1 BACKGROUND USAID/Haiti is currently operating under the Post Earthquake U.S. Government Strategy (2010-2015), the goal of which is “a stable and economically viable Haiti.” The strategy to achieve this goal is based on the following four pillars:

• Infrastructure and Energy

• Food and Economic Security

• Health and Other Basic Services, including Basic Education

• Governance and Rule of Law

USAID is in need of architectural, engineering, and specialized technical support to the USAID/Haiti Office of Infrastructure, Engineering, and Energy (OIEE). The OIEE directly supports USAID/Haiti’s development objectives relating to health, education, agriculture, economic growth, and democracy and governance.

This task order contract provides OIEE immediate access to a team of full-time and short-term architects, engineers, and specialized technical experts both based in Port-au-Prince, Haiti, and in AECOM offices throughout the United States. The following events depict the actions of the contract:

• On 28 February 2018, USAID issued a task order contract to AECOM for architectural and engineering services to design and manage multisectoral infrastructure portfolio projects in Haiti.

• On 24 April 2018, the name of this program was officially modified to Haiti Infrastructure Program.

This monthly summary of project activities has been prepared for the United States Agency for International Development (USAID) for the period from 01 March to 31 March 2021. AECOM is implementing this project with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer.

Progress and accomplishments during the reporting period for overall management and task-specific activities are summarized in the KEY PROGRAM ACTIVITIES section. A snapshot of the financial status of the project is provided in the PROGRAM FINANCES section.

2 PROJECT AUTHORIZATION, SCOPE, AND ORGANIZATION

The authorization for this project is provided under USAID Haiti contract number AID-OAA-I-15-000045, task order number 72052118F00004.

On 04 February 2021, the overall ceiling of this contract was reduced to $8,000,000.00 via Modification 17 and is to be implemented over a 56 month program. The obligated funds to date are $6,844,094.35 for program start-up and delivery through Task Order Modification #17 dated 04 February 2021.

In the near future, USAID will be clarifying the overall sector budgets redistribution so AECOM can once again track costs versus budgets by sector.

In accordance with the provisions of Federal Acquisition Regulation (FAR) Clause 52.232-22, AECOM will notify USAID when incurred cost under this task order exceeds 75 percent (75%) of the obligated funds.

As funds become available and as projects are identified and defined, USAID will incrementally fund the task order. Funds will be earmarked and tracked for use in specific sectors only, such as Health, WASH, and/or Housing.

3 KEY PROGRAM ACTIVITIES

Generalized Activities This section summarizes the program administrative and staffing development during the reporting period from 1-31 March 2021. AECOM is currently providing services under the Year 4 Work Plan but is awaiting USAID’s approval of both the Year 3 and the Year 4 Work Plans which were submitted on 15 March 2021 upon USAID’s request.

As of March 2021, our estimated expended percentage is approximately 67.5% (under the 75% threshold). This percentage was generated by our previous funding plus the funding provided through Modification 17 and the current accrued Job to Date (JTD) cost.

On 3 March 2021, the Haitian Prime Minister decided to temporarily ban the use of tinted windows for all vehicles in circulation on the territory of the Republic, including those used by the Haitian National Police (HNP), except for vehicles with a new license plate "Official, Diplomatic Corps, and Consular Corps". Following this measure, the number of kidnapping cases decreased considerably but began to ramp up progressively at the end of March. AECOM continued to consult with our security provider and took proactive measures to safeguard our team. Only authorized travel is currently permitted. Authorized travel mandates strict adherence to our security plan and tracking of personnel and vehicles, in addition to regular check-ins by staff in the field. Our security provider escorts our field team from the office in Puits Blain until they pass the most dangerous areas of Port-au-Prince when necessary. This is especially important when traveling to projects in southern Haiti. AECOM field teams always carry a satellite phone and GPS unit that can send an SOS signal and track movements and locations when traveling for site visits.

No Work Approval Forms (WAFs) were issued this month to AECOM.

The following activities occurred this month:

• On 3 March 2021, at USAID’s request, AECOM provided two (2) PM cost spread scenarios based on voucher 33 (existing cost spread and the one using the technical field hours by sectors as a weighted percentage).

• On 5 March 2021, AECOM submitted to USAID our NXP and XP property disposition request.

• On 5 March 2021, AECOM informed USAID that our vehicle insurance renewal date was 17 March 2021, and we were hoping to receive USAID’s direction on the vehicle dispositions before this time to avoid this additional cost.

• On 9 March 2021, USAID sent a reminder to AECOM to provide the total local costs incurred and paid in Haiti from the beginning of the HIP program to the end of January 2021.

