating facilities, district officials say EACSwill save money. A letter written by EACS Superin-tendent Karyle Green in January said that the districtscapital fund revenue has significantly decreased, whichhas left the district with a shortage.

In addition to the change in revenue for our opera-tional funds, our capital fund revenue (based on property

taxes) has seen almost a $2,000,000 decrease with thelaws instituting property tax caps and supplementaldeductions, Green wrote.

East Allen home sales hold steady in 2011Area is fifth in total home sales

Despite a drop in closedhome sales for some eastAllen County townships,the area saw a relativelystable housing market in2011 based on numbersreleased this month by theUpstate Alliance of Real-tors.

As a whole, AllenCounty accounted for 68percent of total homesales in the region, whichincludes Adams, Allen,DeKalb, Huntington,Noble, Wells and Whitleycounties. In 2011, thenumber of closed homesales in Allen Countytotaled 3,986 out of a total5,889 in northeast Indiana.

East Allen Countytownships split the differ-ence in gains and losses inclosed home sales: CedarCreek, Springfield andScipio townships saw a 31percent decline (20);Milan and Maumee town-ships increased 18.2

percent (39); Adams andMarion townships dropped

slighty by 2.4 percent(280); and Jefferson,Jackson, Madison and

Monroe townships saw themost gains at 23.8 percent

(26).The county saw the

most home sales in Wayne

and Pleasant townshipswith 1,017 this

compared to a combinedtotal home sales in eastAllen County of 365.

Based on a purenumber of transactions,Wayne Township will leadagain, but I think this willbe a year of solid upswingfor the whole county,Moore said. The inven-tory is ticking down a bitwith sales slightly up, sowe are starting to seemore quality listingsthroughout the county.You always have greathomes in town, especiallyWest Central and South-wood Park, but thesouthwest and northwest

areas never seem to stalland will account for a

large percentage of sales.Overall, new home

prices have remainedstable: the average valueof new homes permittedin Allen County in 2011was $185,746, comparedwith $184,801 in 2010and $178,745 in 2009.

East Allen Countytownships saw median

sales prices decline in allareas by between 3.8 and16 percent: Cedar Creek,Springfield and Scipiotownships were down 16percent at $92,400compared to $110,000 in2010; Milan and Maumeetownships dropped 8.1percent to $96,500 from&105,000; Adams andMarion townshipsdropped just slighty by0.6 percent to $76,500from &77,000; andJefferson, Jackson,Madison and Monroe

townships saw a 3.8percent decline to

$112,500, from $117,000.Overall, east Allen Countyhome sellers did not seesignificant change in thepercent of original listprice received at closingfrom 2010 to 2011.

While 2012 will likelybe a favorable year forbuyers, there is somepositive news for sellers,

Moore said.The market is defi-

nitely still on the buyersside, but sellers areholding their ground.Based on statistics fromUpstar, the percentage oforiginal list price forhomes sold in 2011 was94 percent pretty staticfrom 94.2 percent in2010, he said.

many. River City Realtyhas had an increase inrequests for propertymanagement services andinquiries, and we expectthat to continue this year.

Home building activityin and around AllenCounty continued at aboutthe same pace in 2011 asin both 2009 and 2010.

According to TonyReincke of Granite RidgeBuilders by TonyReincke, developers haveheld back on creating newsubdivisions in Allen

County in the past fewyears, and new shortagesmay develop as those lotsare taken.

Move-up buyers havebecome more realisticabout the prices they canget for their existinghomes, Reincke added. Inparticular, he is seeingincreased interest frombaby boomers who wantto move into one-levelranch homes and villasthat will be easier tohandle as they age, andalso from young peopleready to buy a home as

they start or expand theirfamilies.

Based simply on thenumbers, there is a fairchance this year thosebaby boomers and youngpeople will purchase froma selection of existingrather than new homes.

Existing home salesgreatly outnumber newhome sales. There is sucha great inventory of

existing homes and withthe current economictimes, there are fewerbuilders and developers,Moore said.

He added thataccording to the Upstarmultiple listing service, in2011 there were 4,025existing home sales,compared to just 224 newhome sales. Granted,many of the new homessold dont make it to theMLS, Moore said.

But the countycontinues to offer a varied

market fit for anyone,Moore said, from Victo-rian homes built at theturn of the century tosprawling, contemporarysuburban ranches.

It is truly a diversearea. That will alwaysmake this an attractiveplace to live. State andcounty home sales wereboth slightly up over 2010and that is promising.Overall, we see goodthings coming for 2012.

Their story beginswhere they both grew up:Celina, Ohio. Then, shewas Deanna Linn, anathletic girl who lived atthe lake with a tight-knitfamily that included abrother and sister. Mikelived with his parents and

two younger brothers andwas a year ahead ofDeanna in school.

After graduation, bothMike and Deanna started

jobs in their hometown.He was a gas stationattendant and she started acareer in insurance atCelina Insurance Group.

