Westlake Island’s WLMA Representatives are pleased to report that our lake is filled to the top of the dam. The watershed runoff, from 26 square miles of streets and hills, refills our Lake every winter. With springtime approaching, the turtles, geese and bass, along with all of our Lake’s beautiful wildlife, are abundant.

Always looking to make our Lake function more efficiently, current WLMA projects include drilling a new well test hole on the Triunfo Canyon green belt and the establishment of new dam safety monitoring by WLMA Geo/structural experts.

Your WLMA representatives continue to do our best to keep our private Lake pristine and safe.

From the President’s DeskAlthough we still find ourselves in a serious drought situation, we have received enough rain that the surrounding hills have turned green, transforming Westlake Village once again into a magical place. Every time I look at the hills I can’t help but think of an Eyvind Earle meadow painting.

Hopefully you have noticed the beginning of land-scape enhancements on the Island. We hired Conejo Crest Landscape Company the beginning of the year. In addition to cleaning up and refurbishing the plantings on the fingers and creating tree wells, they will be changing the trees in the LaVenta median to an evergreen species.

Once again I would like to remind everyone to help keep your lake free of quagga mussels by not putting any water craft such as kayaks or model boats in the lake without first contacting and registering the craft with Westlake Lake Management Association and waiting the required quarantine period. With surrounding lakes infested with quagga mussels it is more important now than ever before to be very diligent about any vessel placed in our lake. Once these mussels invade a lake there is no known way to eradicate them permanently from the lake.

During the next few months several Island events are scheduled that you should be sure and mark in your calendars:

Thursday, May 14, your Board will be conducting our annual Island Main-tenance Review. This gives you plenty of time to make sure your home and yard is in ship shape (see Al Baker’s report on page 5).

Saturday, May 30, is our Annual Island Clean-up Day (see page 6) giving all residents a chance to get rid of unwanted items. Joan Young and Penny Singer will sponsor a truck capable of shredding all your old documents and there will also be a truck collecting donated items for a local charity.

Thursday, June 18, at 7:00 PM, the Annual HOA meeting will be held at the Westlake Yacht Club. At this meeting the results of the Board of Direc-tors election will be announced. The five Directors are elected for staggered two year terms. The three members whose terms are up this year are Alan Jeffery, Larry Schalk and Penny Singer. All have chosen to run again. On a personal note, I have been asked to serve one more term and if elected will work toward insuring that there is a smooth transition to the next HOA Pres-ident. You have already received a nomination form for a seat on the Board of Directors in the mail. Anyone interested in running should complete the application and return it to the Emmons Company no later than April 29.

Save the date, Thursday, December 10 for our very popular annual Island Holiday Party to be held at the Westlake Yacht Club.

MaintenanceBy Al Baker

It’s hard to believe that spring has already arrived and the summer activities are just ahead. Along with the annual ritual of spring housecleaning, it is a great time to check your home for any needed exterior repairs or touch-ups where the elements have taken their toll. And it is also a perfect moment to refresh or improve your landscaping.

On May 14 the Maintenance Committee will be making its annual inspection of the Island homes to ensure that all properties are being well-maintained. We hope for perfection, but typically we find that a number of minor repairs need to be made, and homeowners have always been very good about making the needed corrections. On its inspection the committee will be checking both the street and lake sides of all homes, looking primarily, but not exclusively, for damaged roofs, peeling paint, stains on driveways, landscaping that is not being main-tained, and trees or shrubbery that impede the use of the sidewalks. We will also be checking to see that any coot fences that do not conform to the new standard for per-manent fencing (one- or two-strand electric fences) have been removed and put away for the summer. Temporary coot fences must be removed by May 1st of each year.

If you would like a pre-check before the annual inspec-tion, please contact Al Baker at 818-865-8540. I will be happy to take a look and let you know about anything the Maintenance Committee might note so that you have an opportunity to correct it before the inspection.

Facilities ManagementBy Dave Whitney

We have made a change in the landscape company that takes care of our common area landscaping. Conejo Crest will be doing the work at the end of the fingers and the medians on Laventa. They are a very experienced company and have clients such as the Los Angeles Arbo-retum, Jet Propulsion Laboratory, and Bush Gardens.

We will be making changes to the center median on Laventa by removing and replacing the white birch trees with an evergreen tree that will complement the pines and willows. We will be installing bark in the center me-dian for weed control and water conservation. Outside the main gate we will be replacing the two flower beds with annual plants four times per year.

