PREFACE

After the introduction of educational data collection through Unified District System of Education forms; collection of data from the institutions became easier and reliable. Data collection by UDISE started in 2010-11 in Lakshadweep. The Lakshadweep Sarva Shiksha Abheyan has collected the data from all of the education institutions in the Data Capturing Format as on September 2014 and keeps the copy with them including the head of all schools in the islands. Correctness of the data is to be verified. Hence a Post Enumeration Survey is conducted in all states/UT Generally conducting of this Post Enumeration Survey is to be entrusted to an independent body. But during 2014-15 this work has been entrusted to the Statistical Wing of the Department of Education. Considering the importance and urgency of the program I have agreed the proposal of SSA and entrusted the work to the aforesaid Wing. Accordingly staff of the Statistical Department have conducted the survey in sample selected islands Agatti, Amini and Andrott and compiled the collected data as required. A comparative study also has been made between data collected already and collected under PES. I am sure that this study will be very useful for all the educational institutions and other offices in the islands. Also this data can be used for the future planning and monitoring of the educational atrocities in the UT. I am thanking the staff of statistical wing and Principals/ Head Masters of the schools and others helped the invigilators to conduct the survey properly. Objective of PES on 5% sample basis

Education is the most important sector of a nation in the framing of

developmental program especially the developing nations like India. So to have

a detailed report on the functioning and outcome of the education institutions

is compulsory. The department is collecting details using DC forms from all

schools. The details covers almost all spheres like enrolment, establishment of

teachers, facilities available in the schools like building, class rooms, furniture

availability etc. and proper record is maintained by the schools and head

quarter. The Post Enumeration Survey is conducted to see that the institutions

are keeping registers and proper record and to check the accuracy of the data

maintained by them.

To check out the accuracy, it is difficult and costlier to cover the entire

education institute covered under DISE again. Hence it is decided to have survey

on sample basis and accordingly formulated the PES on 5% sample basis. .

Schools in the islands Agatti, Amini and Andrott have been selected for the Post

Enumeration Survey 2014-15. The main objective of the sample survey is to see

the accuracy of the details held by the schools mainly in the following points.

1. The Enrolment in current academic session

2. Teachers particulars in schools

3. Correctness reported about the building, class rooms, Toilets.

4. Facilities reported about play ground compound wall

5. The report on electricity, computer facilities

6. Also report on Library, providing books and magazines etc. are checked

7. Source of drinking water and conducting medical check up

All the details reported earlier for the educational institutions are verified

and its correctness checked in the 5% sample PES survey.

Executive Summary

For various programming and chalking out developmental activities full

information of educational status of the country is essential. Introduction of the

software DISE is the factor which plays an important role in collecting

information from the islands also for the integrated educational management

information system operating nationally. In the states through special Data

Capturing Format (DCF) collects the detailed information from schools. The

DCF forms cover almost all required details from school. It covers the

information on system of managements of the institutions teacher strength,

student strength, caste, gender status etc. It covers details of infrastructure,

equipments etc. also.

For collection of data NUEPA developed the core Data Capture Formats

(DCF) and software for implementation of the system at district level and the

software named as District Information System of Education (DISE) were

released during the middle of 1995. It is a system for scientific collection of

data related to schools. DISE data is collected from each school in the whole

State/UT on regular basis every year by 30th September. To ensure its

consistency and accuracy it has been decided to have a sample checking of DISE

Data on 5% basis to avoid discrepancies and to provide corrective measures to

help in improving the quality of data being collected. That is why it has been

made mandatory for all states to get DISE data sample checked by an agency

immediately after DISE data collection. This survey is termed as Post

Enumeration Survey (PES). In pursuance with the move of NUEPA, the Sarva

Shiksha Abhiyan, Union Territory of Lakshadweep also has distributed the DCF to

all schools and collected data. State Project Director, Lakshadweep Sarva

Shiksha Abhiyan State Mission Authority (LSSASMA) has entrusted the work ie.

conducting Post Enumeration Survey to the Statistical Wing of the Department

of Education and they have directed the investigator, appointed for Post

Enumeration Survey, to conduct the survey for 5% random sample checking of

DISE 2014-15 data after visiting minimum three islands among Lakshadweep.

The investigator visited three islands personally and collected data through the

special DCF for the 5% Post Enumeration Survey (PES). The data collected

through both the DISE and DCF for 5% PES were tabulated and computerized for

analysis and interpretation. The analysis was made in a scientific way by

calculating the discrepancies and precisions by using the descriptive statistics.

As regards to Lakshadweep, many data required in the DCF forms are nil

or negligible. To show an example, ownership of the education institution in

Lakshadweep is fully by the Government sector. No schools run by private

agencies, or any other co-operations exist here. The entire schools in islands are

run by the Government under the Department of Education.

