    1 General This concept generally describes the fire protection measures for the Pengerang cogen plant.

    The structural and process-related fire protection measures serve both to protect the plant operating personnel and to reduce/minimize the potential of fire loss. For this purpose the plant is divided by structural means into fire areas. In addition suitable equipment and materials are provided to minimize the risk of fire.

    The fire protection concept described herein takes into account the following combustible materials in particular:

    The fuel fired at the plant: Fuel gas Diesel as fuel for the black start and emergency power generators and fire fighting

    pump Lubricating oil, hydraulic oil and transformer oil Seal oil H2 as coolant for generators Materials used for electrical equipment: primarily cable sheathing and insulating

    materials in switchgear and electronic equipment cabinets Hydrogen released during battery charging processes Other flammable gases: e.g. acetylene Other combustible and flammable fluids: e.g. lubricants, paints

    All combustible materials are considered to define suitable measures to:

    Prevent fires from starting (fire prevention) Detect fires at an early stage (fire detection) Prevent fires from spreading over a wide area (fire confinement) Actively fight fires (fire suppression).

    Measures for fire protection will be described for the buildings and structures listed below.

    When defining the fire protection measures for affected areas it was taken into account that the fuel gas emergency stop valve must be in its close limit position, before fire extinguishing measures (manually, as well as automatically) may start. Extinguishing a gas fire without first shutting off the fuel supply creates an additional explosion hazard.

    2 Design Bases

    2.1 Codes and Standards

    The fire protection measures described are defined in accordance with the codes and standards of the contract relevant edition of National Fire Protection Association (NFPA), and relevant international regulations and standards. The relevant local statutory requirements of Malaysia are implemented where necessary.

    2.2 Principles of Protection

    The fire protection measures are provided to ensure:

    Personnel protection Material protection (damage minimization) Availability of the power plant Environmental protection

    These safety goals are achieved by means of provisions implemented in the process design as well as through structural fire protection provisions incorporated into the civil engineering. The risk of fire is significantly reduced by minimizing the fire loads through use as far as possible - of non-combustible materials as well as by reducing the quantities of combustible materials required for operation.

    3 Fire Protection Measures Fire protection measures are subdivided into process-related measures, structural measures and active fire protection measures.

    The following are examples of process-related fire protection measures:

    Shut off the oil filled transformers due to transformer self-protection signal Trip of turbine generator set by the distributed control system (DCS) Retention of fire suppression water

    The following are examples of structural fire protection measures:

    Installation remote from other facilities (i.e. physical separation through distance) Subdivision of buildings Isolation of main fire loads by establishing fire zones Enclosure of areas containing oil (spray protection, drip pan for oil tanks, oil pits)

    Selection of materials (wherever possible use of non-combustible or fire-resistant materials, e.g. isolation materials, etc.)

    The following are examples of active fire protection measures:

    Fire alarm systems with automatic fire detectors and manual pushbutton alarms Fire suppression water supply Fixed extinguishing systems Manual firefighting equipment Mobile fire extinguishers Fire hydrants

    3.1 Process-Related Fire Protection Measures

    3.1.1 Measures for Mechanical Equipment

    The following principal fire protection measures are provided in the vicinity of the gas turbine, the steam turbine, the generators, the oil-immersed transformers and other areas where oil is contained:

    The oil stations and oil tanks are equipped with oil troughs or leakage tanks to prevent the spread of leakages.

    The collecting/drainage system for the transformers must at minimum have the capacity to accommodate the oil and the fire water arising from 10.2l/mmin for the transformer surface area and from 6.1l/mmin for the non-absorbing floor area of the greatest transformer (UBF) and 1890l/min for hose lines at an assumed water flow duration of 10 minutes. (The water flow rates and extinguishing times are according to NFPA 15)

    The oil collecting pit for the lube oil system must at minimum have the capacity to accommodate the oil and the fire water arising from 12.2l/mmin for the oil system projected base area and 379l/min for hose lines at an assumed water flow duration of 10 minutes.

    The water retention capacity for areas served by more than one extinguishing system has to be calculated for all systems working parallel (e.g. area beneath turbine generator set floor and bearing protection).

