A dignified final resting place;this is the outcome of the up-grade at the Kuils River Ceme-tery where more than R2,2 mil-lion has been spent in ensuringthis facility is in tip-top condi-tion.
The City of Cape Town’s CityParks department has undertakenthis upgrading, featuring internaland external improvements to thefacility.Tandeka Gqada, councillor and
mayco member for communityservices of the city said the upgradeproject that started three years agois nearing completion.TygerBurger reported on one of
the major improvements done inJuly 2010, when the old brick wallwas replaced. Due to heavy trafficflow in Van Riebeeck, the wall hadcollapsed numerous times.This wall has now been replaced
with a green palisade fence.Other upgrades include the new-
ly created parking area, ablution fa-cilities, the new improved main en-trance gate and landscaping in and
around the facility.“Negotiations are also under way
for the extension of the cemetery,which the new parking facility willsupport,” said Gqada.Thus far, improvements made
this year alone amount to R1,2 mil-lion, with the addition of R900 000allocated for the 2013/14 financialyear for further improvements.As the current burial spaces are
almost full, these monies will be al-located to the extension of the ceme-tery.Gqada said: “We are well on our
way to developing this cemetery as
a flagship facility, where residentscan visit their departed loved onesin a safe and peaceful environ-ment.”City Parks has invested substan-
tial funding in the upgrade over thepast three years in order to improvethe cemetery’s appearance and re-store it to its rightful condition asa place of dignity.Steven Vuba, councillor and
chairperson of Subcouncil 21, inwhich the cemetery falls, is im-pressed with the upgrade.“In my capacity as chairperson I
must applaud the efforts of the de-
partment – they really did theirhomework as to what needed to bedone.“I am fully supportive of what
they have done thus far and thereis still a portion of land which willbe earmarked to increase the burialcapacity,” he said.Money has already been set aside
to fund this extension.“Culturally a cemetery should be
respected like one of the heritagesites and we need to restore the dig-nity of thosewhohave passed away.Burial sites should be dignified andrespectable,” he added.

In a time when the controver-sial issue of school closureshad tempers flaring in theWestern Cape, the opening ofa new school brings hope forparents from Kuils River.
TheRouxville Primary School,located on the premises of theMetro East EducationDistrict of-fices on Nooiensfontein Road,opened its doors earlier thisyear.The staff, consisting of six
teachers, one principal and threesupport staff are entrusted withthe education of the learners ofRouxville Primary. Learners areaccommodated in Grades R to 3.PaddyAttwell, head of commu-
nications for the Western CapeEducation Department (WCED)said the school opened in Janu-ary this year.The school currently accom-
modates 169 learners and is anEnglish-medium school. Attwellsays: “The department decided toopen the school because of pres-sure on existing schools in the ar-ea and tomeet increased demandfor English-medium schooling.”Temporarily the school is be-
ing operated from six mobileclassrooms and Attwell sayslearners hail from Kuils Riverand consist of an integratedgroup.Preparation for the school was
started last yearwhen thedepart-ment appointed contractors to in-stall themobile classrooms at theschool.“The department plans to in-
stall more mobile classrooms asrequired while trying to secure a
site for a permanent school,” saidAttwell.Attwell also confirmed ru-
mours that the department is in-vestigating the feasibility ofopening a new high school inJanuary 2013 also in the MetroEast Education District.Acting principal of the school,
Serina Daniels says the school isbusy and in full swing. She saystheir registration for next yearhas doubled and the school is al-ready busy with many excitingprogrammes.They also participated in the
Health Promotion Week schoolsprogramme and won secondplace for their project for theMetro East Education District.“We are very proud of this, we
are not even open for long, it’s agreat achievement for us,” shesaid.The Grade 3 classes (who are
the seniors at the school) have al-so started a vegetable gardenproject at the school.Daniels says their plans in-
clude initiatingmore extramuralactivities at the school. Current-ly they have mini-netball, mini-rugby and a school choir. Grade3 prefects were also elected anda head boy and head girl are lead-ing the team.Another highlight for the
school is the end-of-year concertthey are already rehearsing for.One of the parents whose child
is enrolled at the school, WendyOctober, is very optimistic aboutthe school.“I am very happy with the
school. It is a really good schooland I will recommend this schoolto parents to enrol their childrenhere.”

