MINUTES OF THE MEETING OF TECHNICAL COMMITTEE OF DIRECTION FOR
IMPROVEMENT OF ANIMAL HUSABNDRY STATISTICS HELD ON 4th AND 5TH JUNE, 2015 AT
FISCAL POLICY INSTITUTE, BENGALURU, KARNATAKA.
The meeting of Technical Committee of Direction for improvement of Animal Husbandry
Statistics was held under the Chairmanship of Director General, CSO and Co Chairmanship of
Animal Husbandry Commissioner, DADF on 4th and 5th June, 2015 at Bengaluru, Karnataka to
discuss various issues on improvement of collection of animal husbandry statistics as well as
finalization of production estimates of milk, egg, meat and wool for the survey period in
2014-15. The list of participants is placed at Annexure-III.
Sri Shekar, Commissioner, Animal Husbandry & Veterinary Services, Government of
Karnataka has delivered welcome address inviting Hon’ble Minister for Legal, Justice and
Human Rights, Parliamentary Affairs and Legislation, Animal Husbandry, Government of
Karnataka, Sri. Ashish Kumar, Director General & Chairman TCD, Central Statistical Office
(CSO) Government of India, Dr. Suresh S. Honnappagol, Co Chairman & Animal Husbandry
Commissioner, DADF, Government of India and all other distinguished members of TCD.
Sri. T.B. Jayachandra, Hon’ble Minister in his inaugural address expressed his pleasure of
organising the TCD meeting at Bangalore to discuss technical issues pertaining to the Animal
Husbandry and informed to use the platform to exchange technical ideas of new initiatives
for Animal Husbandry Department. Hon'ble Minister further stated that Animal Husbandry
sector contributes more than 27% of GDP in agricultural and have the major role to play.
Further, he emphasized that the government of Karnataka took number of initiatives such as
providing free rice from 5 kg to 30 kg. , providing Milk of 150 mgs. to the children from
Anganawadi to 10th standard everyday under the Kshira Bhagya Scheme and providing
Rs.4/- incentives to the milk producers for every liter in order to make Karnataka state as a

hunger free state. He also stated that Nutrition is also one of the important issues to be
tackled.
Sri Ashish Kumar, Director General, Central Statistical Office (CSO) Government of India in
his key note address mentioned the achievements of livestock sector in terms of GDP.
Further, he stated that Growth in the Animal Husbandry sector has been distinctly different
from the Agriculture sector. He stated that when the inputs are measured correctly it is easy
to plug the loopholes for the weaknesses. He added that the existing statistics or
information should become valuable to the policy makers. He also discussed many of the
National Accounts figures and informed that growth in the Animal Husbandry sector has
been in the order of 5%, 5.5% and 6% which are acceptable. He mentioned the low
performance of crop sector and its impact in bringing down the food production. He further
mentioned that Integrated Sample Surrey need to cover more information on various other
inputs including those parameters that capture shortage of fodder as well as consumption
pattern etc. He urged all members of TCD to examine the processing part in order to
improve quality. He mentioned about the necessity of improving the quality of data as well
as quick retrieval of data while mentioning the successful implementation of online
transformation of data captured under CPI (Urban) survey.
Dr. Suresh S. Honnappagol, Animal Husbandry Commissioner and Co-Chairman TCD
Government of India stated the contribution of Animal Husbandry Sector and mentioned
Livestock sector is an important livelihood option in rural areas. As per the 66th round of
NSSO the total number of human resources that are involved in agriculture is around 20.54
million that constitute the marginal small and semi medium farmers who are holding less
than 4 acres of land and owning about 87.7% of the total livestock resources of the country.
Further, he Stated that as per the 19th Livestock Census the total livestock population has