    The oil tanks are equipped with level monitoring equipment for leak detection. Process-related component monitoring equipment (pressures, temperatures, etc.) for

    fault detection. The emergency and black start power generating set consists of 6 units (2

    emergency and 4 black start). Every one of these units is equipped with its own diesel oil tank 500-1000L located in a separate room of the enclosure. In case of leakage the oil is collected within a pan inside the tank room. The tanks are delivered by a common storage tank which is located outside approx. 20,000L.

    Oil pipes shall not be routed above hot surfaces. Sufficient measures have to be provided to avoid the propagation of fire through

    pipes or connective openings between structures.

    3.1.2 I&C System Measures

    Gas turbine enclosure incl. fuel gas skid

    The gas turbine enclosures incl. fuel gas skid is monitored with flame, heat and optical smoke detectors. Activation of a single detector initiates an alarm signal.

    Activation of a second detector of different detection type initiates the following:

    Transfer of a signal to the I&C system for releasing a turbine trip incl. cut-off of fuel supply outside of the turbine building

    Transfer of a signal to the ventilation system of the noise enclosure to shut off and close vents as soon as the fuel gas emergency stop valve is in its close-limit position; the vents close with a specified time delay to ensure pressure relief in the area to be flooded with extinguishing agent,

    The lube oil supply shall be switched over to the emergency supply. Actuation of the gaseous fire extinguishing system after receiving check-back signal

    that the fuel gas valve is closed.

    Hydraulic oil skid (Gas turbine)

    The hydraulic oil skid of the gas turbine is monitored with automatic optical smoke detectors. Activation of a single detector initiates an alarm signal.

    Activation of a second detector of different detection type initiates the following:

    Transfer of a signal to the I&C system for releasing a turbine trip incl. cut-off of fuel supply outside of the turbine building

    Shut down of the hydraulic oil system

    Lube oil skid without enclosure

    The lube oil skid is monitored with automatic heat and optical smoke detectors. Activation of a single detector initiates an alarm signal.

    Activation of a second detector of different detection type initiates the following:

    Transfer of a signal to the I&C system for releasing a turbine trip incl. cut-off of fuel supply outside of the turbine building

    The lube oil supply shall be switched over to the emergency supply.

    Power Control Centers

    The power control centres are monitored with automatic optical smoke detectors. Activation of a single detector initiates an alarm signal.

    Activation of a second detector initiates the following:

    Transfer of a signal to the I&C system for releasing a turbine trip incl. cut-off of fuel supply outside of the turbine building

    Transfer of a signal to the HVAC system of the PCC to shut off Actuation of the gaseous fire extinguishing system.

    3.1.3 Measures for Electrical Installation

    The electrical installation of safety related equipment (e.g. firefighting water pumps, fire control panel; smoke removal system) will be provided in accordance to the relevant regulations and standards. Normative requirements to fire protection of electrical installations will be considered.

    3.2 Structural Fire Protection Measures

    The power plant facility is divided into various buildings and structures. Separate fire zones are established by separation of the buildings and the power plant systems contained therein.

    The length of time during which a steel structure needs to maintain its integrity depends on local circumstances such as type of plant, availability of fire-fighting services, and risk of escalation. A minimum of 30 minutes protection time against a hydrocarbon fire shall be provided. It is assumed that after this period structures can be cooled by water or plant operating staff will have been evacuated. In special cases where this is unlikely, increasing the fire resistance to a longer duration will be considered (depending of the Risk assessment). Where effective water cooling is not feasible (e.g. due to the configuration of the structure), the required duration of the fire resistance depends on the estimated time for the fire to burn out or be extinguished. The hydrocarbon fire test as defined in UL 1709 is applicable to all fireproofing systems applied on steel supports and structures. This fire is more severe than the cellulose type of fire which is usually referred to in building regulations. During the test a protected steel column is exposed to a particular heat flux that produces a temperature of 1 093C. The test is terminated (failure point) when the average temperature of the steel substrate reaches 538C. Cables in trays, racks or ducts which are critical (e.g. cables feeding emergency shutdown and emergency depressuring valves) shall be of a fireproof construction in accordance with IEC 60331-21 (i.e. they shall withstand temperatures of at least 750C for a period of 90 minutes). Wherever possible in terms of plant design, all buildings and structures are separated from other buildings and building areas by non-combustible walls which also prevent the spread of smoke.