• On 11 March 2021, AECOM submitted the DRAFT AECOM-USAID Bi-Weekly Minutes of Meeting held on 11 March 2021 for comments.

• On 12 March 2021, AECOM sent a friendly reminder to USAID for the disposition request of the NXP and XP property.

• On 15 March 2021, AECOM submitted to USAID the as-built Year 3 and Year 4 Work Plan for approval by our COR.

• On 17 March 2021, USAID sent AECOM the NXP disposition instructions letter with the CO's determination regarding Request # 1 transferring three vehicles from IDIQ No. AID-OAA-I-15-00045/TO No. 2052118F00004 Haiti Infrastructure Program (HIP) with AECOM Technical Services, Inc. to Cooperative Agreement No. 72052119CA00001 Impact Youth Program (former Orphans and Vulnerable Children II OVCII) with Caris Foundation International. With our COR’s permission, AECOM contacted Olbeg Dessinor (Youth Impact COR) on the same day to request their program lead’s contact information.

• On 18 March 2021, Esteban Salazar (OAA Specialist) informed AECOM that Eleonore Xavier (USAID) would process the property disposition requests and that an approval letter would be provided by Eleonore by 29 March 2021.

• On 18 March 2021, AECOM provided USAID with the summary of our locally incurred/paid costs in Haiti on the Haiti Infrastructure program from the beginning of our program (28 February 2018) until the end of January 2021.

• On 19 March 2021, USAID, through Jerry Favrin (OFM Financial Analyst) communicated to AECOM that no audit would be required.

• On 23 March 2021, USAID provided AECOM with revised sector budgets and directed AECOM to stop all work and expenses under housing and charge the program management costs to the agriculture sector until the budget is fully expended. Then, AECOM is to charge our program management costs to the Health and WASH sectors per the LOE. AECOM is unsure if the COR’s delegation of authority allows this direction and out of an abundance of caution respectfully requested Contracting Officer’s concurrence or direction on this matter. As of 24 March 2021, AECOM already prepared our progress request with the directed steps by our COR and kindly asks for an expedited response from the CO to avoid payment delays. Our COR requested AECOM to follow up with Eleonore Xavier (USAID) since he would be on leave on 25 March 2021. USAID alt. COR was to discuss this issue internally with OFM and would get back to AECOM. Armstrong Jean Louis (USAID) instructed AECOM to submit Voucher 34 with the previously directed PM distribution until this issue can be resolved by USAID.

• On 24 March 2021, at USAID’s request, AECOM submitted an international travel request to the COR for Rajesh Sail’s (AECOM DCop/Operation Manager) demobilization back to his home of record in India to support our program remotely. Since Roger Sydney (AECOM COR) is currently on leave, he requested we work through Armstrong Jean Louis (alt. COR) for an approval.

• On 25 March 2021, AECOM transferred to Youth Impact Program the three (3) vehicles as directed by USAID. On the same day, AECOM submitted to USAID AECOM’s fully executed transfer records of the 3 stated vehicles.

• On 25 March 2021, AECOM submitted the DRAFT AECOM-USAID Bi-Weekly Minutes of Meeting held on 25 March 2021 for comments.

Narrative of Monthly Progress

1. Overview

A construction contract was issued by USAID to TCG in September 2018 to begin construction on the Renovation of Hurricane Matthew projects.

On 7 November 2019, USAID shared the full version of the Tseng contract with AECOM. Other contract documents are being used by AECOM at Josue Noel’s direction. These documents include drawings, specifications, and general and special conditions of the IFC set submitted to USAID under the previous Haiti Health Infrastructure Program (HHIP).

AECOM has not received all of TCG’s required deliverables listed in sections F.7.B.-F.7.B.3 from the administrative submittals.

AECOM continues to perform inspections on the HM projects. Les Anglais was to go through the final inspection process initially on 3 March 2021 and was requested to be rescheduled due to incomplete punch lists resolution by TCG. As of 31 March 2020, the final inspection was postponed until TCG confirms all punch list items are completely reconciled. USAID wants TCG to confirm all the punch list items are complete as per the contract/specs prior to scheduling the final inspection date.

• On 4 March 2021, TCG informed verbally in our weekly meeting that Jerry Paradero (OECC/TCG) was the CPM replacement for Danilo Hernandez until he returns to the country. Josue Noel (USAID) accepted this verbal notification from TCG.

• As of 31 March 2021, TCG has not submitted their revised costs via the schedule of values to USAID yet for all HM sites.

