There have been previous struggles and delays regarding the construction and deve- lopment of the homes, because of a contract award dispute. Ward councillor for the Happy Valley area and part of the housing committee, Bert van Dalen said the construction of the houses, which has since seen 70 families move in du- ring November 2012, will see the completion of 1 452 houses by the end of next year. Ceremony Present at the hand over ceremony was the executive mayor of Cape Town, Patricia de Lille, along with representatives from the construction company, community mem- bers, mayoral committee members and ward councillors. “The benefit of owning a home are multi- faceted. It restores individual dignity. It pro- vides a stable home for a family,” she said. This formed part of the R185 million Hap- py Valley Housing project, which has previ- ously been home to 1 500 informal structu- res. The city aimed to establish a partnership through an innovative way of providing housing needs to various residents. On 24 January, residents of Happy Val-ley in Blackheath, saw an end to theirstruggle for housing, when seven fam-

ilies were handed over their keys to brandnew houses.

There have been previous struggles anddelays regarding the construction and deve-lopment of the homes, because of a contractaward dispute.

Ward councillor for the Happy Valley areaand part of the housing committee, Bert vanDalen said the construction of the houses,which has since seen 70 families move in du-

ring November 2012, will see the completionof 1 452 houses by the end of next year.

CeremonyPresent at the hand over ceremony was

the executive mayor of Cape Town, Patriciade Lille, along with representatives from theconstruction company, community mem-bers, mayoral committee members andward councillors.

“The benefit of owning a home are multi-faceted. It restores individual dignity. It pro-vides a stable home for a family,” she said.

This formed part of the R185 million Hap-py Valley Housing project, which has previ-

ously been home to 1 500 informal structu-res.

The city aimed to establish a partnershipthrough an innovative way of providinghousing needs to various residents.

Stolen Mfuleni computers tracedOnThursday, 24 January from 10:00 to 14:00,10 policemen and women, under the com-mand of Captain Leonardo Jacobs reportedfor extra duties on their off-day.

These dedicated men and women aremothers and fathers, who instead of spend-ing time with their families chose to fightcrime ensuring that communities were safe.

From 06:00 to 18:00, 13 people were arrest-ed for crimes ranging from possession ofdagga, warrant of arrest, robbery and riot-ous behaviour.

In addition to the arrests, two mandraxtablets along with dagga weighing 1,36 g

with a street value of R310 was confiscated.On 21 January, the police worked tireless-

ly following the trail of the 27 computers,mi-crowave and desks that were stolen.

The police are grateful for the co-opera-tion that they have received from the com-munity and working relations, which hasled to the recovery of some of the computersthat were stolen fromMfuleni Primary overthe December school holidays.

The items were found at a Bardale squat-ter camp, along with other computers anddesks, which are allegedly sold in Nyanga.

An investigation is being done where two

suspects have been arrested so far and arechargedwith housebreaking and possessionof stolen property.

The police are appealing to the communi-ty, not to buy stolen items, as they will bearrested for possession of stolen property.

The station commander, Colonel LuyandaDamoyi is extending his gratitude to thesemembers, especially the reservists who arevolunteers,whoworkwith the police to curbcrime.

This will ensure that there is no marketfor the thieves and would lead to a decreasein crime.

“Ek is baie, baie ontsteld,” het sy Maan-dagmiddag huilend gesê. “Ons vat ditmaar dag vir dag, uur vir uur.”

The song of the secretive bird, the Baillon’scrake, might at first seem as odd as peopleflying all the way from Johannesburg tosteal a glimpse of this rare bird, ticking itoff on their list and then flying back again.

This oddity by birdwatchers is, however,absolutely justified when it is driven bypassion.

Their need to see that bird, even if it isfor just 40 seconds, isworthmore than theirtime and money.

On 19 January a Baillon’s crakewas spot-ted at Intaka Island in Century City.

The news hit Twitter and Facebook, wentviral, and soonhundreds of infatuated bird-lovers descended on to the bird sanctuary.

The gates opened an hour-and-a-half ear-lier every morning and repeated sightingsof the bird enticed even more to flock to“ground zero”.