    In principle, non-combustible materials are used. Combustible materials are only used in cases where material requirements must be met. Noise and thermal insulation, e.g. on steam turbines or external building walls, consist of non-combustible materials (e.g. mineral wool) to reduce fire loads and inhibit the spread of fire.

    Where possible, openings in walls, which are not subject to any fire ratings, are sealed.

    The outermost roofing of the buildings shall be resistant to flying embers and radiated heat.

    Under section 3.2.3 Fire Areas detailed information is given where fire areas will be provided.

    In rooms where suspended ceilings or false floors are provided, the spaces above the suspended ceiling or underneath the false floor are part of the considered room.

    3.2.1 Structural Components and Materials used for Fire Barriers in Fire Protection Areas

    In general fire walls are designed to have a fire resistance rating of 120 minutes in accordance to NFPA 850. The fire wall assemblies e.g. fire doors and fire dampers are designed for a fire resistant rating of 90 minutes in accordance to NFPA 850.

    Openings and penetrations in walls and ceilings subject to specific fire ratings are sealed with fire stops (for cables and pipes), designed to the specified fire-resistance rating of the given wall. (Refer to the Petronas specification Section 5 Part 16: Civil & Structural Page 262/263/263 of 274; 4.14.4 Passive Fire Protection/Fire resistant of elements).

    In addition, floors in elevated buildings shall have a minimum period of smoke and fire resistance 1h.

    Raised floors (computer floors) shall have a minimum period of smoke and fire resistance of 0,5h. Walls of heater/ boiler rooms shall have a minimum period of smoke and fire resistance of 1h.

    As a compensation measure a nozzle of the fire suppression system will be located in front of the penetration of the bus ducts through the fire wall (between UBE and UBF).

    Non-combustible piping is provided with guard pipes at penetration points to allow expansion. The space between the guard pipe and main pipe is filled with a non-combustible material and sealed smoke tight. In cases in which movement (i.e. expansion) need not be allowed for, penetrations are sealed with mortar or finishing concrete. Penetrations are designed to the fire-resistance rating of the given wall.

    Piping penetrations for combustible piping are equipped with sealing systems corresponding to the fire-resistance rating of the given wall.

    Ventilation and air conditioning ducts traversing fire areas or fire zones are designed to the specified fire-resistance rating of the given wall or are likewise equipped with fire dampers in compliance with the specified fire-resistance rating of the given wall.

    If the distance to the adjacent buildings is 7.6m and 15m respectively fire walls have to be provided. Between the adjacent transformers UBE / UBF a firewall has to be provided.

    3.2.5 Escape Routes

    General

    There are adequate escape routes in the buildings via stairwells and open stairs. The design of the escape routes pays particular attention to the provision of separate escape routes to ensure that protected areas or the outdoors can be reached via several routes. The buildings and platforms are designed in such a way that the escape routes leading from any location (work place, staff amenity rooms) to the outdoors or other protected areas do not exceed 45m. Dead end conditions shall not exceed 18m. The maximum travel distance from any point of a floor in an occupied building to the nearest exit of that floor shall not exceed 25m.

    Exit doors open in the direction of exit. Revolving doors and sliding doors are not allowed for emergency exits. The escape routes are appropriately marked and provided with emergency lighting. Exit doors provided for emergency exits will be designed in such a way that they could be opened in any case in the direction of exit.

    Escape routes will have at least a width of 1200mm. Ladders in escape routes are not allowed.

    For platforms & floors a continuous and unobstructed escape way will be provided from any point at elevated equipment, structure and building egress points. Maximum distance of dead end platforms without secondary means of escape is 6.0m. Maximum length of travel between primary and secondary escape is 25.0m.

    3.2.6 Provisions for Smoke Removal

    The gas turbine buildings (UMB), the steam turbine building (UMA) and the chemical and lube oil storage building (UTR) will be equipped with smoke and heat removal systems.

    For details related to the smoke and heat removal systems of the Design & Construct buildings refer to description of the buildings.

    Enclosed staircases will be equipped with smoke and heat removal systems with a horizontal opening area of 5% (not less than 1m) of the staircase floor base.

    In all other buildings smoke is removed by means of mobile equipment provided by the local fire brigade or by opening doors and windows.

