notice for the forthcoming AERWA Managing
Committee election. The incumbent Managing
Committee, which took quite a few exemplary
initiatives will be stepping down in a few months
time now and we feel that the Committee should be
complimented for its zeal, sincerity and energy put
in towards the welfare of DAE retirees.
We plan to publish the travelogues from our
members starting with this issue. We welcome your
travelling experiences with introspective tone rather
than a mere extended itinerary. Please do write.
Your association celebrated Pensioners’ Day on
December 21 2019 at AERB auditorium. A detailed
report is being brought to you in this issue.
Newsletter of AERWA, in its last issue, promised you
that it will be keeping laughter alive in the news
letter. We plan continue this movement (!)
throughout the year. So please don’t be surprised to
find various humorous inserts in this issue too.

Visits to Asian Countries post retirement: A
Travelogue (Part I)
During my post doctoral years as a Fulbright
fellow, I stayed in Texas from 1985-87. Few
incidents have remained etched in my memory
all these years. I had rented out an apt. close to
down town (as I thought it will be much easier to
manage there even without car). My lab mates
were shocked to learn this and expressed their
great concern as down towns were considered
unsafe particularly if you are with family. There
were no major incidents except that one day I
found PRAM of my 2 months old son was stolen.
However, out of fear, I decided to move away
from downtown. My other impression relates to
self centred nature of Americans. Superfluously
they were warm but usually cold when you need
any help. Family values were not a part of social
fabric. There were advertisements by agencies to
register with them for your last rites. It was
interesting to watch Presidential election
debates in 1986 where restoration of family
values in American Society was an issue. In
general, There was very little exposure of real
India to an average American during those years.
During the two years, I watched only three sixty
minutes episodes about India on TV and these
related to Bride burning, Snake charmers and
God men of India. Subsequently I had several
occasions to visit USA and other Western
Countries (like UK, France, Germany …), but my
impressions of eighties about westerners have
continued till today except that exposure of real
India has improved during the last three decades.
Post retirement from BARC, I had the occasions
to visit several Asian countries (South Korea,
China, Japan, Singapore, Vietnam, Malaysia,
Thailand and Bhutan) and it was a great pleasure
to see that world in east is very different from
that in the west. One common thread I found
was passion for their language and culture,
family values and respect for senior citizens and
academicians, better law & order and more
cheerful faces. I am sharing my observations
about some of these countries (I visited) to urge
on readers to consider Asian countries as their
tourist destinations to explore a very different
world from the west (which most of the AERWA
members are more familiar either during their
official trips in active service or due to their trips
to visit their children and other relatives post
retirement)
South Korea:
I had the opportunity to work at Sungkyunkwan
University in South Korea from 2011-2014. At
social and cultural level I found very contrasting
world as compared to the west. Biggest occasion
among Koreans is CHUSEOK, which is celebrated
for 4-5 days in memory of their forefathers with
extended families in September(it can be
compared with Shradha we perform for our
departed elders).
Folk Music in a South Korean Village
The whole country is at stand still as far as
offices, shops and academic institutes are
concerned. Everyone travels to his/her native
place, enjoy the company of nears and dears and
pay tribute to the elders. Seoul International
Fireworks Festival is a major annual attraction
when more than 100,000 blasts of vivid fireworks
will sketch Korea’s night sky over Han river. It is
watched by 1.2 million people, largest gathering
in South Korea. However the next day Yeoudio
Hangang Park, the venue flooded with people is
clear of litters and left overs. Another thing that
struck me was the extraordinary high regard the
Koreans display towards academicians and senior
citizens. It may look strange but every time I
asked help for direction to my destination even
from a stranger, it ended up being escorted to
the destination. Never heard any case of theft; if
you forget any item even in a public place,
chances of your getting it back are around 95%.
Koreans are very proud of their language and
culture (music, dance and art). Most of the
Koreans speak only Korean (Hangul) and only the
younger generation is familiar with English. Most
of the restaurants serve food to the customers
seated on floor mats. I cannot resist narrating
two incidents where I sought the help of my

