A representative from the City of Cape Town’s parks department informed councillors at the meeting held last week that a suitable piece of land had been identified near the crash site and approved by Metrorail. However, objections to the proposal were raised by a repre- sentative from the city’s department for roads and transport. Naasbestaandes van die tienermeisie issteeds geskok oor die moord – ’n moord wat
volgens familielede gepleeg is vir moetie-doeleindes.

Fears that the plannedmemorial site forthe children who died at the Buttskoplevel crossing might only be resolved
after the release of themanwhowas drivingthe vehicle at the time of the tragic accident,was a concern raised at a council meetinglast week.Majidie Abrahams, the PR councillor,
who raised this concern, was responding toyet another hurdle in the process of finali-sing the matter.His concern came after a roads and trans-
port department representative objected toa proposal by amember of the city parks de-partment who presented council with a pie-ce of land suitable for the memorial.Susan Brice, cemetery coordinator at the
parks department, said the land identifiedwas approved by Metrorail.“As you know we have looked at several
sites in the area, one of those sites is on landowned by Sanral near Brights,” Brice said.The piece of land identified as a possible
site, however, is located at the edge of the
crossing, opposite Sanal’s property.“The land is also the spot where the taxi
came to a halt after being hit by the train,”Brice said.The proposedmemorial wall will be about
six meters long and 1.2 meters high. Theparks department’s plan is to erect 10 con-crete crosses on this wall.“The names of the children can either be
on the cross, or on the side of thewall,”Bricesaid during her presentation.
Proposal welcomedAlthough the proposal was welcomed by
some council members, the department ofroads and transport raised concerns.Dennis de Villiers, manager at the depart-
ment, said a road is planned for the particu-lar site, as well as work to the existing Butt-skop level crossing.“Plus there is a new Eskom power line
that will be in the corridor,” he said.Thus the current location indicated by
Brice cannot be supported by their depart-ment.He suggested that the two departments
meet to discuss the matter further.
Abrahams said they would like to see thematter finalised as soon as possible.“It is not the first time we hear of challen-
ges. Parks first had their issue, then traffic.Now other issues and constraints arise.“It took us 18 months just to sort out the
Sanral issue, but now it’s something else.”He suggested a compromise: that amemo-
rial plaque be erected at the site and a me-morial site established in the graveyard.“My fear is that by the timewe eventually
come toa solution thedriverwill be releasedfrom prison. Let us apply our minds.”Other options for a memorial site, accor-
ding to Brice, include the schools the vic-tims attended, or the city’s parks.Abrahams asked for an extension of no
longer than three months. “By then we canhave a full report on the matter, we cannotkeep the item so open-ended on the agenda,we need a yes or no,” he said.The ten children who passed away are

die GPF nie teen elemente optree nie.
“Die gemeenskap het ook ’n rol om tespeel,” het Unthank bygevoeg.Peter het met trane in sy oë oor sy verlan-

Three armed men escaped with thousandsof rands this Easter weekend after robbingthe KFC take away in Eersteriver.Warrant officer Annacletta Mothoalo,
spokesperson for the Kleinvlei police, said
the three suspects entered the take awayout-let at about 07:00 on Saturday.“The three men went inside the KFC and
ordered breakfast. One was standing at thedoor while two others approached one of the
employees to place an order.“When the employee turned to punch in
the order so that the food could be preparedat the back, one of the guys jumped over thecounter with a firearm and instructed theemployee to open the till.“They took an amount of R10 000 together
with a computer box hard drive and a cellphone,” Mothoalo said.
She said the computer hard drive was ta-ken because of the video footage recordings-and photos that were taken of the incident.According to Motoalo fingerprints were
taken from the scene.A case of armed robberywas opened at the

op die toneel en dit het hulle omtrent 35 mi-nute geneem omdie brand te blus,” het Lay-ne gesê.Niemand is beseer nie.Die oorsaak van die brand, volgens Lay-
ne, word nog ondersoek.

