Section IV SPECIAL CONDITIONS OF THE CONTRACT (PART-B) & TECHNICAL
SPECIFICATION PROJECT DESCRIPTION GAIL (India) Limited is a leading Maharatna Company in India which is dealing in natural Gas Transmission Business and Production of LPG, Liquid Hydrocarbons and Petrochemicals. In the Sibsagar district of Assam, GAIL at Lakwa is receiving Rich Feed gas from M/s ONGCL which is metered at Custody Transfer Point at GGS-1, Lakwa. This Rich gas acts as a feed to LPG Processing Plant, where in initial stripping and Knocking of the liquid/ condensate/ mud etc. from feed gas is done in every stage of Compression & expansion. After stage wise compression and expansion, LPG and Naphtha is recovered from the Feed gas from the LEF and LPG columns. The lean Gas Separated from this process is routed to Gas Distribution Terminal (GDT) at Lakwa, where in, the lean gas is metered at Custody Transfer Point and supplied via pipelines to downstream Customers, M/s ASEB, M/s Lakwa TE and M/s ONGCL – (CPP & GLC). The Custody Transfer point at GDT comprises of dedicated independent single run Orifice Metering system for all the three downstream customers. The sizes of the present meter runs are of 12 inch, 8 inch and 3 inch with pressure class – ANSI 300#. The latest edition of AGA-3 recommendation for Natural Gas Orifice Metering is followed in the available Custody Metering system. Due to change in the organisational setup & process modification upstream of GAIL GDT, i.e. change from GAIL LPG Recovery Plant to BCPL C2+ Recovery Plant, procurement is intended for meeting the installation requirements as per AGA-3 for 12 inch and 3 inch metering tube for customers M/s APGCL & M/s Lakwa TE. SPECIAL CONDITIONS OF CONTRACT:
1. GAIL (India) Limited, at Lakwa Gas Distribution Terminal intends to procure Meter tube assemblies for size 12 inch and 3 inch for its custody metering loop for customers M/s APGCL and M/s Lakwa Tea Estate.
2. The existing space provision for 12 inch & 3 inch meter run is as under:
2.1 12 Inch : 12500 mm (Refer Figure 10) 2.2 3 Inch : 5720 mm (Refer Figure 11)
3. The intended AGA-3 Compliant Meter run for 12 inch and 3 inch shall be as per the
schematic/ drawings specified in Figure 12 & 12a and Figure 13 & 13a. For details refer detailed technical specifications and Bill of Material.
4. Vendor scope includes Design, Engineering, Manufacturing, Inspection, Testing, Transportation, Supervision for Installation & commissioning of complete supplied items.

5. All pipes shall be marked in accordance with the applicable codes, standards and
specifications. In addition, the purchase order number, the item code & special conditions, if any, like “IBR”, “CRYO”, “NACE”, etc., shall also be marked.
6. Highly skilled, "code qualified" welders shall be deployed for all the fabrication jobs and bidder to furnish the required supporting documents.
7. Special cold drawn seamless tubing or honed pipe shall be in the fabrication of meter
tubes for complying the strict requirements for internal roundness and surface finish (Refer Bill of material, for seamless pipes).
8. Radiography and hydrostatic testing shall be carried out and all test reports shall be
furnished. 9. The painting shall be carried after cleaning the surface by sand blasting to remove all
mill scale, rust, rust scale, paint, oil or foreign particles etc. and maintain the surface finishing as per grade SA 2 1/2, Swedish Standard SIS-055 909.
9.1 Primer Coat – 2 coats of Epoxy zinc chromate each 35 microns (min.) thick. 9.2 Finished Coat – 2 coats of Epoxy high build paint each 100 microns (min.)
thick. 9.3 Total Thickness - 275 Micron (minimum). 9.4 The colour code of pipelines – Golden Yellow.
10. Since the meter tube shall be used in natural gas pipeline network at GAIL Gas dispatch terminal, it shall conform to ANSI/ASME B31.8 & OISD 141.
11. The design, construction, materials, testing of the supplied system shall comply with
the codes and standards mentioned in this technical specification. In particular, the following standards are applicable for the gas metering system:

17. Bidder will provide 15 days’ notice before commencement of FAT along with FAT
procedure.
18. Non-compliance to any of the specifications mentioned in this Annexure – A, shall result in rejection of Meter tube assembly.
19. Vendor shall appoint FCRI-Fluid Control Research Institute (A Government of India
Society under Ministry of Heavy Industry & PE) - Kanjikode West-678 623 Palakkad Kerala, India, as a TPIA for inspection purpose at their works. Apart from inspection by TPIA, inspection shall also be performed in presence of GAIL’s representative. In case GAIL’s Representative is not able to witness the inspection, bidder shall carry out the inspection through TPIA. However, all test documents shall be provided to GAIL for review and approval.
20. All expenditure towards appointment of FCRI, Palakkad as TPIA shall be in bidder’s
scope.
21. All representatives shall be briefed on details/ description/ operating principles of the project.
22. Bidder shall furnish test report certificates of all the items/brought out items during
FAT.
23. Upon completion of the inspection/examination of various test reports/tests in accordance with the AGA 3, the inspection report shall be prepared results and signed / stamped by all the parties.

24. Any discrepancies noted during the inspection shall be defined, recorded and
summarized in the Action List Form. Once proper action has been taken on those points, this Action List shall be signed / stamped by Customer/ TPIA duly filled with the results.
25. All expenses towards additional visits/inspections, if any by TPIA (FCRI) shall be in
the bidder’s scope. 26. Bidder to furnish the detail traceability of the measurement/testing instruments used
by them and M/S FCRI for inspection /certification etc.
27. Bidder shall supervise the installation & commissioning of the system.
28. GAIL will provide 15 days’ notice to bidder for supervision of erection & commissioning.
29. GAIL will provide guest house accommodation during erection commissioning
subject to availability on chargeable basis. Present rate is INR 200/day.
30. The item shall be despatched only after acceptance at FAT.
31. PAYMENT TERMS: 95 % against supply. 5% against successful erection commissioning. However if the commissioning said system is delayed due to reasons not attributable to seller, then the balance 5% shall be released within 3 months from the date of complete supply against BG.
32. DELIVERY SCHEDULE: a. For Supply of material: The material shall be delivered at GAIL’s warehouse/
stores within 30 weeks from the date of Purchase Order.
b. For supervision of Installation & Commissioning: within one month from the date of intimation by GAIL for readiness of site. Mobilization period of 15 days will be given
DETAILED TECHNICAL SPECIFICATIONS:
1. The supplied meter tube, orifice fittings & orifice plate shall comply with the latest edition of ANSI/API 2530/AGA 3.
2. If there is any contradiction between this specification and the latest edition of ANSI/API2530/AGA3, then the specification as mentioned in the latest edition of ANSI/API 2530 /AGA 3 shall prevail.
3. METER TUBE: 3.1 In line with the definition of meter tube as specified in AGA-3, Part-2: The
Meter Tube shall consist of an Orifice Fitting with installed Orifice plate, a

length of straight pipe of same diameter, upstream of the fitting and a corresponding straight length of pipe of same diameter , downstream of the fitting. It shall also consist of a flow conditioner /straightener.
3.2 All Meter Tube assembly with UL1, UL2, DL, Supplied Valves, Orifice fitting, Orifice plates etc. shall be provided with proper tag plates. For Orifice plates, Flow Straightener, conditioner the published bore dia, inlet outlet marking, pressure class, etc. shall be engraved/ stamped on the orifice
3.3 The meter tube along with flow conditioner shall be designed in such a way
that fluid should enter the orifice plate with a fully developed, swirl –free flow profile.
3.4 The upstream section of the meter tube is defined as the length of straight pipe
extending from the upstream face of the orifice plate to the nearest upstream change in cross-sectional area or change in the axis of the pipe centre line.
3.5 There shall be no pipe connection within the specified upstream & downstream
meter tube section other than the pressure taps, temperature probe, flow conditioner ( either flanged or in line), inline meter tube flanges to connect the section of the meter tubes & orifice plate holder/fitting.
3.6 For any downstream flange connection within 0.5 Diameter of the meter tube
or 2 inches, care shall be taken to avoid any protrusion of the gasket into the line.
3.7 Irregularities such as grooves, scoring or ridges resulting from seams, welding
distortion, offsets and the like that affect the inside diameter by more than the tolerance as mentioned below, shall not be permitted.
3.8 Meter tube internal diameter is not limited to published nominal inside pipe
diameters. 3.9 All applicable regulation and piping code must be followed. 3.10 Meter tube diameter shall be arithmetic mean of 4 (minimum no of
measurement) evenly spaced individual measurements taken 1 inch upstream of the upstream face of the orifice plate. Minimum 2 additional measurements shall be taken in two or more planes.
3.10.1 Two nominal diameters away from the upstream face of the orifice.
3.10.2 Another location in the upstream length. 3.11 Similarly for downstream pipe measurement shall be taken at 1ʺ downstream of
the downstream face of the orifice plate. Minimum 2 additional measurements shall be taken at two more planes:
3.11.1 Two nominal diameters away from the upstream face of the orifice.
3.11.2 Another location in the upstream length.

