I would like to congratulate all the members of the Digicel Foundation Board, and ourDigicel staff, for the tremendous work that has been achieved over the past two years.This second annual report of the Digicel Foundation is a wonderful record of how theFoundation is continuing to play a positive role in people’s lives.

I am proud to announce that even at this early stage of the Foundation’s life span, atotal of US$7 million (JA$443,426,200) has been allocated to drive sustainable development in Jamaica and across the region, setting new standards in socialinvestment that I hope will challenge other organizations to improve upon.

At Digicel we believe that innovation distinguishes a leader from a follower. 2006 hasbeen a year of significant milestones as Digicel celebrated the fifth anniversary of itsinaugural launch in Jamaica. Over the past five years, I am proud to say that Digicelhas continually challenged itself to be an innovator in every aspect of its business. Inits drive to build a seamless Pan Caribbean network connecting 20 markets, it has

played a leading role in helping to bridge the technologydivide between Caribbean nations.

Similarly the Digicel Foundation is a first of its kind inthe region. One of its unique characteristics is that it isalmost entirely comprised of Digicel staff members.I want to take this opportunity to acknowledge themany Digicel employees who volunteer their time towork in our communities, promoting values of respect,confidence, hard work, honesty, communication andresponsibility.

With Digicel’s expansion into many new markets suchas Trinidad and Tobago, Haiti and Guyana, we lookforward to replicating the exemplary track record set by the Board and staff of the Digicel Foundation, in ensuring that as Digicel grows, our communities growwith us.

The first two years in the life of the DigicelFoundation have gone by so quickly. It seemedlike only yesterday, we began this journey of volunteerism with the Hurricane Ivan NationalRecovery Effort, followed by our first communityproject at Lakes Pen in St. Catherine whichinvolved the rebuilding of Lakes’ Pen BasicSchool in a record time of 6 weeks.

Since that time our ongoing partnership with communities has seen us steadily building,rebuilding, expanding and enriching educationalinstitutions from the basic school to the universitylevel. Along the way we have been able toenhance opportunities for social developmentand environmental sustainability.

At the end of March 2006, we had completedtwelve projects and eleven were in progress.During 2004/2005, our projects embraced fourparishes, but during 2005/2006 our involvementincreased to 9 parishes.

Among the projects that sprang to life through our joint venture endeavours were the expansion and refurbishing of the Ascot Primary SchoolGuidance Counselling Unit in St. Catherine, the establishment of a Computer Centre andPhysiotherapy Unit for the physically and mentally challenged youth at Widow’s Mite,Mustard Seed Project in Murray Mount, St. Annand the upgrading of the Sports and Irrigationfacilities at St. Elizabeth Technical High School.

We continue to support the Digicel Foundation UWIChair in Telecommunications Policy and Management,which we established a year ago to provide high qualitytraining opportunities for the telecommunications industry.

Emphasis continues to be made by the Foundation oncareful fiscal management, staff and communityinvolvement and the relevance of projects to the genuineneeds of communities.

I want to reaffirm the commitment of the DigicelFoundation to the principle of giving back to the people.

The Digicel Foundation regards its involvement in community activities during 2005/2006 as another important step in our vision and objectives for fuelling thephilanthropic spirit for the development of this nation andthe region.

The activities we have implemented represent innovativeand caring thought, positive partnership, hard work andlife changing interventions for thousands in our communities.

Sincere commendation tothe Patron of the DigicelFoundation Denis O’Brien,the DigicelFoundation Boardand the Administrator EleenRankine for an excellentyear’s work.

I would also like to congratulate the Board ofDirectors of the Digicel Foundation, for anexceptional second year. The personal commitmentand involvement of the team have been just asvital as the financial and technical input, for theorganization’s work.

I am touched and inspired by the partnershipswe at the Digicel Foundation have forged, the people we have assisted in achievingempowerment and the lives that havetouched our lives during our second year ofoperation.

With expanded outreach into practically everyaspect of Jamaican community life, theDigicel Foundation has performed so effec-tively that it has gained widespread nationalrespect, including honours from the UWI andpraise in the editorial columns of the nationalmedia.

