~ A Message from the VAGP President ~

Welcome to Newport News! What a great location for a conference with so much to do and see in the area as we celebrate Purchasing Month! Keeping with our theme Fountains of Knowledge, Navigating to Success, take time to network and discuss challenges and successes while enjoying the innovative program the Conference Committee has developed. Over the course of the next few days, you will enjoy speakers who will challenge you to lead, innovate, and grow.

There will be several new faces as we welcome First Timer’s not only from Virginia, but Delaware, Maryland, Pennsylvania, and Washington D.C. as well. NIGP has been undergoing a restructuring, and with that came a change in the regional breakdown of chapters across North America. As VAGP joins Area 2, please give our fellow NIGP Chapters a warm Virginia welcome and make them feel at home. What an exciting opportunity to welcome so many colleagues attending their first VAGP conference. Sit with someone you don’t know, offer solutions, ask questions, and engage. We will kick off Thursday morning with the Vendor Expo. Our vendor partners have invested their time and money to be here with us, so please make the effort to speak with each one, learn what’s new in their market, catch up and see how things are going with current vendors, and meet potential new sources. During the Expo, there will be 30 minute sessions presented by three Exhibitors providing additional learning opportunities and the ability to earn contact hours as well. As part of the Thursday evening festivities, we will have a live auction to raise money for the non-profit Fear 2 Freedom (F2F). F2F’s mission is twofold: to redeem and restore those wounded by sexual assault, bringing them hope and healing, and to change the cultural understanding surrounding this issue by empowering college students to “Be the Change” and “Restore the Joy.” Throughout the conference you will get a preview of over 40 auction items which will all be on display Thursday evening before the bidding begins. All proceeds will go to this worthwhile cause. The fun will continue onto the dance floor as a DJ takes us into the evening. If you don’t want to dance, still come to network and watch as some prepare to battle, lip sync style. Please thank the Host and Conference Advisory Committees for the incredible effort put into planning and executing this event for you. They have worked to ensure you take something back to the office on Monday that will help to navigate your success. I hope you enjoy all the conference has to offer and thank you for joining us! Speaker: Charity Representative

Rosemary Trible - Founder and President Rosemary Trible founded Fear 2 Freedom in 2011. Her passion for this issue began when she was 25 years old and was violently raped at gunpoint. It was the year before her husband was elected to U.S. Congress, where he served in the House and Senate for twelve years. After going through her own healing journey, Rosemary has dedicated her life to walking alongside the wounded and helping them find their joy again. Fear 2 Freedom’s (F2F) mission is twofold: to redeem and restore those wounded by sexual assault, bringing them hope and healing, and to change the cultural understanding of this issue by empowering college students to “Be the Change” and “Restore the Joy”. Through our University Campaign, we partner hospitals, community organizations and universities to provide F2F Kits to victims of sexual assault.

Speaker: Special Guest Speaker Rob Coleman was born in Seoul, South Korea in 1971. Shortly after his birth, Rob and his family moved to Newport News. He attended Thomas Nelson Community College and then began his career with the Newport News Sheriff's Office. Rob made his way through the ranks of the Newport News Sheriff's Office from Corrections Deputy to Major. As Services Bureau Chief, he is responsible for Civil Process, Courtroom Security, Transportation, Information Technology, Fleet Management, Department Equipment, and the Armory. Rob is a graduate of numerous professional programs such as the Hampton Roads Regional Criminal Justice Academy (HRCJA) and The Leadership Institute of The College of William & Mary and HRCJA. He is an alumnus of the 2014 Civic Leadership Institute. Being involved with organizations that help our community has always been a passion for Rob. He has organized, hosted, and volunteered for a number of great organizations such as the Foodbank of the Virginia Peninsula, The Newport News Free Clinic, Big Brothers / Big Sisters, American Red Cross, Walk a Mile in Her Shoes, and the Coats for Kids Program. He is a founding member of the Denbigh Youth Alliance. In 2014, Rob was selected by Governor Terry McAuliffe to serve on the State Executive Council for At-Risk Youth and Families. On May 1, 2012, Robert S. Coleman was elected to the Newport News City Council. As part of his City Council service, he was appointed to serve on the Newport News Transportation Safety Commission. On July 8, 2014, he was selected by his colleagues as Vice Mayor. Vice Mayor Coleman feels that his experience as a father, coupled with being extremely active in the community and a public safety professional, has given him an exceptional perspective and the knowledge needed to effectively serve not only the North District of Newport News, but the entire city.

