This announcement was made by Samuel Chademana, an official of the Department of Economic Devel- opment (DED) during last week’s lo- cal subcouncil meeting. Chadema- na mentioned this fact during his presentation on the issue of job seekers. He said after going through the documents on the project for the job seekers, he has decided the way the project is formulated, is not ad- dressing the real issue. Chademana said the fact that the overall concept was not sound; short-term in nature; did not pro- vide sustainable security for peo- ple, and was based on the policing of people off the streets where all reasons for the project to be discon- tinued. He highlighted the need for a pro- gramme which looked at long-term skills development and job securi- ty. Chademana mentioned an exam- ple of a similar project that was launched in Subcouncil 22, aimed at skills training and employment. “I would suggest this programme as a replacement for the Men on the Side of the Road Project.” He said this new project would aid in securing more permanent jobs for these people. The challenge however was sourcing the funding for the project. Chademana said the DED had to source funding for all new projects as no funding was forecoming from the subcouncil as was the case in the past. Last year TygerBurger reported on the Men on the Side of the Road (MSR) organisation halting its work in Kuils River. One of the main reasons for their withdrawal from the area, given by Peter Kratz, director of the organi- sation at the time, was also the lack of funding from the subcouncil. TygerBurger spoke to some of the job seekers in Langverwacht Road to get their opinion on the discon- tinuation of the project. Some of them come from as far as Eerste River, Mfuleni and Blue Downs to seek employment. Most agree they have an urgent need to provide for families and are therefore not in favour of a long- term training project. “I decided to come here to look for work, because if I go to companies, the security at the gate immediately tells you there are no jobs. You can’t even get to see the people in the of- fice, to drop off your CV. So this is why I come here,” said Gerhard Beukes, a qualified Code 10 driver. He says at the moment standing on the side of the road looking for work is the only option he has as the only breadwinner for his family. Mark Hendricks, another job seeker is a qualified plumber and equally despondent. He registered with the Men on the Side of the Road (MSR) project a few years back when they attempted to work in Kuils River by adding all the men’s details to their database. “They were going to introduce us to people who we could work for,” Hendricks said. “Nobody helps us now, we don’t get work here. We stand here the whole day.” Job seekers on Langverwacht Road are once again left to their own devices after projects aimed at assisting them have failed due to lack of funding. Making a difference in Blikkiesdorp is the fo-cus of this year’s Mandela Day for the Bound-less Heart Foundation.

The foundation will be collaborating withthe community, as well as various other organ-isations with the idea of fulfilling the visionof International Mandela Day by providing aplatform to “Take action, inspire change, make every day a Mandela Day”.

This year the organisation’s initiative wantsto mobilise people, organisations and volun-teers around the common goal of working inBlikkiesdorp around a number of projects inthe area.

Chairperson of the foundation, Andrew Gas-nolar, said that they wanted to work on anumber of projects to benefit the people in thisarea.

“We are hoping to establish a library for theresidents in a container, where volunteers can

read to the youth and start a Read-a-thon daywhere we show that reading is not just an edu-cational tool, but it can be fun as well,” he said.

“We also want to look at greening the areaby planting two starter gardens with indige-nous plants as well as 13 starter vegetable gar-dens.

“There are also plans to create an outdoorstreet studio which will capture family por-traits and thereby provide families within thiscommunity a snapshot of their unity and cre-ate a lasting memory of how important thefamily unit is.”

Gasnolar also pointed out that the founda-tion is calling on communities in surroundingareas for additional hands to help them tobring some much-needed positive and usefulattention to this community.

The project is on the official Mandela Daywebsite: http://mandeladay.com/calendar/event/mandela-day-a-call-to-action-in-blik-kiesdorp.

The Kleinvlei Victim Empowerementroom (VEP) based at the Kleinvlei PoliceStation recently reached out to those inneed during their blanket drive for theunderprivileged.

The group of volunteers from the VEP to-gether with volunteers from the LoveChurch in Bellville donated 42 blankets tothe Sive Nathi Home in Blackheath duringa recent project in aid of the home.

Sergeant Carmen Marinus, from Klein-vlei Police Social Crime Unit, says the aimof the project was actually to donate theblankets and soup to street children.