Shed pull into that gasstation with her girlfriendsand she was a cute littlething, Mike said. Shelooked pretty attractive tome. When I was told byother friends that shed

like to go out on a date,boy I jumped at that.

The two dated steadilyfor a year. They ranaround town with theirclose friends, Bruce andJanet, a couple who wouldbecome an important partof their love story. Theyremembered it as awonderful, exciting timein their lives.

Then, like so many

others were during thattime, Bruce and Mikewere drafted into theArmy and sent to trainingcamp in Fort Gordon, Ga.

Eventually, Mike wasshipped overseas to CampEvans, a large base campin South Vietnam. Mikewas part of the 1st SignalBrigade of the 63rd SignalBattalion, which providedsignal and communica-tions for the 101stAirborne in and aroundthe base camp area. It wasan experience that would

change Mike forever.Meanwhile, Deanna and

Janet carried on with theirlives in Celina.

Janet and I had eachother. I cant say I wasever tempted to dateanybody. I guess I didnteven think that there wasanother option, Deannaremembered. I was inlove with this man and Iwas going to wait for him.

The hard part was notknowing if he was goingto come back.

Deannas voice crackedas she recanted thememory. I didnt realizewhat he was goingthrough over there. Wegrew up in little small-town America, so youdont realize what war isall about and living inthose conditions. But, healways made his letterspositive.

When he did return ayear later, Deanna could

tell something was just different.It wasnt until after he

was home for about amonth I could tell some-thing was different. Notwith our relationship, butsomething with him, shesaid.

When I came back in1970, everybody expecteda marriage and we wereconsidering a marriage,but I didnt know what Iwas ready for. I was veryconfused, Mike said.That experience overseaswas pretty traumatic for

me as well as manyothers. So, I didnt knowwhat I really wanted and Iwalked away from her. Iwalked away from mylady.

Mike said he drifted fora long time, not knowingwhat he wanted. He laterstarted college, where he

met andmarried another woman.They were married formany years and raised twochildren together Aaron and Andy.

It was one of thereasons Deanna chose toleave Celina and move toDenver, Co. where shelived for 20 years. It was

hard to see him aroundtown all the time, and hewas married and I thoughthe was happy, Deannasaid. She dated throughthe years, and even had along-term relationshipwith a man, but it neverfelt quite right. I neverfound the right person, Iguess. I had to wait forhim.

After Mikes marriageended in 1990, hereturned home to Celinato visit family he hadmoved away for work

years earlier. It must havebeen a twist of fate thatwalked him right intoDeanna, who had decidedto visit that very sameweekend. He was visiblyshaken at the sight of herand that chance encounterkept her in the back of hismind.When Deanna later endedher long-term relationship,word got back to friendsin Celina. Bruce andJanet, who had long beenmarried by that time,slipped Mike his first

loves telephone numberand address.

I didnt quite have thecourage to call her so Ithought I would write hera letter, Mike said. And itdidnt take long to hearback. Her letter wasfilled with words of loveand kindness, even afterall we had been through.

We still had love for eachother after 30 years ofbeing apart.

I just knew that maybelater in life he would findout he made a mistake andI guess he had, and thatswhen I got the letter andhe told me so, Deannasaid.

That was in October1998. In the weeks thatfollowed, the two spokeon the phone almost everynight, learning about eachother and sharing theevents that had taken

place during their yearsapart. Then came NewYears Eve.

When we met at theairport (in Denver) thevery first time and he toldme he came to apologizeto me, that really touchedmy heart, Deanna said.That was probably 30years too late if that

just would have happeneda long time ago.

That was veryemotional, I think for bothof us at that time, Mikesaid.

Deanna recalled what itwas like to be in eachothers presence, a mix ofexcitement, nerves andstrangely a level of

comfort that they werentexpecting.I just knew that I loved

him still. I just felt it. Ican remember walkingaway and telling him Iwas going to get the car,Deanna said, When Iturned around and lookedback at him, he was juststanding there staring atme and smiling.

When we were in thecar, he said Do you knowyou put your hand on myleg just like you used to?We each were remem-

bering little things thatwere important to us whenwe were dating. I justknew it was going to bemore than friendship. I

just knew.It took just 10 months

from the time Mike wrotethat letter for the two tosay their vows in theCelina First Church ofGod the very samechurch they were to bemarried three decadesearlier.

It was emotional. Wehad so many old friendsthat came to the wedding.It was just a very, veryspecial day. It went toofast, Deanna said.

Today, Deanna andMike live in Fort Waynewith their two cats. Theironly complaint these daysis theyd like to see their

kids more often, alongwith a grandson, Colton,who has brought much joyto their lives.

And to those who mayhave thought about theone that got away, theyhave a message:

If youre thinkingabout somebody fromlong ago, we would haveto tell them to pursue it,Deanna said. If wewouldnt have pursued

this we wouldnt havefound the happiest time inour lives. I couldntimagine life withouthim.
