The alleged rape incidents took place in Driftsands, an informal settlement located near Mfuleni. Capt Nomathemba Muavha, spokesper- son for the Mfuleni police, said the suspect is an 18-year-old male was arrested and charged with rape. “The victims are four boys, aged between eight and nine years old. “Allegedly the uncle of one of the boys walked in on the suspect raping one of the boys on Sunday while he was looking for his nephew. “All four boys were in the house at the time,” Muavha said. Sandile Dastile, chairperson for the Mfule- ni Community Police Forum, said yesterday he was not yet informed about the incident but will follow up the matter up with the po- lice. He said rape is not an increasing crime in the area, and that the only other similar inci- dent which he had dealt with was in Mfuleni in 2012. A minor (16) was arrested for alleg- edly raping three other minors, Dastile said. Report rape He said people who fall victim of rape should report the matter to the police. “I often talk with the people at imbizos and ask them to come forward.” He said often rape victims choose to keep silent. “And in some cases the perpetrators are known to the victims,” he said. City council today approved the new by-law: Control of Undertakings that SellLiquor to the Public, 2013.
The new bylaw is expected to be prom-ulgated in the Provincial GovernmentGazette in January 2014 and will repealall existing bylaws concerned with thesale of liquor.
It is likely to come into effect on 1 Feb-ruary 2014.
“The bylaw went through a rigorouspublic participation process, which is atestament to the city’s commitment tobe-ing an inclusive city,” says GarrethBloor, mayoral committee member foreconomic, environmental and spatialplanning.
“The bylaw allows for the possibilityof extended trading hours during theweek and on Sundays for off-consump-tion trade.
“With the adoption of the bylaw,webe-lieve that we have been sensitive to theneed to balance the challenge of address-ing the social impact of liquor tradingwithout causing job losses and damageto the local economy,” he added.
Applications for the extension of on-consumption trading hours can contin-ue as normal.
However, applications for the exten-sion of off-consumption trading hourscan only be made once the new bylaw isgazetted.

The City of Cape Town’s 107 Call Centre isexpected to increase its call volume over thefestive season.
“Statistics showed an increase of nearly8 000 calls in December 2012, compared to themonths before and after. The city expects asimilar trend this festive season,” said JPSmith, mayoral committee member for safe-ty and security.
The 107 line is a single emergency tele-phone number for use by all people living inand visiting Cape Town. Emergencies (in-cluding medical, crime, fire and traffic) canbe reported to the 107 emergency numberfrom a Telkom line, while cellphone usersneed to dial 021 480 7700.
Call centre agents are trained to connectcallers to the emergency service providers.

Sowat 200 kinders van Eersterivier is onlangs met ’n vroeë Kerspartytjie en geskenke bederf. Die kinders, almal afkomstiguit minderbevoorregte omstandighede, is Donderdagmiddag by die Verenigde Gereformeerde Kerk in Heather Park,Eersterivier deur die twee maatskappye, Marlin Credit Services en Gemini Moontrading, met onder meer kos, koeldrank engeskenke verras. Michelle Petersen, senior verkoopsbestuurder by Marlin Credit, het gesê die maatskappye het vanjaarbesluit om pleks van geskenke te koop, die kleingoed eerder te vermaak. Naas dié verrassing in Eersterivier is nog 200kinders in Manenberg met kos en geskenke verras. Al die kinders het geskenkpakkies ontvang bestaande uit waslappe,seep, tandeborsels, tandepasta en lekkergoed. “Ons wil hiermee ’n verskil maak in die kinders se lewens,” het Petersengesê. Sy het gesê albei die geleenthede was ’n reusesukses.
