RESIDENTS ANGRY: ‘NO CONSULTATION’ ‘No’ to flats in Gaylee MICHELLE LINNERT A ngry residents from the Gaylee Out- reach Forum plan to fight tooth and nail against a proposal to build 16 dou- ble-storey flats on a field in Jane Street, Gaylee. “The application by Headland Planners for the development is at the Stocks & Stocks complex in Khayelitsha,” Lynn Trout, Ward 14 committee member and acting chairper- son of the Forum, told TygerBurger at the meeting. Residents are furious about an apparent lack of notification and consultation with the street’s residents, and feel they have been “disregarded”. The closing date for public submissions was July 1, but Trout said the first she learnt of the proposed development was at 22:00 on June 30. She sent a letter to the city on July 1 voicing the forum’s concerns. Secrecy “There was no transparency. Why were they so selective about the information? I sit in all the council meetings. We discuss all planning and budget decisions. Why was I never made aware of any of these develop- ment plans? Who sanctioned it? When was it approved?” Trout asked. “An environmental impact study should have been done and sent to all the relevant public venues for scrutiny. There was noth- ing about it at the library, or the council of- fices, or even the day hospitals or police sta- tions. “An environmental team should track down all involved community organisations in a proposed development area, but no local forums were invited,” Trout said. Of 22 households in Jane Street, only four or five were approached to sign the forms granting permission for the rezoning and de- velopment plan at Erf 500, Trout said. Some forum members received the regis- tered mail about the proposed development, but others said they were never notified. “If they can build flats here, why can’t theyrather ‘cut up the land’ and divide it intoplots?” asked resident Denver Abrahams.

Some of the other issues raised pertain tothe use of and entry and exit road to and fromthe proposed building site.

“I explained to them two years ago, whenI objected to the development plans backthen, that ours is a dead-end street. Wherewould visitors park? The only probable ac-cess is through James Street,” said Smith-dorf.

“Yes,” added resident Charles Booysen,“James Street is the only logical road theycould use, and there is already a lot of conges-tion on this access road.”

“Also, what about the fact that some of ushave children who have been looking forplots to buy in the area. What about them –why can’t they buy these plots?” askedBooysen.

The Forum explained there were churches

in the area that had approached the councilover land for building, but were turneddown.

“Our churches want plots. They couldn’tget. We want to build resource centres, andwe have gone to business for investment, butwe’re still on a crusade to get that,” residentAbraham Titus said.

“There are no playgrounds for our child-ren.

“Our children have to walk in the roads be-cause there are no sidewalks. We can’t takeownership of our area, because the groundthat is available, is going to be used for theflats,” Titus said.

“We will fight this tooth and nail. If wedon’t do something now, they’re outing ourchildren and our children’s children fromthese flats. The market value of our homes,in which we have spent years investing, willskyfall. Where is the justice in that?” askedTrout.

City responds to Gaylee“The application for the re-zoning of Erf500 (Gaylee) was advertised from May 31,2013 to July 1, 2013 in Die Burger, TheCape Times, and the Provincial Gazette,”said Pieter Terblanche, the city’s actingdirector for Planning and Building De-velopment Management.

“A notice was also sent, on May 20, 2013via registered post to all property ownersin the immediate area, and notice of thisapplication was provided to the subcoun-cil manager and ward councillor,” hesaid.

“The press advert and notification tothe ward councillor (as well as registeredcommunity organisations) is intended tocover the broader community. A noticewas not issued to the Gaylee OutreachForum because they were not listed onthe Planning and Building DevelopmentManagement Department’s businessviewer at the time of advertising.

“In response to these notifications, oneobjection from a surrounding propertyowner was submitted within the time-frame allowed.

“The re-zoning application will there-fore have to be submitted to subcouncil

for decision once the applicant has re-sponded to all the departmental com-ment obtained in response to the objec-tion. This will most probably occur inthree months’ time,” Terblanche said.

“In addition to the above advertisingrequirements, the applicant is also re-quired to erect an on-site notice to advisesurrounding owners or passers-by of theapplication on the site. However, in thisinstance, it appears that although the ap-plicant was informed of the require-ment, the on- site display was not erect-ed. This is considered contrary to thecity’s policy.”