“The street children were removed fromthe streets just the day before our drive, thus we decided to include the Sive Nathihome in our drive and also the street peopleof Kuils River.”

She says the Love Church came on boardto donate the 100 blankets and soup after

they heard about the VEP volunteers’ outre-ach plans. The church volunteers then alsojoined in.

The Sive Nathi home is a regular place ofbenificiary of the Kleinvlei police projects.“We wanted to reach out to the home, becau-se our new VEP volunteers and the mem-bers of the Love Church did not visit the ho-me before and we wanted them to experien-ce it, as many of our volunteers are from thearea, but did not know about the home.”

The home which houses severley phys-ically disabled children has more than 50children in their care. Started at the homeof Lorraine Joja, in 1997 in Khayelitsha, thechildren were moved to the current premi-ses in Blackheath in June 2001.

Gideon Dapula, project co-ordinator ofthe home says they are happy about theblanket donation.

“It’s a nice thing for us and for the kids.”He said it’s suprising for the police to be soinvolved with their home, but added that itis a “good thing”.

Outreach spreadswarmth, and soup

The group who went out on the blanket drive for the underprivileged, consists of volunteersfrom the the Kleinvlei VEP and Love Church. Blankets and soup were donated to the SiveNathi Home. Gideon Dapula (in front) accpeted it on behalf of the home.

The street people of Kuils River were treated with a hot meal, consisting of soup and breadby the volunteers on the outreach. Here the people stand in line to receive the meal.

Hope springs eterenal with thelaunch of a new project aimed atyouth upliftment in Eerste Riv-er.

Aubrey Botha, founder of theGeneration 2027, said they hosted anumber of Youth Day events inEerste River, but the finale was thelaunch of the project held at theEerste River Multi-purpose centre.

The launch was a joint venturebetween many community stake-holders.

Botha says the idea behind thelaunch of Generation 2027 is towork towards eradicating the ob-stacles that face young people todaywith 2027 as the project deadline.

“We believe that by 2027 all obsta-cles will no longer be there.”

These obstacles include the highrate of school dropouts (accordingto Botha, Eerste River has one of thehighest levels of school drop outs inthe Western Cape), teenage preg-nancy, unemployment, and low lit-

eracy levels. The ultimate goal is to“make youth more employable”,Botha says.

The project is supported by localNGOs, faith-based organisations, the local police, (Kleinvlei cluster),the CPF, local schools and the Cityof Cape Town Sport and Recreation.“We are looking at creating a re-source pool with local and nationalgovernment departments, the city, corporate sponsors and other or-ganisations to achieve the goals for2027.”

The day’s event featured themes,Youth and Health, Youth and Sport,Youth and Entertainment andYouth and Social Responsibility.Botha says the youth took part inactivities like HIV/Aids informa-tion sessions, a cycling competi-tion, a fun walk, removing bushesand an area cleanup.

“As the police we are fightingcrime, but we cannot do it alone. Weare in partnership and today is asign that we are working together,”

said warrant officer AnnaclettaMothoalo from the Kleinvlei police.

Elizabeth, of “Netta” soos die ge-meenskap haar ken, is sedert 2007’n polisiereservis by die Kuilsri-vier-polisie.

Elizabeth is meestal werksaam insektor 2.

Daardie tyd was ons misdaad baiehoog.

Drama shaping lives

The City of Cape Town has launched a newtravel programme to deal with growing ex-haust emissions caused by commuters.

The new programme, called Smart, is fo-cused on getting commuters to use more sus-tainable options such as public transport, lift clubbing (car pooling) or active mobility(non-motorised options such as walking orcycling).

“The increased congestion on our roads, particularly as a result of Single OccupancyVehicle (SOV) use, is not sustainable. SOVsare energy inefficient and contribute signifi-cantly to emissions, which impact on local

air quality, our health and global climatechange, not to mention the huge hole itleaves in the pockets of commuters due tothe high price of fuel and parking,” said thecity’s mayoral committee member for trans-port, roads and stormwater councillor BrettHerron.

The Travel Smart Programme aims to re-duce SOV use, reduce the total kilometrestravelled, reduce vehicle emissions, reducecosts for commuters and reduce the day-to-day stress of sitting in traffic.