The following activities occurred this month:

• On 1 March 2021, AECOM provided USAID with the following closeout documents for the applicable team member’s signatures for Les Anglais:

• Punchlist – Les Anglais Phase I area (Already signed by AECOM)

• Punchlist – Les Anglais Phase II area (Already signed by AECOM)

• Substantial Completion Certificate – Les Anglais Phase I area

• Substantial Completion Certificate – Les Anglais Phase II area

• Final Inspection Certificate (Entire Facility)

• On 2 March 2021 and upon USAID’s request, AECOM resubmitted the modified Final Inspection and Acceptance Certificate for Les Anglais removing the statement, “will not modify any part of the facility as to weaken its structural integrity” for both English and French.

• On 3 March 2021, two (2) AECOM QA engineers (Electrical and Architectural) traveled to Labiche, Marc, and Les Anglais to verify the status of the worksite and cover inspection requests from TCG on architectural and civil works, and review the punch list rectification work of phase I & II areas at Les Anglais.

• On 4 March 2021, at our weekly meeting, TCG informed everyone that the remaining items (door accessories and hardware, CFL Light Fixtures, and electrical labels) for Les Anglais would be installed by 12 March 2021 and agreed with USAID and AECOM to tentatively schedule the final

inspection of Phase I and II areas of Les Anglais for the week of 15-19 March 2021. USAID reminded TCG of all requirements, including O&M manuals/training, etc. TCG noted that the door accessories and hardware and electrical would meet the requirements of the technical specifications since the materials were procured in advance prior to submittal approval.

• On 4 March 2021, TCG promised to submit their draft of the red-line drawings after Eric Accime (TCG) stated that TCG’s field office has already completed the red-line drawings and his home office was working on completing the as-built drawings prior to the final inspection at Les Anglais.

• On 4 March 2021, AECOM submitted to USAID and TCG our recommended disposition for the IRFs listed below:

• On 4 March 2021, USAID, AECOM, and TCG/OECC conducted a conference call as part of our weekly meeting to discuss HM project issues/solutions. On the same day, AECOM sent the draft of the meeting minutes to the team for comments.

• On 4 March 2021, as a follow-up on the submittal 142 (lumber and plywood), USAID noted to TCG that having the fire-retardant paint is safer for the staff and patients of the facility than not having it applied. TCG disagreed with USAID’s final disposition on submittal 142 and requested USAID to re-evaluate their decision.

• On 5 March 2021, AECOM submitted to USAID the trip report for the site visits to Les Anglais, Labiche, and Marc from 3-4 March 2021 to cover additional inspection requests from TCG as well as a review of the punch list rectification work of Phase I & II areas at Les Anglais.

• On 5 March 2021, AECOM submitted to USAID, TCG, and OECC the final Hurricane Matthew Projects Weekly Minutes of a meeting held on 4 March 2021.

• On 10 March 2021, an AECOM QA engineer (Architectural) traveled to Dame Marie, Labiche, and Marc to verify the status of the worksites and cover inspection requests from TCG on architectural and civil works.

• On 16 March 2021, an AECOM QA engineer (Architectural) traveled to Dame Marie, Labiche, and Marc to verify the status of the worksite and cover inspection requests from TCG on architectural and civil works.

• On 18 March 2021, AECOM informed USAID of a roadblock that our field team encountered after leaving Jeremie (in Chateau). AECOM also notified USAID of a potential extension of the site visit to the south to complete the site visit to Labiche and Marc if the road remained uncleared. The roadblock problem lasted from approximately 9:20 am to 3:15 pm. Once the roadblock was cleared, the AECOM team was able to continue their trip to complete their inspections at Marc and Labiche the following day and return to Port-au-Prince.

• On 18 March 2021, USAID, AECOM, and TCG/OECC conducted a conference call as part of our weekly meeting to discuss HM project issues/solutions. On the same day, AECOM sent the draft of the meeting minutes to the team for comments. A copy of NCR-001 for Marc regarding the installation of a jalousie window B1-002 in the location intended for door B1-003A was also shared with the team for reference since the issue was discussed during the meeting.

• On 18 March 2021, TCG noted they are not sure if the materials procured to complete the punch list work comply with the contract technical specifications.

• On 18 March 2021, TCG noted they have all the information for materials take off, material order dates, and dates of transport/delivery to the site and would provide it on 19 March 2021.

• On 18 March 2021, as a follow-up of NCR-ID08-001 issued by AECOM to TCG, USAID (OAA and COR) reiterated to TCG not to take direction from the clinic directors. Only the CO can approve of scope changes. TCG was requested to submit documentation to the COR and the COR will relay their recommendation to the CO.

