The incident came four days after a 60-strong group from the anti- drug “movement” issued a warning to the mother of a man accused of running a tik-manufacturing busi- ness from their Heatherly Road house. The group allegedly threa- tened to “do things to him if he didn’t stop”. The young man’s mother, who does not want to be named to pro- tect her privacy, says she was on the phone shortly after midnight when her 15-year-old daughter ran into the lounge and told her she had heard an explosion outside. “I went to the side of the house where the noise had come from and found a broken bottle with flames licking at one of our cars. As I ran to put water into a bucket to douse the flames, I saw a white Honda Ci- vic speed off,” she recalls. But this was not the first time she had seen the car, the woman says. On Wednesday 16 March, a group of Pagad members in full Muslim at- tire had gathered outside her house. “I thought something had hap- pened and as I stood outside my front door, I noticed that the men were saying their prayers and had covered their faces with scarves. When they were done, they came to my door and surrounded the pro- perty. I had no idea what was going on.” The leader of the group, whose face was also covered, approached her at her gate and accused her of allowing her son, who sells groce- ries from his home and is a partner in a car parts business, to peddle drugs from their home. “I vehemently denied this be- cause I know there is no truth to this nonsense. But he insisted that my son was a merchant and that he was making tik inside our house.” She heard a pounding noise co- ming from the side of her house and when she went to investigate, she saw a man throwing bricks at one of her son’s cars. “I started screaming at him and he jumped into a car that was parked at the side of the road.” Once the man was inside, the white Honda Civic sped off. “The man was with the Pagad people. No one stopped him from damaging my property and they simply ignored what had happened. I made it clear to them that if they could prove that we were involved in anything illegal, they could have us charged. I even invited them in to look around for themselves, but they refused. They left after that.” After dousing the flames and while she waited for the police to ar- rive, she says she again saw the white car slowly driving past her house. The next day her son visited a Kenwyn Pagad member to question the attack, and was allegedly threa- tened by Pagad members. “They told him that if he ever vi- sited a member’s house again, they would bomb our home. How can our safety be threatened like this? “I believe that the people in the white car are involved with Pagad and are behind the attack on my house. They are victimising people without concrete evidence and us- ing gangster-like tactics to bully people into submission. I refuse to allow anyone to make me feel like a criminal or to harass me and my children. I will never stand for it.” The woman also claims that a month prior to the attack, Hanif Loonat, the Nyanga Cluster Com- munity Police Forum chairperson, visited her house and warned her that she is on a “Pagad list for dea- ling in drugs”. “He called it a friendly warning and asked me not to tell anyone that he had been there. What is he trying to do? Isn’t he supposed to be on the side of the law, which states that people cannot make wild accusa- tions and take the law into their own hands?” But Loonat said the woman was trying to “shift the blame”. “She must take responsibility for what is happening in her house. I warned her of the list after I was told by people that her address was on it. I only told her to talk to her son so that he would stop what he is doing.” When asked what evidence he had that the man was dealing in drugs, he said that the man “admit- ted to a lot of people that he did”. Loonat denies being a member of Pagad but agrees that drugs need to be removed from society. “I have always been against Pa- gad and their modus operandi. However, the community wants them so I am willing to liaise with them as long as they work within the boundary of the law.” He says he was called to the house in Kenwyn when the man ap- proached the Pagad member. “The Pagad member thought that I had sent the man there but I knew noth- ing of it. The man was so arrogant and disrespectful with Pagad that I had to stop them from hurting him. He had the cheek to thank them for allowing him to waste their time. He’s lucky he wasn’t killed.” Osman Sahib, an executive mem- ber of Pagad, declined to comment on the bombing incident, but says that at the meeting at the Pagad member’s house, they warned the young man to “stop selling drugs to the people”. Warrant Officer Robert Lakey, spokesperson for Lansdowne po- lice, says a case of malicious da- mage to property is being investi- gated. Community Safety MEC, Albert Fritz, says he supports any forma- tions that try to make a difference in terms of safety and security but only if this is done within the boundaries of the law. “I have told them before that I am willing to work with them because I understand people’s frustration with the police’s service delivery. However, they have been warned that if it is ever found that they have broken any laws, the authorities will be forced to act against them.” JP Smith, the City of Cape Town’s Mayco Member for Safety and Secu- rity, says that the organisation is a part of the community, “whether we like it or not”. “It doesn’t help to ignore them and I would prefer to try make them part of a solution, not a problem. However, they will lose that support if they don’t coo- perate within legal practices by be- ing involved in misbehaviour or vigilantism.” [email protected] Pagad blamed for damaging house of man accused of being a drug dealer ALL THAT JAZZ! APAGAD member appeared in theWynberg Magistrates Court yes-terday on a charge of being in posses-sion of a stolen firearm.