Korean Ph.D. students. In one case, I wanted
some help at Bank. After collecting our tokens
from dispensing machine, we were waiting for
our turn. After a while, my student went inside a
cabin to meet a Bank Officer and returned to her
seat. Once our token no. was called, we
completed our job and were walking towards our
department. I could not hold myself and asked
the student ”Did you know the Bank Officer
whom you met inside cabin”. Her answer was
“Yes, He is my friend”. My natural second
question was, why did you not complete the
bank job there. Friends, believe me, my question
did not make any sense to her (I was not able to
communicate to her the essence of my
question). She kept saying “I will do my work
only when my token no is called”. Friends,
believe me, I was embarrassed and felt very
small in front of my student. In another case, I
needed help at a general store where the staff
was not very proficient in English. After we
finished our shopping, we came out with our
bags. My student did not let me carry my bag. He
explained to me if any one sees me walking with
bag in my hand, he will be considered ill
mannered/brat. I experienced such gestures
even from strangers on several occasions.
INCHEON airport is very magnificent and one can
watch live dance and music program as you
reach arrival hall. Seoul is the CapitaL city,
Bhusan is film city, Daejon is science city and
Jejuis land is a popular tourist destination for
almost 12 months due its tropical climate unlike
main land Korea which touches -20 degree C
during winter.

Diamond Batteries: A solution to radioactive
waste?
Disposal of radioactive waste, the long lived in
particular; from nuclear establishments has
always been a contentious issue. However, the
radioactive decay of this waste does not have to
be seen as toxic in future, and can instead be
viewed as a source of long lasting energy to be
captured.
Graphite blocks are used to moderate nuclear
reactions in many nuclear power plants. The
neutron radiation during operations activates the
non-radioactive carbon by capturing a neutron
and producing radioactive carbon-14, mostly at
the surface of these blocks. Research by a group
at University of Bristol Cabot Institute has shown
that it is possible to extract most of the carbon-
14 from the graphite and convert it into a
diamond, thereby generating a nuclear-powered
battery.
Diamonds are made from pure carbon subjected
to high pressures, usually deep in the Earth’s
crust. But they are also being artificially made for
decades.
At present, such a battery produces very low
power, but it has no moving parts, no emissions
of any type including radiation, needs no
maintenance, does not need to be recharged and
will operate for thousands of years
Research on small nuclear batteries fabricated
from radioactive material began in the 1970s
when beta voltaic devices were fabricated to
power pacemakers. The first commercially
produced device was the Betacel, using the
radioisotope Pm-147 and had a lifetime of 10
years.
Researchers at the University of Bristol earlier
showed that radioactive C-14 developed in waste
blocks is mainly concentrated on the outer parts
of the block and much of it can be effectively
removed from the blocks by heating the blocks
to the sublimation point of 3915 K (3642 °C, 6588

°F) which will release the carbon in gaseous form.
This carbon, C-14 in fact, can be converted to
artificial diamond and be sandwiched between
two non radioactive diamond wafers.
A typical AA battery stores 13,000 Joules and is
exhausted after about 24 hours, while a C-14
diamond battery would produce only 15 Joules
per day but have a half life of almost 6,000 years.
During this time, the diamond battery would
have produced over 20 million Joules and would
produce another 10 million during the next 5,730
years.
Although diamond batteries are by no means a
solution to the issue of nuclear waste recycling
and storage, they offer a channel to put some of
the waste to productive use as safe, durable,
energy source to power exploration and medical
electronics.
By encapsulating radioactive material inside
diamonds, the nuclear waste is converted into a
nuclear-powered battery and a long-term supply
of clean energy.”
So these batteries would be useful in situations
where you could not, or would rather not,
replace the battery, such as in pacemakers or in
spacecraft and satellites.
These batteries are already being tested in
extreme environments where it is difficult to
replace conventional power sources, including in
sensors on top of volcanoes.
“Eventually, a highly powerful version of a
diamond battery could power a mobile phone,
“Primarily though, they are best for devices
requiring long lifetime, low power and where it is
difficult to replace energy sources.”
Since the diamond batteries are encased in a
non-radioactive diamond layer, any radiation
given off by the C14 source and makes them safe
to use in medical and consumer devices.