A part of the city’s draft budget proposalcurrently under review is the restructuringof policies suchas relief offered to its poorerresidents.Johan van der Merwe, head of the city’s
finance portfolio committee, said such poli-cies would be administered in the next fis-cal year starting 1 July, provided the provi-sional budget was accepted.“Part of the concept budget is the concept
policy on indigent relief. When the conceptbudget is approved at the end of May, wewill have concrete figures to consider forapproval regarding policy for poverty alle-viation,” he said.“The figures in the draft policy reflect
that which can be revised after public parti-cipation process have been completed, andwill be effective as of the new financial boo-kyear.He said the financial form this “care”
would take, once theprovisional budget andpolicies were accepted, was as follows:
VFree basic services to those with proper-ties valued at less than R400 000.
VFree basic services to those with a grossmonthly household income of R3 500.
VSenior citizens qualify for rates rebatesif their gross monthly household income isless than R12 000 per month.
VInidgent grants provide a 100% rates re-bate, an additional 4,5 kl of water and a free240 litre refuse bin for all households witha gross monthly income of R3 500 or less.
V75% rates rebate for residents with anincome between R3 500 and R4 000.
V50% rates rebates for residents with anincome between R4 000 and R4 500.
V25% rates rebate for residents with anincome between R4 500 and R5 000 for2013/2014.Van der Merwe said in genereal the elec-
tricity tariff blocks apply per calendarmonth and not per purchase. He advisedpre-paid electricity consumers to only pur-chase the necessary amount of energy theyneed in a month.“This will keep the amount paid as low
as possible.”

The matter of whether to grant two liquortraders an extra two trading hours was thetopic of a heated debate at a subcouncil mee-ting last week.The two off-consumption outlets in questi-
on were Jonta’s Liquors situated in Sareptaand the Kuilsrivier Bottle Store situatedalong van Riebeeck Road.The two outlets were both applying for an
extension from 18:00 to 20:00 on their dailyMonday to Saturday tradinghours.After he-ated arguments, both applications were de-nied.Jacob Jacobs, ward councillor for the
area, denied the application submitted byJonta’s citing several concerns, including
noise, traffic congestion and the negativeimpact an liquor store has on the broadercommunity.Jacobs said often people who abuse alco-
hol end up not going to work on Mondaysand as a result lose their jobs.The Kuilsrivier Bottle Store, which was
the next item, was however, granted the ex-tra two trading hours by Jacobs. Hismotiva-tion was that the store is situated in town,andnot a residential area. Bertus vanDalen,DA subcouncil member, was also in favour.The vote by the DA was, however contestedby the ACDP and members of the ANC.The parties wanted to knowwhy extended
trading hours were granted to one, and notthe other. Christians challenged theDA’s de-cision for allowing this extension.He said the party’s decision was based on
race.“We all know that themajority of establis-
hed businesses are owned bywhites,” Chris-tians said. He said the decision was unfair.Christians further expressed his disappo-
intment, claiming the DA will allow whitebusiness owners to trade till later at night,but not allow business owners of colour thesame opportunity.Majidie Abrahams, ANC PR councillor,
concurred. They said allowing one trader totrade later and not the otherwill only encou-rage people to trade illegally. The DA calledfor a caucus.After a five minute adjournment the deci-
sion was unanimous that both the busines-ses will not be allowed longer trading hours.Jacobs denied all other businesseswith si-
milar requests on the agenda.

