Despite record-low mortgage interest rates available for the past few years, far too many borrowers are holding onto high-interest loans.

That’s the alarming conclusion of a recent CoreLogic study, which reveals that approximately 69 percent of American homeowners had mortgage interest rates higher than 5 percent and a third had rates exceeding 6 percent. Additionally, 84 percent of underwater borrowers are paying more than 5 percent, while a full 50 percent of them pay higher than 6 percent. Drew Grandi, loan originator for Poli Mortgage Group in Boston, says there are three main possible causes: the decline in property values in most major markets that has left about 30 percent of current homeowners with underwater mortgages; loan products offered before 2008 that allowed borrowers to buy homes without documenting

income; and more stringent loan requirements today that often prevent these high-rate borrowers from refi nancing. “There are a vast number of individuals who can no longer qualify for what they currently own,” says Steven Alexander, president of Private Mortgage Services in Atlanta. “They, unfortunately, are trapped in a cycle which will only change when... they can secure employment at a pay grade comparable to when they purchased the home.” Homeowners with high rates should learn if they qualify for refi nancing. If your mortgage is owned by Fannie Mae or Freddie Mac and originated prior to May 2009, for example, you may qualify for the government’s Home Affordable Refi nance Program. Or, if you have a high-interest jumbo loan, you may want to consider splitting it into two loans, Grandi says. A $525,000 jumbo loan, for example,

could be split into a $417,000 fi rst loan and a $108,000 home equity line of credit second loan; you may be able to refi nance your fi rst loan into a conforming 30-year fi xed loan around the 3.25 percent level. “Don’t give up on refi nancing. Form a relationship with someone who is knowledgeable in the industry, and have them mentor you through the process. Guidelines, values and credit criteria change often, so revisit the process every six months,” Alexander says.

The process of buying a home can be intimidating, especially for those men and women who have never before owned their own

homes. Nowadays, more homeowners are choosing to get preapproved for mortgages before they begin searching for a home in an effort to make the home-buying process go more smoothly when they fi nd the home for them. One of the fi rst things buyers must do when seeking preapproval is fi nd the right mortgage lender. There are many different ways to fi nd a mortgage lender who will fund your home loan. Prospective homeowners would be wise to familiarize themselves with mortgage lenders before beginning the preapproval process. The following are a few terms prospective home buyers should know before they begin the process of buying a home.

* Retail lender: These are lenders who will reach out directly to prospective home buyers. Retail lenders include banks with loan offi cers in local branches, though many banks are also wholesale lenders.* Wholesale lender: A wholesale lender is one who funds a mortgage acquired through a mortgage broker. A wholesale lender will buy the mortgage from the broker after the broker has found the customer and processed the loan.* Mortgage broker: Mortgage brokers are essentially matchmakers. A mortgage broker will examine a prospective buyer’s fi nances and then work to fi nd the buyer a lender who can provide him or her with the best rate and terms. The broker may charge buyers a fee, but the broker will earn the bulk of his or her money when the buyer is matched with a lender.* Mortgage banker: A mortgage banker will fund the

loan initially. But mortgage bankers often sell the loan to secondary lenders. Many men and women might be familiar with Fannie Mae and Freddie Mac, both of which are secondary lenders. Foreclosures are down nationwide, but rates remain high in certain areas

F oreclosure activity in December 2012 was at its lowest level since April 2007, down 21 percent from 2011, according to the “Year-End

2012 Foreclosure Market Report” by RealtyTrac, real estate data and listing site. That’s good news for the country as a whole, but foreclosures remain especially high in some areas. In Florida, Palm Bay has seen a 110 annual percent change in foreclosure activity, and Tampa’s rate rose 41 percent. Other problem areas include Raleigh, N.C. (62 percent), Omaha, Neb. (38 percent) and Rockford, Ill. (36 percent), per RealtyTrac. Stacey Anfi ndsen, real estate agent and appraiser for Birch Appraisal Group in Cary, N.C., near Raleigh, says, “These [markets] were ‘ground zero’ for people buying houses who should not have been buying houses,” during the housing bubble.

Foreclosures remain high in many of these markets because of backlog of foreclosure cases, Anfi ndsen says. This is especially true in states like New Mexico, known as a judicial foreclosure state, where a judge must sign off on a foreclosure prior to the property being taken back by the foreclosing lender. It adds extra time to the process, explains Michael Lizzi, associate broker with Allstar Realty in Rio Rancho, N.M.“Another contributing factor is short sales,” Lizzi says. “These sales can run through multiple offers before... falling into a bucket for foreclosure.” Still, there is hope on the horizon, as evidenced by a recent increase in housing starts, a stabilization of housing prices and a reduction in the unemployment rate.

“I believe the recent positive turn in the real estate market will give downtrodden homeowners who have lost so much equity in their homes over the past six years a ray of hope,” says Rhonda Duffy, owner and broker of Duffy Realty in Atlanta. “And rather than defaulting and walking away from their homes to foreclosure or bankruptcy, I think homeowners will regain some confi dence and actually ride out the market.” — Erik J. QUESTION: I lost my job three years ago

and my unemployment has run out. I’ve been trying to refi nance with a no-cost mortgage and without increasing my debt. My loan servicer does not do refi nancing and refuses to lower my interest rate. What can I do?

ANSWER:your situation is very diffi cult

because, without income, a lender cannot demonstrate that the loan will be affordable to you.

let’s imagine that a lender will allow up to 28 percent of your income to be used for principal, interest, taxes and insurance – known as PItI. let’s also imagine that a lender will allow up to 36 percent of your income to be used for PItI plus recurring monthly debts such as student loans, car payments and credit card bills. these formulas make a lot of sense, but they assume that the borrower has enough income to make them work.

For unemployed borrowers, one option might be the Home affordable Unemployment

Program. However, there’s a very big catch to the government’s unemployment assistance effort: among other requirements, you must be both unemployed and eligible for unemployment benefi ts.

a second hitch is that there’s a three-month trial period in which mortgage payments must be made in full and on time. Miss a payment and you cannot continue to participate.

an alternative is the $7.6-billion Hardest Hit Housing Markets Fund. eighteen states provide assistance under this program, but the requirements vary. In California, for example, you can only gain access if your servicer participates in the plan.

If your servicer does participate, then California offers such options as nine months of mortgage payment assistance, principal reductions and reinstatement programs for those have not been making their payments.

It can’t possibly hurt to contact assistance programs to see if you qualify. If not, ask if they can recommend resources in your area. another option is to contact your state’s attorney general because they often work with lenders and programs.