AERWA celebrates Pensioners’ Day:
Pensioners’ Day was celebrated by AERWA on
21st
December 2019, at AERB A-Block Auditorium.
Dr Suhas B Naik-Satam of Nehru Planetarium was
the Chief Guest. Dr Taru Jindal , MS ( Obstetrics &
Gynec.), IBCLC ( USA) gave an invited talk. Shri S.
S. Boopathy, CAO (Pen), BARC, briefed the
audience on the measures instituted for
addressing pensioners’ grievances. About 100
members attended the function.
The proceedings started with singing of the
National Anthem. Two minutes silence was
observed in memory of those members who left
us for their heavenly abode.
Dr. V K Manchanda, President AERWA, welcomed
the participants and gave a brief account of the
current activities of the Association. He informed
that during the year, AERWA accepted the
request by the Dept of Pension & Pensioners’
Welfare (DOPPW) to participate in their pilot
project for generating Digital Life Certificate
(DLC) of pensioners through Iris scan. DLC camps
were organised in Housing Societies in nearby
areas of Mumbai and Navi Mumbai. One camp
was held in the DAE colony, Tarapur. Many of the
pensioners, with mobility problem, were visited
at their residence for generating the DLC. In all,
about 425 DLCs were generated.
Dr. Manchanda invited members to visit the
office and participate in the activities of the
association.

AERWA felicitated Shri Prabhat Raju Koli, a son of
a BARC employee, for his unprecedented
achievements of swimming across channels and
for completing marathon swims in India,
England, South Africa, Denmark, Japan, Scotland,
Spain, California, Hawaii, and New York. He is the
recipient of Tenzing Norgay National Adventure
Award and Triple Crown of Open Water
Swimming award, awarded to him by The
President of India to recognize his achievements
in adventures.
The theme of the key note address by the chief
guest was “Marching towards the Moon”. Dr.
NaikSatam briefly explained about the
Chandrayan-2 mission and its accomplishments.
He also took the audience through a journey of
human beings association with the moon from
time immemorial to the present day and recalled
moon’s position in the spiritual, social and
cultural life of mankind.
Dr Taru Jindal narrated her personal experience
and the challenges in her service to the most
underprivileged section of the society. Providing
medical aid was far easier than taking the people
out of their social backwardness and ignorance in
Champaran she said. She worked hard, first to
identify herself as one among them and win their
trust & confidence. She had to teach the
importance of hygiene and healthy practices
before she could address the diseases and other
real health issues. With her selfless services and
sacrifices it was then a matter of time that she
became the darling of the masses in the area.
She could convert the most backward District
Hospital in Champaran to one of the best in
Bihar.
Shri K. T.P. Balakrishnan, Secretary, AERWA,
proposed a vote of thanks. Dr. Mohan
Chougaonkar anchored the programme.

BARC Develops the lightest bulletproof jackets:
Dr. A. K. Mohanty, Director BARC, recently
handed over 55 Bhabha Kavach bullet proof
jackets to Shri Rajesh Ranjan, Director General,
CISF in the presence of eminent dignitaries.
Bhabha Kavach, developed by BARC, is the
lightest level III plus bullet proof jacket (6.8 kgs
nominal weight) available in India. The jacket is
based on indigenous hot pressed boron carbide
and carbon nanotube technologies. Bhabha
Kavach is truly a ‘Make in India’ product and has
qualified all the required ballistic tests. Bhabha

Kavach has also received approval from the
Ministry of Home Affairs for induction into all
Central Armed Police Forces (CAPFs).

