Design The Front Cover Of Our Neighbourhood Plan & Win A Cash PrizeThe Parish Council is developing a Neighbourhood Plan (see detail in this edition), which sets out a long-term vision for Northaw & Cuffley. Later this year we will be publishing the draft plan and in due course it is anticipated that it will become a document which will guide for the next 10+ years the future development of the area. It will be 60 pages or so and printed in full colour on quality paper with a front cover which depicts the essence of Northaw & Cuffley. Instead of commissioning a design we have decided to hold a competition to allow local amateurs, professional or aspiring designers to submit designs. There are no residency or age qualifications and all submissions will be evaluated. There will be three categories of prizes: • Junior children of primary school age as at July 2016 – £50 • Senior children of secondary school age as at July 2016 – £100 • Adults – £150 There will also be an additional overall prize for the best in all three categories – £200. So the overall winner will receive between £250 and £350 depending on age. The Neighbourhood Plan will be in A4 portrait format. Entries can be of any size, but need to be able to be scaled to fit A4 portrait format, in addition they should also be usable when photo copied in black and white. There is no preconception of content other than it should be your expression of what you believe best represents the essence of Northaw and Cuffley. You can use any medium including photography or computer generation, and the image can be anything from totally abstract to a single traditional landscape, or a collage of images. It is entirely up to you! Entries should be submitted to the Parish Council in Maynard Place by Monday 4th July and the prizes will be awarded in July. All submission should include age, name and address. By submitting an entry you agree that the Parish Council has the right to use the image in connection with any documents it may produce. The Council reserves the right to choose not to use the overall winning entry as the front cover of the Neighbourhood Plan.

Recycling Bins Maynard Place Car Park
The Maynard Place car park is owned by the Parish Council and there is an agreement in place that
allows Welwyn Hatfield Borough Council, WHBC, to locate a number of recycling containers there. For those residents who use the Car Park you may have noticed that the recycling containers are often full and overflowing causing litter in the area and an unsightly mess.
This problem arises because lorries parking to deliver to the Coop prevent access to the car park for
larger vehicles. If this occurs when the WHBC contractor visits to empty the recycling containers they cannot get access and leave and only return on the next scheduled visit. It would appear that WHBC
do not require their contractor to return earlier to empty the container. The result is there for all to see – overflowing containers.
We have contacted WHBC to discuss how this problem can be resolved. In the event of no solution being deliverable by WHBC the Parish Council may need to consider relocating the containers to a
more accessible site, such as the car parks at King George V playing fields.

The Parish Council recognises the valuable role that voluntary organisations play in providing local services and underpinning community activities. We have for the financial year 2016/17 created a fund of £25,000 for the provision of Grants to voluntary organisations who operate primarily with Northaw and Cuffley.
To be eligible for a grant your organisation must satisfy the following criteria
• The organisation must be clearly not for profit and be voluntary in nature
• The organisation can be local, regional or national but it must have a solid presence in the Northaw and
Cuffley area and in particular any project funded must be focused on the area
• Funding will only be provided for one-‐off initiatives or projects. We will not consider providing funding
towards operational losses or activities which extend over a number of years
• Grants will not be given to projects already underway or contractually committed
• The maximum grant will be £5,000 and the minimum £250
If you are involved with a local voluntary organisation and wish to apply for a grant then you should submit a written
application by Monday 1st May including the following information
• Details about your organisation including history, objectives, constitution and management arrangements
• Details of financial affairs including recent accounts
• Description of the activities that currently benefit the area
• Declaration of any existing relationships with the Parish Council or Parish Councillors
• Outline of proposed project or initiative including detailed costs and funding
• Projected community benefits arising from the project
• Project delivery plan including timescales and management arrangements
On receipt of your application the Parish Council may meet with you and/or seek additional information. The Parish Council will review all applications and aims to award grants by Monday 1st August at the latest.

Verges Churned Up
Considerable problems of unsightly verges are caused locally by inconsiderate drivers parking illegally.
Welwyn Hatfield Borough Council has a byelaw to minimise grass verge damage. The byelaw is effective when a council officer or warden witnesses someone driving onto the verge and parking. Unfortunately it does not cover the officer or warden observing driving over pavements, or cars parked on the grass without a driver present. Residents however may report vehicle(s) parking on verges within the Borough.
The following are required - the registration number, exact location and a photograph of the vehicle on the verge showing the registration number in order to be able to search for the registered keeper details via the DVLA.
If residents are taking photos of other people’s cars, please ensure you take care and do not put yourself at any risk. Details should be submitted to the Contact Centre.