For details, visit the Travel Smart web-page at www.capetown.gov.za/travelsmart.

Except for the Karoo dentist whowanted to pull out all my teeth, myencounters with the medical pro-fession have generally been posi-tive and successful, but I can’t saythe same about the legions of ac-countants and their assistantswho have realised that there is agood living to be made by takingcharge of the flow of money be-tween patients and doctors.

These entrepreneurs are gener-ally found running the privatehospitals, medical aid funds andhospital plans. Unfortunately, their first loyalty is to their share-

holders and not the patients so themore things cost, the more moneyflows through their books and themore handsome their bonuses.

So in a world where the wholeeconomic system is based on thebelief that competition makesthingsbetter andcheaper, wehaveanareawhere competition is effec-tively banned and the actuariesand accountants have restruc-tured the “industry” to makethings more expensive.

Having just spent four days in ageneral ward of a private hospitalat R2 600 a day plus the rest (the

account was more than R30 000) Ifully expected to see the corridorspatrolled by accountants withclipboards looking for more itemsto put on the bill. But no, thatwould be a little too close to theblood and gore and the small riskthat the money men might startthinking about the patients in-stead of the shareholders. And wecan’t have that.

It all got me thinking that weneed a better way to measure theperformance of medical services. One of the traditional ways is thedoctor-patient ratio. In an ad-

vanced country likethe Unites States thereis roughly one doctorfor every 400 patientswhile in a poor Afri-can country one doc-tor has to look afterthousands. In SouthAfrica the ratio is onedoctor per 1 300 pa-tients.

In the TV dramaHouse the ratio seemsto be about five doc-tors to a patient though they dochange patients each week.

So a low ratio tellsus that medical serv-ices are readily avail-able but if the ratio istoo low the risk ofpassing patientsaround for secondopinions or unneces-sary operations in-creases. Got to keepyour colleagues inbusiness!

What would be a lotmore useful would be

a ratio of the number of account-ants to the number of doctors.

When accountants set up medical shop

wags gevul is.

Mense wat die koshuis of koor wil help, kan James Horne by 083 448 1649 of André dela Harpe by 021 460 3627 bel.

The athletics track at the Bell-ville Velodrome will not be ex-cluded from the developmentcurrently under way, but the op-tion to relocate the track in fu-ture is a possibility.

This option is being investigatedso as to adequately respond to thecity’s desire for a new CBD node inBellville.

Hein Ehlers, managing directorof the Velodrome developers, Dev-mark, said this week an athleticstrack in the centre of a planned cen-tral business hub will be out of con-text, which is why provision to ex-clude the track from the Velodromeis made only for the distant future.

Uncertainty whether or not theathletics track will survive the de-velopment of the Bellville Velo-drome has prompted a local coun-cillor to submit a motion to halt theproject.

The motion was submitted by An-drea Crous, councillor of Ward 70,at a subcouncil meeting last week.

An application for the rezoning ofthe Velodrome was approved by theDe Grendel Subcouncil in May 2011.

At the time, it was stipulated inthe Broader Tyger Valley Urban De-sign Framework and Guidelinesthat the existing athletics track atthe Velodrome continue to functionas an outdoor recreational space. Itwas suggested its existing size be re-duced and converted into a series ofterraced public open spaces thatlink Carl Cronjé Road and Willievan Schoor Avenue.

When the same application wasbrought before the subcouncil ayear later, the wording waschanged that the proposal now indi-cated the existing athletics trackwas to be converted into a series ofterraced public open spaces.

“We had meeting after meetingabout the timeframe of the develop-ment and when the sport clubs canstart to move back, but meanwhilethey (city officials) are making foolsof us,” Crous said last week.

At the council meeting, Crousasked for the process to be halted, until answers have been obtainedas to what the truth is.

Sheblames city ofCapeTownoffi-cials, as they were responsible for

tender conditions, the rezoning ap-plication and the compilation of thebroader Tyger Valley framework.

“If the Bellville athletics trackwas to disappear, where would ath-letes practise?” she asked.

Crous is very concerned that thiswill result in the suburb losingmany of its star athletes. “If parentswho have children with Springbokpotential find their children with-out facilities, they will move away,”she says. Another concern forCrous is what was to become of theannual MTBS athletics gathering, ahighlight on the local schools’ ath-letics calendar, as well as otherinterschool athletics meetings.

