Report on the activities of the Language Centre October 2013 to September 2014 Introduction Mission Statement The principal mission of the Language Centre is to provide quality language teaching and training which respond to changing educational environments both within the University and the community it serves. In keeping with the statement above, and mindful of the importance attributed to language learning in the University’s Strategic Plan, the work of the Language Centre focuses on three main areas:

(a) Provision of language support requested by the University, both at department and individual student or staff level;

(b) Response to perceived needs both on and off campus; (c) Research based on domains of particular expertise within the Language

Centre, i.e. language testing, the teaching of Irish, language policy and multilingualism.

Despite the challenges posed by reductions in funding nationally, the Language Centre has continued to make good progress in all three areas:

(a) Language classes provided for the departments of Irish, French, German, Spanish and Chinese: Numbers in Irish, which have always remained healthy, have again increased in the past year. Spanish numbers have decreased somewhat whilst numbers in Chinese, German and French have changed little. With the cooperation of the Head of Chinese Studies, the Language Centre secured the services of two volunteers (language assistants) from China for the academic year 2013-14. Both volunteers, who remain with us for 2014-15, are excellent teachers and a pleasure to have on our staff. In addition to the classes taught in the University, Chinese classes were provided through the Confucius Classroom for Confey College, Leixlip.

(b) Languages for All Students Programme (formerly IWLP), which was introduced in 2009-10, continued to attract students from many disciplines and at every level from first year to PhD. The manner in which the courses are accredited remains a problem and is one of the possible explanations for high rates of attrition in the second semester. Thanks to the Science without Borders programme, numbers of students taking courses in English for Speakers of Other Languages (ESOL) increased significantly and realised a profit, which subsidised the LASP above and a number of other initiatives in 2014-15. It is important that these courses continue to be offered, as they provide an alternative pathway to those who have not quite reached the NUI English language requirement.

The Dioplóma i Múineadh na Gaeilge (Foghlaimeoirí Fásta) was taught off campus in Na Forbacha in the Connemara Gaeltacht. Feedback on the course remains outstanding. This initiative is in line with the stated objective of the government’s 20-year strategy for Irish Straitéis Fiche Bliain don Ghaeilge 2010-2030: Leanfar de bheith ag forbairt agus ag tacú le cláir i nGaeilge do dhaoine fásta ag leibhéal ollscoile agus ag leibhéil eile nach iad agus soláthrófar sainchláir ghairmiúla. p. 15

Efforts to progress the recognition of Teastas Eorpach na Gaeilge (TEG) by state bodies continue to bear fruit. So far TEG (B2) has been recognised by the Department of Education and Skills, the Teaching Council and the Colleges of Education as fulfilling the Irish language entry requirement for the Postgraduate Certificate in Primary Education. TEG B2 in spoken Irish is now required by Forbairt Naíonraí Teoranta in the case of those who wish to manage a naíonra. TEG B2 is also a requirement of the Fulbright Commission for American students wishing to embark on the MA in Irish in Ireland and for Irish students wishing to work in US universities as Foreign Language Teaching Assistants (FLTAs). TEG certification is also accepted by the European Commission in fulfilment of its employee language requirement. The Language Centre has been working closely with the head of Irish in the Froebel College of Education in relation to assessment of their students and training of their lecturers in assessment of the spoken language. The Language Centre also provides a translation service for a number of administrative offices in the University at no cost to the units involved.

(c) One research project involving Dr Fiona Lyddy of the Department of Psychology and commissioned by the Department of Education and Skills were completed in 2013-14: A Study of the Impact of the Gaeltacht Summer Colleges on the Learning of Irish and on the Language in the Gaeltacht. A third project involving the documentation of a third-level Irish language learner corpus began in November 2013. This project is the first of its kind.

The Irish language courses offered by the Language Centre at the Centre Culturel Irlandais in Paris remain popular. In 2013-14, 43 students registered for classes at four different levels. The Language Centre also organised Irish classes at Beijing Foreign Studies University, funded by the Department of Arts, Heritage and the Gaeltacht. This was the first year that a Maynooth graduate was selected to take charge of the courses. Feedback on his work and engagement with his Chinese students was extremely positive.

