CARNIVAL CANCELLATIONThe Knowle West Carnival has been cancelledfor the first time in nearly 10 years. Over 50organisations were contacted to take part andonly four entries were received despite numerousphone calls and reminders. This is a great shamefor the people of Knowle West, who have alwaysenjoyed the Carnival and for the CarnivalCommittee, which has worked hard over theyears towards its success; it may have been smallbut brought a great deal of enjoyment to manypeople and will be sadly missed. The Knowle West Media Centre at LeinsterHouse, Leinster Avenue is throwing open itsdoors and welcoming everybody in between11am and 3pm, on Thursday 24th July, the firstday of the school holidays!

Have you ever been there? “Come along andhave a look at all the work we do with localpeople of all ages – for example, making filmsand videos, photography, creating digitalimages, designing leaflets and of course, pro-ducing this outstanding newsletter!” saidCarolyn Hassan, Project Manager of KWMC.

One of the main features of the Open Day will bethe chance to have your photo put into a picturepostcard of a surreal (underwater, desert, spaceetc) Knowle West and sent to your home address.Plus: the Zodiac Twirlers, face painting, hair braid-ing, the Ashton Angels, taster workshops and theSky Guy.

Carolyn added, “It’s a chance to say a big ‘thankyou’ to everyone who has supported the MediaCentre, and to offer more local residents theopportunity to get involved by becoming members”.There will be an AGM at 4.30pm on 24th July.

The residents and service providers mettogether for the first time at the launch onWednesday 30th April at the Health Park. 11residents and 11 service providers decided totake the Partnership forward, meeting 4 timesa year. Everyone agreed that a minimum of 8residents should be there at meetings to takedecisions.

WWhhaatt ddooee ss tthhee PPaarrttnneerrsshh ii pp ddoo??The Partnership brings together residents andservice providers to take an overview of howNeighbourhood Renewal is happening inKnowle West. Its main job is to make sure that

the Action Plan stays on course. In KnowleWest the priorities have been identified asAnti-Social Behaviour, Achievement, includingimproving the way truancy and exclusion ismanaged, Health & Wellbeing, including better,faster access to help for drug users and theirfamilies and Family Support.

The Partnership is also responsible for makingsure that the Neighbourhood Renewal Fund inKnowle West is spent on projects which willmake a real difference in the above areas,changing the way mainstream services deliverfor local people.

Knowle West has £369,863 this year tospend. £99, 623 has already been agreed incarry-over from last year’s projects. Theseinclude the Wardens Scheme; IRIS (InvolvingResidents In Solutions); a small contribution tothe salary of the Knowle Safe manager; theKnowle West newsletter and website andCommunity Clean Up Trial (see communityClean up article on page 11), working withyoung offenders to clean up the estate as partof their community service.

This leaves £270,240. In reality this amountsto about £60,000 for each of the four areasset out above, plus an amount for developingresident involvement, running our bus toursaround the estate.

Decisions about the NR Fund spend will bemade by residents working on the FundingSub-Group. All spend proposals are beingdeveloped by Action Groups, which are whereresidents and service providers work togetherto improve services.

Since the last issue several meetings havetaken place with Bristol City Council AreaHousing Office, Police Crime Reduction, StreetWardens and Area Housing Committee whereKnowle West residents went along to put forward their case.

Statistics produced by Andy Boulton (CrimeReduction Officer based at Broadbury RdPolice Station) confirmed what the residents ofIlminster Ave were saying with regard to beingeasier targets for burglary and feeling morevulnerable in their homes.

Between April 2002 and March 2003 - 536house burglaries were recorded for Knowle and

Filwood wards. Of these, 276 used groundfloor windows and doors, made of metal orwood to gain access. Ilminster Ave (15 burglaries) came out top ofthe list with Cossington Rd (14 burglaries),coming a close second.(Figures taken from Avon & SomersetConstabulary Crime Recording System)

The Knowle Area Housing Office has nowagreed to invest the additional allocated budgetto improve security of the homes in the roadsagreed with the Area Housing Committee andthe Tenants group.This will be starting with Ilminster Avenue.

It will not be enough to get them all done butat least some of Ilminster Ave will have saferhomes before Christmas.

The Racial Association Gathering Support(RAGS) group will be running the day in supportof all black, other minority ethnic and dual heritage people, their families, friends and supporters living or working in the area, aidedby Neighbourhood Renewal and the StreetWardens service.

