A French PPP contract in Lavaur (signed in 1999)
20 year PPP contract with the SICTOM of Lavaur (30 000 inhabitants, 22 cities),
a dedicated public authority for municipal solid waste management (MSW):
• MSW collection must be implemented with an at source sorted
policy for packaging waste and recyclables (paper, carboard,
plastics, metals, glass, …)
• Finance, Design, Build and Operate a 20 000 t/y sorting facility
and a 75 000 t/y landfill in which 13 000 t/y are set aside for the
SICTOM’s MSW
• Land for the landfill is provided by the Municipality

Benefits for the SICTOM of Lavaur
• New collection scheme for MSW collection which is paid
according to usual service fees
• Packaging wastes are recovered above 85%
• Benefit from the expertise of a company experienced in the
design, construction and operation of landfills and sorting facilities
• SICTOM’s MSW treatment cost is subsidised by the other clients
of the landfill and of the sorting facility
• SICTOM gets revenues from the treatment of waste coming from
other municipalities, not belonging to SICTOM, and from industrials

Main differences between French and
South Eastern European PPP Projects
in waste management:
• In French projects, main COVED’s
revenues are based on tipping fees
→ COVED provides a service for its
clients for waste collection, sorting and
treatment
• In South Eastern European projects, the
tipping fees paid by the clients are lower
but all the revenues coming from waste
recovering are COVED’s incomes

Success factors for PPP contracts in waste management
in South Eastern Europe:
• To control the quality of waste to be recovered, the waste
collection must be included in the PPP contract, for MSW
and for other non dangerous wastes produced by private
companies within the project territory
• The collection of packaging waste to be recovered needs
a deep households education and the commitment of all
the project stakeholders to prevent scavengers pickings
• The technical design of the project must be adapted to the
local market to be cost effective: keep it always simple!
• Human resources management is one of the key issues
for providing a good service in the solid waste sector