The majority of grass verges adjacent to roads are within the public highway and are therefore the responsibility of Hertfordshire County Council, the highways authority. You may have read in the local newspapers or heard rumours about the future of the Youth Centre in Cuffley. For those residents who are not aware of the facility it is the last building on the right in Cuffley as you approach Cuffley Hill.
The facility is manged by a Charity under a lease from the Parish Council and currently there are differences of opinion between the Charity and the Parish Council in relation to both the terms of the lease and the Charity’s compliance with its own constitution.
The Parish Council has no wish to terminate the lease or manage the facility directly but we would like the facility to provide a wider set of activities than at present and in particular focus more on the original objectives of it being used by local youth groups.
The Parish Council hopes that the current dispute can be settled quickly without recourse to litigation and we can assure all current users and the wider community that our intention is that the facility will remain open and user groups will be able to continue their existing activities without interruption.
Northaw Action Group (NAG)
No More’a Chas StorerSometimes not all recycling is good news! A group of Northaw residents have formed NAG to
oppose the expansion of a cardboard and green waste
recycling plant operating in our Green Belt.
Chas Storer recycling have recently had a planning
application turned down to expand the existing site on
Coopers Lane. The plans were to install industrial
shredding machines, buildings to house the machinery,
office accommodation, an additional weigh bridge and
extensive waiting areas for lorries. This involved Chas
Storer taking over half of the existing wood yard plot to
accommodate the expansion of this industrial
processing plant.
We appreciate that in this day and age of recycling it’s
an important process and one that protects the
environment, however when the recycling plant is
operating in the Green Belt, it in turn brings damage to
the environment via noise pollution, light pollution, air
pollution (from odour and exhaust fumes), littering the
countryside, as well as increased HGV traffic through an
unsuitable road network and down narrow country

We, as residents living in the area see this as unacceptable and a totally unsuitable use of our valued
Green Belt.
NAG have already raised public awareness of the issue
and this resulted in over 300 objection letters sent to the
Planning Officer at Hertfordshire County Council to stop
this planning application being approved.
Drivers, Cyclists, Pedestrians - If you use Coopers Lane
and The Causeway you will probably have seen the road
and pavements being blocked and damaged by
articulated HGV lorries queuing to collect from the site,
blocking the road day in and day out. Navigating
around these vehicles for drivers and pedestrians is
extremely dangerous, especially near the single
carriageway in Coopers Lane adjacent to The Chequers

Many drivers are forced into the path of oncoming traffic

Even more worrying, school children walking to and
from school are forced into the road to avoid the
articulated lorries turning into the site or when lorries
park on the pavement.
NAG is here to stop this expansion and curtail the nuisance caused by this site that’s operating with no planning restrictions. This site operates 24hrs a day 7
days a week with noise and light that bombards local
residents day and night.

We will then contact you in due course. If we receive a
significant number of complaints, then we can take civil
action under common law by seeking an injunction to
stop the noise nuisance with a potential damages claim
for each house affected.
This does not need to be a long winded or expensive
process, rather with evidence to support your complaint
(pictures, recordings etc.) NAG can take action quickly
to stop local residents having to live with this blight on
their daily lives.

This may be due to the fact that both Welwyn & Hatfield and Broxbourne Borough Councils have to consider the application given that the land straddles the boundary of both boroughs. It’s unlikely that that one borough will accept this application and the other reject it given the position of the site so a mutual decision has to be reached.
Good News - it means that in a way one borough has the power of veto over the other and the combined decision is more likely to be based on pure planning laws rather than any preferences to support local businesses.