The event will take place on the afternoon ofSaturday 30th August at the Healthy LivingCentre, Downton Road, between 3.00pm and7.00 in the evening. It will include music, greatfood from cultures around the world, facepainting, a bouncy castle, stalls, nail art, hairbraiding, massage and other complementarytherapy ‘tasters’, a crèche and activities for allthe family!

Ann Howell, one of RAGS’s founder memberssaid: “We want to build support for black orother minority ethnic families, including familieswith dual heritage children, by bringing every-one together.” RAGS is Knowle West’s own support organisationto help black and minority ethnic people expe-riencing racial harassment and discrimination.Since it’s set-up by three local people in 1998it has worked with nearly 300 residents experi-encing harassment and mistreatment, includinga number of lesbian and gay people.

The day will also give people the chance toshare their experiences of life in Knowle West– good and bad – and how services includingRAGS can do a better job of supporting them. Hengrove School, Bristol’s only Specialist VisualArts College hosted its Expressive Arts Festivalfrom July 7th to July 9th.

Over 550 participants, had the opportunity towork with a variety of practising artists and artsorganisations. The festival offered visual, crafts,performing and multi media art workshops jew-ellery making, wire sculptures, prints, batik, digital arts, animation, carnival costumes, ceram-ics, puppetry, textile designs, wood carving andstone sculptures.

Three brilliant short films have recently beencompleted by film makers/artists working withyoung people from Knowle West. The project, called Way Out Knowle West, wasfunded through the Film Council’s First LightAwards scheme. Joe Magee worked with Detached Youth Teamon “Gearhead”, Anna Lucas with young peoplefrom Inns Court Youth Centre and Eagle Houseon“Lurchers and Lamplight”, and Penny Evanswith the Zodiacs on “The Rehearsal” which conveysthe hard work and dedication of a troupe oflocal “Twirlers”. The films were recently shown at the WatershedMedia Centre. Gearhead has been accepted forthe presigious Edinburgh Film Festival. Look outfor local showings.

We regularly receive complaints about abandonedand burnt out vehicles. Stolen cars and oldbangers are dumped on your doorsteps, withfew clues as to the identity of the offenders.

While complying with legal restrictions coveringtow aways, we try to remove offending vehiclesas quickly as possible. If a car or bike is likelyto be burnt out and in a dangerous conditionor position, we will get it removed within thehour by the Police Fire Scheme. If it is merelyabandoned with no known owner, the Councilon behalf of the Police will remove it within 24hours. If there is evidence that it is an illegalvehicle involved in crime, again I can get rid ofit within the hour.

WHEELS ON FIRE

In the last issue I wrote an article (TargetingDealers & Handlers) about local police targetingand successfully arresting many drug dealersacross South Bristol, in particular those whodeal with the highly addictive and dangerousdrug crack .We can only continue to do so withyour help and information. I am fortunate tospeak to many community groups aroundKnowle West, and I often get told that localswon’t tell the Police about drug dealers. The reasons given are:l

fear of reprisals l

being seen as a “grass” l

the criminals and dealers use scanners andcan find out who passed the information.

The fear of reprisals is a worry to all, but veryrarely comes about if we are careful to preservethe confidentiality of the information. If youare worried about being labelled a “grass” thenI ask you this question: Do you want to make your community safer tolive in and free of drug dealing activity thatpollutes today’s society? You can only start to make a difference by talkingto the Police and by becoming involved in local

community groups that support such victims.If you are worried about scanners or confiden-tiality, then you have my word that all callsmade on the Crimestoppers freephone hotline0800 555 111 will be treated in utmost confidence. Between January 2002 and May this year over1150 burnt out or abandoned cars were removedby the Police in South Bristol. The StreetWardens have worked hard to support the Policein this and will continueto do so.Between April 2002 and March 2003 we reducedactual vehicle arsons by 20%. This means that161 fewer cars have been burnt out by criminalsin South Bristol. This is a real achievement.

LOCAL COMMUNITY

An Expression of Interest to develop FilwoodBroadway has recently been approved by theRegional Development Agency: one of only 4approvals out of 19 applications from acrossthe South West. The approval means that theinitial ideas - building a new neighbourhoodcentre, improving the look of the Broadway,and clearing derelict sites for redevelopment -can now be reviewed and developed in more

detail and will include extensive consultationand community involvement. Work is likely tostart later in the summer and will last a numberof months. There will be plenty of opportuni-ties to get involved in planning and designingwhat happens on the Broadway and moreinformation will follow shortly. BUILDING COMMUNITIES - FILWOOD BROADWAY UPDATE

Hello, my name is Mil Lusk and I work at BuriedTreasure Ltd. I am writing to let you knowabout all the exciting things that have beenhappening. For those that don’t know aboutthe Northern Slopes here’s some background.

