The number of outstanding fines will always be huge, because it includes recently issued fines that are still being processed,” she said. JP Smith, mayoral committee member for safety and security, said the problem ran very deep. “The enforcement of traffic is in a bad state across South Africa. A big part of the problem lies with the complete inadequacy of the justice system,” he said. “They are so inadequate that we are see- ing a lot of people getting away with offences simply because the courts cannot deal with traffic offences,” he said. Van der Walt agreed. Bottleneck She attributes the origin of the bottleneck at the courts to legislation that makes it com- pulsory for offenders driving over 30 km/h or more in a 60 km/h zone to go to court, in- stead of simply getting a fine. “The courts cannot handle the resultant increase in cases. There are 44 000 outstand- ing cases in this category. Individual courts can only handle about 10 of these cases per day, or 300 per month.” She said the Traffic Department had re- corded nearly half a million traffic offences in the three months between July and Sep- tember 2013. Just over 18 500 arrests were made over the same period. “The bulk of the offences registered were for speeding – 257 310 – proving once more the disregard that some road users have for the law. “It is even more troublesome when one considers that the period under review coin- cides with some of the wettest months in Ca- pe Town and a time when common sense would dictate that drivers should be even more cautious on the roads,” she said. Minimumwages for domesticworkers inur-banmunicipal areas have been increased by7.6 % as from 1 December and will remainapplicable until 30 November next year.
This in terms of the Sectoral Determinati-on for the domestic worker sector legislati-on. The minimum wage increases in the ru-ral municipal areas are to be increased by8.6 %. South Africa has enacted legislation
to protect domestic workers resulting in thepromulgation of Sectoral Determination 7:DomesticWorkers. This determination esta-blishes conditions of employment and mini-mum wages for employees in the DomesticWorker Sector in South Africa, BernardReisner, an industrial relations consultantof Cape Labour & Industrial Consultants,said in a press release.
With effect from 1 November 2002, an em-ployer must pay a domestic worker at leastthe minimum wage prescribed.
The new hourly minimum rate for a do-mestic worker who works more than 27hours a week is R9,63, the new weekly mini-mum rate is R433,35 and new monthly mini-mum rate is R1 877,70.

The City of Cape Town’s job seekers’ data-base is a lifeline for those struggling to findwork in the city.The deputy citymanager,MikeMarsden,
explains that the job seekers’ database is acentral electronic database of job seekerswho are eligible to perform work for thecity or city-appointed service providers oncommunity-based projects or programmes.“The database is accessible at each sub-
council,” he says.To be eligible for the database, a person
must be unemployed when applying andwhen an opportunity becomes available.The person must be a South African citi-
zen or eligible to work if they are a foreigncitizen and must reside in Cape Town.The job seeker must also be of legal em-
ployable age and be physically fit to workin relation to the requirements of the posi-tion.Marsden points out though: “Registra-
tion on the database is not a guarantee ofemployment.”He says: “The selection of community
members from the database for work onparticular programmes or projectsmust bebased on random electronic selection.”He explains that the short-list for suitable
candidates must be limited to the relevantcommunity for which the work is to be per-formed. “The person must be a resident ofthe particular community within whichthe project is to be carried out,” Marsdensays.He adds that the community boundaries
will be determined by the department re-sponsible for the service and will be stipu-lated in the contract documentation.The person must meet the physical re-
quirements of the job and the process willtake place at subcouncil offices under thesupervision of the subcouncil manager ora designated official.“The names of successful job seekers,
who have been employed for a duration ex-ceeding two weeks, will be excluded fromthe job seekers’ database for a period of sixmonths,” Marsden says.Unemployed community members can

Hy vermoed die man is van die Stad Kaap-stad. “Ek kon nie glo dat die man so ’n bar-baarse houding teenoor die gestremdes in-geneem het nie. Hoe meer ek wou verduide-lik, hoe meer wou hy my nie ’n kans geenie,” het hy gesê. Koopman moes toe vinnig’n plan maak om die gestremdes na een vandie pastore in die omgewing se kerke te ver-skuif. Gelukkig kon die partytjiegangersvoortgaan met hul feesvieringe.
Elliot Bikwana, die fasiliteitsbestuurderby die sentrum, sê dat hy geen kennis vandie voorval dra nie. Hy was glo nie op kan-toor ten tyde van die voorval nie.