COURSES DELIVERED ON CAMPUS 1. Language Modules for BA in Languages These are spoken language/grammar and language laboratory courses for undergraduates taking specialist degrees in Irish, French, German, Spanish and Chinese. Following a drop in numbers of students taking some languages, a considerable increase has been recorded in the last three years. Numbers in Irish, which have always remained healthy, have again increased in the past year. An Dioplóma sa Ghaeilge This course is currently being revised and is being replaced temporarily by an evening course at level B2 of Teastas Eorpach na Gaeilge. 3. LC101 (Irish Language I)

Students of this course study Teastas Eorpach na Gaeilge Level A1, designed for beginners. The aim of the module is to enable beginners to understand basic greetings and everyday language, and to engage in simple conversation in Irish. Speaking, reading, listening and basic writing skills are developed. Students are also introduced to some aspects of Irish culture and tradition. 4. LC102 (Irish Language II)

This module is a continuation of the LC101 module. Language skills acquired on LC101 are further developed through speaking, reading, listening and writing. Students are introduced to further aspects of Irish culture and tradition. 2012 - 2013 2013 – 2014 Irish Language I and Irish Language II

This course remains a very popular one among both international and Erasmus students. The number of places is limited, resulting in a small number of students being turned away each year.

5. Languages for All Students Programme (formerly the Institution-Wide Language Programme) Interest in the LASP seemed to decline in 2013-14. However, those students who did register remarked that they learned almost by accident of the existence of the opportunity to study a language as an extra-curricular subject. In response to this feedback, the Language Centre undertook a more vigorous marketing exercise within the University to publicise these courses. Consequently, 2014-15 has seen a surge in the numbers of students registered. However, the manner in which the courses are accredited remains a problem and is one of the possible explanations for high rates of attrition in the second semester. Students registering for the LASP come from all Faculties of the University and from all years, from first year to PhD level. (See Appendix 3) 6. International Foundation Course

The International Foundation Course seeks to provide international students with a thorough preparation for study at Maynooth University. Teaching focuses on language and academic skills, and participants take one module each semester from their target discipline: Electronic Engineering, Computer Science or Economics.

2012– 2013 2013 – 2014 International Foundation Course 8 14 Participation increased to 14 students, the optimal number for a language class. Nine of the students were Chinese and the remainder were Brazilians who were participants in the Science without Borders programme. The combination of both nationalities in the class worked particularly well, both socially and academically. The NUI English language requirement for prospective undergraduate international students is now 6.5. A further 30 students from the Science without Borders programme took English classes for three, six or nine months, depending on their entry level of English.

7. Intensive (ten- or seven-week) Summer Programme This programme aims to bring prospective students up to the level of English proficiency required by Maynooth University for undergraduate and postgraduate studies. Undergraduates with an IELTS score of 5.5 and postgraduates with a score of 6.0 may opt for a 7-week course. At the end of the programme, students are required to sit an examination which will test their level in the four skills (reading, writing, listening and speaking). The pass mark is 6.0 for prospective undergraduate students (6.5 from 2015) and 6.5 for prospective postgraduate students. On the whole, students who take the 7-week course in English (and therefore do not have the required IELTS score at the beginning of the summer) tend to perform better than their counterparts who arrive in Maynooth with the required English level. Students, other than those from CCZU, who wished to take a ten-week course were this year recruited by 3U and taught by the Language Centre. The CCZU students came directly to the University via the International Office and completed a seven-week course. Students from CCZU University who have already reached the University’s English language requirement are given the opportunity to take a two-week familiarisation course before embarking on the first semester at Maynooth University. In general, the ESOL student experience on campus, particularly in the summer, was a much more positive one, since the large number of international students on campus allowed for greater interaction with other students, including native speakers of English. Furthermore, the Language Centre students were given the opportunity to participate in social activities organised for the Summer School students. From time to time, the Language Centre is approached by international students whose poor knowledge of English is preventing them from engaging fully with their studies. Tuition is provided to these students on a one-to-one basis at no extra cost.