A cellphone bust that started in a mall inBlue Downs ended in the arrest of a foreignnational in Bellville last Friday.
According to police spokesperson Cap-tain Fienie Nimb, it was Constable GalvinPeters’ alertness that resulted in the seizu-re of 88 still-packaged cellphones.
“On Friday 11 April at approximately12:00, Peters, dressed in uniform, was per-forming crime prevention duties in the(Bellville) central business district.
“He noticed a silver Peugeot in a parkingarea in front of a cellphone shop in KruskalAvenue. The vehicle had no registrationnumber plate,” she said.
Nimb said Peters noticed two men of fo-reign nationality at the vehicle acting sus-piciously.
“One of the men took several small whiteboxes out of the vehicle and carried theminto the shop. Peters backed off and kept themen and the vehicle under observation.”
She said the men continued to unload thesmall white boxes at the shop, with one ofthem staying inside the shop and the other
at the vehicle.“Peters called for backup and followed the
vehicle to Voortrekker Road, Bellville, whe-re the vehicle was stopped and searched.
“In the vehicle a big bag with 88 new cell-phones were found. The driver could not gi-ve a valid explanation regarding these pho-nes. The suspect was brought to the Bellvillepolice station for further investigation,”Nimb said.
She said in one of the open cellphone box-es a Blue Downs PEP store’s till slip wasfound.
“On the slip there was a telephone num-ber that was followed up. It was discoveredthat this specific shop was robbed the previ-ous night and that several cellphones andclothing items were stolen. “After furtherinvestigation it came to light that severalshops in this shopping centre were robbedthe previous night,” she said.
Nimb said the suspect was linked to theserobberies. He is a 32-year-old male residingin Phillipi.
“He was arrested for this business robbe-ry as well as being in possession of stolenproperty, and appeared in the Bellville Ma-gistrate’s Court on Monday 14 April.

If they did, they would get afine.
If your dog gets sick, you takehim to the vet because you loveyour dog. So why not cleanafter him?

We are in full support of thecircus and will always welcomethem back to Parow.
Maybe the people at therobots should have taken 10minutes to see for themselves.

A champion disabled athlete is motivatingyoung people to appreciate the advantagesthey have in life.FabianMichaels (29) from Elsies River is
following his dream to become a worldchamp by recently participating in theSouth African Games for the Disabled heldin Stellenbosch. Competing in the F35 classforCerebral Palsy athletes, he broke the all-Africa records for discus, javelin and shot-put.“In fact, I broke the shotput record four
times already,” he says with an infectioussmile. “When it comes to the internationalscene in this class in javelin I am secondin theworld rankings, third for shotput andfourth in discus, but that will be improvingshortly.”
International achievementFabian is no stranger to international
achievement. As a junior he was a worldchampion in javelin and won medals at theParalympics in Athens and Sydney.His recent achievements have motivated
him to concentrate on his sport and partici-pation in more international events.“My coaches in Stellenbosch have been
part of thismotivation forme to aimhigher,but I am going to need more sponsorship totake part in those events more regularly,”he says.“People must see disabled sport in a new
light, especially here in SouthAfricawherewe can play a big part in encouraging theable-bodied to achieve beyond any disad-vantages. If people start realising howmuch harder we must work to become thebest at what we do it will inspire them tobe the best with all their talents.”Part of this hard work towards olympics
in 2016 is travelling to Stellenbosch duringthe week for intense training.“I have to use public transport every day,
which is very difficult,” he says.
Positive goalsFabian also wants to make a difference
in his community by motivating youth towork toward positive goals.“I amdisappointedwith all the crime that
attracts the youth in our areas. They are he-althy and able yet they can’t look beyondtheir social circumstances to achieve in li-fe.“Part of what want to do is to go out there
and show children how I have made a diffe-rence, tell them howmuch harder I have towork and hopefully they will see a way toa brighter future.”In conclusion the athlete feels very stron-
gly about the nickname for the para-olym-pic team.“Whymust we be called “ama-kroko-kro-

