Smt. Sudha Pillai, Former Secretary to Government of India, was the Chief Guest on the occasion. In her comprehensive and insightful lecture, Smt. Sudha Pillai highlighted many issues pertaining to the real devolution of power to Panchayats after 25 years of historic enactment of 73 rd Amendment. Mrs. Meenakshi Hooja shared her memories with Dr. Rakesh Hooja and expressed satisfaction for institutionalizing the memorial lecture. Dr. T. Chatterjee graced the occasion and extended a hearty welcome to all the guests. The lecture was also attended by the participants of 44 th APPPA (Advanced Professional Programme in Public Administration). Prof. Ashok Kumar Vishandass, Programme Director, 44 th APPPA introduced the speaker. Prof. C. Sheela Reddy, Chair Professor, Dr. Ambedkar Chair in Social Justice coordinated the event and proposed vote of thanks. 4th Dr. Rakesh Hooja Memorial Lecture The 4th Dr. Rakesh Hooja Memorial Lecture

was organised on November 20, 2018 on the topic - Issues Relating to Implementation of 73rd Constitutional Amendment. Smt. International Conference on Cyberlaw, Cybercrime and Cybersecurity

An international conference was organised from November 14-16, 2018, on Cyberlaw, Cybercrime and Cybersecurity (ICCC), 2018. The conference was aimed at identifying emerging legal, policy and regulatory issues pertaining to cyberspace and cybercrimes, and was inaugurated by Hon’ble Justice Kurian Joseph, Judge, Supreme Court of India on November 14, 2018 at Scope Complex, New Delhi. More than 150 international speakers had addressed the global audience of approximately

Programme on Climate Change and Governance

A two-week international training programme on Climate Change and Governance was held from November 19 to 30, 2018. It was sponsored by Indian Technical and Economic Cooperation (ITEC) Programme, Ministry of External Affairs, Government of India. The objective of the programme was to provide an overview of the Climate Change and Governance situation in developing countries. Prof. Vinod K. Sharma and Dr. Shyamli Singh were programme coordinators.

MCT Programme for IRS (C&CE)A four-week Mid Career Training (MCT)

programme of Indian Revenue Service (Customs & Central Excise), Phase III, Batch-III, 2018-19

was organised from November 26 to December 21, 2018. It was sponsored by the National Academy of Customs, Indirect Taxes & Narcotics, Centre of Excellence, Government of India, New Delhi. The objective of the programme was to acquire and update knowledge about the dominant domestic and international issues. Prof. C. Sheela Reddy, Prof. Geethanjali Nataraj, Dr. Gadadhar Mohapatra and Dr. Surabhi Pandey coordinated the programme.

Management Development Programme for Judicial Officers of UP

The second batch of Management Development Programme (MDP) for Judicial Officers of Uttar Pradesh was organised from November 26-30, 2018. It was sponsored by Law Department, State Government of Uttar Pradesh Judicial Training & Research Institute. The objective of the programme was to bring about management development with regard to the different behavioral dimensions that have far reaching significance in the direction of organisational effectiveness. Dr. Surabhi Pandey was the programme coordinator.

Programme on Global Strategic LeadershipAn international training programme on Global

Strategic Leadership for Growth and Sustainable Development was organised from November 26 to December 21, 2018. It was sponsored by Indian Technical and Economic Cooperation (ITEC) Programme, Ministry of External Affairs, Government of India. Prof. K.K. Pandey

Prof. K.K. Pandey, an economist with expertise on municipal finance has over three decade of experience on urban finance and management. He is currently a Professor of Urban Management at IIPA with previous experience as Chief Economist HUDCO, Chief (Research & Training) HSMI of HUDCO and Senior faculty at National Institute of Urban Affairs. Prof. Pandey has provided expert advice to multilateral agencies, national government and provincial governments in India, financial institutions and city governments across the country. He has served, in this regard, as member of exert groups, drafting committees, working groups, national delegations, etc. He has several research reports, books, articles to his credit.