“Therefore, in order to ensure trans-parency in the process, and in order toensure a credible public participationprocess, a further advertising period willbe required.”

“No new press adverts or notices willbe served, but the applicant will be re-quired to place the on-site display. Thiswill effectively introduce a further com-menting period of 30 days.”

“The applicant will be requested toplace the display on site from MondayJuly 8, until Thursday August 8, 2013.”

“Ons soek ons huise!” en “Ons kan nie elkekeer ’n hok oorbou nie!” en “Die water looptot in ons huise!” was van die woedende engefrustreerde krete wat by ’n onlangse ver-gadering van die Kleinvlei-inwonersvereni-ging gehoor kon word.

Dié vereniging, wat op 3 Julie byeenge-kom het, is woedend oor hulle glo daar is2 500 wooneenhede wat leeg staan by die Nu-we Begin-projek in Mfuleni, terwyl daardringende nood onder van hul behoeftigstelede is.

Sommige van dié lede se wendyhuise isonder water ná die afgelope swaar reëns, en’n paar van hulle het reeds uitsettingsbeveleontvang van die eienaars van erwe waarophulle tans woon, terwyl een vrou ook dak-loos gelaat is nadat haar gade gesterf het.

Dít terwyl daar, volgens hulle, soveel een-hede beskikbaar is wat reeds benut kanword.

Raadslid Wilma Brady van wyk 17, watKleinvlei insluit, het aan TygerBurger ver-duidelik dat daar 1 200 eenhede by Nuwe Be-gin beskikbaar gestel is. Van hierdie eenhe-de is daar destyds (onder die voormaligeprovinsiale minister) 900 geoormerk vir dieKhayelitsha-gemeenskap. Die oorblywende300 eenhede is toe verdeel tussen Mfuleni enwyk 17, met 150 eenhede vir elk.

“Ons het ’n verslag aangevra van Samuelvan Wyk, die provinsiale konsultant wat diebehuising toestaan, om te toon hoeveel fa-milies wat kwalifiseer, reeds geplaas is. Onshet reeds twee weke gelede die verslag vanhom aangevra, maar het tot op hede niksvan hom gehoor nie,” het Brady gesê.

Van Wyk het by navraag aanTygerBurgerontken dat hy so ’n versoek ontvang het. “Ekweet nie van so ’n verslag nie. Daar is kanaleen die raadslid is wel bewus hiervan. Proto-kol moet gevolg word, en ek rapporteer aanmy hoof, wat die 15de weer op kantoor sal

wees,” het Van Wyk gesê.Volgens Sophia Kannemeyer, voorsitter

van die Kleinvlei-inwonersvereniging, isdaar twee behuisingsprojekte wat spesifiekvir wyk 17 geoormerk is, maar wat tot ophede nog nie gebou kon word nie.

“Daar is twee projekte vir ons geoormerkby Blueberry Hill en in Forest Village. Maartoe ons vra wanneer daar uiteindelik aanhierdie projekte gewerk gaan word, moesons hoor hulle trek nou eers by 2003 se pro-jekte wat éérs afgehandel moet word,” hetKannemeyer gesê.

Inwoners is moeg gewag.“Ek is sedert 1988 op die waglys. Ons was

“Hulle moet hul volle name en kaarte toonen bewys dat hulle nog nooit voorheen enige

munisipale eiendom besit het nie, dan kwa-lifiseer hulle vir onmiddellike plasing,” hetBrady gesê.

Behalwe die onmiddellike behoefte, isdaar ook aantygings van korrupsie by dieoorhandiging van behuisingsubsidies deurdie provinsiale konsultant.

“Ek het al gehoor mense betaal (Van Wyk)R5 000, en ander beweer weer dis R3 000. Eksê vir mense as hulle bewyse het, moet hullevorendag kom daarmee. Hulle moet ’nbeëdigde verklaring gaan aflê en dit dan virons bring om op te volg,” het Brady gesê.