The 32-year-old man was arrested aftermembers of the SAPS Flying Squad re-ceived a tip-off on Wednesday that the Pen-lyn Estate resident was in possession of anillegal gun, said Warrant Officer Ian Ben-nett, spokesperson for the Athlone police.

The members received this informa-tion while doing crime prevention patrolsat the Pagad march in Manenberg. Afterensuring that the information was ofworth and the source credible, the mem-bers followed up and went to the house.

The officers conducted a thoroughsearch of the premises, and found a revolv-er hidden under the mattress in a bed-room. The firearm was tested, and oursystem confirmed that it was reported sto-len in a Parow case in 2005. The gun willbe sent to ballistics to be checked if it wasused for any other crimes, he says.

Osman Sahib, an executive member ofPagad, denies that the gun was stolen, say-ing it belonged to another member of Pa-gad. The arrested man was just keepingit.

It is under-stood that theman was one ofover 1 000 peo-ple whomarched to sixalleged drugdealers housesin Manenbergearlier thatnight.

The group, made up of Pa-gad members, supporters andresidents, tookto the streets at21:00 and ap-proached thealleged merchants at their homes.

Sahib says that of the six houses theyvisited, only three of the alleged dealerswere home.

All three of them admitted to sellingdrugs and we gave them a stern warningand instruction to stop their drug tradingimmediately.

All of them committed to ceasing theiroperations, he says.

Owing to the growing support and de-mand from the Manenberg community,Pagad is looking at establishing a

branch in the drug and gang-infested ar-ea.

The residents, who have had enough ofdrugs destroying the community, were vo-cal and immediately pointed out the maindealers, who were approached. Theywere not afraid of speaking out, and areclearly determined to remove this scourgefrom their streets.

The police were unable to furnish Peo-ples Post with the outcome of the case, asthe docket had not yet returned from courtat the time of going to print.

Dealership relocates after operating illegallyTAMMY PETERSEN

ALANSDOWNEsecond-handcar dealership has movedfrom the premises it occupied il-legally for 11 years, after beingordered by the Cape High Courtto cease trading or face eviction.

O&J Car Sales in Turfhall Roadwas operating unlawfully fromfive erven four zoned as singleresidential dwellings and one forspecial business limited to aservice station.

Residents submitted a petitionto the City of Cape Town statingthat they were forced to endure thenoise of cars hooting and revving

at all hours, and that traffic con-gestion had increased because ofthe business.

Safety risks posed by speedingand vehicle testing were alsoraised by the concerned group.

The first time Council servednotices on the owners to rectify theillegal use in 2001, an applicationwas submitted to rezone one of theproperties (erf 39273) from singledwelling residential to generalbusiness.

This was subsequently amend-ed to special business purpose, says Cheryl Walters, the directorof planning and building manage-ment development for the City.

    After this rezoning application

was refused on appeal by the pro-vincial government in 2004, thebusiness continued to operate, andit was claimed that the relevantparties were unaware of the deci-sion by province.

In 2007, the owners of erf 39273and a representative of O&J CarSales who were the first three re-spondents in a civil case weresummonsed to appear in court ona charge of contravening the zon-ing scheme regulations.

In 2008, a plea and sentenceagreement was entered into, interms of which the first three re-spondents pleaded guilty and weresentenced to a fine of R30 000, ofwhich R25 000 was suspended on

condition that theydid not contraveneland use regulations.

In March 2008, theylaunched a HighCourt review appli-cation to overturnthe provincial deci-sion to refuse the re-zoning. The court ap-plication was with-drawn a week beforethe hearing in Febru-ary 2010, and theCitys legal costs ofR120 000 were paid.