During the winter months the odour from what is believed to be the Windrow Composter at Cattlegate Farm has been restricted to one or two days a month and is far less intrusive than during the summer months, nonetheless complaints continue to be sent, both to the Enviromental Agency and Welwyn Hatfield Borough Council when these pong days hit our villages.
It doesn’t mean that the problem has gone away or is now at an acceptable level, far from it, pretty much everyone accepts that the sheer nature of composting materials in this way will continue to generate some degree of odour and the operator has taken some steps to try and neutralise them. The big question is - have the efforts to neutralise the problem been effective? The reality is no one will really know until the summer and if last year is anything to go by then it won’t be long before the pong and flies return.
With this in mind a dedicated SCANGB sub group led by Paul Lambert is preparing for a technical assessment to be conducted the next time odours are detected. If this assessment proves that the problem still exists then the next course of action could potentially be a legal one.
By the time of the Northaw & Cuffley Residents Association AGM (April 7th) and the Annual Meeting Of The Parish (April 27th) come round there will be a further update.

M E T R O P O L I S - M E G E N T AStill no news on this development - the developer is still hanging on to the original application for 591 homes but this presents significant challenges in order to….… accommodate road changes and deal with the issue that the proposed school will be built on a slope!
These issues have been around for many months and there doesn’t seem to be a solution on the horizon. Nonetheless they still seem keen to submit plans for a smaller scale development (also referred to by some, as phase1) of some 200 properties but this looks likely it will be via the Local Plan.
If the land is considered as ‘favourable’ then we can expect an application to be submitted but if it remains as ‘less favourable’ then the likelihood is we won’t. We’ll keep you posted.

P A R K F A R MThe recent application for 14 new properties and a barn conversion at Park Farm, Northaw has been rejected on the grounds of inappropriate development.
What is particularly important about this decision is that, despite pressure to build more homes, the planning authorities are upholding the principles of Green Belt development.
Although this has been a successful conclusion, current planning rules being what they are, can give planning authorities very little room for manoeuvre and it’s not to say that every decision will go the same way. We must however give credit to the planners who do seem to be doing the right thing for both the community and the threat of over development within the Green Belt.

Cuffley Operatic Society (COS) 2015 was a very successful year for COS. As well as celebrating our 40th Anniversary with a hugely enjoyable dinner dance in Cuffley Hall in September we produced the classic show “Anything Goes’ in June and a new show ‘Shaken not Stirred’ in late November, spotlighting the music from James Bond films. Both shows were excellently produced and played to appreciative audiences.
For 2016 we plan a Murder Mystery evening in Cuffley Hall on Friday 13th May, the pantomime ‘Aladdin’ at the end of November and, to celebrate the 100th anniversary of the shooting down of the airship by William Leefe Robinson, we are reprising our unique show ‘The Cuffley VC’. There will be 4 performances from 1st to 3rd September, with a matinee on 3rd September. The performances will form part of the Parish Council’s programme of activities to celebrate the 100th anniversary.

£80,000 cash boost for new courts at local tennis club! By Martyn Halle
National sports chiefs have agreed to plough almost £80,000 into the local tennis club in a massive vote of confidence.
The cash boost will give the area some of the best tennis facilities in Hertfordshire.
By this summer two newly re-laid courts will open at Northaw and Cuffley Lawn Tennis Club’s headquarters next to Cuffley playing fields.
The club – which has been in existence for more than 70 years – has more than 300 adult and child members making it the largest sports club in the area.
The cash for relaying two of the club’s existing six all weather courts has come from the Lawn Tennis Association and Sports England.
It arrives in the wake of Great Britain’s fantastic achievement in winning the Davis Cup.
All-weather tennis courts allow the sport to be played throughout the year – even in the winter – using a synthetic grass surface that allows water to drain away rapidly even after the heaviest of rain.
Up until now Cuffley tennis club has replaced all its surfaces when they’ve worn out using its own resources.
But with more extensive work need to replace the surfaces on its two oldest courts – number one and number two – it applied for lottery funded grant from Sports England and cash from the LTA in the form of a loan.
Ken Munday, a spokesman for the club, explained: “These courts have had some movement which has made their surface uneven.
“Normally once you have laid a hard base to take the artificial surface you just replace the ‘carpet’ once it wears out.
“So we are digging the surface up and laying a new base which will hopefully solve the problem before laying a new carpet.”
The club is also planning to upgrade its floodlighting and the fencing surrounding the courts.
Plans are also being considered to convert the club’s seventh court – which is tarmac -into an all-weather court.
The newly ‘carpeted’ courts one and two should be ready for use by late Spring.
Charles Johnston of Sport England, said: “The Inspired Facilities Fund has had a huge impact on grassroots sport across the country. Since 2011, we’ve invested £102 million into more than 1,920 projects to improve and refurbish sports clubs and transform non-sporting venues into vibrant community sports clubs.
“It’s great to see Northaw & Cuffley join the long list of successful clubs to benefit from this fund.”
Ken Munday said: “We are delighted to have secured this investment, which means we can upgrade the quality of two of our courts making them a secure surface to play on. It is the cornerstone of our strategy to have an outstanding club from the 2012 Olympics’ legacy.”
About Northaw and Cuffley Tennis Club
The club is currently based next to the playing fields on the road leading in from Potters Bar and Enfield.
It has been in existence for more than 70 years with its original home being in Northaw.
There are fantastic views over the local fields and besides six courts the club boasts a modern club house with bar, social changing and showering facilities.
There are approximately 250 adult and 270 junior members with a range of membership fees.
Our club fees for adults are among the cheapest in the area at £220 a year, which includes free use of floodlights with balls provided.
A big emphasis is placed on encouraging children to play tennis. Our juniors are ranked in the top 30 in the Eastern region out of a total of more than 400 clubs, many with bigger facilities such as indoor courts.
The club has highly qualified coaches led by Paul Rock. They can help adults and children learn and improve their tennis.