CHARITY Fear 2 Freedom

(F2F) Who We Are: F2F's mission is twofold: to redeem and restore those wounded by sexual assault, bringing them hope and healing, and to change the cultural understanding surrounding this issue by empowering college students to "Be the Change" and "Restore the Joy." What We Do: Through our University Campaign, we partner hospitals and community organizations with universities to provide F2F Kits for victims of sexual assault, child abuse, domestic violence and sex trafficking. At "Celebration Events" on college campuses across the country, students and volunteers join F2F to gain education, awareness and empowerment as they assemble F2F Kits and become a tangible part of the solution. Why We Matter: 1 in 6 women and 1 in 33 men in America will be a victim of sexual assault. When a victim of sexual assault goes to the hospital for treatment, or the PERK (Physical Evidence Recovery Kit) exam, all of their clothes have to be kept for evidence. This means women, men and children are leaving our hospitals across America in paper scrubs at a time of greatest trauma. Our F2F Kits are a "gift of hope" to these survivors, preserving their dignity by providing their most basic needs. 1 in 5 women have been sexually assaulted during their time in college.

In case you think her life has been all wine and roses, Tammy formerly served as Purchasing Agent for the City of San Diego, the 9th largest city in the nation. Over her tenure, she purchased over $1 Billion (YES – B!) worth of commodities and services. She also served as the Emergency Logistics Chief during the 2007 Witch Creek Fires. Tammy now works with companies – big and small – to unveil the secrets of winning government contracts. With a Master’s degree in Public Administration, she also has a corporate sales background, so has the unique perspective of working in three different worlds – corporate, government and entrepreneurial!

TOPIC: The Human Factor in Procurement - The environment of public procurement in the spring of 2016 is extraordinarily complex and turbulent, and the challenges and the opportunities are much greater than they were even a few years ago. This session will focus on the critical importance of the people in public procurement having the competencies, values, and personal traits they need to provide the best possible strategic support for their agencies, institutions, and jurisdictions.

Speaker: Dr. Stephen Gordon, PhD, FNIGP, CPPO Stephen B. Gordon, PhD, FNIGP, CPPO, is a Professor of Practice and the founder and director of the globally-accredited Graduate Certificate in Public Procurement and Contract Management (GCPPCM) program at Old Dominion University (ODU). Previously, Dr. Gordon spent more than thirty-five years in the public procurement arena. Stephen is a past president of NIGP: the Institute for Public Procurement and the recipient of NIGP’s two highest individual awards. Advancing the strategic contribution of public procurement has been the primary focus of Dr. Gordon's career.

Stephen is an academic adviser to the Universal Public Procurement Certification Council (UPPCC), a member of the editorial board of the Journal of Public Procurement, and the author of regular columns in Government Procurement magazine and PA Times Online. He was a member of the initial steering group of AGA’s Intergovernmental Partnership for Management and Accountability. Dr. Gordon holds a B.A. and an M.A. in political science from Mississippi State University and a PhD in government and politics from the University of Maryland – College Park. Stephen will leave ODU at the end of the Spring 2016 semester, but he will continue to participate in research, teaching, and other activities that advance strategic public procurement.

TOPIC: The Economics of Utilizing Small Businesses Speaker: Tracey G. Wiley, Director of the Department of Small Business & Supplier Development Tracey Wiley is formerly President of both Capital Region and Virginia Minority Supplier Development Councils, affiliates of the National Minority Supplier Development Council – a corporate member organization whose mission is advancing business opportunities for certified Asian, Black, Hispanic and Native American business enterprises. During her tenure leading the two affiliates, she served on the National Executive Committee and Chair of the National Presidents’ Committee. She previously served Virginia State University as Special Assistant and

Senior Speechwriter to the President, Liaison to the Board of Visitors, and Lead Advisor on Media Relations. She is the former owner of Gordon-Tracey Advertising and Public Relations, LLC, a Virginia MBE. Wiley served the Commonwealth as an appointee on the Supplier Diversity Advisory Board and former appointee on the Statewide Coalition for Black Businesses, and is a former member of the Virginia Chamber of Commerce. She is a Richmond native and holds a Bachelors in Speech Communications from Old Dominion University.

TOPIC: Understanding Your Emotional Intelligence as a Procurement Professional Emotional Intelligence – also known as Emotional Quotient or EQ – is a set of emotional and social skills that influence the way we perceive and express ourselves, develop and maintain social relationships, cope with challenges, and use emotional information in an effective and meaningful way. The flip side of cognitive intelligence (IQ), EQ helps leaders better understand themselves, recognize how they interact with others, and become more aware of how their emotions play into the way that they express themselves, make decisions, and handle stress. This presentation will introducte the elements of EQ using the EQ-i 2.0 assessment model. Participants will then get an opportunity to self-score their emotional intelligence, particpate in small group discussions to talk about which EQ attributes work best in various organizational settings, and share their own EQ leadership experiences with the larger group.