declined around 3.33% when compared to 2007 Census (18th LC). He also pointed out that in
some of the States like Gujarat, Uttar Pradesh, Assam, Punjab, Sikkim Meghalaya, Bihar,
Livestock population has increased compared to other States. The survey statistics are useful
for making good policy decisions and to implement good schemes by the Government.
Statistical data is being generated from two schemes namely Livestock Census & Integrated
Sample Survey and further Stated that Collection of statistics is mostly dependent on the
basis of sample survey and there is need to reduce the repeated factor of sampling error. He
added that collection of statistics is another important area that actually helps measuring the
outcomes of the implementation of various initiatives.
Sri Harsh Gupta, Secretary, Animal Husbandry & Fisheries Department, Government of
Karnataka stated the Pashu Bhagaya Scheme implemented in Karnataka by providing input
cost for the animal rearing. He also desired the TCD to deliberate on availability and
utilisation of feed & fodder and its distribution. He mentioned the initiatives on the door to
door veterinary services being providing in Karnataka and briefed the Breeding policy
mechanism. He further recommended that certain parameters like calf mortality, first
lactation age, inter calving period, lactation period, etc., are to be captured along with the
Integrated Sample Survey by incorporating certain questionnaire schedules. He also stated
that the data which are collected under Census/ISS should be useful for the policy makers.
Practical inputs should be brought out as a real outcome oriented documents as per the
Hon’ble Minister expectations from this TCD meeting.
Sri S.K. Das, Adviser (Statistics), addressed the gathering and stated that the annual
estimates of Major Livestock Products are being presented before TCD based on the seasonal
estimates to be finalized in view of the recommendations of TCD. He appreciated the
endeavor of States/UTs in submission of data. All States/UTs have submitted cent percent

seasonal estimates. He further shared that TCD meeting of 2015 could organize early in the
month June itself which is a sign of successful intervention in timely release of data. He
informed that major inconsistencies noticed were discussed through Video conferencing held
on 22.05.2015 inviting 14 States on which 12 States have been responded. When compared
to the previous year’s data, this year data reflects qualitative improvement. While
mentioning the changes made in the Integrated Sample Survey, he mentioned that attempt
is being made to capture more information on feed and fodder statistics through the revised
methodology. He mentioned that there is a gradual induction of parameters in Integrated
Sample Survey and optimum utilization of resources. Any abnormal induction of parameters
which are not used for compilation or not used for policy purpose by all the States/UTs are
usually not covered in the survey. He requested all the members and their representatives of
TCD to actively participate in the discussion to facilitate making further improvement in the
system of collection of Animal Husbandry Statistics.
Smt. Prachi Pandey, Director, Fiscal Policy Institute (FPI), G.O.K while mentioning the
importance of collection of statistical data told that it is a matter of privilege to co-host the
TCD meeting in co-ordination with the Animal Husbandry Department at Fiscal Policy
Institute. In her address she stressed the need for better documentation, data-base
management and evaluation.
Dr. Syed Ahmed, Director, Animal Husbandry and Veterinary Services, Government of

AGENDA-1: ACTION TAKEN REPORT ON THE RECOMMENDATIONS OF THE LAST TECHNICAL
COMMITTEE OF DIRECTION (TCD)
Sri. Ajith Kumar N Director (AHS) while making a brief presentation on the survey
methodology and achievement, presented action taken on key recommendations of the
previous year TCD meeting held at YASHADA, Pune, and Maharashtra. Implementation status
of the key recommendations of TCD are:
As far as monitoring of survey activities with the mutual participation of states is
concerned, the TCD recommended pursuing the matter further with all the States so
that each State can learn or share their field experiences in the processes of
collection of Animal Husbandry Statistics. Chairman TCD has desired to have a 5- 7
days plan for the officials who have been deputed for the visits and submit a report
to the centre as well for evaluation of the same.
For the part of standard error, Director IASRI suggested having a relook into the sub-
sample formation and instructions are to be slightly amended accordingly so as to
get distinctly different estimates and to understand the variation.
Non-reporting of wool production was discussed and the difficulties were conveyed
by the respective states and thus the point was ceased for further discussion
The TCD was appraised on the processes which were initiated for the development
of web enabled software for Integrated Sample Survey. Secretary, Karnataka
suggested having a link of the existing data base with other data base for making
comparative analysis of the results of the survey. For example, if the household’s
level information on livestock are available in a particular data base management
system, then the socio-economic characteristics of those households may be
extracted from a different sources so as to derive a comparative picture on the