We are currently looking for a three dimensional forged sailboat or sculpture that could be placed in the flower bed to replace the rock sail boat.

We will be digging out wells around the trees in the grass areas at the end of the fingers adding bark that will keep the weeds under control and protect the trees from mowers and edger’s. In the planters at the ends of the fingers we will be adding bark to control the weeds and conserve water. We will be adding decomposed granite under the five benches at the end of fingers to improve the look and prevent damage to the benches from the edgers. The granite will be leveled and hardened with a binder when installed.

Joint Board ReportBy Brian Nelson

The Westlake Joint Board is a group of 40 homeowner associations (HOAs) in the Westlake Village area of Los Angeles and Ventura counties that meets regularly to discuss areas of common interest that affect the greater Westlake area and associated homeowner communities. I am the new Island representative to the Joint Board.

The Island Board is currently interested in learning how other HOAs are handling artificial turf due to the drought and I hope to return helpful guidelines in the near future as well as other pertinent information obtained at the bi-monthly meetings.

The Board thanks all homeowners for their willingness to keep our neighborhood looking beautiful.

LaVenta – Jane Pullman passed away March 16, 2015

Bluesail Circle – Edith Wilson passed away November 30, 2014.

Westwind Circle – Patricia Lowe passed away February 21 and Carole Herman passed away March 11, 2015.

Oakshore Drive – Nancy Smith passed away December 11, 2014 and Janis Livingston passed away March 13, 2015.

Lou Castron, who ran our security service for many years before retiring to Georgia, passed away January 20, 2015.

Mariner Circle – Pete Candreva who was the island architectural consultant for many years passed away on February 3, 2015.

Recycling Cans- Please note that milk and juice cartons can now be deposited in your recycling cans. Old clothes not worthy for charity donations can also be put in your recycling can.

Sprinklers – Spring is a good time to check your timers. Your timers should go on and off before 9:00 am in the morning or after 5:00 pm in the afternoon. A good rule of thumb is if your water is running down the sidewalks and into the street gutters, you are watering too long. It’s time to adjust the timing and perhaps the direction of your sprinklers. Be Water Wise! California is experienc-ing a severe drought. Please Save our precious Water and you’ll be saving money as well! Consider drought toler-ant plants or artificial grass. All changes in landscaping require review and approval by the Island Architectural Committee.

Flag Disposal Program - Our island flag disposal program will be available to our residents again this year during the month of June. Bring your old tattered and frayed home and boat flags to the Guard House for proper disposal in a respectful manner during those dates. Remember, June 14 is Flag Day.

Flag Etiquette - Dis-play the flag outdoors between sunrise and sunset unless illuminat-ed by a spotlight. Never allow the flag to touch the ground or any other object while on display.

A Little Bit About TreesBy Cary Gerhardt

Planting a tree is an easy and effective way to beautify your property. Trees also provide an environmental benefit as well as enhancing the habitat of our bird life on the island and can provide shade protection and privacy. They can vary in size, shape, growth characteristics and maintenance require-ments. Choosing the right tree for your home may require a little homework. Make sure the type you choose is appropriate for our local climate zone designated by the U.S. Dept. of Agriculture as 10b. Given our current water situation, trees that are more drought tolerant should be investigated.

Remember that deciduous trees will lose their leaves in the winter months and non-deciduous or evergreen trees maintain their foliage year round. De-ciduous trees planted on a south, west and east exposure can provide shade in the summer, but can allow scarce winter sunlight through when they lose their leaves and they typically are more colorful. Evergreen trees can be planted on an exposure where wind prevails to act as a break.

Matching a tree’s potential size to the desired area is very critical. Remember that they grow both above and below ground so their proximity to your house, property lines, sidewalks, driveway and buried utilities should be taken into consid-eration. A poor choice of, or an improperly placed tree, can potentially cause a nuisance to you and others. Or in extreme cases may cause structural damage. The use of a root barrier material can help in certain situations.

If you’re thinking of planting a new tree(s), please remember that the location and tree type must first be approved by the Architectural Com-mittee as do any changes to your home or yard visible from the street or lake.

Animal CornerBy Michael Meisel

As your newest Board Member, Larry has passed on to me the responsibilities for animal regulations on the island. Like our kids, pet ownership comes with responsibilities. I am pleased to say that the instances of orphaned poop piles have dramatically decreased. Thank you to everyone who continues to help out and keep our island beautiful.

