The WALGA Road Building contract continues to develop, with the third generation of the contract now up to date and accessible for Local Government.

The WALGA Road Building Preferred Supply now delivers access to 80 prequalified suppliers across 16 category areas.

During the financial year ending June 2014, the WALGA Contract spanned $35 million worth of activity. There were 370 eQuote requests put out under the contract, each negating the need for a cumbersome and resource intensive tender.

eQuotes is now updated with scope of supply and price schedule information for suppliers accessible within each suppliers profile (commercial in confidence).

WALGA also supplies a contract template and guidance notes, in addition to technical specification templates to support use of the contract.

The next phase of the WALGA Preferred Supplier development will be to conduct a period tender with a focus on key local suppliers.

The WALGA Engineering Consulting Services contract also comes up for renewal during 2015 and will be redeveloped with a greater emphasis on specialised skills. This activity will continue to progress over the next year.

Fulton Hogan: Basebind improves unsealed

roads With Australia’s road network under stress from extreme weather events and limited funding, road authorities are looking for alternative, cost effective techniques to maintain roads and keep communities connected.

BaseBind® is an innovative modified bitumen emulsion that has hydrophobic properties which bind road materials, without leaching, on unsealed roads. It is not harmful to the environment and very safe and easy to use. BaseBind® was designed to be applied using existing processes and equipment used during a road reform. Simply add BaseBind® (at ambient temperature) to the water cart. BaseBind® mixes easily with all types of water, including bore, salty and dirty water.

The treated material holds the fines within the road surface, reducing the occurrence of corrugations and potholes, adding strength whilst remaining flexible. ProFab® Supports Onslow’s New Runway

The redevelopment of Onslow’s aerodrome represents a major infrastructure boost to the regions transport hub in Western Australia. Works include a large new runway, taxiways and modern terminal building. Chevron have injected over $30M dollars into the project with benefits extending beyond the resource industry (which include the massive Wheatstone LNG Project) into local businesses, residents and tourism.

The runway embankment design involved surface stripping of the existing mudflats and transfer of over 350,000m³ of fill to achieve the 105m x 2,200m footprint. In order to assist with stabilization over the soft foundation and provide a degree of insurance against upward migration of salt laden silts, the construction team opted to deploy a layer of nonwoven geotextile over the subgrade prior to placement and compaction of sub-base. ProFab® nonwoven needle punched geotextile was chosen for this purpose due to its ability to retain and separate fine sediments from the structural layers whilst maintaining a high degree of permeability.

The construction team also called upon Global Synthetics to provide a solution for erosion protection of the runway batters. This time, ProFab® ULTRA was selected as a puncture resistant filter beneath limestone rock to prevent washout through the armoured wall. In total, approximately 20,000m² of embankment batter was protected at an average gradient of 1:3.

ProFab® ULTRA represents the heavy weight series of Global Synthetics geotextiles, ranging

from 600g/m² up to 2,000g/m². ProFab® and ProFab® ULTRA both use specialized virgin ‘staple fibre’ technology which separates them from the more antiquated ‘continuous filament’ fibres commonly seen in the Australian market.

Approximately 155,000m² of combined ProFab® geotextile was installed for this scope. Construction manager Ean McDowell from Shire Of Ashburton reported that Global Synthetics had done an admirable job in delivering vast quantities of geotextile at short notice. The Shire quoted “Such an enormous and exciting project would not be possible without tremendous teamwork between all involved...”

From humble beginnings in 1983, Ultimate Drainage has grown into a multi-disciplined drainage organisation which now employs over 70 skilled and non-skilled employees. Ultimate Drainage operates from office and workshop facilities located in the Forrestdale Industrial precinct in metropolitan Perth.

The Australian Asphalt Pavement Association (AAPA) is presenting a one day seminar Safety At Roadworks – Taking Responsibility. It is part of a national series, being presented in all states.

The Perth presentation will be on 24th November 2014 at Technology Park Function Centre, Brodie Hall Drive Bentley. APPA are seeking a Local Government perspective on issues, initiatives planned or already undertaken, or any aspect of safety at roadworks.

The programme is a series of half hour presentations and WALGA member participation is most welcome.

ONE70 wins awardONE70, WALGA’s new building in conjuncition with Qube Property Group, was acknowledged as the Western Australian MBA (Master Builders Association) award winning project for “Waste Excellence” at the 2014 Commercial Building awards night in August. It was also awarded an “Energy Efficiency” award at the event.

The Project achieved a 91% recycling rate & notability reused the brick rubble from the demolition in the Gabion wall landscaping. Instant Waste Management sponsored the first MBA waste excellence award program in 2013, with the WA Waste Authority sponsoring “Residential & WA regional awards” with MBA in 2014.

EnviroSweep - Ghibli Gumkiller & Graffiti Remover Manufactured in Italy by Cristanini, the Ghibi Gumkiller & Graffiti Remover is the latest product offering in Rosmech’s (Enviro Sweep’s sister company) extensive range of environmental cleansing solutions and is now being offered as another service for Enviro Sweep customers.

This product offers amazing results in the removal of chewing gum and graffiti from footpaths, walls, street furniture, lamps and stobie poles along with posters from various surfaces without causing any damage or deterioration. This multi-purpose unit removes chewing gum in seconds and has the capacity to provide a range of disinfecting applications where organic residues are problematic. Case Study 1 – Midland City Centre Parking Action Plan

Cardno was commissioned to develop a plan for implementation of recommended parking actions through to a 15 year horizon for the Midland City Centre. Given the expectations of large changes in the demography of Midland over this time and the large-scale parking generators likely to be developed within this timeframe, an action plan was proposed.

This plan was based on development triggers that would necessitate modification and expansion of their existing parking supply and management regime.

Through detailed assessment of the existing deficits in parking infrastructure, and strategic analysis of future requirements, triggers, constraints and opportunities within the Midland City Centre, a range of parking management measures and infrastructure additions were suggested. These suggestions are the basis for ongoing work to improve access and parking in Midland.

Case Study 2 – Council Depot, Site Audit and Traffic Management Plan

Cardno was engaged by the City of Nedlands to review safety within their Council Depot, with special emphasis on parking, visitor safety, pedestrian routes, public safety, signage, road humps and staff safety.

As part of this study, Cardno completed a detailed site survey of the depot to observe existing conditions, behaviour and delivery/plant vehicle movements. The results provided a comprehensive profile of site safety across the surveyed period, suitable for determining the viability of alternative safety features for future development and consideration.

The hazards identified and recommended control strategies were based on the site visit observations, discussions with staff and were with reference to the Safe Work Australia ‘Traffic Management in Workplaces Draft Code of Practice’.