Our most valued feedback, however, is theever-increasing evidence that the projectsand programmes we support are making apositive difference in the lives of Jamaicansand other Caribbean people. We are pleasedto implement projects which promote whole-some recreation in economically challengedneighbourhoods, assist the less fortunate and

help in overcoming barriers which traditionallyimpede the development of youth with disabilities.Among my recollections of the past year isthe joy of listening to the students with visualdisabilities share their vision for the future, aswe broke ground for the UWI Lions ResourceCentre for Students with Disabilities. Also,sharing my own nostalgic memories of HopeGardens and listening to others share theirs,as we launched the restoration effort for thathistoric attraction.

During 2005/2006 the Foundation expendedapproximately J$54,943,224 (US$867,343)on projects and donations. I commend thecommunities and partner organizations forinviting us to share with them. It is our delightto bring opportunity and advancement to thecommunities we serve. We admire the creativityand energy residents put into their teamworkwith us.

BOLD MOVES TO BOOST EDUCATION SECTOR

In keeping with its commitment to create community-driven educationalopportunities, Digicel Foundation partnered with several communities andorganizations during 2005/2006 to improve and expand the infrastructure ofexisting educational facilities as well as construct new facilities.

MAYFIELD ALL AGE SCHOOL

When Hurricane Ivan caused devastation to Jamaica in 2004, it not only took with it the roofs of some ofthe classrooms at Mayfield All Age School in St Elizabeth, but destroyed over J$500,000 (US$ 7,893) worthof textbooks and teachers’ guides.

Through funds donated by the Digicel staff members, the Foundation stepped in to address the major hurdlefacing Mayfield All –Age School - the purchase of much needed school books and supplies in time for thestart of the 2005/2006 school year. On 26 August 2005, the Foundation, together with Sangster’s Book

Stores handed over items which included atlases, dictionaries, textbooks,mathematical aids and world maps among other things.

UWI LION’S RESOURCE CENTRE

The Digicel Foundation this year has committed J$5 million (US$78,931) towardsthe construction of the UWI Lion’s Resource Centre for Students with Disabilities,thereby becoming the largest single donor to the project that was spearheaded bythe Lion’s Club of Mona and the UWI Development and Endowment Fund.

Hailing the construction of the facility as a milestone of the region’s development,Harry Smith, Chairman of the Digicel Foundation, noted during the groundbreakingceremony on 30 August 2005, ‘The construction of this centre will ensure the development of the Caribbean people to their fullest potential, regardless of theirphysical or mental challenges. This is what region building is all about.’

The Resource Centre will comprise a two story building with the first level equipped with sound proof rooms, readingand exam classrooms, restroom and recreational facilities. The second level will be an assessment and counsellingroom specifically geared to help students with learning disabilities. The Centre is currently under construction.

DIGICEL FOUNDATION TPM CHAIR

The Digicel Foundation Chair in TelecommunicationsPolicy and Management (TPM) was establishedin April 2005. The UWI appointed Dr. HopetonDunn as the Director of the programme at theMona School of Business, to oversee and teachthe course which will be offered to students atboth undergraduate and postgraduate levels.The goal of the programme is to enhance education, understanding and excellence inthe telecommunications industry. The DigicelFoundation Chair is the most extensively fundedChair at the UWI.

FERNCOURT HIGH SCHOOL

This project centered around the construction ofan audio visual centre and reading room for thebenefit of the students with learning disabilities.The new facility boasts special features that willassist in the learning process for students withspecial literacy needs, including a multi-purposeprojector, computers and audio equipment for bothteachers and pupils. Ferncourt High School issituated in the parish of St. Ann.

MONTPELIER BASIC SCHOOL

This is an exciting project undertaken jointly bythe Digicel Foundation, the ManchesterCommunity of Montpelier and Jamaica SocialInvestment Fund (JSIF). The three groups willconstruct a basic school for the children of thearea. The school will also serve as a meetingplace for the people of the community.

FAITH CHRISTIAN FELLOWSHIPBASIC SCHOOL

The Digicel Foundation has enhanced thefacilities at Faith Christian Fellowship BasicSchool in St. Ann.

The highlights of that upgrading included: re-roofing and tiling the sanitary facilities, puttingin place a covered corridor to link the classrooms tothe main school building, creating an outdoorplay-area, erecting recreational equipment andensuring the safety of the school and its pupilsby erecting a perimeter fence.