Unfortunately there seems to be a few dog owners who, for some reason, feel the necessity to leave their poop bags on the sidewalk or greenbelt areas. I am not sure I understand that behavior, but I am hoping that the new Dogipot all-in-one pet stations that include the bags and a receptacle will eliminate the problem. The trial unit is installed at the end of the finger between East Wind and Red Sail. Please let me know what you think of it.Unfortunately, we are still having sporadic problems with barking dogs. I ask that you be considerate of your neighbors (and remember that loud noises travel very far on a lake) and please leave your dogs inside if you are going to away from home, especially if it is for a long period of time.

I totally understand that barking is what dogs do, but constant barking at passing cars or other dogs, is not consistent with Westlake Island living. Thank you for your consideration.

Information about your Gas MeterAccording to the Southern California Gas Company (SCGC), gas meters on the Island, specifically on the L.A. County side of the Island are aging. As they age the meter can stick and hinder the flow of gas which could cause pilot lights to fail and in some instances gas to escape into the residence.

Homeowners may want to contact the Gas Company and have a representative come by their home and have their meter checked.

The security team at Westlake Island appreciates the opportunity that you give us to continue to serve your community. If you have any suggestions, questions, or comments, please don’t hesitate to contact us. We are here for you.

After Hours / Weekend WorkWork hours on the Island are 7AM to 5PM, Monday to Friday, and 9AM to 5PM on Saturdays. This means no workers will be permitted on the Island before 7AM (or 9AM on Saturdays) or after 5PM. 5PM is when workers are required to be off the Is-land; it is not when they should be stopping their work. Too often workers think it is okay to stop working at 5PM, and then use the next 30-45 minutes to “finish things up” or “pack up” before leaving. As a courtesy to your neighbors please make sure your workers are off the Island by 5PM.

Please don’t forget there is no exterior work permitted at all on Saturdays. And, all construction sites are completely closed on Saturdays. A construction site is any property that is unoccupied. Even if the work to be completed on a Saturday at a construction site is interior only, it is not permitted.

Your Resident Information As you know, we have an access control system that contains information about your residence. It includes information such as your names, guests list, vehicles, emergency contact information, and phone numbers. If you ever want to receive a copy of your resident information page to verify that the information is correct, please contact us and we can print out a copy for you.

ParkingDon’t forget that Fridays are street cleaning days. Please keep vehicles off the streets between 9 and 11AM. Always park your vehicle facing the correct way, and don’t park in front of fire hy-drants or block driveways or sidewalks. Whenever possible have your visitors park in front of your home as a courtesy to your neighbors.

Trash CansPlease remember to follow community regulations regarding trash cans. They can be placed out no earlier than 5 PM the day prior to pick-up, and removed promptly after pick-up. Whenever possible place your cans in the street instead of on the sidewalk. This will prevent someone from parking in front of your cans and them not getting picked up, and will keep the sidewalks clear for pedestrians.

MPS Training ProgramsMPS security officers complete a training course each month on a variety of topics including cus-tomer service, report writing, gatehouse operations, and first aid/CPR, workplace violence prevention, amongst others. In addition we regularly send out safety tips and reminders via our intercompany notification system. Following are some safety tips on safe driving that we wanted to share with the Island residents.

Safe Driving Tips Do you know what the primary cause of traffic collisions are? According to the CHP they are excessive/unsafe speed, tailgating, and unsafe lane changes. Read on to learn about how to address each one:

1. Excessive Speed – Over 1/3 of fatalities and significant injuries are caused by drivers operating vehicles at unsafe speeds. Follow the speed limits when driving vehicles. Plan ahead and leave enough time to get to your desired location. Reduce your speed as appropriate should the conditions warrant it (fog, rain, school zones, etc.), even if it means driving at under the posted limit.

2. Tailgating – Look 12-15 seconds ahead (1 block or ¼ mile). Have a high visual horizon. Use the 3 second rule when following vehicles. This means when they pass a fixed object next to the road, if you are leaving sufficient space between your vehicles you will pass that same object approximately 3 seconds later. If someone is tailgating you then move over and let them pass.

3. Unsafe Lane Changes – Use your turn signals when changing lanes. Look in your mirrors, and when safe take a quick look over your shoulder. Make a smooth lane change when there is plenty of room.