Executive mayor of the City of CapeTown Patricia de Lille has come outstrongly against the ongoing threatsof gangsterism in communities.
In a statement issued last week shesaid:Some of our communities face seri-
ous challenges. Many of them relate tohistorical patterns of structural in-equality. Some of them concern a pastdominated by a lack of opportunities.Still more are the consequence of socialand economic disconnection.In asmuch as these are universal pro-
blems that are not unique to our count-ry, our particular history provides ad-ditional complications.As a city working towards unity in
our diversity, they affect us all. The Op-portunityCity; theSafeCity; theCaringCity; the Inclusive City; and the Well-runCity. These are the five pillars uponwhich we are building the future – forthe whole of Cape Town.Guided by these principles, we must
allocate resources for the kind of socialredress that can provide a more lastingreconciliation. Wemust interrogate thesocial problems holding communitiesback. But we must also interrogate allof the factors that combine to underminecommunities.We knowabout social, economic andhisto-
ric problems. But this government believesin the power of individuals; the agency of pe-ople to change their own lives.That iswhywebelieve in the power of soci-
al change, where individuals take it uponthemselves to live with dignity and respect.The power of the individual motivated to
act is the power to change theworld inwhichwe live.On Saturday we hosted a march in Mit-
chells Plain to say that wewill retake owner-
ship of our communities and put those indi-viduals who would destroy it with their cri-minal enterprises on notice that Cape Townbelongs to us and our children, not them.We know that the problems in some of our
communities are amix of the historic, social,economic and the criminal. We know that toconfront these issues,wemust have a ‘Wholeof Society’ approachandwemust apply abat-tery of resources, from social to financial in-terventions.But where crime occurs, we must restore
safety and order first, otherwise all of ourother careful developmental initiatives will,
inevitably, be severely handicapped.This is our approach in the City of Ca-
pe Town to fight drugs and gangsterism.But we need partners in order to suc-ceed.As good as our Drug and Gang Units
are in the Metro Police – and they arethe best in the country – they have thelimitations of a municipal police force.What these communities additionallyrequire on the direct crime-fightingfront is the intervention of the South Af-rican Police Service (SAPS).It is the SAPS that has the ability to
investigate extensive criminal net-works beyond municipal borders andthat has the powers of arrest that canlead to theprosecutions thatwill removethese criminals from our streets.Today, I ammeeting with General Ar-
no Lamoer, provincial commissioner ofthe SAPS, to discuss matters relating tocriminal disruptions in this city. Thosedisruptions range from thosewhomightbe using protest as a device to disruptthe government of this city away fromthe ballot box, to the actions of criminalsripping our communities apart to distri-bute drugs.But the SAPS and the Metro Police
cannot fight this problem alone.We alsoneed social interventions and social actions.That is why, tomorrow, we will be marchingas communities who are united to achievechange.Together, we will show that the problems
of our society can be addressed. The structu-ral problems of social and economic inequa-lity are being tackled through resource-allo-cation, redress, time and dedication.But the problem of those whose crimes
block all of our other interventions will bemet by individuals who want our communi-ties to prosper and thrive, free of gangstersand drugs.

Rhonda Savage-Julie has embarked on aninitiative for Capetonians to “discover” eachother on what she calls her Koesiester Safaritours on the Cape Flats.
She pointed out that while the new SouthAfrica has been in existence for the past 18years, there were still many people who havenot discovered some secrets that were hid-den from them during apartheid years.
“I realised that for some people our divid-ed past still played a big role in people’s per-ceptions of the so-called non-white areas ofthe past,” she says.
“With these tours they get the chance tomeet ordinary families who will share theirstories of life, and most importantly get ataste of the flavours of cooking in these fami-lies.”
Savage-Julie invitedTygerBurger to oneofher tours in Athlone, and while it was a ma-jor happy hunting ground for me in myyouth, it still remains a vibrant and vital
community.She explained that many people do not re-
alise the legacy of this suburb.“People on this tour have been surprised
athowmuch there is to the storyofAthlone,”she continued.
“While the rich cultural side has producedits share of poets, writers and musicians,there is the aspect of young fighters for free-dom that came from this area, and their sto-ry is part of these tours.
“We also take people to the churches andschools in the area when it is possible, be-cause these organisations also have theirpart in the history of the area.
“When it comes to the real flavours of theCape Flats the food is always interesting andwe can tailor our tours to include a varietyof tastes for the tour.
“Even the difference between the simplekoeksister, and the koesiester, is an impor-tant revelation for many people from otherareas.”