A home composting pilot study has, injust eightmonths, kept 40 tons ofwas-te out of city landfill sites.
According to James Vos, chairperson ofsubcouncil 3, whose household is takingpart in the study, home composting is a no-cost and rewarding excercise.
“Maintaining a garden can be costly andhome-composting is a self-sustaining in-vestment. Furthermore, rich and healthysoil is required for the cultivation of our ve-getable garden, which saves us even moremoney in the long term,” he says.
The Vos household is one of nearly 650households takingpart in theongoing studyconducted by the City of Cape Town.
FeedbackEach household has been provided with
composting containers and instructions.They have agreed to provide the city withmonthly feedback on the progress of theircomposting efforts, with the data being re-corded in notebooks issued to them.
“My wife and I are excited to be part ofthe pilot project” Vos says. “Many peoplestart composting for practical reasons.Composting your leaves, grass clippings,garden waste and food scraps reduces theamount of garbage you generate.
“Our food scraps and yard waste current-ly make up 20 % to 30 % of what we throwaway. Making compost keeps these materi-als out of landfills where they take up spaceand release methane, a potent greenhousegas,” says Vos.
Ernest Sonnenberg, the city’s mayoralcommittee member for utility ervices, saysthe study is being conducted as a result of
the overuse of the city’s landfill sites.“The research is geared towards the city’s
goal of being a waste-wise society and ourcommitment to being a caring and well-runcity. Composting has numerous environ-mental benefits: it reduces water use by upto 70% and reduces erosion and pollution,”he says.
Waste diversionAccording to the study’s preliminary sta-
tistics, of the 1,6 million tons of waste direc-ted to the city’s landfills each year, approx-imately 6 % consists of garden and house-hold organic waste (95 000 tons per annum),while approximately 5 %ismadeupof orga-nic kitchen waste (80 000 tons per annum).“This is equivalent to a possible average of11 kg per household per month of gardenwaste, as well as 10 kg per household permonth of organic kitchen waste,” Vos says.
When organicmaterial is composted, car-bon is returned to the soil. Mulching (theplacement of organic waste over soil to lockinmoisture and improve the soil condition)reduces water use by up to 70 %. Compostimproves the garden soil’s water-holdingcapacity, thus reducing water needs, and itimproves the resistance of plants to droughtor dry spells. Mulches and compost reducerun-off, erosion and pollution, while com-post also improves the condition of rosesand vegetables in the garden.
Sonnenburg is encouraging all residentsto make compost for their gardens. A couple who cares about their communityhas inspired a young man in Bonteheuwelto motivate others to follow their lead andbeautify their neighbourhood.
Dean Jates is already well-known for hisyouth empowerment projects in the area, islaunching the MaakMikaSterk initiative.
He started it after being impressed withthe efforts of Dawood and Radia Salie whostarted a garden in their neighbourhood.
“Dawood and Radia Salie live in AssagaaiLaan and even though they are unemployed,decided they are going to make a differencewhere they live,” he says.
“I am currently enrolled in a three yearprogramme called Activate LeadershipChange Driver and one ofmy studymodulesis to organise a one-day volunteer day eventwhich in this case will be on-going for theparticipants.
“Dawood and Radia’s initiative inspiredme because everyday I walk past their gar-den, an area that was a dumping site and hotspot for gang activities, but they transfor-med it into a garden where you felt safe.”
Inspired, Dean decided to create a conceptthat would call on more people to volunteer
their time, expertise, resources, ideas andpositive spirit to ehance their surroundings.
“I drew up a proposal for the communityto support their initiative, comprising threeoptions where they can assist with garde-ning in the area,” he says.
“Firstly it’s to call on people to provide tenlitres of water per month for the project, vo-lunteer four hours of their time per month,and also donate R5 per week.
“The concept of MaakMikaSterk is tofunction alongside formal and informal ide-as or initiatives to create practical approa-ches for people topractice andbecomeactivecitizens in their neighbourhoods.
“Its not just about making a place look ni-ce . With this project people will start lear-ning to know their neighbours and theircommunity.
Dean said theActivate ChangeDriver pro-gramme is anetworkof young leaders equip-ped to drive change for the public goodacross South Africa.
“We are a network of young change-ma-kers across South Africa who are finding in-novative ways to transform our communi-ties and the country as a whole.
“We are doing this by thinking outside thebox for innovative and effective solutions tosome of our toughest challenges.”