Speaker: John Oyhenart, MBA, PCC John Manuel Oyhenart, founder of PivotStone Group, is an organizational performance consultant, certified leadership coach, educator, and advisor to senior management. John uses his experience at every level of leadership – from first-line to the C-suite – to help clients of all sizes solve complex business problems; manage staff expectations and morale; guide teams and individuals in transition, and inspire staff to achieve peak performance.

John is certified in the EQ-I 2.0 and EQ360 Asssessments, the Myers Briggs Type Indicator, and various other personality and performance-based assessment tools that he uses extensively in his work. Executive coaching and training clients include federal government agencies, local governments, global finance and pharmaceutical compaines, and a variety of private-sector and not-for-profit organizations. John holds a B.S. in Economics from George Mason University, an MBA in from George Washington University, and graduate professional certificates in Organization Development (Georgetown) and Leadership Coaching (George Mason). His credentials also include Professional Certified Coach from the International Coach Federation, and adjunct faculty positions at the world-renowned Center for Creative Leadership, the AESP Institute, and George Mason and Rutgers Universities.

 Rob Rhoads, Graybar Strategic Contract Manager - U.S. Communities Eastern U.S. Region. Responsible for Graybar’s U.S. Communities contract sales in the Eastern half of U.S. and internal resource for the state, local government and education business segment.

Rob joined Graybar in 2008 and is based in the Harrisburg, PA area. Prior to joining Graybar, Rob had 12 years of extensive experience selling to state/local government and education customers. He has actively worked with the U.S. Communities program since 1999 and was previously the National Program Manager for another former U.S. Communities supplier. Rob’s 18 plus years of experience with state/local government and education customers provides Graybar with a resource to effectively market the U.S. Communities program. Rob’s overall goal is to show customers the benefits from the hard and soft cost savings perspectives to improve their procurement processes. Rob has also been a member of the NIGP business council for the past 7 years. NIGP’s Business Council is comprised of two representatives from each of the 12 companies participating in the Institute’s Enterprise Sponsor Program. During this session, Maureen will discuss all of the resources, tools, agency services, and publications NIGP offers and provide an overview of NIGP’s latest enhancement to member services - the new website.

Chapter Ambassador, NIGP

Appointed Purchasing Director by the County Commissioners in 2005, Maureen oversees the operations of the County’s Purchasing Department; Printing Department; and Mailroom.

As Purchasing Director Maureen and her Purchasing staff of 7 are responsible for bidding, quoting, professional services, projects and ordering supplies and services requested by the County’s 60+ departments who serve the taxpayers of the County.

Elected by her peers around the State, Maureen has held the positions of Chair of the Southeastern Pennsylvania Counties Cooperative Purchasing Board and President of the Pennsylvania Public Purchasing Association and remains an active board member of both organizations.

Maureen continues her NIGP Chapter Relations Committee work as one of Area 2’s Ambassadors and looks forward to the expanded role of the Ambassadors working with the familiar chapters from the old Region II, getting to know the members of Virginia’s two chapters, and working with Suzette and Roger for the next two years to keep Area 2’s public procurement professions up to date on what’s going on in NIGP and the other Chapters around the US and Canada.

Speaker: Tommy Richardson, Human Resources Training and Development Coordinator, City of

Newport News Tommy Richardson is Human Resources Training and Development Coordinator for the City of Newport News, Virginia. He served in the U.S. Navy as Analyst and gained experience in Fleet Logistics and Supply Management system.

Tommy also served as advisor for Virginia State Senators and formal Virginia Assistant Secretary of Commerce in workforce development, urban development, and economic development of Tidewater Area. Tommy received a Bachelor’s degree in Business Administration from Wayland Baptist University and Master’s degree in Economics and International Relations from the University of Oklahoma. Currently, he facilitates various training topics for the City of Newport News employees, which includes but not limited to Multicultural Customer Service, Negotiation, Effective Workplace Communication, Problem Solving Techniques using 5 Analytical Methods, Conflict Management, Total Quality Management, Effective Supervision, and Leadership courses.

TOPIC: Benefits of External Spend Analysis - Spend analytics can deliver multiple goals within a procurement organization. Kevin will demonstrate how centralizing all expenditure data (collated from three separate systems) into a single database has allowed his organization to identify opportunities for spend optimization and cost savings and to improve SWaM reporting.

Speaker: J. Kevin Beardsley, CPPO, CPPB, Director of Virginia Beach Public Schools Kevin Beardsley, CPPO, CPPB is the Director of Purchasing for the Virginia Beach City Public Schools. Kevin has been active in VAGP, NIGP and UPPCC during his career and he has been published in Government Procurement: The Journal of the Purchasing Profession numerous times including the articles “Ethics and Moral: Inside and Out” and “The Purchasing Agent as a Change

Agent”. He has received several awards and honors for his work in the procurement profession and in 2015 he received the NIGP- Purchasing Manager of the Year and the VAGP Distinguished Service Award. Kevin has lead Virginia Beach Public Schools to receive the NIGP Outstanding Agency Accreditation Award from 2007 through 2010 and 2011 through 2014 and the NIGP Sterling Award for Fully Certified Staff from 2006 through 2009 and again in 2015.