• On 19 March 2021, AECOM submitted to USAID, TCG, and OECC the final Hurricane Matthew Projects Weekly Minutes of a meeting held on 18 March 2021.

• On 21 March 2021, AECOM submitted to USAID the trip report for the site visits to Dame Marie, Labiche, and Marc from 10-12 March 2021 to cover additional inspection requests from TCG for mostly architectural work at the sites.

• AECOM noted to USAID that the available works at some sites were modified by others which reduced the potential earned quantity for TCG. These items are noted in the site visit report and soon, AECOM will provide quantitative information to USAID with our recommendations to negatively adjust pay amounts to TCG’s contract.

• On 22 March 2021, AECOM submitted to USAID and TCG our recommended disposition for the IRFs listed below:

• As of 25 March 2021, Josue Noel (USAID) stated that he was waiting for DOC to confirm the appropriate language on the signage. TCG noted the basic wording will be the same for all clinics except for the clinic name and final inspection date. Upon receipt, USAID will share it with TCG for follow-up.

Unfortunately, the architectural engineer became ill and was unable to travel that day. The electrical QA engineer went alone for the site visit but was able to progress with some of the architectural inspections with remote assistance from our architectural QA engineer.

4. Quality

There are quality issues related to TCG’s work on-site. Basic quality control processes are evident but do not appear to be documented on-site. TCG does not appear to be performing the three phases of control for quality in accordance with the USACE standard, which is also a contract requirement.

• On 18 March 2021, USAID agreed with TCG’s request to postpone the submission of their MEP test report forms to 1 April 2021.

5. Safety/Security

There were no significant safety or security observations to report during March 2021.

6. Environmental Management

There are no updates on environmental management for this reporting period.

7. Gender Initiatives

AECOM observed only one (1) woman at Dame Marie involved in the cleaning work.

Schedule

• On 23 March 2021, TCG submitted to USAID and AECOM an updated three weeks look-ahead schedule for the HM Clinics.

• On 24 March 2021, TCG submitted to USAID and AECOM their updated milestone schedule for the HM Clinics, but there was no phasing of clinic sections, materials submittals, material procurement, and material delivery to the site in any of the schedules. TCG was directed to revise and resubmit its milestone schedule by 30 March 2021. USAID emphasized the need for the phasing details on the schedule for Dame Marie and Madame Bernard. TCG noted there are no issues with the clinic managers in the phase of work planning.

• On 30 March 2021, TCG submitted to USAID and AECOM an updated three weeks look-ahead schedule for the HM Clinics.

Narrative of Monthly Progress

1. Overview

The following activities occurred this month:

• On 9 March 2021, DAI invited AECOM to attend and witness the provisional acceptance of the work of the pump station rehabilitation work scheduled for 12 March.

• On 12 March 2021, two (2) AECOM engineers went to Canaan to attend and witness the provisional acceptance of the rehabilitation works at the pumping station and to conduct a site visit inspection as part of our monthly site visit, as requested by USAID in the WAF.

• On 15 March 2021, AECOM and DAI conducted a meeting at our office in Puits Blain to review the status of the various completion certificates, outstanding items standing in the way of their completion and to schedule future trips with DAI to complete the remaining review of the projects.

• After the meeting, DAI provided AECOM and USAID via e-mail with a list of projects that DAI believes are ready to receive a certificate of completion, as well as a link to the inspection video of the Balan F8 test well drilling.

• On 17 March 2021, AECOM submitted to USAID the trip report for the WASH site visit held on 12 March 2021 in Canaan for the Canaan Repairs to the Pump Station and Reservoir sites.

• On 17 March 2021, DAI shared with AECOM the Substantial Completion Certificate and the punch list items for the Canaan Repairs to the Pump Station and Reservoir.

• On 18 March 2021, DAI shared with AECOM the following documents received from their subcontractor BK Construction for the RFP-WASH-2020-30 (Extension of the Water Distribution Line in Canaan):

• For the Rehabilitation of the Water Transmission Line project, AECOM observed that the whole stretch of the excavated trench, approximately 2085, was left open without caution tape or protection for pedestrian from accidentally falling into it. There are trench areas that appear to be deeper than 1.5M and should be protected as required by DINEPA Technical Guide 5.1.2 GUI1. No safe access going into the trench was provided.

• For the Extension of the Water Distribution Line in the Canaan project, no warning system (such as barricades) has been provided by BK Construction during excavation work to prevent falls.