The University of the Western Cape(UWC) in Bellville, an anti-apartheidbastion, is host to a new research cen-
tre that aims to help eradicate hunger.The Department of Science and Techno-
logy (DST) and the National ResearchFoundation (NRF) last Tuesday launched anew Centre of Excellence in Food Securityat the UWC.“This centre of excellence is the first to
be co-hosted by a historic ‘black’ universi-ty,” science and technologyminister DerekHanekom said.He said UWChadmadegreat strides over
the last 13 years and he emphasised thatfood securitywashigh on the government’slist of priorities.
Acute povertyHanekomnoted that despite SouthAfrica
being relatively wealthy, almost 25% of thepopulation was food insecure.“This is largely in the deep rural areas
or former bantustans – wherever povertyis at its most acute,” Hanekom said.The centre will run in conjunction with
the University of Pretoria and is headed byProf Julian May and Prof Stephanie Bur-ton.May said: “Food security means all peo-
ple need to have physical and economic ac-cess to sufficient, safe and nutritious foodto meet their dietary needs and food prefe-rences for a healthy and active lifestyle.”This centre of excellence (CoE) became
the fourteenth of its kind since the incepti-on of the CoE programme 10 years ago, andaims to make food readily available natio-nally and locally so all people have accessto it, Hanekom said.“Obviously, food security is a subject
that requires comprehensive treatment...itinvolves questions of agricultural produc-tion systems, market dynamics, nutrition,people’s habits and preferences, our socialsecurity system, and so on.“This is one reason why achieving food
security is such a challenge, and why thecentre of excellence approach is particular-ly appropriate in this case,” Hanekom said.
Overarching questionsDr Albert van Jaarsveld, chief executive
officer of theNRF, said: “According to a stu-dy released in 2013 by the Human SciencesResearch Council, more than half of SouthAfrica’s population does not have regularaccess to enough food.”UWC stated the new CoEwill investigate
three overarching questions:VHow global and national food systems
are changing and how this affects the sus-tainability, availability, access andattribu-tes of food.
VDetermining who the “food insecure”are: where they are located, what their cho-ices, strategies and opportunities are, theirhealth and well-being, and how these as-pects change in response to changing foodsystems.
VWhat policies, technologies, interventi-ons and products enable access to afforda-ble andnutritious food in ecological, econo-mic, social and politically sustainableways.Hanekom added that the new CoE would
be bringing together experts and resear-chers from19SouthAfricanand internatio-nal institutions.“It will not look at agricultural producti-
vity in isolation, but will take a ‘farm tofork’ approach to the food system.”