Local people had aspirations to improve thenatural environment called the NorthernSlopes, making it friendly, safe and accessiblefor local people. A bid was submitted toDoorstep Green to develop part of theNorthern Slopes identified as Cloverdown: the piece of land behind Glyn Vale, KenmareRd, Donegal Rd and Cavan Walk. The bid was successful and in the autumn the landscapeenhancement programme will begin.

The plan for this site is a direct response to acommunity consultation carried out last year.An art bid is proposed and a lead artist hasbeen appointed to devise the overall vision forthe arts programme and public artworks viaproject research and consultation with localpeople. We envisage a workshop led and com-munity focused programme that could involvecreative writing and visual and performancearts over the summer and autumn. Althoughthis seems like a long time it is a process thatallows local people to have a voice and a senseof ownership of their local space. We aim tosubmit an art bid to enable realisation of thearts programme this winter, so watch thisspace!

FAMILY SUPPORT

A workshop was held at Filwood CommunityCentre on 19th May to explore ways in whichFamily Support Service providers could worktogether. Surestart, alongside Knowle WestDevelopment Trust Family Support Service andother local voluntary groups aimed to find outwhat services are already being delivered in thearea and where there are gaps.Particularly inspiring was the presentation bySue, a local resident who now works forSurestart as a crèche worker, explaining thehighs and lows of getting involved with thelocal parent group. A new Family Support working group wasformed, which will concentrate on:

FAMILY SUPPORT WORKSHOP LOOKS TO FUTURE

Anyone can be a Carer - carers are found in allcommunities and all age groups. There mustbe hundreds in Knowle West alone. Many peoplewho care do not identify themselves as carers,and therefore carry on unaware of the supportavailable to them.The Princess Royal Trust (PRT) for Carers was

set up in 1991 in recognition of the fact thatCarers required a support group of their ownwhich would work on behalf of the millions ofindividuals who look after people in need and indoing so save the taxpayer millions of pounds.

Locally PRT has been in existence for 7 yearsheaded up by Carol Watson who employs astaff of 22 people working from bases inThornbury, Hartcliffe, and Avonmouth. Localsupport groups allow Carers to meet togetherregularly to discuss issues and to provide homevisits.

CARING FOR THE CARERS

If you haven’t been to Filwood library for awhile come in and see the new, improved versionfor yourself. It re-opened on Monday 7th Apriland now boasts an exhibition space, createdfor both local community art and city wideexhibitions.

The children’s library now looks particularlyattractive, with children’s furniture, rugs andplaymates, and a much improved stock ofbooks, story tapes and videos for the under 4s thanks to the generosity of Sure Start. There is an under 5s storytime starting at 2.15every Monday in term time. No booking isneeded please come along with your child.

Sure Start have just started a fun group onFriday mornings 9.30 to 11.00 am especiallyfor two-year olds and their parents/carersGrandparents and Dads are very welcome.Lil Bowers, Project Manager of Surestart is

enthusiastic about the sessions, “It is a chance for parents to talk to other parents about the kind of

activities that two year olds enjoy and to supporteach other over problems. It is great to seechildren and parents joining the library, listeningto stories and using all the new toys in the childrens area.”Remember libraries are free to join!

“Did you know that around 130 tonnes of rubbishcomes out of Knowle West every week? The Recycling Consortium has been workinghere since September to try and tackle thisproblem. I am part of a project called Actionon Waste and you may have come across me,knocking on over 1,000 doors, holding stallsat events, arranging trips for youth clubs andgiving talks to local people. The whole purposeof all this activity has been to encourage peopleto use their weekly black box collection servicemore.

“It’s still the easiest way to recycle newspaper,glass, clothes, cans and tins – you just leave itoutside your door. We have had a few hiccupsin the service recently, but it should get betterfrom now on with the introduction of new,smaller rounds. Thanks to everyone who recyclesregularly, and if you don’t, why not give it a go!”

In May, two community cleanups took place: inNewquay Road and at Inns Court.Neighbourhood Renewal staff, street wardensand local residents all got together with shovels,bin liners, wheelbarrows and a lot of elbowgrease to make these particularly unappealingsites areas to be proud of.

As part of another initiative, Young environ-mentalists from the Knowle West Play Centreafter school club joined forces with a team ofstaff from Macdonalds in Hengrove to tacklelitter in Filwood Broadway.