overall development aspects of the farmer households. Adviser (Stat) suggested that
mismatch of identification particulars at micro level may create utter confusion and
lead to irreconcilable solution. Chairman, TCD, while supporting this idea, has
suggested making efforts to put in place such mechanisms wherever possible.
AGENDA-2: FINALIZATION OF PRODUCTION ESTIMATES OF MILK, EGG, WOOL AND MEAT
OF THE YEAR 2014-15.
Director (AHS) presented the agenda mentioning that the seasonal production estimates of
milk, egg, meat and wool have not been received from Dadra & Nagar Haveli (winter season)
and Jammu and Kashmir.
Adviser (Stats) briefed the importance of the agenda and illustrated the issues. He urged all
the States for explanation for non-reporting of data.
The major discussion points of this agenda are as follows:
Regarding the observance of time line, all states were further advised to adhere to
the instructions and the timelines provided to them for each activity.
As regards to non-submission of data into two subsamples defaulting states were
impressed upon to submit subsample wise data. The Director, IASRI highlighted the
importance of having the estimates in two sub-samples in order to easily derive at
the estimates. TCD while reiterating these aspects advised all the states to provide
the data sub-sample wise. The major states like UP and Rajasthan have agreed to
provide the data in sub-sample wise during 2015-16.
The issues regarding non-reporting of goat milk was placed before TCD and the
committee recommended collecting the estimates from all the States while

considering its importance and utility for medicinal purposes rather than household
utilisation. The states which are not collecting goat milk production will have to
collect the data through Integrated Sample Survey.
The problem on non-submission of data on Desi/Improved duck was brought to the
notice of the Chairman, TCD. It was recommended to have the data collected
wherever possible in order to arrive at a complete picture on the egg production of
the state. Any State who face difficulty in collecting data such as frequent migration
of duck folks, those state may be asked to streamline their information generation
mechanisms so that if the sampled village does not have duck population , the
adjacent sample could be considered for collection of data in every season. For the
state of Tamil Nadu TCD clarified that though the egg produced from ducks may be
used by other state but since it is produced in their state, the state has to make
efforts to collect the data.
In the case of meat production TCD was informed about the states which did not
provide the data on poultry and commercial poultry separately. The Chairman TCD
observed these two data were obtained from two distinctly different sources where
schedules and interpretations also stand differently. Hence, all states need to be
pursued to provide the information separately so as to improve the quality of data.
TCD was also informed about the non-reporting of meat production from certain
category of animals as per the format. TCD advised the states to endorse the reasons
for non-reporting of meat production from those categories of animals as prescribed
in the format.
The estimates of wool production is captured under three categories namely Ram,
ewe or lamb. But TCD observed that some of the states do not report the data

according to their production from these three groups. TCD advised the States to
make efforts to report the data as per the instructions as the yield rate from the
three categories varies. However, for those states such as Tamil Nadu where the
production is very miniscule then the sampling process may be constrained to arrive
at a combined estimate in order to save time for collection of data.
The estimated production of milk, egg, meat and wool for the past three years
including the year 2014-15 was placed before TCD. The TCD was appraised on the
consistency of the figures during the past three years and highlighted the larger
variation in the estimates of 2014-15 as compared to the preceding year.
The important recommendations on each category of livestock products-are as
follows:
o Milk
The committee has sought clarification from Madhya Pradesh,
Rajasthan and Mizoram for the larger variation in the estimates of
2014-15 as compared to the previous year. These states while
agreeing to their data explained the reasons for variation. These
States have conveyed their justification while pointing out various
initiatives and new schemes/programmes that are undertaken during
the past 3-4 years in order to improve the milk production. However,
many other states found it difficult to accept the increase in
production and thus the committee made a considered opinion to
accept the production estimates of these states and advised to make
a study subsequently on the production pattern of these states