    The spreading of smoke/or gas through the HVAC system shall be prevented. In the HVAC system a smoke / gas detection is installed. In case of an alarm safety measures will be started in reference to the specification (e.g. system stopped, light will be activated, dampers will be closed). The HVAC system design will cater for abnormal (i.e. explosion, fire, toxic release, etc.) conditions. The required working conditions for the electronic equipment will be ensured during abnormal conditions. A fire and gas detection system will be installed with gas-tight, quick-closing, spring-operated dampers in the fresh air intakes and exhausts. An explosion valve will be installed just before the beginning of the air intake. After the explosion the valve will be automatically opened. In order to cope with flammable/toxic gases outside the plant building, one or more of the following features will be considered:

    Gas-tight, quick closing, spring-operated dampers in the fresh air intakes and exhausts;

    Explosion-proof dampers in the fresh air intakes and exhausts; HVAC emergency shutdown switch

    3.3 Fire Fighting Measures

    3.3.1 Fire Suppression Water Supply

    A fire main loop is installed around the power plant. Branch lines are provided to serve the consumers inside the buildings. The fire main loop is subdivided by shut-off valves so that, in the event of a section

    failing, the supply of fire suppression water to the other sections of the main loop is ensured.

    The fire suppression is stored in the fire suppression water tanks 2x50% (UGF01/02). A minimum capacity of 1x100% of the fire suppression water demand is reserved

    exclusively for firefighting purposes. Fire suppression water supply is provided with two 100%-capacity firefighting water pumps. One 100% electrically driven and one 100% diesel driven firefighting water pump. The firefighting water network is maintained at a constant pressure by means of a jockey pump.

    3.3.2 Fire Extinguishing Systems

    Portable (manual) firefighting equipment

    An adequate number in accordance to NFPA10 of portable fire extinguishers will be provided including:

    Fire hydrants

    Fire hydrants are provided to enable effective early firefighting measures.

    In order to cover the risk at the outdoor area of the power plant, the fire water ring main will be provided with yard hydrants. The distance between two yard hydrants should be preferably not more than 70 meters.

    In areas with potential high fire loads, indoor hydrant cabinets (foam/water based) or hose reels (water based) are provided in accordance to the risk.

    Stationary Extinguishing Systems

    For areas with potentially high fire loads, stationary fire extinguishing systems are installed:

    Sprinkler systems Pre-action sprinkler systems Spray deluge systems CO2 extinguishing systems Clean agent extinguishing systems

    3.3.3 Fire Detection

    To ensure that fires are detected at an early stage, several areas/systems are monitored with automatic fire detectors. The following types of detectors are used:

    Smoke detectors (optical smoke detectors, aspirating smoke detectors) Flame detectors Heat detectors (control sprinkler, sprinkler, combination of fixed temperature and rate

    of rise detectors, linear heat detectors)

    In addition to the automatic fire detectors a video system is installed in the 30UMA and 11/12/21/22UMB.

    In addition to the automatic fire detectors, non-automatic fire alarms (manual push button alarms) are installed.

    The fire detection system is designed in such a way that:

    The location of a fire can be identified immediately. The detectors for several fire zones can be connected to one loop. Non-automatic fire alarms can share a loop with automatic fire detectors. The fire detectors will be combined to one detector group for the activation of

    stationary fire extinguishing systems of the respective area. Each automatic fire detector and manual push button of the fire alarm system is

    displayed in such a way that it is possible to identify where any fire detector or manual push button is installed.

    Detectors located in concealed places (e.g. above suspended ceilings) have activation indicators visible from normal operating areas.

    A signal initiates an alarm on the relevant local fire control panel and activates the indication light of the affected detector.

    All fire alarm signals will be led to the main fire alarm panel either via a local fire alarm panel or directly.

    Activation of a manual push button or automatic activation of a detector or extinguishing system causes a fire alarm in the building of origin. In areas with a high noise level in addition to the acoustic alarm a visible indication is provided. The noise level of the acoustic alarm must be higher than the noise level of the building/area in normal operation. The sound level of the alarm will be minimum 20dBA higher above surrounding noise level.

    A main fire alarm panel is installed inside the central control room. The BOMBA fire alarm panels are located at the gate houses or at a location

    approved by BOMBA. An additional local/repeater panel will be installed in the BOMBA fire department

    centre of the industrial area. Local fire alarm panels will be installed inside the PCC`s 11UBA, 12UBA, 21UBA,

    22UBA, 31UBA. Other locations will be implemented during the detail design.
