COSCAP-OBJECTIVE
Enhance the safety and efficiency of air transport through the establishment of a self-sustaining sub-regional entity providing technical services in safety oversight to the member States
Initially the focus was on technical cooperation in the areas of Flight Operations and Airworthiness but this has been extended to Aerodromes and ATM

BASIC FEATURES OF A COSCAP PROJECT
Guided by a Project Steering Committee, composed essentially of: DGCAs of the participating States ICAO representatives Project’s Chief Technical Adviser Representatives of the funding partners Other participating organizations
Implemented by ICAO under its Technical Cooperation Programme
Project funded by the participating States with contributions from donors

BASIC FEATURES OF A COSCAP PROJECT (cont)
Regionally recruited inspectors and national inspectors trained by international experts
Harmonization of basic aviation laws, regulations and procedures
Other training provided to CAAs, service providers and air operators through courses and seminars
Preparation and findings from USOAP programme addressed as required
Regional Aviation Safety Teams (RAST) have been established under COSCAP mechanisms

States have been advised of the Manuals available and are provided with assistance to adapt them as required

Training is provided based on the needs of Member States as follows:
MMEL/MEL Workshop, Audit Refresher Course, RVSM Workshop, Aerodrome Certification Course, Advanced Inspector Training, Designated Check Pilot Course, Flight Operations Safety Seminar
Total of 13 programmes have been provided to 311 participants

North Asia Regional Aviation Safety Teams (NARAST) High Priority Activity of COSCAP-NA First Meeting is completed and 29
recommendations from NARAST have been approved by the Steering Committee

CONCLUSION
While the benefits of a regional co-operative approach have been clearly demonstrated, inter-programme co-operation will also provide benefits
COSCAPs develop considerable material which is shared between programmes
COSCAP experts and expertise are also shared between COSCAPs
Donors support programmes where the benefits can be realised by maximum number of States

CONCLUSION
COSCAP mechanism has proven to be cost-effective
Harmonization of flight safety regulations and procedures is continuing
Donor support and resource sharing permit COSCAPs to meet most of the training requirements of Member States/Administrations
Availability of technical support for the implementation of SARPs

CONCLUSION The COSCAP has proven to be a viable,
practical and efficient approach to enhance the safety and efficiency of air transport. It is being adopted increasingly in other regions