including the state of Nagaland where there was over 6% decline in
milk production as compared to previous year.
The regional variation in the average yield rate of various categories
of animals was presented before TCD. However, TCD could not find it
useful unless there is comparable data of preceding years. Thus, TCD
advised to make comparative analyses of the yield rates for the past
three years in future.
The reduction in milk production in case of Delhi was accepted by the
members.
The States/UTs which have revised their estimates at a later stage
were requested to provide their estimates and to be incorporated
appropriately by AHS Division in estimated production of 2014-15.
o Egg
The production estimates of egg for the past three years were
presented before the committee. The variation as compared to
previous year was also presented. TCD observed larger variation in
egg production in case of Uttar- Pradesh, Rajasthan, Tamil Nadu and
Madhya Pradesh. The States have justified the increase due to
increase in the number of layer birds as per 19th Livestock Census.
TCD accepted the justification.
The State of Odisha has justified that they have experienced natural
calamities and hence the production of egg declined in their state
considerably as compared to previous year. TCD accepted the
justification.

The regional variation in the average yield rate of egg (No. of eggs laid
per bird per annum) was presented before TCD. However, TCD could
not find it useful unless there were comparable analyses with
proceeding years. Thus, the TCD advised AHS Division to make
comparative analyses of the yield rates for the past three years.
o Meat
The production estimates of meat for the past three years were
presented before the committee. The variation as compared to
previous year was also presented. The data in respect of Manipur was
largely varied as compared to previous year. The state has informed
that they have submitted the revised estimates. Accordingly, TCD
advised AHS Division to appropriately consider their revised
estimates.
The decline in meat production in respect of Delhi was accepted. But
TCD has expressed its concern of non-reporting of data from butchers
and other agencies as there was large number of such entities
operating in Delhi. TCD advised the UT to take the matter with higher
authorities in order to improve the system of collection of data.
TCD has further observed larger variation in yield rates of meat within
a particular region. The States were advised to have regular checks on
the yield rates while furnishing their estimated production.
o Wool
The production estimates of wool for the past three years were
presented before the committee. The variation as compared to

previous year was also presented. TCD observed the considerable
decline in production of wool in Rajasthan, Maharashtra and Punjab.
As per the justification given by the States, the reason was due to
decline in sheep population in the latest census. The justification was
accepted by TCD.
The regional variation in the yield rate of wool from Ram/ewe/lamb
was also discussed.
o The seasonal variation in the production estimates were presented before
the committee. There were higher fluctuation in seasonal data in respect of
some of States. The States were advised to give their written clarification on
the seasonal variation.
The production estimates for 2014-15 is placed as Annexure-I incorporating revised data
submitted by States/UTs in the light of suggestion/acceptance of TCD.
AGENDA.3: PHYSICAL TARGET FOR PRODUCTION OF MILK, EGG, MEAT AND WOOL FOR THE YEAR 2015-16.
The Director (AHS) presented the agenda and informed that the physical targets set by the
states for the year 2015-16 have been compared with their actual achievement for 2014-15
so as to have an idea on the probable growth rate for 2015-16.
The Adviser (Stat) shared his concern for very higher targets set by many states. He sought
justification from the states for fixing abnormal targets as well as lowering the targets with
respect to the achievement made by the State during the current year.
The Chairman, TCD stated that the aggregate of National growth will vary due to the
abnormal target which is questionable at parliamentary level issues. He called for