In the land use planning applica-

tion, it states that the option to relo-cate the athletics track is currentlybeing investigated so as to ade-quately respond to the city’s desirefor a new CBD node.

“Why is it necessary to turn thisarea into a new CBD? The Voor-trekker Road Corridor Improve-ment District (VRCID) is the city’scentre and should be the CBD,” shesays.

Gert Engelbrecht, chairperson ofthe track and field events of Bel-lville Athletics Club, described thepossibility of the athletics track be-ing stubbed as unacceptable. “Bell-ville Velodrome is the cradle of ath-letics. Many people move to thenorthern suburbs, specifically for

the first-rate athletics training thatis offered here,” he said.

Engelbrecht said the Bellvilleclub boasted highly qualifiedcoaches of whom many yieldSpringbok athletes. “If the athleticstrackwere canned, expertisewill belost,” he said.

He described the possible omis-sion of the athletics track as ashame.

“Is that how little they think ofthe northern suburbs and thesport?” he asked.

Engelbrecht said in omitting thefields, a plan B was necessary.

He said the Velodrome and theParow Athletics Club were, apartfrom the track at the University ofWestern Cape, the only two tracksand field clubs in the northern su-burbs.

Northern district manager oftown planning, Charles Rudman, said in response there was no speci-fic position around the use (of thetrack) and that consultation wasneeded with the parties involved.

“The proposal in our office shows(the inclusion of) an athleticstrack,” he said.

Rudman described the policy do-cument as one that has no status. “Ithas been developed to try and pre-dict the future of that area,” he said.

He said in terms of the document,a suggestion was being made thatthe athletics track makes room forterraced spaces but that that was amere future option.

“If we say that this is becomingthe new CBD of Bellville, would youhave an athletics track in the mainroad?”

TygerBurger het by dié skrywer gaan in-loer.

Sy is egter nie ’n groentjie wan-neerdit by skryfwerkkomnie.

Waar kanhul leiding, ondersteuning of hulp vandaankry?

Hy sê verder gesins-geweld neem regtig toeen gedragsproblemeonder kinders is ’ndaaglikse werklik-heid. “Ons beleef datdaar baie min hulp-bronne beskikbaar isom kinders werklik tebeveilig.”

Western Cape liquor traderswho defy new regulations maylose their licences and those whocommit the most serious contra-ventions could be fined up toR1 million.

This and other issues weretouched upon when the WesternCape Liquor Authority andWestern Cape MEC of Finance,Economic Development andTourism, Alan Winde, hosted aninformation session on the West-ern Cape Liquor Act for Du Noonliquor licence holders on Mon-day.

Winde is apparently looking tohost 100 of these sessions in thisfinancial year.

The session, which was at-tended by the majority of liquorlicence holders from Du Noon, was held on Monday at Milner-ton Police Station.

Winde said in April that theAct is the single largest inter-vention to reduce alcohol abuseand its related harms in theprovince.

It was revealed that business-es would have until next April,as part of a transition period, tofully comply with the Act andthat at the end of this year, onewouldn’t get a liquor licence re-newal form.

People applying fornew liquorlicences could now also contactthe liquor authority instead ofmagistrate’s courts, as was pre-viously required.

They would be required to

show a zoning certificate orproof of application for zoning.

Traders were warned to checkwith their municipality aboutwhen they could operate, as dic-tated by zoning regulations andby-laws.

Says Winde’s spokesperson,Phumzile Van Damme: “TheWestern Cape Liquor Authori-ty’s Advocacy and StakeholderRelations Unit regularly con-ducts awareness sessions incommunities, with communitypolice forums, ward councillorsand the police. During these ses-sions, the Liquor Authority in-forms attendees on matters re-lating to liquor regulation.”

Winde clarified the impor-tance of the Act when it came in-to effect: “We aim to reduce thenumberof drinking spots in resi-dential areas. We will also becracking down on distributorsand retailers who supply the es-timated 25 000 illegal shebeenscurrently operating in our resi-dential communities. Under theact, they will be liable for penal-ties that include very heavyfines, jail terms and the seizureof assets. We will not stand idlyby as alcohol continues to de-stroy our communities; we aretaking them back from theclutches of alcohol abuse.”