Alan Liebenberg of Century City’s Envi-ronmental Office elaborates: “It created astir among tweeters and photographerswho have been descending in their drovesin thehope of catching a glimpse of this nor-mally very elusive bird.We have one previ-ous record of it being spotted at Intaka backin the late 1990s, but it disappeared on thesame day it was seen.”

Liebenberg confirms that people came allthe way from Johannesburg to witness thespecial bird.

He adds that since the best chance onehas to see it is early in the morning, theyopened the gates at 06:00 instead of 07:30.

“It is a very small and solitary creatureand indeed very rare and is usually foundnear the coastline or in marshy areas. Peo-ple will sit for three hours just to see it forhalf a minute!”

Liebenberg says he isn’t an avid birder,but admits that he does have an interest inthe hobby.

Three years ago fewer than 10 000 peoplewent to the sanctuary but last year this fig-ure rose to 20 000.

According to him it is a “fantastic” placeto go and take photos and enjoy the avianwildlife.

When asked what the Baillon’s crakesounds like he said it is very difficult to ex-plain it.

RansomAll Harmans is prepared to say about the

victim is that he is recoveringwell fromhisinjuries.The sordid tale started when the victim

was kidnapped by two male suspects, whohurriedhimaway toa farm inMalmesbury.The suspects contactedoneof thevictim’s

friends anddemandedR30 000 ransommon-ey, which they apparently claimed wasowed to them.

Harmans continues: “On 1 January at13:00 the man was reported kidnapped. Aransom demand was made and the victim’scellphone was tracked to Malmesbury.”From the moment the case was opened,

the vehicle and after an intense pursuitthey managed to arrest one of the suspects,Harmans says.

ArrestedThe other onemanaged to escape, but the

victimwas, however,found in a building onthe farm and taken to hospital.A couple of days later the other suspect

was also arrested during a follow-up opera-tion.

Running a business from a residentiallyzoned premise is becoming more commonby the year, but few people are aware of theprocess one must undertake to get the ap-proval from council.TygerBurger talked to De Grendel Sub-

council chairperson, James Vos, for someclarification on the matter.It was revealed that the odds of getting ap-

proval is much better if one “does things theright way around”.Vos says it happens far too often that a res-

identially zoned business owner only ap-plies for permission from council aftersomeone complains and council “finds them

out”.Suffices to say that those kind of “late” ap-

plications stand a smaller chance of beingapproved than those made before the busi-ness has opened its doors to the public.Vos starts by explaining that council does

not disapprove of business in residential ar-eas as long as these adhere to guidelines.“Generally, the sorts of businesses that

you’re not going to be able to conduct out ofthe house are those which one would not ex-pect to be anunreasonable interferencewiththe neighbours and enjoyment of their resi-dences. Drugs are destroying our schools, despitestatistics released by the education depart-ment stating otherwise.

While the Western Cape Education De-partment revealed statistics which showedthat fewer than 5 % of the province’s learn-ers are involved in drugs, the Tehillah Com-munity Collaborative in Elsies River point-ed out that up to 80 % of the children theysee, test positive for drugs.

Their case studies have revealed thatthey deal with tik addicts as young as nine.

James Louw, from Tehillah, said that inmany cases, children use dagga, which canbe bought for as little as R2 a joint in Delft.

“One of our biggest concerns is a highschool in Delft, where children bunk class-es and walk around, smoking dagga.”

Louw believes there is a huge misconcep-tion that drug use only takesplace at poorer schools.

He says they frequentlydeal with users from schoolswhich are ranked among thetop 20 institutions in theprovince.

“The recent statisticsfrom the education depart-ment are not a true reflec-tion of the problem.”

In Bellville South the localCPF started their Back-To-School community interven-tion campaign on Friday tohighlight and protestagainst drug abuse in thecommunity as well as do-mestic violence, gangster-ism and other criminal ac-tivities.

“This will be an on-goingcampaign,” said CPF chair-person David Sias.

“Our major focus will be

aimed at disrupting the activities of drugdealers and gangsterism in the community.

“We are requesting all organisations tosupport our efforts, as we work in conjunc-tion with the police and neighbourhoodwatches with this campaign.

“Drug abuse at our schools is also of greatconcern and the CPF will interact with allstakeholders in the area especially ourschools to address this.

