Paul, 56 years old Job Title, Company, Town: General Manager, Cloud County Coop Elevator Association Inc., Concordia Company in business since: 1950 What does your company specialize in: We pride ourselves on being part of AgMark and their expertise in marketing grains and returning value back to our producers. We are an exclusive Purina dealer offering custom feed rations to the livestock producers we serve. What services/products does your company provide: Cloud County Coop offers seed, seed cleaning and treating, farm supply and fencing supplies, feed manufacturing and grain handling and storage. What is something unique about your company? Being a grain and feed company and not handling agronomy or petroleum is unusual for a cooperative. It has allowed us to specialize and provide better service to our customers in core business areas that our customers demand. How long have you been in the grain business? I have been fortunate to work in the greatest industry in the world for the past 29 years. How did you get started in the grain business? My first job working in a grain elevator was when I was 8 years old. My father taught school and during the summer he managed a farmer’s wooden grain elevator. If I wanted to spend time with him I went there and cleaned boot pits and everything we are not allowed to do today. I fell in love with the grain industry working with producers and grain. After college and time in the construction industry, I was fortunate to work for a local coop. In my career I have worked in all phases of the agricultural industry from elevator operator to board member and CEO. Where do you consider your “hometown” or where you grew up? I was raised in Morland, Kansas.

What KGFA services are the most valuable to you and your company? KGFA is a fantastic organization that all grain and feed dealers should feel fortunate to have access to. They provide educational programs, industry knowledge, networking opportunities and lobbying efforts for issues that are relevant to our industry. Tom and his staff do an excellent job of keeping us abreast of all the latest news and issues that impact our business and they help provide an annual Kansas Agri Business Expo, centrally located in Kansas, that is packed with the latest equipment, educational material and networking opportunities for managers and our employees.

Kansas Agri Business Expo “Blazing New Trails” on

November 19-20 On November 19-20, the Kansas Agri Business Expo (KABE) will be “Blazing New Trails” with exciting changes! Instead of educational speakers that take attendees away from the trade show, there will be two “New Products & Technology” sessions directly on the floor. This will give exhibitors a chance to showcase their new services and give attendees a first-look at the latest and greatest in the industry. Don't miss keynote speaker, Colonel David Hunt, give the main address during the Thursday morning breakfast. Aside from his 30 years of extensive military and intelligence service to the United States, Colonel Hunt is now considered the "Best Military Analyst in the Business" and Fox News’ "Go to Guy on the War." Attendees will not be disappointed by this year's entertainment. Loop Rawlins will perform his Wild West Show on Wednesday and Thursday on the trade show floor. Loop is one of the most versatile Western Performers in the world today and has been featured on ABC, History Channel and MTV. Don’t forget to come dressed in your best western gear for this year’s Chairmen’s “Boots & Bling” Reception. Cash prizes will be given to one man and one woman with the best cowboy boots; and live music will be provided by Rusty Rierson, a country western artist from Leon, KS. NGFA to Offer OSHA Program in Salina The National Grain and Feed Association (NGFA) and KGFA are partnering together to bring enhanced programming to Kansas on Tuesday, February 3, 2015 in Salina. The day-long program will focus on preparing for an OSHA inspection, guidance on operating sweep augers, entering boot pits and PRCS, and handling combustible dusts; and an update on how the proposed FSMA may effect grain elevators. Jess McCluer, Director of Safety and Regulatory Affairs with NGFA will be a featured speaker, along with Melissa Bailey of Ogletree Deakins, both of Washington, DC. Mark your calendars for February 3 in Salina. The program will begin at 8:00 am. See the enclosed form to register.

Get Recertified in One Day Take advantage of the 7B/4 Recertification offered at the Kansas Agri Business Expo on November 19 at the Century II Convention Center in Wichita. Support Ag Ed at the Scholarship Auction The 2014 Scholarship Auction at the Expo will be held on Wednesday, November 19 at 4:30 p.m. at the Century II Convention Center. All proceeds from this auction directly benefit high school and college students in Kansas wanting to pursue an education in agricultural-related fields by providing much needed financial relief for deserving students and their families. This auction is the only fundraiser for the KGFA scholarship program, and your participation will be a HUGE part of its success. Because of your contribution, we can continue to support agricultural education in Kansas and further our industry's future workforce.

Display Contest Every year, KGFA is proud to help sponsor the Kansas 4-H wheat plot variety display contest at the Kansas State Fair. Participants plant and raise five varieties of wheat, and then create an educational display to showcase their wheat production and accomplishments. KGFA sponsored plaques and cash awards to the third, fourth and fifth place winners.

Beautiful Weather Enjoyed at Cranor Golf The 2014 John Cranor Memorial Golf Tournament turned out to be another successful KGFA event with beautiful weather. Over 90 golfers continued the tradition of remembering past KGFA President John Cranor, who passed away in 1980. KGFA members enjoyed a day of socializing and competing with other agribusiness professionals at Dodge City Country Club on August 12, including a special dinner reception the evening before.

TOMORROW’S AGRIBUSINESS LEADERS

Tomorrow’s Agribusiness Leaders Take the Hill In July, the 2014 Tomorrow’s Agribusiness Leaders class traveled to Washington D.C. for Session II, where they gained invaluable experience and contacts that will allow them to grow professionally and add to their respective companies, the industry and associations.