Under the new Act, individu-als could face up to five years injail, or a R1 million fine, for themost serious contraventions, in-cluding trading without a li-cence and selling alcohol to chil-dren.

As Youth Month draws to a close, young people in the communityare calling for the root causes ofcrime to be crushed.

Reacting to news of the successesof the new undercover Gang Unit, that included finding a 14-year-oldgirl actively involved with gang ac-tivity, some of the young peoplethat were interviewed over thisweekend, confirmed that this wasonly the tip of the iceberg of youngpeople caught in this downward spi-ral into crime.

In recent operations this special-ised unit of the City of Cape Town, that started in December last year, has had some successes with ar-rests of gang members for posses-sion of drugs, and confiscation ofvarious drugs and firearms.

By forming a focused and dedicat-ed unit for what is an endemic prob-lem in the city, it was hoped that in-telligence could be gathered thatwould lead to the apprehension ofknown gang leaders in communi-ties.

This past weekend there were anumber of anti-crime initiativesthat took place, starting with an ex-ercise in Blikkiesdorp that wasdone by the Provincial CommunityPolice Forum in conjunction withlocal police and neighbourhoodwatches.

Antheas Boois is a 19-year-oldthat lives in the area. She welcomedthe action in the area, but felt thatthe time had come for authorities tolook beyond these exercises and

start stronger preventative meas-ures.

“Just look around you, there isnothing for us to do,” she said.

“I am lucky that my faith keepsme strong, but many of my friendsare into drugs, hanging out with thegangsters, and are living withouthope,” she said.

“I am glad that there is a gangunit that is working in our commu-nities, even though I know nothing

about it, but our children must begiven a better chance to stay awayfrom these gangsters in the firstplace.”

On Sunday the Elsies River MultiStakeholder Forum hosted the Posi-tive Virus Interfaith Youth Pro-gramme at the Adriaanse Civichall, and many speakers echoed theneed for communities to band to-gether in the fight against crime.

While MEC for Community Safe-

ty Dan Plato was there with a strongmessage of support for the initia-tive in Elsies River, it was some ofthe youth speakers that highlightedthe need to fight the root causes ofcrime that are destroying theyouth.

Deon Klein was one of the speak-ers who spoke with passion aboutgrowing up in an area where therewere no positive role models for theyouth.

“My biggest influence in my lifeas ayoungpersonwasamajor gang-ster in the area,” he said.

“I looked up to him and all I want-ed to do was show him that I coulddo everything bad that he wantedme to do.

“It was nothing for us to find ani-mals like cats and dogs in the areaand torture and kill them, just forpleasure, and I did not realise theevil that I was being led to.

“I have been through the worst ofthis kind of life and have been bless-ed to be able to turn my back on it,but we need more programmes outthere to show the children thatthere is no hope for them in thatkind of life,” he said.

Outside the hall a group of youngboys and girls from a nearby school, agreed with Klein’s story pointingout that therewere toomanyhorrorstories of friends who had fallen in-to this trap of crime.

One of the young girls (who didnot want to be named) was particu-larly outspoken about the need forpositive role models.

“Toomanyofus are influencedbynegative role-models that we see ontelevision and in music,” she said.

“The girls look at some of thesethings and all they see is how themust be ‘bad’ to be popular, andthey live out these fantasies bystarting tohaveno respect for them-selves.

“That is when the boys, and thegangsters, start abusing them, theyget pregnant and their whole futureis destroyed.

“The root of our problems mustbe destroyed.”

Their name, Mamela, means“listen” in Xhosa.

You can’t help but do just thatwhen this jazz band starts play-ing.

Their combination of sultry vo-cals and technical playing forcesyou to stop and take in their mod-ern sound.

Mamela, the resident jazz bandat Plaasteater, is made up of Mar-ius Doubell on bass, Fred Koch onkeyboards, Romeo Jacobs ondrums and Johan Seim on guitar, with his daughters, Raylene onsax and Rozane on vocals.

The band has been together forabout four months and whenasked how they got together,Fred says: “Slowly.”