1. DPPW Circular No.12/4/2020-P&PW(C)-
6300 dt January 17, 2020
Sub: Obtaining Life Certificate by banks from
door step of pensioners.
In order to promote Ease of Living for
Pensioners and minimize the cases of non-
submission of Life Certificate by the
pensioners and ensure uninterrupted
disbursement of pension to them,
instructions are given to banks for finding
out such cases and contacting them by
SMS/emails and listing such cases. Banks
should also respond to the requests for doorstep
visits by super senior pensioners. The banks shall
not charge any Pensioner more than Rs. 60/- for
such a doorstep visit. In line with the Reserve
Bank of India circular, RBI/2014-15/587, dated
07.05.2015.All banks shall encourage promoting
Life Certificate through Digital means.
2. C&P/CGHS/EHS (P) No.4-24/96 dt
January 1, 2020
Sub: Eligibility of permanently disabled son of a
CGHS beneficiary to avail CGHS facility
It has been decided that in case the disability has
occurred after 25yrs of age, he can be considered
a dependent for availing medical facility under
CGHS.
Developments after 7 CPC
1. Revised PPOs of 7th
CPC of about 175 H+
pensioners adding pension on special pay (by
adding special pay to compute pension for both,
pre-2006 and post- 2006 cases), were prepared
& sent by BARC and were received at CPAO.
Remaining cases are under process at BARC.
PPOs of H+ pensioners from DAE, IGCAR and NFC
were also sent and are received at CPAO which
has so far issued about 75 SSAs to the respective
CPPCs of the pension paying banks.
However revised pension of pre-2006 H+
pensioners who retired at 22,400 basic pay and
above have been fixed at the same pension as
those who retired at 21,900 basic pay, AERWA is
in touch with the Department requesting it to
approach DP&PW to extend column 2 of
concordance Table or suggest suitable formula
for fixing appropriate pension of such
pensioners.
BARC and DAE have not agreed to revise the 6th
CPC pension of pre-2006 H+ pensioners adding
special pay of Rs 4000 where as it is added in
case of post 2006 H+ pensioners.
2. The next date of hearing of contempt
petition filed by AEPWF at PBCAT, Delhi for not
revising 7th
CPC pension including two additional
increments for D to G grade retirees, is Feb
24,2020. It is understood that NFC retirees have
also filed a contempt case at CAT Hyderabad.
AERWA has contacted the Department which has
informed that it is in touch with DP&PW to settle
the matter of revision of pension including two

मामले के ह# तरह सलुझानेमे BARC और DAE म� कोई
सहमOत नह#ं हुई है।
2. AEPWF ने PBCAT, Delhi म� कंटे&[ट केस दायर 1कया
था, िजसमे D-G Cेड के प�शनम� दो अOतDरXत वेतन व�ृ
को जोड़ा जाने का मामला है, उसके सुनवाई क अगल# तार#ख
अब 24 फ़रवर# है. यह पता चला है क NFC प�शनस0 ने भी
एक कंटे&[ट केस CAT हैदराबाद म� दायर 1कया है।
AERWA के पछूताछ करने पर ऐसा पता चला है क यह
मामला सलुझानेके *लए DAE तथा DP&PW साथ साथ काम

After my recent lab tests, my doctor said I was
doing "fairly well" for my age.
A little concerned about that comment, I asked
him, "Do you think I'll live to be 80?"
He asked, "Do you smoke tobacco or drink beer
or wine?"
"Oh no," I replied.
Then he asked, "Do you eat lot of non vegetarian
food"
I said, "No, I know that all red meat is very
unhealthy."
He continued, "Do you spend a lot of time in the
sun, like playing golf, sailing, hiking, or
bicycling?"
"No, I don't," I said.
He asked, "Do you gamble, drive fast cars, or
have a lot of sex?" ","
I said. "No I don't do any of those things."
He looked at me and said, "Then why the hell do
you want to live up to 80."

AERWA Election: Notice
The incumbent Managing Committee (MC),
which took charge in 2018, will be completing
its term by May 2020. As per the Bye-Laws, a
new Managing Committee will have to be
elected for the period 2020-22. The Managing
Committee, in its meeting held on 5th February
2020, has decided to initiate the election
process to be completed before the expiry of
the term. Dr. Keshav Chander has kindly agreed
to oversee the entire process as the election
officer. The schedule for the election and the
nomination forms will be uploaded on the Web-

March 2020. Interested members may visit the

Sad Demise: AERWA deeply mourns the sad demise
of the following members and share the grief of
their families.
Shri G S Jauhri (P-996), Ex-Head
Health Physics Division, expired
on 22nd December
2019 leaving behind his wife,
son and daughter. He was 78.
Shri V H Guttal (P-140), retired
civil engineer, NPCIL passed
away on Dec 18 2019. He was
83 and is survived by his wife, a
daughter and a son who are
both well-settled.
Shri P. R. Sundar Rao (P-665),
Ex NPD BARC passed away on
23.11.2019. He was 82 and is
survived by wife, a son and a
daughter.
Shri M M K Suri, (P-2818) ex
RSSD, BARC passed away on 25
Jan 2020. He was 63.