“As dit is dat Van Wyk ook onregmatigmense bevoordeel buite die waglyste, moetmense ons daarvan verwittig en bewysebring,” het sy gesê.

Van Wyk het só teenoor TygerBurger ge-reageer in verband met hierdie beweringeteen hom: “Mense is welkom om hul beëdig-de verklarings en bewyse na my te bring.Al daardie beweringe, álles wat daar van mygesê word, is bog. Mense moet kom met be-wyse,” het hy gesê.

Die provinsiale regering het hierdie senti-ment oor beweringe van gemene spel aanTygerBurger beaam toe die departementvan menslike nedersettings genader is oordié aantygings vanuit die Kleinvlei-ge-meenskap.

“Ons het al by verskeie geleenthede in dieverlede aan die media gesê, in verskillendepublikasies en verslae, dat geen geld handemag verwissel nie. Dit is totaal onaanvaar-baar,” het Bruce Oom, woordvoerder virmin. Bonginkosi Madikizela, LUR vir mens-like nerdersettings, gesê.

“Ons dring aan daarop dat die publiekenige bewyse en getuienis na vore moetbring en ons verbind ons daartoe om dit opte volg en te ondersoek sodat ons daarop kanreageer,” het Oom gesê.

Die Kleinvlei-inwonersvereniging het ’nvreedsame optog gereël vir Donderdag 11Julie na die kantore van Van Wyk.

The community of Wesbank, Kuils River,and seniormembers of the Kuils River po-lice cluster met on Tuesday, July 2 to dis-cuss a plan of action against gangsterismin this area.“The station commander and senior

management of the Kuils River policecluster held a Gangsterism Crime ForumSummit with community groups fromWesbank,” Captain NomathembaMuavha told TygerBurger.“They met with various church mem-

bers andcommunity forums todiscuss theway forward against gangsterism in thearea.“The community proposedmore visible

policing in conjunction with their local

neighbourhood watches.“A decision was taken for police and

members of the community to walk thestreets most affected by gangsterism andgang activities on Friday night.”“Those organisations that are gathered

and police members patrolled the ganghot spots in Wesbank, walking and pray-ing that entire evening,” Muavha said.Police urged community members to

become more involved in such exercises.Some of the organisations wished to re-mind the community of various pro-grammes on offer at the multi-purposecentre inWesbank, including counsellingand outreach services which they can uti-lise.

dié “mini-opgradering” verrig sal word, isby Somerset-Wes en Blackheath. Daar isook reeds beginmet diemooimaak vanMel-

ton Rose-stasie.Daar is egter nie onmiddellike planne vir

grootskaalse opgraderingswerk by Somer-set-Wes-stasie ná dié restourasiesessie nie.“Geen planne is al gefinaliseer vir die

(volledige) opgradering in Somerset-Wesnie, aangesien die geriewe daar voldoendeis vir die stasie se huidige en onmiddeliketoekomstige gebruik,” het Matye gesê.

Their house has 11 rooms – ample space forhis wife, a community worker and seam-stress, to fulfil her dream of imparting herskills to others. The problem? Their bighouse is falling apart.Pieter “Car Wash” de Bruyn (54) and his

wife Carol Gertse (54) live at the expandedmaisonette, 6 Impala Street, Kleinvlei. Theydream of opening their house up to the com-munity for all sorts of projects.This includes their dream of housing a

training facility with the aim of job crea-tion.Carol Gertse is already very active in the

community, where she offers a counsellingservice to youngsters with drug problems,and many community members know tovisit her forhelpwhen theyneed their bloodpressure measured or sugar levels tested.Pieter deBruyn is in theprocess of having

their current unofficial social services reg-istered into a bona fide community organi-sation for entrepreneurs and skills train-ing.Their house, however, has fallen into dis-

repair.De Bruyn explains this is due to vandal-

ism and poor care-taking by previous ten-ants to whom his mother, the original own-er of the house, leased the property.