The business nev-ertheless continuedoperating from thefive properties, andthe City decided inAugust 2010 tolaunch interdict pro-ceedings against theowners of the five er-ven and O&J CarSales.

Some filed a noticeto oppose the applica-

tion, but did not take the matterfurther. A court interdict was fi-nally granted to ban O&J Car Salesfrom operating on the properties, and to ban the relevant propertyowners from allowing the illegalbusiness to operate as from 31 Jan-uary 2011.

On 1 February this year thecriminal prosecution was re-insti-tuted and the first three respond-ents paid admission-of-guilt finesof R5 000 each. An application tohave the suspended sentence im-posed will be heard at the end ofthe month.

Ahmed Khan, theowner of the business, says he feels he was

was taken. Proper procedure hasto be followed if you want to runa legitimate business, and whatthey did was to completely ignorethe law. Justice has prevailed forthe residents.

Fatima Jaynodien says peaceand quiet have been restored toher suburb.

This isnt Killarney and I amglad they moved. There is peaceagain and I am content. I dont feellike my neighbour is a hootingbakkie revving its heart out anymore.

treated unfairly, as theproperty belonged tohim.

I bought the propertytwo years before beingsummonsed. The peoplewho I purchased theproperty from had alsorun a car sales businessfrom the site, so why didthey have a problemwith me doing it?

He says the authori-ties should rather fo-cus on closing down she-beens and brothels, be-cause those are illegal.

The business relocat-ed to Flamingo Crescenton 1 February. Khan al-so owns this property, which is appropriatelyzoned.

Resident John Millersays he is absolutelythrilled at the victory.

Make towers land a space for peopleREYANA STEYN

MORE than 100 people fromall over Cape Town gath-ered at the Joseph Stone Audito-rium to give suggestions on howto use the land that used to be oc-cupied by the Athlone coolingtowers.

The towers were demolished onSunday 23 August 2010. At the timepeople had mixed emotions over theimplosion of the towers, but in theend the towers folded. The AthloneCooling Towers has been a signifi-

cant site for the people of Athloneand surrounding areas. It was aniconic building signalling whereAthlone is situated. (City bids TwoLadies goodbye, Peoples Post, 25August).

At the meeting in Athlone onWednesday, it was established thatmost residents wanted a publicspace that would benefit everyone.

People also signed a petition call-ing on the City of Cape Town to turnthe land into a public space and notplace it at the disposal of developersto do with as they wished.

Leigh Meinart, founder of TsibaEducation a private pro-vider of higher educationin business says: Its im-portant to remember thatthe Athlone Cooling Tow-ers were built to separate

the areas of Langa, Pinelands andAthlone, and what we want now isintegration. There must be parks, schools something for the publicto enjoy.

The meeting was a wonderfulopportunity to hear from the com-munity what they want. We as resi-dents need to make the decision. Wecant allow politicians to decidewhat must be built on the ground.

She says what they dont want ishouses to be built on the open space. They would prefer instead to havea place where they would be able tomeet different people.

Patrick Mqolobe, chairperson ofthe Embo Initiation Forum in Lan-ga, says all they want is a place forthe youth.

We want anything that willbring the youth together, a develop-

ment that is cultural or education-al, and that we can all benefit from. The one thing that we are really ad-amant about is that there should beno liquor sold or clubs built on thepremises.

There are many youths who areunemployed because they cant findwork, and they are in need of skills,so we can maybe have a place builton the land where the children willbe able to learn skills, which willimprove their opportunities to findwork.

Deborah Posel, the director of theInstitute for Humanities in Africa, says the meeting was important tocreate a platform for people to saywhat they want.

Were glad that people came outand had a chance to say what theywanted to. Everyone feels a link to

recycled outside the enclosed ware-house area and to date teh matteris being looked at (No end to bigstink, 25 January).

Chris Ferndale, a resident in-volved in cultural activity, says hisproposition is that they take thesite of division and make it an icon-ic centre of unity development, so-cietal advancement and social pow-er.

We need to change it from elec-tric power generation to the genera-tion of social power.

The site should therefore beviewed as a space and opportunityfor people of all races to be involvedin a project of renaissance, wherehuman development, education, artand culture, science, and sport canflourish in the interest of nationbuilding.