From 6 April 2016 all dogs in England, Scotland and Wales will be legally required to be microchipped, and their details registered on one of the authorised databases, such as “Petlog”. Northern Ireland has already introduced this measure.
The idea has been long campaigned for by numerous animal pressure groups working collectively as “The Microchipping Alliance”. This Group, which includes the “British Veterinary Association”, “the Kennel Club”, “Dogs Trust”, and “the RSPCA”, has the key aim of encouraging all dog owners to take responsibility for keeping their pet.
Under the law you are obliged to keep your details up to date on the database. Police and Local Authority Employees will be issued with microchip reader scanners so that instant enforcement of the law can be carried out. A time window will be allowed for the owner to get the chipping done if their pet is caught without a chip. After which a £500 fine for failing to comply will be issued. Full details of the change to the law will emerge over the next few months.
Puppies must be chipped at their second set of vaccinations, which is usually around the time they are weaned at about 8 plus weeks. If your dog dies, you must inform the database that holds your pet’s details. If you sell or otherwise pass the dog on, you, as the previous keeper, are required to register the new keeper. (NB. The wording used is ‘keeper’, rather than ‘owner’, with regard to microchips.)
With microchipping, keepers, and their dogs, will have an official relationship, rather as they did under the old Dog Licence. The modern technology of microchipping will not only help lost dogs be re-‐united with their families, it will also connect liable human beings to abused animals. Mistreatment of animals will still happen even if dogs are microchipped, but now there will be some redress against the perpetrator on behalf of society and – perhaps more importantly, on behalf of “Man’s Best Friend”, your Dog!

RED SQUIRREL UPDATE
Recently I was reading Michael Clark’s, Mammals, Amphibians and Reptiles’, (2001) looking for references to those creatures in Home Wood. Imagine my delight when I read the following references (pp 108-‐111).
A.H. Foster saw a pair of red squirrels in Highdown Wood (Tingley Wood on some maps) near Hitchin on the 11th June 1943.
Six records for 1939 – 44 in northwest Hertfordshire as the species seemed to have survived longest in the south of Hertfordshire.
Michael’s father saw a red squirrel in Northaw Great Wood in the early 1950’s. On the 6th April 1953 Bryan Sage reported one there, it was the last one reported in Hertfordshire but they survived much longer in Essex.