In the enrolment side almost all the students studying in the schools from

Pre-primary to University level of Education are Scheduled tribe candidates as

the entire (99.99%) population in the islands are classified as scheduled Tribes.

The number of Scheduled Caste and general candidates in many cases is nil or

negligible in all schools.

The buildings running the schools in the islands are pucca buildings

either owned by the government or by the private parties. Classes in all schools

are conducted in well furnished class rooms. No question of open air classes

exist here. In most of the schools have no pucca compound wall or fencing

around the school. This all are mentioned here to show that many details

prescribed in the DC forms generally at all India level are nil or negligible here,

hence a big volume report is not necessary. However to have a similarity

pattern of presentation of report nationally; some details are incorporated in

this report though figures are negligible or nil in many cases.

1. Introduction

Earlier, the educational statistics collected by the states under the

guidance of MHRD were not only inadequate but also characterized by

inordinate delay. Realizing the need of the non-negotiable requirement of a

sound information base for planning and monitoring of educational projects

during the inception stage of District Primary Education Program (DPEP) in 1994

has approached various agencies/departments for an amicable solution. NUEPA

took up this as a challenge and accepted the responsibility for designing and

implementing such a system for primary education.

With the financial assistance of UNICEF; NIEPA now known as NUEPA has

initiated action for developing a school based statistical system during 1995.

NUEPA developed the core Data Capture Formats (DCF) and software for

implementation of the system at district level. The first version of the software

named as District Information System of Education (DISE) was released during

the middle of 1995. It is a system for scientific collection of data related to

schools. The system collects detailed data through Data Capture Format (DCF)

about school location, management, teachers, school infrastructure, enrolment,

differently able children etc. DISE data is collected from each school for 1st to

8th class in the whole State on regular basis every year by 30th September and

these DCFs are filled by Principal/Head Teacher/Senior Teacher in charge of

Head Teacher of the school concerned.

In addition to the DISE, many mechanisms for data validation and quality

control of school statistics were also introduced. First, to ensure its consistency

and accuracy it has been decided to have a sample checking of DISE Data on 5%

basis to avoid discrepancies and to provide corrective measures to help in

improving the quality of data being collected. That is why it has been made

mandatory for all states to get DISE data sample checked by an agency

immediately after DISE data collection.

The Sarva Shiksha Abhiyan, Union Territory of Lakshadweep, in

pursuance with the move of NUEPA also has distributed the DCF to all schools

and collected data. State Project Director, Lakshadweep Sarva Shiksha Abhiyan

State Mission Authority (LSSASMA) has entrusted the duty of PES to the

Statistical Wing of the Department of Education UT of Lakshadweep.

Accordingly they have engaged three investigator, for Post Enumeration

Survey, on 5% random sample basis for checking of data collected after visiting

minimum three islands of .Lakshadweep. All the inhabited islands namely

Agatti, Amini, Andrott, Bitra, Chetlat, Kadmat, Kalpeni, Kavaratti, Kiltan and

Minicoy.are islands covered under DISE 2014-15. From this Agatti Amini and

Andrott were selected for PES during 2014-15. There are 43 Schools in the

inhabited islands The list of Schools in Lakshadweep is given as Annexure 1.

These schools are distributed under three Block Resource Centres (BRCs) namely

Amini (Amini, Chetlat, Kadmat and Kiltan), Androth (Androth, Kalpeni and

Minicoy) and Kavaratti (Agatti, Bitra and Kavaratti). Each island has one Cluster

Resource Centre (CRC). These BRCs and CRCs are under the control of the Sarva

Abhiyan is given below

2. Methodology followed for the conduct of PES on 5% sample basis

To verify the correctness of the report collected under DISE conducting of

PES survey is entrusted to a separate agency every year. This year (2014-15)

the work has been entrusted to the Statistical Wing of the Department of

Education. The Wing had appointed three invigilators for the survey one each

for the three islands selected.

There are 62 educational institutions in the Union Territory of

Lakshadweep including 19 numbers pre-primary schools. Pre-primary schools are

not included in the PES hence only 43 educational institutions. From the 43

institutions 19 institutions are covered in the PES survey.

Lakshadweep being a single District Union Territory sampling is made

among islands only. One island each from 3 Block Resource Centers (BRC) was

selected Agatti, (BRC Kavaratti), Amini (BRC Amini) and Andrott (BRC Andrott)

and covered under the survey. All the institutions in these three islands were

selected for the survey. There are 8 institutions in Andrott, 6 in Amini and 5 in

Agatti.