8. Extra-mural language courses available to staff and students of the University and members of the public

These courses are run on a self-financing basis over 18 weeks: Language 2012- 2013 2013– 2014 Irish 29 16 French 19 41 German 12 24 Italian 8 -- Spanish 8 19 Chinese 6 6 EFL 20 31 Interest in the extra-mural language courses, which had fallen off considerably in the past few years, possibly due to the recession, appears to have revived somewhat, particularly in the case of the modern foreign languages. 9. Training course and online support for Foreign Language Teaching Assistants (FLTA) Since 2009, the Language Centre has been invited by the Fulbright Commission and the Ireland Canada University Foundation to provide a short training course in teaching Irish to a group of FLTAs who have been selected to teach in a number of universities in the US and Canada. A dedicated website has been developed, with information on how students learn language, tips for more effective teaching, lists of learning resources for Irish, etc. The Fulbright FLTAs are currently teaching in: Notre Dame University, University of Montana, University of Connecticut, New York University, University of St Thomas, Minnesota and Drew University, New Jersey. The Canadian FLTAs are working in: Concordia University, Montreal; St. Michael's College, University of Toronto; St. Thomas University, New Brunswick; St. Mary's University, Nova Scotia; Memorial University, Newfoundland; St. Francis Xavier University, Nova Scotia and the University of Ottawa. Many of these universities are teaching the TEG syllabuses. (See below)

Venue: Centre Culturel Irlandais, Paris. Course Description: Language: 55 hours. Two hours per week and one seven-hour intensive course leading to Teastas Eorpach na Gaeilge at four different levels.

The seminars for Certificate in Irish Language and Contemporary Irish History and Culture were cancelled due to the new financial regulations introduced by the University which made it impossible to continue. Students in Paris were very disappointed by this development. The seminars, almost all of which were given by lecturers of Maynooth University, were of a high quality and attracted students from Université de Paris III (Sorbonne Nouvelle) as well as members of the general public. The language classes continue.

IRISH LANGUAGE EXAMINATIONS FOR ADULT LEARNERS Teastas Eorpach na Gaeilge (TEG) TEG syllabi relating to levels A1 and A2 of the CEFR (Common European Framework of Reference for Languages) were launched by the Minister for Education, Mary Hanafin, in March 2005. TEG was awarded the European Label for Innovative Language Teaching and Learning in 2006. The Language Centre is the Irish member of the Association of Language Testers in Europe (ALTE). In 2012-13 417 candidates took the TEG examinations at A1, A2, B1, B2 and C1 levels. TEG examinations are currently offered in Maynooth, an Spidéal, Gaoth Dobhair, Letterkenny, Belfast, Cork, Kilkenny, Limerick and Castlebar, and abroad in Le Centre Culturel Irlandais, Paris, Charles University, Prague, New York University and the University of Ottawa (Official Languages and Bilingualism Institute). TEG syllabuses are also taught in Cambridge University, Université de Paris III (Sorbonne Nouvelle), Université de Bretagne Occidentale, Brest, University of St Thomas, Minneapolis, University of Southern Illinois at Carbondale, UC Santa Cruz and in many other centres for the teaching of Irish. (See Appendix 1). The Université de Rennes 2 offers a course in Irish online based on the TEG syllabus and teaching materials. Routledge has produced an Irish course in the Colloquial series based on level A1 of TEG. Authors are research fellows affiliated to the Center for Irish Language Acquisition Research at the Institute for Irish-American Studies at the City University of New York (CUNY). Gaeilge gan Stró (Beginners’ Level), produced by Gaelchultúr, is based on TEG A1. In June 2011 the Teaching Council and the Department of Education and Skills officially accepted TEG level B2 as fulfilling the Irish language requirement for the purposes of admission to the Graduate Diploma in Education (Primary Teaching). A meeting was held with members of the NQAI in March 2011 requesting that the CEFR levels be calibrated to the FETAC levels. Despite several reminders, no progress has been made to date. In September 2012, Forbairt Naíonraí Teo. decided that those wishing to apply to direct a naíonra should demonstrate ability in spoken Irish by supplying a TEG Meánleibhéal 2 (B2) certificate in support of their application. The Fulbright Commission now requires that American students wishing to study for an MA in Irish have TEG B2 (60%). Since November 2013, candidates wishing to work as Foreign Language Teaching Assistants (FLTAs) must pass TEG B2 examinations in writing. The European Commission now recognises TEG certification as fulfilment of its foreign language requirements for its employees. Discussions are currently underway with one organisation regarding the possibility of linking TEG levels to Irish-language requirements for teaching posts in Irish-medium schools and with the civil service recruiting agency regarding Irish-language testing for future recruits. In September 2014, the Minister of State for the Gaeltacht, Joe McHugh, and an Coimisinéir Teanga, Rónán Ó Domhnaill, launched a new TEG website in European