Dr. Sachin Chowdhry

Dr. Sachin Chowdhry is Associate Professor at IIPA with specialisation on urban governance and management, public policy analysis and basic services and infrastructure. He also worked with Twelfth Finance Commission and provided professional inputs to various committees/ working group on urban and public administration related issues. Dr. Chowdhry has around 15 years of professional experience. Professional activities of Dr. Chowdhry involves research and training on water supply and sanitation, Metropolitan planning, Evaluation of government of india’s flagship programmes - MNAREGA, Public Distribution System in selected states and Swarna Jayanti Shahri Rojgar Yojana.

ABOUT THE AUTHORDr. Nupur Tiwari is currently a Faculty member, Rural Administration and Panchayati Raj at the Indian Institute of Public Administration, IIPA, New Delhi. She is also the Coordinator for Centre for Public Policy, Planning and Development, IIPA.

Earlier, she served as Senior Consultant to the former Union Minister of Panchayati Raj, Shri Mani Shankar Aiyar, providing inputs on Local government. She has also served as faculty member at Centre for Rural studies, LBS National Academy of Administration, Mussoorie, where she was involved in training of the Indian Administrative service officers in areas related to Rural Development.

She has worked on Five Major Projects as Project Director, funded by IDRC, Irish Aid, Union Ministry of Panchayati Raj, Ministry of Rural Development and UNDP. She has prepared several Reports for Government of India.

Her current research interests include Decentralization and Local governance (Panchayati Raj), Gender Issues in Informal workforce and Tribal policy.

She has thirty five research papers/Articles published in National and International peer reviewed journals. She has authored three books/ Monographs and has contributed Chapters in eleven volumes. Four books on these issues are forthcoming.

She was a member of Thematic Group on Panchayati Raj and Local-self government constituted by Ministry of DoNER.

She was involved in the Expert Committee for Leveraging Panchayati Raj, Constituted by Ministry of Panchayati Raj, Government of India (November, 2012). She was recently nominated as the Domain Expert for the spot study for PM award for excellence in Public Administration (2014).

Dr. Sachin ChowdhryDr. Sachin Chowdhry, faculty at IIPA since 2005, has been engaged in studies relating to public pol-icies and public service delivery both for national and international agencies. He has conducted stud-ies sponsored by various ministries of Government of India including Ministry of Urban Development, Ministry of Rural Development, Ministry of tribal Af-fairs, Ministry of Steel, etc. and Water and Sanitation Programme, South Asia. Sujit Kumar Pruseth He is currently a faculty member at Indian Institute of Public Administration, New Delhi dealing with urban affairs, public administration and policies. He was earlier a faculty member at National Law School of India University, Bangalore. He completed MA, M.Phil, PhD from JNU, New Delhi. He was trained by UN-HABITAT at Israel. He has served as Member, Kerala State Council of Science, Technology and Environment, Government of Kerala. A number of books are to his credit and he contributes regularly to national English dailies.

Two Day Workshop on Consumer Protection & Consumer Welfare

The Centre for Consumer Studies, Indian Institute of Public Administration, New Delhi in collaboration with the State Institute of Rural Development and Panchayati Raj, Government of Punjab organised a two-day Capacity Building

Workshop on Consumer Protection and Welfare from November 15- 16, 2018 at Mohali (Punjab). The workshop was attended by over 97 participants. The objective of the workshop was to build pool of local trainers in the area of consumer protection. The programme was inaugurated by Dr. Rozy Veid, Professor and Head, SIRD Government of Punjab and Prof. Suresh Misra and Mr. S.K. Virmani coordinated the programme.

The Inter- School Competition on Consumer Awareness

The Centre for Consumer Studies, Indian Institute of Public Administration, New Delhi in collaboration with the School of Excellence, Kalka Ji, organised a one-day Inter School Poster Making Competition on Consumer Protection and Consumer Welfare on November 20, 2018 at the School of Excellence, Kalka Ji. The Department of Consumer Affairs, Government of India sponsored the programme. The event was inaugurated by the Shri. Marcel Ekka, Additional Director of Education (Coordination) and Consultant, Directorate of Education, Government of NCT of Delhi. Around 99 Schools from Delhi and NCR participated in the competition Dr. Mamta Pathania coordinated the programme.