In addition to touring several historical monuments and the capitol in Washington, the TAL class, board chairmen and staff met with our national associations, members of our Congressional delegation, and Surface Transportation Board Commissioner and former Kansas Secretary of Transportation Deb Miller. During their meetings at the United States Capitol, our team relayed thoughts and concerns about the rail issues and regulatory environment facing agribusiness to Kansas Congressmen, Senators and Commissioner Miller.

Looking for 2015 TAL Class The Tomorrow’s Agribusiness Leaders (TAL) Program is a leadership development program jointly coordinated by the Kansas Grain and Feed Association and the Kansas Agribusiness Retailers Association. The TAL program is designed to improve the leadership skills of Kansas agribusiness men and women and accomplishes that goal through five primary objectives: 1) To increase member understanding and knowledge of the programs, services and representation provided by KGFA and KARA; 2) To increase member understanding of the state and federal legislative process; 3) To increase member understanding and awareness of the various state and federal agencies that provide oversight of the agribusiness industry in Kansas; 4) To improve member leadership and communication skills through professional development sessions: and 5) Prepare members for possible public service through involvement in political campaigns and holding of public office. Attendance is mandatory at all Sessions: Session I - January 20-21, 2015, Topeka, KS An introduction to the legislative and regulatory arena with legislative leaders and Kansas Dept. of Agriculture Session II - July 19-23, 2015, Washington (subject to change due to Congressional Schedule) Personal visits with Kansas Congressional Delegation on Capitol Hill; visit National Agribusiness Associations/Organizations headquarters; visit historical sites Session III - September 11, 2015, Wichita, KS Developing an informed and confident agribusiness leader; business leadership development and political activities. A tuition of $350 per participant covers some program costs. However, the majority of the TAL program is underwritten by corporations and friends of the agribusiness industry. STB Order Directing Expanded Rail Service Metrics Reporting

by All Class I Carriers National Grain and Feed Association The Surface Transportation Board (STB) announced October 8 that it will require expanded public reporting of rail service metrics on a weekly basis – including for the first time for nonagricultural products – and extend the reporting requirement to all Class I railroads. The weekly reporting requirements previously had been applied only to the BNSF and Canadian Pacific Railways, and had applied only to grain (and to fertilizer for a period earlier this spring). The new STB order also expands the scope and granularity of service metrics that all Class I railroads now will be required to report, and applies some of the reporting requirements to encompass coal, crude oil, ethanol, automotive, intermodal and manifest traffic. Railroads were required to start reporting the newly expanded service metrics on October 22. The STB’s decision contains several footnote references to statements and letters urging increased service metrics reporting submitted to the agency by the NGFA, Minnesota Grain and Feed Association and North Dakota Public Service Commission. The STB wrote that it “agrees (with rail users that) there is a need for broader standardized performance data from the railroad industry as it continues to address existing service challenges (and) that it is necessary to apply these reporting requirements to all of the Class I carriers” given the interconnectedness of the national rail network and service problems experienced in the East and other regions. “The new reporting requirements will give the agency and stakeholders access to data needed for real-time understanding of regional and national service issues,” the decision stated. Specifically, the STB order requires weekly reporting of the following rail service metrics: System-average train speeds for grain, intermodal, coal, automotive,

crude oil, ethanol, manifest and a category for “all other” traffic. Weekly average terminal dwell times (in hours) – excluding cars on run-

through trains transiting terminals – for the carrier’s system and its 10 largest terminals (as measured by car capacity).

Total cars on the carrier’s line, by type (e.g., covered hoppers, intermodal, tank cars, etc.)

Weekly average dwell times at origin for unit train shipments for grain, coal, automotive, crude oil, ethanol and all other unit trains.

Weekly total number of trains held short of destination or scheduled interchange for longer than six hours, again based upon train types (e.g., grain, coal, automotive, intermodal, crude oil, ethanol and all other products).

Weekly total number of loaded and empty cars in revenue service that have not “moved” in: 1) more than 120 hours; and 2) more than 48 hours but less than or equal to 120 hours – again, sorted by train types (grain, coal, automotive, intermodal, crude oil, ethanol and all other products). The term “moved” refers to the train movement or a spot or pull from a customer location.

Weekly total number of grain cars loaded and billed, by state, aggregated by commodity (e.g., corn, soybeans, wheat, etc.). This reporting is to include cars in shuttle service, dedicated train service, reservation, lottery, open and other ordering systems, and private cars. The STB also is requiring reporting of total cars loaded and billed in shuttle (or dedicated train) service versus all other ordering systems (including private cars). Reporting on grain cars also is to include metrics – by commodity and state – comparing week-to-week performance on outstanding car orders, average number of days late, new car orders received, number of car orders filled and number of orders canceled by the shipper and railroad.

Planned versus actual performance for grain shuttle or dedicated grain train round trips, by region, updated to reflect the previous four weeks.

Average daily coal unit train loadings versus planned loadings, by coal-production region.

Importantly, the STB’s order also requires collaborative reporting of detailed rail service metrics specific to the congestion at the Chicago terminal hub by the six Class I carriers operating at the Chicago gateway – BNSF, Union Pacific, CSXT, Norfolk Southern, Canadian Pacific and Canadian National. Reporting of the metrics for the Chicago terminal also was required starting October 22. **Commissioner Deb Miller, Surface Transportation Board, recently met with several KGFA members at the association office in Topeka to discuss a broad array of transportation challenges, much of which, dealt with the fall harvest rail backlog. Commissioner Miller, former Kansas Secretary of Transportation, understands members’ transportation needs and used KGFA input at the September 4th Surface Transportation Board public hearing in Fargo, North Dakota.