BAILEY’S BASIC SCHOOL

Bailey’s Basic School in the Kingston inner-citycommunity of Riverton Meadows has a chronicshortage of recreational area for its students.Over the years the children of this pre-schoolfacility have had to play inside the classroomsowing to the lack of an outside play area. Theneed for a proper play area has become evenmore pronounced with the Ministry of Education’snew guidelines stating that all early childhoodfacilities should have a designated area for outdoorplay equipment.

Another challenge for the school is the absenceof proper partitions between classrooms.Currently blackboards act as divisions betweenclassrooms, which negatively affects the concentration of students and results inreduced control by teachers. The DigicelFoundation is currently addressing the needs ofthis institution through a rehabilitation project,which will include the erection of partitionsbetween the three classrooms as well as theinstallation of a play area and equipment.

PORTMORE LANE YOUTH ADVANCEMENT CENTRE

The children of Portmore Lane in St Catherineare the beneficiaries of a joint venture initiativebetween the Covenant Community Church andthe Foundation. Work to the value of J$2.5 million(US$39,465) is underway to refurbish and equiptwo trailers, which will be used as a homeworkcentre for the students of Portmore Lane.

Special mention must be made of a member of our Digicel staff, Leon Atkins, who devotes hisspare time to the centre to assist the youth withtheir homework and other school related activities.

ALLMAN HILL PRIMARY & JUNIOR HIGHSCHOOL

An exiting initiative is underway at Allman HillPrimary & Junior High School in St Andrew,where the Digicel Foundation has joined forceswith the Kiwanis Club of Stony Hill and theschool community to construct a Reading andResource Centre. The two-room facility will providestudents with a fun, stimulating and ‘high tech’way to improve their literacy skills.

DIGICEL FOUNDATION - FORGINGCULTURAL CONNECTIONSThe Digicel Foundation has been joining hands and hearts withthe community to nurture the island’s cultural values and traditions.

ST. ELIZABETH TECHNICAL HIGH SCHOOL

St Elizabeth Technical High School (STETHS), whichwas built in the early 1960’s, boasts a strong traditionin sports, agriculture and science. The DigicelFoundation is partnering with the STETHS communityto upgrade and expand the school’s sporting facilities,and the water irrigation system for the farm operatedby the school.

During the first phase of the J$9 million (US$142,076)expansion and renovation project, an old well wasrenovated. Other work in progress includes recon-structing the pavilion devastated during HurricaneIvan, refurbishing changing rooms, resurfacing thetrack and field areas, repairing the bleachers stand,creating additional dormitory rooms and re-roofing thegrandstand. Work is also to be carried out on theschool’s tuck shop.

On 3 March 2006 the Foundation joined with residentsof the community, staff, students and past students fora Sports and Work Day at STETHS. Painting, installationof new doors and other beautification gave the schoola much needed facelift. Torrential rain on the day didnot put a dampener on the spirits of the volunteers orsports activities. In fact, the event saw the DigicelNetballers beating the STETHS teachers 13-5 in a netball match. However, the Digicel Cricket Team (132for 3 in 12 overs) lost to the STETHS students (163 for5 in 15 overs).

HAYES PRIMARY & JUNIOR HIGH SCHOOL

The students of the Hayes Primary and Junior High School in Clarendon arenow equipped to attain the highest skills training in Industrial Techniques andWoodwork, thanks to the Digicel Foundation.

The Foundation donated equipment and renovated a woodwork classroom forthe school. The power saws, other heavy duty tools and equipment donated tothe school will aid it in producing high quality products for its own furnitureneeds, as well as those of neighbouring educational institutions.

UWI PRINCIPAL’S AWARD

The Digicel Foundation’s ongoing dedicated work in the field of education hascaught the attention of the University of the West Indies. During January 2006,the Foundation was presented with the UWI Principal’s Award, in recognitionof its significant contribution to research, teaching and human resource development in Telecommunications Policy and Management.

This award follows the establishment of the Digicel Foundation Chair inTelecommunications Policy and Management at the UWI Mona Campus inApril 2005. The Chair in Telecommunications Policy and Management involvesboth teaching and research and is among the first of its kind dedicated to policy analysis, new technologies and capacity building.

CULTURAL ENRICHMENT

Community workdays and launch ceremonies hosted by the Foundation continue to include a vast array of cultural events. All events showcase cultural performances by members of the targeted communities, including traditional and contemporary dances, dramatic presentations, songs andpoems – always guaranteed to be entertaining and always fun to watch!