Union House in Dawson Street. The new website, which is the result of much hard work, provides more comprehensive information for TEG users, both teachers and learners, as well as testimonials from language experts and TEG users. The TEG website received over 155,000 pageviews from November 2013 to November 2014. (See Appendix 1) Candidates 2012-2013 2013 - 2014 Teastas Eorpach na Gaeilge 381 417

Research The Language Centre completed one research project also involving Dr Fiona Lyddy of the Department of Psychology and commissioned by the Department of Education and Skills. A Study of the Impact of the Gaeltacht Summer Colleges on the Learning of Irish and on the Language in the Gaeltacht, completed in November 2013, examines the impact of Gaeltacht summer courses on language competence and language attitudes, and on the Irish language among native speakers in the Gaeltacht. Work is underway on a research project involving the documentation of a third level Irish language learner corpus, in order to enable a systematic and scientific analysis of our students’ interlanguage. Completion of this project will allow for the development of courses and resources to address the specific language needs of learners. This is the first project of its kind involving the Irish language.

FACILITIES AND LANGUAGE RESOURCES The Language Centre provides audio-visual and multimedia resources for the language departments and a range of self-access language learning facilities to students and staff of the University, and learners of Irish in Ireland and abroad. Vifax don Ghaeilge Vifax don Ghaeilge is a multimedia language-learning system based on items from TG4 news. Vifax don Ghaeilge is used by tutors at both second and third level and by individuals wishing to improve their comprehension of the language and enhance their vocabulary. It is available free of charge on the Language Centre website. The patent for Vifax is held by Prof Michel Perrin of the Université de Bordeaux I. Vifax don Ghaeilge is funded by Foras na Gaeilge. The project received the European Label for Innovative Language Teaching and Learning in 2003. The Vifax website received over 83,000 pageviews in the academic year 2013-14. (See Appendix 2) infolingua.ie (http://www.infolingua.ie) This site provides information about developments in language learning, teaching, policy and status in Ireland and the EU. It contains links to Irish, British and other European organisations working in this area and to articles and letters published in Ireland's three main daily newspapers. Teanga.ie Teanga.ie supports young Irish postgraduates who are teaching Irish in universities in the United States and Canada. HARDWARE Sall Room The SALL room contains 4 PCs and 7 AV booths where learners can view terrestrial and satellite television in Irish, Spanish, Portuguese, French and German. A further 8 PCs run CAN8, enabling students to complete or repeat language laboratory work in their own time. The SALL room also houses a library of printed materials, DVDs, audio and video cassettes, and CD-ROMs, enabling students to access a wide range of documentaries, films, songs, magazines, dictionaries, self-study packages, courseware and other pedagogical materials. The total seating capacity of this room is 30.

The software is suitable for peer-to-peer tandem learning or hierarchical teacher-student classroom activities and assignments.