The short version is that Mar-ius was asked to put a band to-gether for jazz events at Plaas-teater.

He made contact with Johanand his daughters and met Fredand Romeo at Plaasteater, andthe rest, as they say, is history,

Now the band plays monthly,on the third Saturday of everymonth, for Jazz jive opi plaas, atHazendal.

“We are holding back,” Mariuspoints out. He says Mamelawants to grow their repertoireand polish their performancesbefore they play outside thePlaasteater.

Their first gig away from thevenue will be in September when

they play the Citrusdal local foodfestival.

“If you look at Plaasteater, it’sa theatre, which allows us to dis-cipline ourselves before we goout there,” Rozane says.

“It’s good stage experience,”Marius says.

Mamela plays a mixture oforiginals and covers, which theyrearrange to fit their style.

“We have a mature sound,”Marius says.

Many of the originals werewritten before and brought to theband who then tackled arrange-ments together.

“Every individual has theirown experiences,” Marius points

out, before rattling off the list ofnames the band members haveplayed with. The list ranges fromAnton Goosen and Mungo Jerryto the late Robbie Jansen andTyler Perry.

They have included a Jazz Jamto their shows at Plaasteater, where they provide the opportu-nity for people who want to play, but have no place to, to get onstage.

Their next performance is onSaturday, from 14:00. There willbe food and drink for sale, as wellas braai facilities on offer.

Entrance is free. For more in-formation, [email protected].

For most golfers the dream of play-ing the Old Course at St Andrewsin Scotland will remain just that, but for local golfer Hugo du Toitthis dream will become a realitythis week.

Du Toit (Bellville) will representSouth Africa in the World One-arm Open Championships from 30June to 6 July.

St Andrews is widely regardedas the cradle of the game. Thisyear golfers from 27 countries willtee off in this the 75th edition of thetournament which was originallyfounded to accommodate soldierswounded in World War I.

Says Du Toit: “I’m cerebrallydisabled in the left side ofmybody,so I can only play with my righthand.Golf ismypassion in life andI will be forever grateful for the op-

portunities this game has present-ed me.

“I’ve had the privilege to workat Fancourt, Arabella and DeZalzewhich are some of the premierclubs in the country.

“In previous championships weplayed on some spectacular cours-es in Ireland and Scotland.

“I’ve made it to the semi-finalson three occasions and won ourSouth African One-arm Champi-

onship in 1998, 1999 and 2003,”hesays.

“The Old Course is somethingspecial, I have had the honour ofwalking on the course a few timesbut never played on it. We alsohave the courtesy to play practiserounds before the tournamentstarts,” said Du Toit with a hugesmile.

He is also most proud of the wayable bodied golfers respect disa-

bled players of the game.“It is always uplifting and spe-

cial to see the impact we as disa-bled golfers have on the ‘normal’golfers.

“They have the utmost respectfor us and how good some of us canplay the game.

“The camaraderie is fantastic, and just one of the reasons whythis is the greatest game everplayed,” he said.

Belhar Spurs will play host to Wayside Wan-derers on Saturday in a Super League matchof the Northern Suburbs Football Associa-tion at Erica Park in Belhar.

After yet another defeat, Wayside Wander-ers now have 10 under their belt and havestill not managed to win a game this season.

Their most recent defeat came at thehands of Eastern Rovers, but their loss wasnot a true reflection of the game. They canwalk away with their heads held high, hav-ing created breathtaking attacks thatbrought out the best in the Eastern Rovers’goalkeeper. Towards the end of the encoun-terWaysidedominatedproceedingswith thecombination of players still on the field.

With the players at coach Cedric Reed-ing’s disposal, the idea of clashing with Way-side should instill fear in the hearts of theopponents, but it hasn’t worked in their fa-vour yet.

Following the Eastern Rovers’ encounterReeding clearly stipulated his team does notdeserve to be placed at the bottom of the log,and although heads are hanging low at thispoint he still has faith in his players.

Saturday will reveal if what the team ismade up of and if they can pull off a winand obtain maximum points.

“It is a bit of a problem trying to keep upconfidence, but I think that we’ll turn itaround,” he says.

“We’ve never been in this type of situationwhere we’ve started the season so badly.”