She has extensive experience in procurement process and inventory management

experience with a combined 30 years of experience in the local, state, K-12 education and federal government sectors. Prior to her joining the City of Chesapeake procurement team, she worked with the Norfolk Public School’s Purchasing Department, Norfolk State University and the Army and Air Exchange Service with various procurement, contract and innovative financial systems experience. Her recent activities include Dominion Blvd Back Office Toll way Services, Inmate Food Management and Financial Plan and Rates Analysis Services.

Neva is team leader for the procurement and contract specialists, Procurement Card program, surplus property and mailroom operations for the City of Chesapeake. She lives in Portsmouth, VA. Her interested include fishing and acting as “team mom” for her son’s AAU basketball team. Speaker: Susan Kenney-Lambert, CPPB, Procurement Specialist II, City of Chesapeake Susan has been with the City of Chesapeake for 28 years, she is currently a Procurement Specialist II. Susan started working for the City of Chesapeake as a Storekeeper and has worked her way up through the years, she received her CPPB in 2011. Susan also serves on the Public Relations Committee, Education Committee and VAGP 2016 spring conference host committee. Speaker: Jianchong Luo, Procurement Specialist I, City of Chesapeake Jianchong has been with the City of Chesapeake for 1 year in procurement. He is currently the Procurement Specialist I for the City of Chesapeake. Jianchong started working for the City of Chesapeake as an intern in 2013. In 2015 he was offered to be Procurement Specialist I as a full-time employee of City of Chesapeake, and continues to serve in that position. Jianchong earned his Master of Public Administration (MPA) in 2014.

Jianchong is a member of VAGP, NIGP, and ISM - Eastern Virginia. Jianchong has served on the Public Relations Committee of VAGP, and Emerging Professional Committee of ISM-EVA since 2015. Also, he is currently serving on the VAGP 2016 Spring Conference Host Committee.

TOPIC: Alternative Methods of Construction Procurement - The Commonwealth of Virginia is a leader in progressive legislation for use of alternative procurement delivery methods for design and construction. Join us for an overview and round table discussion of enabling legislation in the Commonwealth. We will discuss the Virginia Public Procurement Act (VPPA), Public Private Education Act (PPEA) and Public Private Transportation Act (PPTA) options for successfully navigating the legislation and alternative delivery construction methods including Public Private Partnerships (P3), Design-Build (DB), Construction Manager (CM) and a lot of variations of each alternative procurement method.

Speaker: Elizabeth Dooley, CPPB, CPPO, Purchasing Agent, City of Norfolk Elizabeth “Beth” Dooley came to the Commonwealth of Virginia from Nashville, TN. In Nashville she worked in the Metropolitan Government Purchasing Office in various purchasing roles. She joined Arlington County, VA as the Assistant Purchasing Agent in October, 2011 and one of her largest projects there was managing the procurements for the Columbia Pike and Crystal City streetcar projects. Beth has a Business Administration degree from Aquinas College and she is a

Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB). She is an active member of the National Institute of Government Purchasing (NIGP) and the Virginia Association of Government Purchasing (VAGP). As a member of VAGP, Beth serves on both the Education and Legislative Committees and has recently been elected as 2nd At-Large Board Member. As part of the Legislative Committee, Beth was asked to represent VAGP on the Special General Laws Joint Subcommittee studying the Virginia Public Procurement Act (VPPA). Subsequently, Beth was appointed to Work Group 1 for Construction & Design Professionals and has represented VAGP’s interest regarding proposed updates to the VPPA. As VAGP’s 2nd At-Large Board Member Beth works closely on coordinating the Mentor-Protégé Program.

Speaker: Legg, Donald, CPPO, Procurement Manager, Fairfax County Water Authority Donnie began his career in 1979 with Loudoun County working his way up from the mailroom to the Purchasing Agent position. He obtained his CPPO in 1993 and has held various positions on the Virginia Association of Governmental Purchasing Board. In his 35 years at Loudoun he was responsible for developing their construction and design procurement processes. He was the lead for most of the major complex high profile design and construction projects completed in Loudoun

over the last 35 years. He also has experience with Public Private Partnership projects including the design and construction of an Adult Detention Center, a Public Safety Station and most recently negotiations on three Metro Rail Parking Garages. Donnie retired from Loudoun in November 2014 and took the position of Procurement Manager with Fairfax Water in January 2015 where in addition to his daily managerial duties he has been charged with reviewing their current Procurement Policies and Procedures and recommending changes where applicable.