Lt William Leefe Robinson shot down the German Airship SL11 in the early hours of Sunday 3rd September 1916 – it was the first Airship brought down over British Soil, and he was awarded the Victoria Cross by King George V at Windsor Castle. The Airship came to earth alongside the East Ridgeway. The Northaw & Cuffley Parish Council is arranging a series of events on Saturday 3rd September this year - the precise 100th anniversary - to commemorate this historic deed.
Exact details will be included in the next edition of ‘Update’, but we can confirm at midday there will be the unveiling of a ceremonial plaque in the Millennium Gardens, followed by a Service in St Andrews Church to include speeches from Mr Howard Guard, Deputy Lieutenant of Hertfordshire and Sir Freddie Sowrey retired Air Marshal of the RAF. Also confirmed are four performances of ‘The Cuffley VC’ by The Cuffley Operatic Society, on the evenings of Thursday 1st, Friday 2nd, Saturday 3rd, and a matinee performance at 2.30pm on
Saturday to follow the Church ceremonies. In addition a WW1 exhibition will be held in Cuffley Hall 5-9 September and will specialise in the events of 3rd September 1916. Parts of the crashed Airship will be on display and a power-point presentation on a continuous loop will tell the full story. At regular intervals the Planning Applications Committee meets to take decisions on the latest submitted plans for large or small proposed alterations to buildings or land. There is a constant supply of such requests, most of which are approved. Some applications require the demolition of a property so as to rebuild on the same site. In most cases the subsequent building is larger than its predecessor. There are few local properties available for first-‐time purchasers unless their relatives are wealthy.

As KGV has now become such a popular location, for mainly young people, to drive to, and then use N2O, we will now need to lock the site to prevent vehicle access each evening!

Friends of St Thomas’s, Northaw
‘Dedicated to saving the past for the future’
The church of Saint Thomas a Becket is a Grade II listed building. According to Historic England, St Thomas’s is a building ‘of more than special architectural and historic interest’. The Friends of St Thomas’s (FOST) was set up in 2014 to help maintain and support this much-loved church, with its exceptional murals and stained glass windows, as an important part of the cultural heritage of the village and local community. St Thomas’s is the legacy of that generation of parishioners, villagers, local families and benefactors who, after the fire that destroyed the previous church in February 1881, rallied around, raised funds for a new building and commissioned a Lincolnshire firm of architects with a ready-made design so that construction could begin without delay. Although decorative work remained to be done and a further aisle was to be added, the new church was brought into use in September 1882, a remarkable achievement. FOST believes that St Thomas’s is a building of which everyone in Northaw and Cuffley, irrespective of denomination or creed, can be very proud, for it belongs to the whole community. Such buildings do not come cheap. The church is self-financing and the costs of general upkeep, let alone any major repairs, are burdensome. In these circumstances, FOST acts as a vehicle for its members and supporters to make a valuable contribution (through their annual or life subscriptions) to the important task of preserving this legacy for future generations. New members (non-churchgoers and churchgoers alike) can help to shape the future development of FOST, not just as a fund-raising body, but also as an association of like-minded people for whom St Thomas’s is an iconic building and a focal point for the local community. Membership of FOST also provides an enduring link for those who have personal or family connections with St Thomas’s. Friends receive newsletters and an invitation to an annual Friends’ Day and other events, as well as having an opportunity to collaborate (should they wish to do so) in fund-raising activities in connection with the repair and maintenance of the fabric of St Thomas’s. Our first Wassail Along with community orchards throughout the UK we carried out a traditional blessing or ‘wassail’ in the orchard on a snowy Sunday evening in January. Traditional wassail songs were sung, and a wassail King and Queen appointed who led a parade around the orchard accompanied by musical instruments. The ancient custom of hanging toast soaked in cider from the trees followed! Everyone enjoyed warming themselves around the bonfire, drinking mulled apple juice and listening to the gentle sounds of a harp as darkness fell.

Befriend a Tree For a small donation you can befriend your very own tree. In return, you will receive a certificate and be able to sample fruits from your tree each year.
Hedge planting and pruning Winter has been a busy time. In November, we held a pruning workshop with orchardist Anna Baldwin to carry out formative pruning of the apples and pears. This helps to ensure a good shape as the trees grow and is done in the winter when they are dormant unlike stone fruits which are pruned in late spring to avoid a fungal disease called silver leaf. Before Christmas we also took delivery of 750 free native hedging plants sponsored by Brown & Carroll Ltd., a company based in Basildon, through a scheme called Time4Trees. Volunteers from the company sportingly came to help with the planting too – many thanks to them for their support and to The Tree Feller Tree Surgery for the donation of mulch. Work has also been carried out to improve the access to Willow Field and we hope to do the same for Ash Field over the summer as well as installing a green roof on our container.