He says the question is whetherwe as a community can rise to thechallenge of developing a humandevelopment project that buildsunity.

We need to break down the phys-ical barriers, racial divides and usethis opportunity as a non-racialproject and commitment which canrise above our divisions and be-come an iconic site of social power, unity and progress.

A date for the next meeting willbe chosen soon.

the land, and they need to beinvolved with what happenson the land.

She says that the bad smellwhich is looming in the airmust be sorted out first, and itis something that is beinglooked at.

Peoples Post previously re-ported that residents were dis-gruntled over a bad smell inthe air, which came from theAthlone Refuse Transfer Sta-tion (ARTS), where waste is

Residents are requesting that Athlone land be turned into public space

    New health forum launchedREYANA STEYN

The Klipfontein Sub-District HealthForum has been launched to easehealth frustrations and poor service de-livery.

The official launch took place on Wednes-day at the Heideveld Day Hospital, wheretheir office is based.

Isgaak Kamaar, chairperson of the Klipfon-tein Sub District Health Forum, says themain aim is to ensure health services areavailable for the people. The forum will tryalleviate the communities problems whichthey may encounter at a hospital or commu-nity health centre, and ensure that efficientand effective services are rendered. Peopleneed to speak to the health committees intheir areas. The health commit-tees will be able to liaise with thecommunity and iron out what-ever problems they may have.

The idea of the health forumwas commissioned by the thenMEC of Health, Marius Frans-man, more than two years ago, after a struggle for resourceswas highlighted by the CapeMetro Health Forum.

The Klipfontein Sub-DistrictHealth Forum is part of eightother sub-structures, includingMitchells Plain, Khayelitsha, the Northern,Southern, Eastern and Western suburbs aswell as Tygerberg. All these substructuresfall under the Cape Metro Health Forum.

The forum will cater for people who havefrustrations, concerns or complaints aboutthe Manenberg Clinic and CommunityHealth Centre; Hanover Park Clinic andCommunity Health Centre, as well as theLansdowne Clinic, Silvertown Clinic andCommunity Health Facility and Dr Abdurag-man Community Health Centre.

It will also cater for the Nyanga Clinic andCommunity Health Centre, MasincendaniClinic, Vuyani Clinic and Gugulethu Clinicand Community health centre. Each of theseclinics has its own health committee, whichis made up of community organisations.

The office of the forum will be up and run-ning from Monday 4 April and will be openMondays to Thursday from 09:00 till 12:00.

The way it will work is if a person has aproblem or a concern they will bring it to theattention of the health committee or the facil-ity manager, says Kamaar.

If the issue still isnt sorted out, then theywill bring it to the attention of the forum, which will then find the best way to try re-solve it. If it fails to do so the problem willthen go to the Cape Metro Health Forum.

He says it was also a way of interactingwith the community and sharinginformation. In the past, prob-lems went unresolved because in-formation became logjammed atprovincial level.

He says: With this partnershipbetween province, the City ofCape Town and the community, itwill be easier to get into govern-ment and see results for the peo-ple. We are looking at all the wayswe can improve services. We alsowant to strengthen the healthcommittees, says Kamaar.

Kwene Nkoko, manager of the citys HealthDepartment says: I am proud to be part ofthis partnershipto be able to see the change.

Pat Aucus, the acting Mitchells Plain subdistrict manager, says this is the chance forpeople who have a lot to say to be represented. We are happy for this partnership and weknow that only good can come from it.

For more information contact Kamaar on082 440 7704 or Christina Jansen, secretary ofthe Klipfontein Sub-District Health Forum,on 073 050 7483.

Where is ourhumanity?TWO families squatting next to a mall with-out food or blankets to cover them.

What has happened to society, when gov-ernment, companies and non-governmentalorganisations turn a blind eye to assistingwhat seems like a hopeless situation for twodestitute families?

Have we forgotten our moral values? Orare we so overcome by our pride that its anissue of: It is not my problem, somebodyelse will solve it.?Do we turn the other waywhen the issue at hand does not affect us di-rectly, so it does not become our problem?

Have we become so negative that we areforgetting all the positives that have hap-pened in this wonderful country of ours?