justification from the States having abnormal positive and negative growth. Many States
conveyed their justification in fixing very higher targets as compared to their achievement in
2014-15 and many states have assured furnishing revised targets.
The state-wise Physical Target for 2015-16 is placed as Annexure-III Incorporating revised
target submitted by the States/UTs rationalising as normal targets:
AGENDA-4: DATA ON INSTRASTRUCTURE AND ARTIFICIAL INSEMINATION:
The Director (AHS) presented the agenda while showing the status of receipt of data on
infrastructure and Artificial Insemination. He listed the names of the States which were not
provided data. The Secretary (Karnataka) suggested adopting more analytical oriented
approach in such kind of data instead of using the forum for merely taking the stock of non-
reporting of data. The Director (AHS) commented that these data were compiled not as part
of Integrated Sample Survey but based on administrative return being collected and
complied on monthly basis by the states themselves and used by GoI for policy formulation
purposes including for answering parliament questions.
The Adviser (Stat) informed that the first thing is to see the veracity of the information
furnished by the state in order to improve the quality of reporting of data and he requested
all the States/UTs to collect the information as monthly return on regular basis as per the
extant instructions of GoI.
After detailed discussions, TCD finally recommended giving more thrust on assessment of
required infrastructure based on the existing livestock resources so as to identify the gaps in
the animal husbandry infrastructure across the country.

AGENDA-5: DISCUSSION ON DATA OF CONSUMPTIONS OF FEED AND FODDER AND
UTILIZATION PATTERN OF MILK, EGG AND DUNG.
While presenting the agenda, The Director (AHS) shared status of submission of data as well
as its current importance. The Adviser (Stat) briefly mentioned the changes made in the
schedule to capture production of green fodder through production approach and dry fodder
& concentrate (mineral mixture) etc. through consumption approach. He further conveyed
the States to give importance to these columns in the schedule while collecting the data in
current round of survey.
The Chairman TCD pointed out that canvassing schedules are the backbone of the data and
reality check has to be made for improving the quality of statistical data especially
considering the parameters such as green fodder, dry fodder and concentrate in terms of
inputs for GDP/GVA calculation.
Dr. Venkateshwarulu, Director Telangana stated that grazing is the most important source of
animal feeding, a farmer is well knowledgeable and he knows how to allocate various
resources among various types of animals to produce high yield and thus there may not be
much problems in collecting the data on green fodder, dry fodder and concentrate through
consumption approach.
TCD observed that there more number of States have reported the data as compared to
previous years. The States which have not submitted the data have agreed to submit the
data in future. TCD was informed that the data presented were compiled for one parameter
namely “in-milk” animals and will be estimated separately.
Mrs Nitika Gupta, Director, NSSO, Agriculture Wing briefed the processes of crop cutting
experiments and the role of NSSO in this regular survey whereby the crop production
statistics are being collected and compiled. She further added that NSSO is also keen to

consider expanding the scope of this survey by capturing the fodder production especially
the production of dry fodder.
Dr. Jignesh Shah and Dr T N Datta, NDDB have shared their experiences in the processes of
compilation and utilisation of milk. They have informed that NDDB compiles and calculates
the utilisation rate based on the ISS data which will be very much useful. The Director (AHS)
made a request to share the complied data from NDDB.
The Adviser (Stat) commented that the analysis of data on utilisation of milk, egg etc. will be
clear only when the same is compared with the production at household level. However, the
analysis provides average consumption and utilisation of milk at National Level.
After detailed discussions TCD recommended adding more parameters such as yield rate,
weight etc. with the data of consumption of feed & fodder in order to have fruitful analysis
on the subject. For data on utilisation, TCD recommended to compile the data with average
production of milk per household especially from cattle and buffaloes.
AGENDA-6: DEVELOPMENT OF WEB ENABLED SOFTWARE FOR DATA ENTRY OF MLP DATA
A brief outline on the proposed project on the development of web enabled software for
Integrated Sample Survey was presented before TCD.
The Adviser (Stat) further elaborated the agenda by explaining each component proposed to
be included in the project. He mentioned that the project is proposed to be implemented in
three phases starting from data entry stage to report generation stages.