• Prof MP Singh, Editor, Indian Journal of Public Administration, delivered the keynote address to the national seminar on ‘Indian Federalism: Motilal Nehru Committee Report, 1928, and After’ in Goa jointly organised by the Nehru Memorial Museum and Library, New Delhi, and the International Centre Goa on November 26-27, 2018.

• Dr. Charru Malhotra has won the third prize and a prize money of one thousand US Dollars (1000 USD) for the paper titled “Ethical Framework for Machine Learning” at Kaleidoscope Academic Conference-2018 held at Universidad Tecnológica Nacional, Santa Fe, Argentina. This highly technical conference focused on the issues and opportunities presented by the advent of emerging technologies especially

Machine Learning/Artificial Intelligence and 5G network technology. The exclusive global event had boasted the presence of almost 200 IT professionals, government officers, researchers, and academia from around 20 countries across five continents.

Rajasthan Regional Branch The branch organised a lecture on Motivation in

Government on November 23, 2018, delivered by Shri Rajendra Bhanawat, IAS (R), former Managing Director, RIICO. On 24 November 2018, Shri H L Chauhan, former Chief Engineer, PHED and Vice Chairman of the branch gave his reflections on the Contemporary Status of IIPA. On 27 November 2018, Shri S S Bissa, IAS (R), Visiting Professor, HCM, Rajasthan State Institute of Public Administration spoke on Building a Moral India. All the three programmes were presided over by Prof. Ramesh K Arora, Chairman of the branch.

Tamil Nadu Regional Branch T h e b r a n c h c e l e b r a t e d t h e

Constitution Day by organising a short lecture and smart quiz programme at Anna Adarsh College for Women, Anna Nagar, Chennai on November 26, 2018. Dr. Jayashree Ghosh, Principal of the collee welcomed the gathering. Dr. K.

Usha, Head and Professor of the PG and Research Department of Public Administration introduced the guests to the audience. Shri. P. R.Sampath, IAS (Retd), Chairman of the branch gave a lecture on the Constitution and Shri. S.S.Jawahar, IAS (Retd), Hony Secretary conducted the smart quiz on the Constitution. Around 25 prizes were distributed to post-graduate students and research scholars.

• An event felicitating Professors who

completed 75 years of age of Sr i Venkateswara University was organised by the branch in association with Sri Venkateswara University Retired Teachers Association (SVURTA) Tirupati.

Centre’s endeavour to increase female labour participation rate

In a written reply to a question in Rajya Sabha recently, the Minister of State (I/C) for Labour and Employment, Shri Santosh Kumar Gangwar has stated that the decline in female

work force participation rate may be attributed to factors like increased educational attendance and higher level of participation in education and insufficient formal wage employment opportunities, etc. The Government has been targeting this issue by taking up several initiatives to improve the employability of youth including women. A new Ministry of Skill Development and Entrepreneurship has been established to coordinate the skill development schemes across various sectors. Government has also implemented the National Career Service (NCS) Project which comprises a digital portal that provides a nation-wide online platform for jobseekers and employers for job matching in a dynamic, efficient and responsive manner and has a repository of career content.

Skill Development in militant-affected areas

In a written reply to Rajya Sabha recently, the Minister of State for Skill Development and Entrepreneurship Shri Anant Kumar Hegde stated that most of the militant affected areas in the country fall under the

Special Areas for the purpose of PMKVY (2016 – 20). These include the state of Jammu & Kashmir, 8 North East States and 35 worst affected Left Wing Extremism (LWE) districts. To promote skilling in the Special Areas, many special considerations are given like boarding and lodging support; to and fro transport cost; post placement support. In addition, 10% extra cost is provided for training in special areas. Other than these, the Government is implementing a number of schemes to improve the skill development industry in militant affected states like ‘Enhancing Skill Development Infrastructure in North Eastern States and Sikkim’ and ‘Skill Development in 47 Districts affected by Left Wing Extremism (LWE)’.