Werkers van die Stad Kaapstad wasMaandag glo om 19:00 al in die gebied besigom die pyp te herstel, maar teen 12:00 gisterwas sommige dele nog sonder water, hetSharon Tieties, voorsitter van die Wes-bank-gemeenskapsforum, gesê.
“Dis regtig swaar vir ons om water te kry.’n Mens kan nie sonder water nie – sonderkrag ja, maar nie water nie,” het sy gesê.
Sy het gesê die gebied was die hele nagen dag sonder water. “Dit was erg – die men-se het geloop met kanne en emmers om wa-ter te gaan soek. Vir my was dit nie ’n lekkergevoel nie. Jy kan nie eers jou mond skoon-
maak nie, en as ek nie ’n bietjie tee gedrinkhet nie, is ek heeldag moerig,” het Tietiesgesê.
Die forum het gister lede van Wesbank sesenior burger-organisasie vir hul jaarlikseafskeid na die strand geneem.
“Die oumas het nie eers water by hullegehad nie – hulle moes hul pille by die seekom drink. Een vrou het water gehad inhaar yskas. Sy moes haar toe met die waterbad,” het Tieties verder vertel.
Nog ’n inwoner, wat anoniem wil bly, hetbevestig die hele gemeenskap was sonderwater. “Dit het nie vir my alleen verontriefnie, maar een van die vroue het vir my gesêhaar pa is ’n diabeet en hy het nie water virsy pille gehad nie. “Ons het ’n nege maandeoue baba en daar was ook nie water om virhom ’n bottel mee voor te berei nie.”
Die Stad Kaapstad kon nog nie gister teendruktyd kommentaar lewer nie.

A tool to get children off the streets andaway from a life of crime.That is how one community worker de-
scribes the newly established WestbankCommunity Music Development School(WCMDS) which was recently launched atthe Rainbow Primary School in Westbank.The non-profit organisation aims to get chil-drenoff the streets of the crime infested areaby training them in music skills.Herman Solomon, director of the WC-
MDS, said themain focus of the programmeis to instill discipline, responsibility, love,prayer and upliftment in the childrenthrough the use of music.The school wishes to involve more chil-
dren and adults in their programme in Feb-ruary 2014 when their classes resume. Nine
children and three adults are currently par-ticipating in the programme which startedat the beginning of the year.Solomon also added that they wish to at-
tract more sponsors andmusicians who arewilling to offer their time by teaching theyoungsters music skills. He said they wishto purchasemoremusical instrumentswiththemonies sponsoredbycompanies andpri-vate individuals.According to Solomon the children are
taught the theory of music, and also how toplay the soprano descant recorder. The Western Cape Government has an-nounced a new health initiative that will ex-pand the access to healthcare services oflearners in schools in theWesternCape. Theinitiative is a first in the country.TheProvincialDepartments ofHealth and
Education are launching a Wellness MobileService which will see a fleet of five state-of-the-art mobile units visiting schools acrossthe province to screen Grade R and Grade1 learners, particularly in poor and rural ar-eas for conditions that require medical anddental intervention.Themobile units will also provide preven-
tive dental care to learners.Thewellness unitswill be staffedwithpro-
fessional health staff whowill undertake thescreening of the learners and provide diag-nostic assessment and treatment options asrequired. Referral to health facilities will beensured where necessary.Typical school health screening will in-
clude: learners’ vision and hearing; ear, eyeand skin examinations; testing of gross andfinemotor skills, mental health, speech, andtuberculosis; and oral health care. The initi-ative will run parallel with the current inte-grated school health programme service.For these five mobile wellness units the
Western Cape Department of Health hasbudgeted R11,5 million which will contrib-ute towards the payment of staff, fuel, etc.The Department of Education has allocat-
ed R12,5 million, which will cover the costof leasing the mobile service.The first five mobile units are planned to
hit the roads by mid-2014.

Our house in Bellville had beenbroken into and robbed onFriday afternoon. I received aphone call from my fiancé thathe had contacted the police at17:15, the time he arrivedhome.He told them that he was
afraid to enter the house as hethought the criminals couldstill be in there. I arrived homeat 17:45 and no sign of police.I contacted them again and
was told the team was busy andthey should be there anyminute.At 18:00 all lines were
engaged. At 18:10 I contactedthem, to be told they had justchanged shift and the previousshift have not informed themabout the complaint. I wasfurious. They eventuallypitched up at 19:10 and lookedvery uninterested.The two policeman didn’t
even go to all the rooms thathad been violated and startedtheir report. We were informedthat they know about a drughouse in the area but don’thave enough evidence to obtaina warrant. The law also statesif a person enters my property,I cannot harm them unless Iam being attacked.I know SAPS cannot change
the law but why let the crimi-nals get away with it becauseyou are changing shift?I have lost my trust in the
SAPS, the department ofgovernment that is supposed toprotect its law abiding citizens.

B, and UEFA PRO badges, says he has beenimpressed with the structures already inplace at the club.

have been given very good conditions in or-der for them to focus on their jobs as profes-sional footballers. The club owner, ErrolDicks, is a very hard working man and he
demands the same attitude from all peoplein the club.“I appreciate working with such big
names in South African football, like Dun-can Lechesa head coach and John Comitis,”Trucha explained. “We are now at a stagewhere we can build up individual pro-grammes for players from the developmentdepartment.“My challenge is to make young players
understand how big their options are hereat FC Cape Town. This is the first importantstep because if they have the bigger picture,then they’ll have a very good chance to ob-tain an offer from Europe.”“The youngsters at FC Cape Town have a
very good first touch and fantastic dribblingability.“These are the first skills checked for by
the European scouts.“If the players work on their physical and