All the three Investigators were provided with required number of Data

Collection Forms for collection of details from the selected schools. Accordingly

the Invigilators had visited the three islands and collected the data. The forms

provided to the invigilators consist of two parts. The first part covers details on

schools like:-

A. School location particulars like Village Name, Rural or Urban, Name of

block Municipality etc

B. School Particulars like name of the School, Name of the Principal,

class particulars, type of schools, management, period of

establishment, period of recognition, status like shift schools

residential etc, affiliation status etc, result of matriculation, and +2

C. Staff position like number of sanctioned post, Number in position etc.

D. Facilities in Schools, like status of building, details of class rooms,

availability of toilets, electricity, library, computer facilities etc.

Second Part is the Investigators Feed Back Schedule to collect the data in

the following matter

A. Name of the Invigilator collecting the details for survey

attendance register, marking leave etc.

3. Observations and Findings The scientific and thorough analysis and interpretation of data

collected under PES and a comparative study of the details already collected

brings out the following conclusions. Conducting of Post Enumeration Survey in

the islands actually is very simple because of the smallness of the territory. The

entire educational institutions in Lakshadweep are owned and run by the

department of education. The details on the functioning of these institutions

are with the department. Monthly revision is made properly hence the chance

for variation of data collected under PES with the details maintained by the SSA

is negligible. However, after the thorough analysis of the PES reports reveals

the following facts.

1. The school code given in DISE matches with that given in DCF of PES

2. The discrepancy in respect of the school particulars is negligible

generally but in some cases 4 – 7% discrepancy is reported. Status

of building ownership, the discrepancy is zero.

3. No discrepancy in the number of class rooms reported and the status

of furniture available in class rooms

In many of the other details with regards to facilities in schools, the

discrepancy is zero. It indicates the 100% accuracy in data. But in some cases,

such as number of computers in good condition, enrolment, teachers in position

the discrepancy is reported but below the permissible level.

All out of the 3 islands covered under the survey the discrepancy found in

2 islands is negligible. But in Andrott there are minor discrepancy in enrolment

which is above the permissible level. But overall the discrepancy in enrolment

comes within the permissible rate.

The initial reaction and response was quite positive in almost all the

schools. The maintenance of record is also good but still an improvement in this

area is suggested.

under DISE is given in summary analysis.

Before entering to the comparative study of the data collected by DISE

and PES, one should have an idea about the total number of schools available in

the island category wise. And the schools selected for 5% sample PES island

level and category wise. Hence the total schools in the Territory and schools

selected for the PES survey is given below.

5. Analysis and Interpretation

The data collected through PES by the investigator and the data

collected through DCF for DISE by SSA were tabulated and computerized for

analysis and interpretation. The analysis was made in a scientific way by

calculating the discrepancies (school wise, island wise and whole) The

investigator has made a comparative analysis of DISE data with PES data such as

School Location Particulars, School Particulars, Facilities in School, Enrolment

of students (social category wise), Disable students etc. The detailed analysis is

as given in the following paragraphs. The tables were drawn and graphs were

plot for easy interpretation and understanding of findings.

1. School Location Particulars

Every school in the country is provided with unique school codes for

entering data in the District Information System of Education (DISE) data base.

This section of the tool for PES contains Village name/Ward No., Block/

Municipal Name, DISE school code. The details are given in Table-1

Table 1 – Comparative analysis of Data regarding School Location Particulars like

Village Name, Rural/Urban Block Municipal Name etc. As indicated in the

introduction difference of data reported in the DISE and PES in most of cases is

nil. But for an unanimity of the report in the national context some tables are

included.

2. School particulars.

In the school particulars, details on type of school, Management of Schools

etc no separate table illustration is made since there is no variation in the Data

reported in both the surveys.

6. Enrolment

The variation in enrolment is seen between DISE data and the PES. But the

difference is below 10%. To get a more sophisticated study, category wise

enrolment ie. Primary, upper primary, secondary and senior secondary is made.

Regarding enrolment in primary section negative figure has been reported in

Agatti and no variation in Amini and plus from Andrott.

7. Investigators feedback All the investigators appointed to the PES survey are staff from the

Statistical Wing of the Education Department. All of them reported very good

remarks about the Principal/Head Masters of the schools. They have cooperated

fully and extended all necessary helps for the conduct of the PES survey. The

detail is shown in the Table given below.

8. Suggestions & Recommendations The Head of School Institutions have to be advised to maintain single

register for enrolment and other details for enabling the investigators to get

the requisite information. CCE is implemented but not at desired level. In

order to arrive quality data, island/block level staffs under SSA need to be

trained properly. Besides, annual performance reviews of SSA in the

Island/Block level to be carried out to oversee the implementation of the

programmes by the State Level Officers.