The Northaw & Cuffley Neighbourhood Plan
The statutory planning system is a maze of documentation, detailed complex policies and case law which is generally impenetrable to the layman. Most residents’ experience of the planning system will be limited either to seeking
planning consent for modifications to their own house or raising objections to planning applications submitted by third parties, typically on land adjacent to their own properties. Those who have had this experience will appreciate that the outcome is determined by reference and interpretation of the planning policies of the local planning
authority, Welwyn Hatfield Borough Council (WHBC), together a degree of subjective assessment by the relevant
case officer.
The government in 2011 introduced new legislation which allowed local communities to develop their own planning
policies that would have to be taken into account by WHBC when determining individual planning applications. These local policies would be incorporated into a comprehensive document called the Neighbourhood Plan which would be the subject of local consultation and could only come into force if supported by a positive vote at a local
referendum.
The Parish Council has over the last year developed a draft Neighbourhood Plan for Northaw and Cuffley and our intention is to commence community consultation in the near future where we will share with all stakeholders the detail. The current draft document is circa 60 pages of text, drawings and pictures and is not yet in a state suitable
for public consultation. However at this stage we are able to share the core concepts and would welcome feedback.
Housing
Our research highlighted that over a 10 year period there were more houses in the area but the population had
fallen. In addition there was demand from the community for more choice in housing particularly smaller and more affordable houses which would allow residents to trade down and remain in the area.
We also received feedback that there was a significant concern about development which was out of character with the surrounding area, typically this related to major house extensions or developments in back gardens or on sites
following demolition.
Our draft policies seek to address these issues:
• We are proposing detailed policies which would prescribe separation distances between houses that would ensure that over development of sites is prevented and overlooking and overshadowing is minimized
• Restrict gated communities
• As far as possible ensure that developments are in keeping with the general character of the area

Recent planning regulations introduced the concept of permitted development where many small extensions to existing properties no longer require planning consent. The above policies will not impact on the ability to extend
under permitted development rights.
Residents will already be aware that WHBC within their local plan are proposing that two sites currently in the greenbelt will be designated for residential development, one site is at the end of the Meadway and the other is between Greenfields and the tennis courts, residential development capacity circa 30 and 110 units respectively.
For both sites we have included within the draft Neighbourhood Plan development briefs that set out how we would
like both sites to be developed.
Retail Offer in Cuffley
Community consultation revealed that there was a desire that Station Road should remain a vibrant local retail
centre with a variety of retail units and services. In order to restrict a drift towards services and catering outlets we are proposing a policy that planning consent should be refused for change of use from retail to other uses when the total retail offer is below 70%.
In order to minimise problems with delivery lorries servicing shops on the south side of Station Road we are
proposing a policy that requires the service road behind the shops to be kept free from any development that affects its ability to be used for deliveries.
We are also proposing a policy for shop fronts which overtime will result in harmonisation and prevention of undesirable features such as external security grills.
Sopers Road industrial estate
We anticipate that there will be pressure to redevelop some units in Sopers Road either as new replacement commercial units or possibly residential. Our draft policy is to support development for light industrial and office uses but resist residential uses. Any new development would be restricted to the height of the existing Everest
building.
Roads
All residents are already fully aware of problems with through traffic and congestion, particularly in Station Road. The ideal solution would be a bypass but this could never be justified on a cost/benefit basis.

Our proposals for Station Road include:
• The whole road becomes a 20 mph zone
• An increase in parking and loading bays
• Two additional pedestrian crossings
• Removal of the planters on the south side
The impact of these measures would result in a more pedestrian friendly environment with no negative impact in
terms of congestion during rush hours.
Community facilities
We have developed a range of policies which are aimed at preserving the existing facilities and making improvements where appropriate. In particular we are proposing that a flood lit all weather pitch is developed at the
King George V playing fields. This will be located on land between the bowls club and Northaw Road and will not result in a loss of any of the existing facilities. In addition we will be seeking to work with the local football, tennis
and bowls clubs to improve facilities possibly including a new sports pavilion.
Funding and delivery
We have throughout the development of the plan recognised that we must be able to demonstrate that what we are proposing is deliverable.
When the two major sites proposed for residential development come forward there is likely to be agreements
negotiated by WHBC which require cash or in kind contributions towards projects that mitigate the local impact of the proposed developments. We fully expect that these contributions from developers will fund the proposed highways work on Station Road and at the Cuffley playing fields.

In due course we will be undertaking in depth community consultation through focus groups, public meetings and
written submissions. From previous consultation exercises we already have contact details of residents who wished to participate in consultation.