Dianne Steyn is 48 years old, yet she li-ves in an old-age home. She suffersfrom multiple sclerosis (MS) and can-
not take care of herself.In a recent letter to TygerBurger – which
took her three drafts painstakingly typedwith one finger on her donated special key-board – she tells of her illness and the effectit has had on her life.
Her tale starts in Durban and ends in theOns Tuiste Home in Bellville.TygerBurger readers may have heard of
her plight in a drive to buyher the keyboard.(“Samel geld in vir sleutelbord”, TygerBur-ger, 10 October 2012).
“I was diagnosed way back in 1993. I livedthe high life for the next 15 years – a housein Sunset Beach; drove a Mercedes and abakkie. Had four dogs, a full-time housekee-per and more.
“I was very happy with it all. Then the‘happiness bubble’ burst,” she writes.
“I had moved back to Table View. Mydream house. Things seemed to be goingwell. Despite the fact that I was now wheel-chair-bound, I had more symptoms of MSrearing like bladder problems, speech pro-blems, cognitive problems.”
Dianne says with the increase of thesephysical impediments, she struggled to runher business and home. Her partner eventu-ally had to take over.
“This was the end for me.”Dianne eventually moved in with her pa-
rents inDurban.Herhouse andbusinesswe-re liquidated by her partner.
“The sadness I felt was immense – my life,all I had worked for, was ripped away fromme!” she writes.
Dianne then returned to Cape Town to tryto put things in order.
“Then Iwasmoved to an old age home. I’monly 48years old –hardlyanold-agedperson.
I continue daily with my medication justwaiting for a cure. . .”
Delia Enright is the manager at Ons Tuis-te. She explained to TygerBurger what thecare of an MS sufferer looks like.
“We take care of twoMS sufferers. DianneSteyn was admitted in 2008 because her neu-rological system was affected to the pointwhere she is wheelchair-bound.
She is dependent on complete nursing ca-re and the only affordable accommodationwas at the Ons Tuiste ACVV service branch,a care home for older persons.
“The other ladywas admitted as a 74-year-old.”
“A huge obstacle in the care of MS suffe-rers is to find affordable care, especially inan advanced stage of the illness. MS suffe-rers who receive a disability grant struggleto find this accommodation and are mostlydependent on family for financial support.The costs involved are very high,” Deliasays.
She explains the cost of a care unit can beanything between R5 000 and R15 000.
“Then there are costs such as medication,diapers, (about R500 per month), clothingand toiletries, medical equipment such aswheelchairs and special mattresses. Theseare basic costs and exclude the costs of a the-rapist – anecessarypart of treatment ofMS.”
She says a basic subsidy of R2148 is paidto registered care facilities by the Depart-ment of Social Development for patients ear-
ning less than R1 400 per month.“With the disability grant of R1 260 there
are few organisations which can give full-ti-me nursing care at this cost.”
The subsidy falls away if the person is yo-unger than 60, but if they were admitted be-fore 2006, when the Older Persons Law waspassed, and they’re younger than 60, theystill qualify.
Delia says it is particularly difficult to ca-re for younger sufferers of MS, like Dianne.
“This is because the illness touches theperson on all levels – physically, psychologi-cally, socially and financially. It affects theneurological and immune systems and thesymptoms are discernable from a young age– as young as 20.
“A younger sufferer cannot enjoy any ofthe things they used to, like hobbies, and theperson can quite literally become trapped ina body that will not cooperate.”

Learners from the De Kuilen Primaryschool in Kuils River are currently parti-cipating in a giant Easter bunny competi-tion held at the Willowbridge ShoppingCentre till the end of the month.
Heinrich Annandale at Willowbridgesaid several schools, children’s homesandSunday schools were approached to parti-cipate in the competition.
The schools are Bellpark Primary, GeneLouw Primary, Durbanville Primary, DeKuilen Primary, Kenridge Primary, Bos-ton Primary, Stellenberg High and theDurbanville Children’s Home. The bun-nies are on display at the centre until theend of the month.
Pictures of the bunnies were uploadedon the centre’s Facebook page and thebunny picture with the most “Likes” atthe end of the month will win five laptops.

Nathan (featherweight) from Kuils Riverare both excited about entering the hexagonfor what is their first step towards glory.According to their trainer Rico Hattingh,
both these guys have what it takes to makeit to the top.
Massive future“I am so excited about these guys. Luke
has amassive future aheadof him.He is only19-years-old and he puts his heart and soulinto this. I sometimes have to tell him to stopto prevent him fromburnout. His dedicationis phenomenal.”Luke trains three times a day for six days
a week. “I simply love what I do. Besides mybusy training schedule I help Rico with the
training of children at schools,” said Luke.Nathan reckons having the experience of
Rico in his cornerwill have a calming effect.“Rico brings a lot of experience and experti-se. For now, we are conditioning and prep-ping for anyone. When it gets announcedwho we will face, then we will sit down andlook at the opponent’s strong and weakpoints. you stand in front of himhedoesn’t look inti-midating. But let me tell you he is as hardas nails. He has the rightmindset, he is hum-ble and a helluva all-round fighter.“So far I am happy with our preperation,