The Director, Telangana, suggested having separate phase for data validation and their
modules as validation is very important aspect of development of any data base
management system.
The Chairman TCD has shared the successful implementation of computerisation of data
collected under CPI (Urban) by CSO and told that the idea of online transmission of data is
always better to derive quick results. DG further commented that there is a need for
thorough assessment on the functional capacity of the local internet connectivity before the
project is being implemented across the country. He further added that there needs to be
an offline mode of entering the data in case there is a fault in the internet connectivity so as
to enable the states to upload data in online mode. He also stressed the need of
incorporating more validation checks at various stages and to have access restrictions at
appropriate levels.
The Animal Husbandry Commissioner, GOI strongly recommended that this web enabled
software should be made functional during this year itself for immediate implementation.
Further, he stated that training also to be imparted to the concerned before launching.
The Director, Telangana further requested for dash-board type of software to access for
more visual and graphical analyses of data.
After detailed discussions, TCD finally recommended to place such a system and advised the
Division to identify financial resources and pursue at appropriate levels for the quick
inception of the project.

AGENDA-7: REFERESHER TRAINING COURSES AND SPECIAL STUDIES UNDER ISS SCHEME
FOR ITS METHODOLOGY.
The status of trainings conducted and proposed to be conducted was presented before TCD.
The Animal Husbandry Commissioner, GoI observed that the Division need to maintain the
information on the follow-up trainings being organised by the States as these trainings may
be considered as Training of Trainers (Trainers Training).
After discussions TCD recommended continuing such training programmes and renaming
the programme as training of trainers so that states will further hold the trainings at State
level itself.
As regards to study, The Adviser (Stats) stated that the cost of milk production study had
already been completed and the final report was prepared by NDRI. He added that this
study was limited to around 8-9 States and can be shared with NDDB for their use shortly.
AGENDA-8: REVIEW OF THE SALARY COMPONENT AND RESTURUCTING OF POSTS:
The existing salary structure under ISS scheme was presented before TCD. TCD was also
appraised on the shortfall of staff under the scheme.
The Adviser (Stat) suggested considering recruitment of contractual enumerators by the
States against the existing vacancies. He also shared and suggested alternative mechanisms
of providing honorarium for ISS work in line with that of Livestock Census while mentioning
about the shortage of human resources as well as insufficient financial allocations made
under the scheme. Many states have raised concerns on the rate of honorarium suggested
and most of the states have agreed on adopting contractual outsourcing system.

TCD was informed about the difficulties being faced by the Division while reconciling the
posts sanctioned and in position in various States. The Director (AHS) informed that the
states adopt varying designations for different posts and there is no uniformity in the
nomenclature of the posts and hence the Division many a time face difficulty while justifying
the posts for financial sanction.
After detailed discussions Chairman TCD advised all the states to report the staff position
against the existing staff structure and also indicate the number in position as well the
designation adopted by the States by observing the equivalency of those posts with the
sanctioned posts under the scheme.
The Animal Husbandry Commissioner, GoI & Co-Chairman of TCD also stressed upon the
issue to clearly mention the job chart and equivalency of the designation in the interest of
work.
TCD also recommended to fill up vacant posts through outsourcing (Contract basis) on
honorarium basis and will be supported by GoI as per existing sharing pattern under the
scheme.
AGENDA-9: DISCUSSION ON IMPLEMENTATION OF REVISED SCHEDULE AND REVISED
METHODOLOGY.
While presenting the agenda, States/UTs were requested to raise their queries or difficulties
if any in implementation of revised methodology of ISS that has commenced from
01.03.2015. There were no major observations or comments or queries from States/UTs on
the issue.

The Chairman TCD requested cooperation of all States/UTs and urged them to make sincere
efforts for implementing the new schedules successfully.
Dr. T N Datta GM, NDDB, Anand, Gujarat appreciated the efforts of AHS Division in
organizing the TCD meeting at an early stage in the month of June and also commended on
the discussions. He congratulated the TCD and the Adviser (Stat) and his team for adopting
different approach in TCD 2015.
Shri Ashish Kumar, DG CSO and Chairman TCD, while concluding the two days discussions,
observed certain positive changes in the conduct of TCD and certain improvements in the
reporting system. However, he felt the need for further improvement in data quality and
suggested adopting the online method of data entry system as proposed for better
integration and quick releases of data.