SPEARHEADINGCOMMUNITYDEVELOPMENT

On May 16 2005, the Digicel Foundation presented a commitment of J$6 million(US$94,717) in matching funds to the StellaMaris Foundation on Grants Pen Road in StAndrew, towards the purchase of the buildingwhich houses its skills training and childcarefacilities, and ensuring its long term sustainabilityand security.

Denis O’Brien, Patron of the DigicelFoundation, who handed over the commitmentcheque stressed the Foundation’s dedication toencouraging self-reliance and communitydevelopment through education and socialprojects. He declared during the Site Tour andHanding-Over Ceremony, “We are delighted tobecome involved with the Stella MarisFoundation which is one of the best examplesof a community centre and its relevance to thecommunity. We are honoured to be your partnersin this project.”

Among the skills training projects ongoing at the Stella Maris Foundation are woodwork,computing, sewing and papier-maché manufacture.

ASCOT PRIMARY SCHOOL

The Digicel Foundation has constructed and refurbished the guidance counselling facilities at Ascot Primary School in GreaterPortmore, St. Catherine. The improvementincluded tiling, repainting and equipping aclassroom as well as installing ceiling fans andwhite boards. This classroom serves only as acounselling unit. An office was also constructedfor the Guidance Counsellor, to allow for moreprivacy for individual parents and students tobenefit from counselling.

The Digicel Foundation officially handedover the new look guidance counselling facilities on September 26, 2005. “Thestudents are now more eager and happierto come to the guidance counselling unitfor their weekly sessions,” reports ClaudiaScott, Guidance Counsellor at AscotPrimary, while promising that the schoolwould make optimal use of the facilities.

METEOROLOGICAL SERVICE

The island’s Meteorological Services are atoptimal surveillance strength, following a multi-million dollar equipping and rehabilitationof its weather, rainfall and meteorological stations by the Digicel Foundation.

The J$5 Million (US$78,931) upgrading of theMeteorological Services by the DigicelFoundation was financed from a J$200 Million(US$3,157,233) donation which the Foundationmade to Jamaica’s National Hurricane RecoveryProgramme, in the aftermath of Hurricane Ivan.The money was routed through the Office ofNational Reconstruction (ONR).

The Digicel Foundation has been joining forces and spearheading community involvement and development through numerous projects and activities over the last two years.

STELLA MARIS PROJECT

The improved facilities were officially handed overto the Meteorological Services by DigicelFoundation on March 22, 2006 (2 1/2 months priorto the start of the Hurricane Season), during anOfficial Tour of the Meteorological Station at theNorman Manley International Airport in Kingston.The ceremony came on the eve of the celebrationof World Meteorological Day which was held underthe theme ‘Preventing and Mitigating NaturalDisasters’ .

HEART FOUNDATION

The Digicel Foundation has given a much needed boost to the equipment and training facilities of theHeart Foundation of Jamaica bydonating in excess of J$380,000(US$6,000) to the EmergencyCardiac Care Programme. Thecheque was handed over on 10 April2006 during a special PresentationCeremony at the Heart Foundationoffices.

The Cardiac Care Programme is an advanced project designed to traindoctors, nurses and allied profession-als in the immediate care of cardiac patients. Part of the donationwent towards the purchase of a heartdisplay mannequin used for training inbreathing and chest compressiontechniques. This mannequin comesequipped with a meter to detect skill ofaction and a heart rhythm generatorto simulate abnormal heart rates.

WIDOW’S MITE

Life changed dramatically for the children andadults of the rural community of Murray Mountin St. Ann. They no longer have to travel 17miles to Brown’s Town to gain access to acomputer station and Internet. DigicelFoundation teamed up with the Widow’s MiteMustard Seed Project in that community toconstruct a Computer Training Centre/Internet Café.

The Foundation has also constructed a physiotherapy unit for the physically and mentally challenged children at the Home runby the Widow’s Mite project. The constructionof both buildings was completed and presented to the community during May 2006 Child Month.

NATIONAL CHILDREN’S HOME

The Digicel Foundation is anxious to bringbrighter days to scores of young childrenunder 18 years of age who call the NationalChildren’s Home in St Andrew their home.Together with the Inner Wheel Club ofKingston and caregivers at the Home, theFoundation is upgrading and improving thefacility. The overhaul is to include an upgradeof the boys’ facilities, kitchen and library.