3.12 All measurement shall be carried out at a reference temperature or corrected to reference temperature of 68 DegF as specified in AGA-3, part 2.
3.13 Linear coefficient of thermal expansion for meter tube material shall be furnished.
3.14 The absolute value of % difference between the mean meter tube diameter
(Dm) and any individual diameter (measured within 1 diameter of meter tube at the upstream side of the orifice plate shall not exceeded 0.25% of mean diameter. Measurement resolution shall nearest to 0.001 inch or better.
3.15 For all measured upstream diameters the difference between maximum &
minimum measured value shall not exceed the 0.5 % of mean diameter.
3.16 For all measured downstream diameters the difference between individual measured value and mean value shall not exceed the 0.5 % of mean diameter.
3.17 The internal roughness measurement should be taken at the same plane of
internal diameter measurements are taken. At least 4 measurements shall be taken. Allowable roughness shall be as follows:
3.17.1 Meter of nominal diameter ≤ 12ʺ 3.17.1.1 ≤ 300 µ inches when β≤0.6. 3.17.1.2 ≤ 250 µinches when β>0.6
3.17.2 Meter of nominal diameter > 12ʺ
3.17.2.1 ≤ 600 µ inches when β≤0.6 3.17.2.2 ≤ 500 µinches when β>0.6
3.18 For the purpose of surface roughness measurement, the ß ratio shall be assumed
to be higher than 0.6. This will allow the future possibility of selecting orifice plates with a higher ß ratio without any additional uncertainty in the flow measurement. Bidder to supply the meter tube with roughness complying for β>0.6. However the minimum meter tube roughness shall not be less than 34µ inches in any case.
3.19 The meter tube /orifice assembly shall be three section type. Refer Figure 7 and AGA 3, part 2
3.19.1 An inlet spool of the minimum length prescribed by the AGA-3
standard.
3.19.2 The second section begins with a concentric flow conditioner meeting the AGA-3 Standard. The outer end of section 2 contains the orifice flange or fitting.

3.19.3 The third or downstream section shall follow the orifice assembly.
3.20 FLOW CONDITIONER/ FLOW STRAIGHTNER
3.20.1 Uniform Concentric 19-Tube Bundle Flow straightener which meets the construction criteria as stipulated in the latest AGA 3 standard clause may be supplied as a flow conditioner. Please refer Figure 8 and AGA 3, part-2 for details.
3.20.2 If the second section of meter tube begins with a concentric, flange mounted tube bundle meeting the 2000 API 14.3 then a spacer plate of ½" thickness shall be supplied to ease tube removal for inspection.
3.20.3 The minimum length of required meter tube shall be as per the Table 2-8a) or 2-8b) of AGA-3 only for 1998 Uniform Concentric 19-Tube Bundle Flow straightener.
3.20.4 Bidder may supply flow conditioner other than 1998 Uniform Concentric 19-Tube Bundle Flow straightener. However, bidder to furnish the test result /approval for the quoted flow conditioner. The quoted flow conditioner must comply all the requirements/pass all the tests as mentioned in the Appendices C & D of ANSI/API 2530/AGA 3.
3.20.5 Use of other flow conditioner shall be based on technical performance data obtained from the performance test result and approval of the performance the flow conditioner.
3.21 For other flow conditioner, Table 2-8a) or 2-8b) of AGA 3 may not be applicable. The performance test/test data shall confirm the orifice meter diameter ratio (β), meter tube length and the flow conditioner location for which the acceptable performance is obtained.
4. THERMO-WELLS: Thermometer wells shall be located on the downstream side of the orifice and the location shall be as per ANSI/API 2530/AGA 3. Thermo-well shall be located downstream of the orifice at the recommended distance DL (as defined in AGA-3, Part 2) from the orifice plate. Thermo wells shall be designed for full flow and the resulting increased flow velocities,
5. β RATIO: Required β ratio for this shall be decided during detail engineering after placement of order. However, Maximum value of orifice meter diameter ratio (β) shall be as under:

This shall be used for designing the meter tube requirement. And for surface roughness of the meter tube, the ß ratio shall be assumed to be higher than 0.6.
6. The existing line/pipe configuration is as per the attached diagram in Figure 10 & 11. These diagram along with the above furnished meter diameter ratio (β) value shall be used by the bidder for designing the meter tube length requirement/location of flow conditioner and other requirements.
7. ORIFICE FITTINGS: The quoted Orifice Fitting shall be dual-chamber type suitable for natural gas application that reigns as the most widely used means of measurement for natural gas. 7.1 The Orifice Fitting shall meet all requirements and recommendations for
accurate flow measurement of natural gas and shall comply ANSI/API2530/AGA 3 requirements.
7.2 The dual chamber Orifice Fitting is an orifice plate holding device. It shall be able to house, and accurately position, an orifice plate within a pipe or tube to measure fluid flow.
7.3 The Dual chamber Orifice Fitting shall be supplied with operating manual and
soft parts as commissioning spares, with all standard accessories, levers for operating the dual orifice chamber.
7.4 The dual chamber Orifice Fitting (Senior) shall be designed to position an
orifice plate, concentric to flow moving through a line, within API MPMS Chapter 14.3, Part 2 (AGA-3) or ISO 5167 installation requirements.
7.5 The dual chamber Orifice Fitting shall allow personnel to remove and replace
an orifice plate without disturbing flow measurement system piping and with little, or no, interruption in service.
7.6 The first chamber or Body of the orifice fittings shall properly position the
orifice plate in the flow stream. The second chamber or top of the fittings shall be a temporary holding place for the orifice plate during removal.
8 Bidder shall provide radiography and hydrostatic testing reports for meter tube &
orifice fittings. Bidder shall furnish Micrometre and internal surface roughness readings with each meter tube.
9 ORIFICE PLATE: 9.1 The Orifice plate shall be square edge concentric.
9.2 Orifice plate dimensions shall be corrected to/ provided at reference
temperature, as specified in AGA-3, Part 2 at 68 DegF 9.3 Linear coefficient of thermal expansion for orifice plate material shall be
furnished.

9.4 Both faces of the orifice plate shall be flat. Maximum 1% deviation of dam height is allowable in non-flowing condition. The Dam height can be calculated from the formula (Dm-dm)/2. Figure 3, 4 & 5 of this Annexure –A shall be referred.
9.5 Surface roughness of the both faces of the orifice plate shall have no
aberration or scratches visible naked eye that exceed 50 µ inches. 9.6 The upstream edge of the orifice shall be square and sharp. And it shall
comply the AGA-3 norms. 9.7 The inside surface of the orifice plate bore shall be in the form of a constant
diameter cylinder without any defect such as ridges, grooves, pits or lumps visible to naked eye. The length of the cylinder is the orifice plate bore thickness (e). The minimum allowable orifice plate bore thickness is defined by e ≥ 0.01d or e>0.005 inch whichever is larger. The maximum allowable value for the orifice plate bore thickness ID defined by e ≤0.02D or e ≤ 0.125 whichever is smaller. However, “shall not be greater than the maximum allowable orifice plate thickness (E).

9.10 The plate bevel angle (θ) is defined as the angle between the bevel and the downstream face of the plate. The allowable value for the plate bevel angle θ is 45°±15° (Figure-1).
9.11 Orifice plate bore must be concentric with both the upstream and the
downstream inside bore of the orifice plate holder. Any eccentricity shall be within the following tolerance

9.13 Dowel pin alignment system shall be available, close tolerance in alignment
for all the sections. 9.14 The orifice fittings shall be tested for bypass checks as per AGA3. 9.15 The office fittings shall comply the AGA 3 requirement while attached with
the pipe. 9.16 The orifice flange associated flanged pressure tap, shall comply the all AGA3
requirements like orifice flange, pressure tap diameter/location/drilling/edges. Refer Figure 6: Allowable variation in Pressure tap-hole location and AGA 3, part 2 for details.
9.17 All the pressure taps shall be equipped with full bore valves for isolation.
10 RESISTANCE TEMPERATURE DETECTOR: 10.1 GENERAL

Three section Meter Tube Assembly (with pressure rating: ANSI 300#) will comprise of: UL (UL1+ UL2) & DL with 19-tube flow straightener/ profiler/ flow conditioner along with dual chamber orifice fittings with Orifice Plate as a minimum.