Claire Phillips fans are gettingwhat they want – a new album.
This dynamic singer and guitar-ist made her fans very happy lastweek when she released her new al-bum, By Request, six years after theaward-winning Say My Name wasreleased.At the time thealbumwon theSA-
MA award for the Best R&B/SoulAlbum, and topped the charts onmany radio stations.While her performance schedule
remained hectic there was just no

there,” she admits after a hectic CDsigning session at the launch of theCD in the V&A Waterfront.“I am not signed to any record la-
bel so I had to find the finances forthis recording on my own. It’s beentoughbut the result has beenworth-while.”When she and her band got going
there was no doubt that the classand creativity that was evident onher first album was growing.The fans did not want her to stop.It’s been an exciting journey for
this musician that grew up in Bel-har, attended Parow High School,who started her musical journeydoing covers but soon realised thatthere was a creativity inside herthat she wanted the world to hear.A big part of the excitement that
her music creates is her band thatshe uses for live performances, andshe swears that our local guys andgals are the cream of the crop.“You can hear that these cats

on the album you hear the differ-ence that they make.”Even though Phillips feels that
she has achieved some form of pop-ularity, local radio stations are stillnot doing enough to improve theprofile of local music.“Mymusic is real and honest and
it appeals to young and not soyoung,” she says with a smile.“I grew up listening to such a lot
of music and it comes out in mywriting. This means that there is alarge crossover appeal to manymu-sic lovers.“I think local radio stations are
not paying enough attention toquality local acts. They have thepower to make people aware, butmore attention gets paid to estab-lished international artist.“We must appreciate our local

lers die WP aanstaande maand inRustenburg tydens die nasionaleklubkampioenskapstoernooi salverteenwoordig. Dit is die eerstekeer dat ’n klub in die Tygerberg-streek hierdie eer te beurt val.
Maar hierdie welslae het nie oor-nag plaasgevind nie. Carel Steen-kamp, die klub se voorsitter, sê dithet ná verlede seisoen se paar nael-skraapse nederlae deeglike beplan-ning geverg. En dan voeg Jan Oost-huizen, die klub se hoofafrigter by:
“Midde-in ’n puik struktuur het el-ke individuele speler sy kant ge-bring en ingekoop op die ses pilarewaarop die klub funksioneer: ge-loof, dissipline, fiksheid, gesind-heid, respek en geduld.” Die spelersleef elkeen van hierdie strategieëpligsgetrou uit met die getroue by-woning van die oefeninge, verdui-delik Oosthuizen.
As beplanning en afrigting dievertrekpunt is, kan ’n klub se suk-ses egter steeds nie verseker wordsonder sy spelers nie. En in hierdieopsig is die Durbies, wat met 350 ak-
tiewe spelers spog, besonder gese-end – ten opsigte van talentvolle, so-wel as lojale spelers. So byvoor-beeld het Marius White en WayneThoressen elk al meer as 100 wed-stryde vir die klub se eerste spanuitgedraf (met die inspirerendeWhite meer as 90 keer as kaptein)terwyl manne soos Divan Batt, Mor-né Mennigke, Marius Visser en Ma-rio Ruster ook vinnig op pad nahierdie mylpaal is. Ander staatma-kers in die eerste span is ChristoffJanse van Rensburg, KoppeSchmidlin, Pieter Wium, Liaan

The Goodwood resident furtheradded to that, two more gold medalsachieved in the Special ExhibitionsEvents under Bagua and H-Sing-IForms Divisions.
Li was part of approximately 1 000kung fu athletes who converged onThe Marriot Westchase ConventionCentre in Downtown Houston. Ath-letes from as far afield as Peru, Can-ada, Mexico, Taiwan, Hong Kong,and China competed.
Li was the only South African whorepresented the country.
Competition was tough and sawmany regional, national and evencontinental champions competingat The Legends World Champs.
This was Li’s third World KungFu Championship in which he rep-resented South Africa.
Previous competitions saw him in2006 finish third at The World Tradi-tional Kung Fu Champs in Beijing,China.
He finished second in 2010 at TheWorld Chin Woo Kung Fu Champsin Shanghai, China and now argua-bly his finest performance at aWorld Championship.