Recently we showcased the World Cup this rainbow nation, with its wonderful andwarm smiles and positive attitude, that canonly be found here in this eloquent and dem-ocratic country of ours. There are the timeswhen the Proteas, Stormers, Bafana Bafanaand other sporting codes perform on the dayand we as South Africans rally together tosupport them as one nation. It is thereforebeyond belief that post the 1994 elections westill find that families are being cast out ofsociety rather than being embraced in thisdemocratic country of ours. We are one ofthe best economic structures currently, which could hold its own if compared to thelikes of America, Europe and others.

Where have we gone wrong? Why haventwe done enough research to consider a dolesystem for the unemployed or destitute, asthey are known?

The two families that have been cast outby society have found solace in the fact that

they are allowed to squat on a field next toa shopping mall, with some big corporatecompanies enjoying the dividends of thecommunities monthly spending.

The only way these families survive is bymeans of begging and skarreling (looking foritems with a scrap value).

I strongly believe we as the communityshould re-evaluate our morals and values soas to not allow situations like these to get tothe point where they are being regarded asnormal to society. Life often deals us blowswhich we struggle to handle, and more thanoften we end up with a life out on the street.

We have a low self-esteem and it is difficultto pick oneself up from there.

The one family with a daughter two yearsold, tattered dress, no shoes on her scruffyfeet. is enough to drive you to tears, but aswe have become accustomed to it, it is notgood to get emotionally involved when onedeals with situation of this kind.

But when a child of this age is subjectedto this kind of life, and we as parents juststand by and watch how her precious life isbeing destroyed by circumstances beyondtheir control. The other family has also beenaffected by the elements of nature.

The wife could not withstand the harshconditions of the weather, and has subse-quently passed away due to an illnessbrought on by the tough conditions theywere living under. We cannot change theworld, but reaching out and supplying ourcommunities needs, we can make a huge dif-ference within society.HENRY ADRIAANSEBridgetown

Athlone man boasts 21years of cycling passionTAMMY PETERSEN

MORE than 30 years ago, ayoung cycling enthusiastwaited with hundreds of other ath-letes for the starting gun to set offone of the most gruelling cycle toursin the world.

That day, young Edrich Williams gothis first taste of the Cape Argus Pick nPay Cycle Tour and, even at the age of52, he continues to pedal as well as that21-year-old who finished the over100 km race in three hours and 13 min-utes.

Williams took part in his 21st racelast Sunday and crossed the finish linein four hours and three minutes.

Underneath the suit he wears whileworking as a senior education special-ist for the Education Department is thebody of a man who plans to remain ac-tive until he collects his pension.

The weather fit my mood and it wasgreat cycling on such a pleasant day,he says. This is the second time in allmy years of competing that the condi-tions were so favourable. It made mymilestone so much better.

Williams got his first bicycle afterhis father fulfilled his promise of buy-ing him one if he made the WesternProvince athletics team. He was inGrade 11.

I used to pedal around Athlone withmy siblings wheels but when I finallygot my own one I was hooked. I trav-elled all over Cape Town with that bike it was my most prized possession.

He says the most romantic thing heever did was place a pillow on the crossbarfor his girlfriend as he pedalled through thestreets of Athlone.

Next year they will have been married for30 years.

Williams, who has never been part of a cy-cling club, says his first tour was an exhila-rating experience.

After that day in 1979 I was hooked. Iwould count down the days until I could raceup Chappies and across the peninsula withother people who had the same amount ofpassion that I do. Its addictive, he says.

His most special race was in 2004 when hisson, aged 18, did his first tour with him.

It was amazing. Both of us did quite wellbut the results werent important. I was

proud to see what a brilliant cyclist my boywas and after watching him in action I real-ised he reminded me so much of myself, hesays.

But a close second to his father-son tourwas this years event.

I am finally a member of Club 21. You geta special medal and a permanent bluenumber, not to mention a ton of respect fromother cyclists. I became a VIP cyclist after10 cycle tours, but I think that 21 is a muchgreater achievement, he boasts.

But dont think this milestone will see himslow down to enjoy his moment of glory.

I cant wait for next year. I think I haveenough energy in me to keep going till Im60, he says with a laugh.

LIFE CYCLE: Edrich Williams in action.