“Safety in our schools needs to be a priori-ty and we will all engage with the schoolsand be more visible at schools and the com-munity. Parents also need to get more in-volved in assisting the schools with regardto their children’s behaviour and the chil-dren’s activities. The youth are our futureso please let us secure their future.

“This year we will also start an angermanagement, conflict management and lifeskills programme.”

Nothing!That is all that is left of the happy home of a hard-

working single mother after her ex-husband set heralight on Sunday 13 January.Two weeks after the incident the stench of the

charred remains still hang heavily in the air, but thereare still signs of the sense of pride that 31-year-old Ja-nine Andreas had for her home.While the roof has been totally destroyed the neat

outside facade of the natural rock finish tells you of thehard work and sacrifices that she made to make theplace comfortable for herself and her two daughters.Now, she is recovering in Tygerberg Hospital with

40 %burns, and facing a futurewithher life in disarrayand that has also left her children traumatised.Her family are still in shock about the incident and

cannot believe that her ex-husband could do such athing to hurt the family.Her father, DavidWilliams, said that what has upset

the family more was that as a family they had givenhim a second chance to maintain his relationship withthe children.“We were glad when they got divorced because it be-

came a very abusive relationship,” he said.“There was even a restraining order against him but

after he promised to change we gave him that secondchance but this is how he repaid us.”

Williams also explained that the family was evenmore angered because in a sense he used them to carryout his evil deed.“On that day he came around to the house and bor-

rowed R100 frommy wife saying that he wanted to buya bus clipcard.“Little did we know that he was going to use it to buy

petrol to try and kill our daughter and destroy herhome.”Williams added that the family was very upset about

the actions of the police in regard to the incident.“Even though neighbours witnessed him leaving the

house after it was alight, they did nothing.“We were told that she must lay a charge, but how

could she when she was in the hospital and spent thefirst few days in an induced coma?“They have only started their investigations now af-

ter we went to the station on Friday with papers toprove that she is in hospital. In the meantime we arehearing of stories of howhe is going around in the com-munity bragging about what he did.”Alexis Potgieter is the victim’s cousin who wants to

help get the families life together again.“Janine was a wonderful person who does not de-

serve this happening to her,” she said.“After her divorce her focus was on making a better

life for herself and her children.“At the moment the children are staying with her

parents, but they also lost everything in the fire.“One of them is at school but there is no money to

continue sending the younger one to educare becausethere is no money available.Potgieter is also planning a fundraiser. To help,

What started out as just shedding a fewkil-ogrammes and feeling good for his 30thbirthday, resulted in his selection for

the Western Province Disabled athletics team.André de Jager (30) from Bellville was born

with cervical spina bifida and Klippel-Feil syn-drome.He will compete in the long jump and shotput

at the national championships in Pretoria from22 to 27 March.André competed in the 100 m, 200 m and long

jump in Bellpark Primary and Westcliff HighSchool as a youngster, but it is only now that heis really starting to excel in these events.“I never really gave athletics much thought.

The idea was to get toned and feel healthier. Mysister actually came up with the idea that Ishould get back into the sport again. I got in con-tact with Wentzel Barnard at Maties in Stellen-bosch and as they say the rest is history,” an up-beat André said.Inhis first competition last Septemberhe com-

peted in the 100 m, 200 m, long jump and shotput.His time in the 100 mwas a very impressive 12,6seconds, he also achieved 4,90 metres in the long

jump and 7,48 m with a 6 kg ball in the shotput.“My second competition one month later was

even better. I ran the 100 m in 12,6 seconds, man-aged to get 5,1 m in the long jump and 8 metresin the shotput. I was very happy with myprogress.“I have the privilege ofworkingwithParalym-

pic gold medallist Fanie van der Merwe whohelps me with the 100 m event.“I follow a strict training programme seven

days aweek for about two hours a day. I do 150 msprints, sit-ups, bench presses, pull-ups, push-ups, bicep curls, abs, skipping and stepping ma-chine to make sure I’m in top physical shape.”Although his focus is set on giving his best at

the upcoming national championships, he is al-ready thinking ahead for next year where hewants to compete inall the field events andpossi-bly even give swimming a try.Don’t be surprised if you see him at the next

Paralympic Games.Having said all that, André is unemployed and