He and his wife struggled for five yearsafter his mother’s death to have these ten-ants evicted from the premises through acourt order and later a warrant by the sher-iff, when the tenants refused. In the process,the housewas left in a terrible state of dilap-idation and neglect.“I helpedmymother build this house. We

built it together when she was still alive.Then, after I got divorced frommy firstwife,I derailed a little and ended up on thestreets. However, I dragged myself out ofthose circumstances, but by then the househadbeen rented out already,”DeBruyn toldTygerBurger.“Now Carol and I are struggling to turn

all this space into something that others andourselves can put to good use for the entirecommunity,” he said.De Bruyn is a self-proclaimed “car wash

entrepreneur”. He seeks out a corporatebuilding – specifically the parking lot – andthen, with bucket and cleaning agents inhand, arranges with the owners of the firmto clean all the interested employees’ carsin the lot.“Who knows where the project could end

New tables and chairs, new toys, mats, mat-tresses, cots and even stationery. Theseitems were put to good use when Brenda Ne-ro opened her new creche on July 1 in Kalk-fontein.

The best part of this new creche, besidesall the shiny new equipment and even thebrand new structure that houses these dona-tions, is that Nero’s creche is being regis-tered by the community organisation thatset up her new business, and she doesn’t owethem a single cent.

This donor organisation, the Associationfor Healing, is a Section 21 company whosemain focus is to empower and uplift needycommunities of the Western Cape.

‘We have creches in Mfuleni, Delft, and wewish to spread to Eerste River, which is inour budget for next year. We have alsospread to Happy Valley, in the new sectionthere. These are all areas where childrendon’t necessarily get the cognitive develop-ment they so desperately need,” the Associa-tion for Healing’s MD, Leanne Stellenberg,told TygerBurger.

Any person who has completed an EarlyChildhood Development (ECD) course, andwho wishes to open their own creche, canapply for financial assistance, which in-cludes the entire cost of setting up the newschool – from the building to the toilets tothe crayons and paper.

“The only requirement for us to build forthem, is that they keep the creche open and

operate it for at least three years. This meas-ure is put into place merely to ensure thecognitive development of our children issustained permanently. We are not throw-ing good money after bad,” said Stellenberg.

“Weevenoffer our own training to thepro-spective teachers, in which we focus on thecognitive development of the childrenthrough the play and learn concept,” shesaid.

“We have additional training for ECDpractitioners and supply all the necessarylearning material and equipment to ensurethe child’s early development,” she said.

“This is also a job creation project, be-cause there are no set-up costs for the own-ers and we keep on assisting and supportingthe creches until they become financially vi-able. They can even use the creches to havechildren’s parties, and thus generate an ex-tra income,” she said.

“We have this empowerment programmein place so that we can ensure we developour children for matric. Quality is the key,and our training is on par with that of FETs.These programmes form part of our ‘turn-key solution’ – where we teach partners toturn the key, open the door and sustain a fu-ture for themselves and our communities,”Stellenberg said.

So, how does it feel to have everything youneed to operate a successful teaching busi-ness right at hand – where even the buildingyou’re operating from, was built especiallyfor you, from scratch?

“We are very grateful. All I need to do on

my own, is to prepare the children’s dailymeals, fetch them from aftercare when theschools reopen, and, of course, to teachthem.Wealsoneed to supply theAssociationfor Healing with a report every threemonths, basically just to tell them how weare progressing, what we need and howmany kids have since enrolled,” Nero said.

“They even print out the enrolment forms

for us!” she laughed.“I’m very excited, and the only thing we

brande eiendom van Sheila de Kock, wattans in Forest Village woon en destyds diehuis uitverhuur het, tans probleme vir diebure veroorsaak met ongewenste elementewat moontlik daar saamdrom.

Ons was aangenaam verras toe ’n buur-vrou vertel dit is juis nou, ná die brand, niémeer vir hulle ’n probleem nie.

“Die vorige huurders was ’n gesin. Diema en pa het getik en daar was sprake dathulle geld aan die dealers geskuld het,” het’n buurvrou, wat nie genoem wou word nie,aan TygerBurger gesê.

“Hulle het drie kinders van agt, vyf eneen jaar oud gehad, maar die welsynsmen-se en die polisie het al gekom om die kin-ders te kom haal,” het sy gesê.

“Daar was ook mense agter in die ser-vant’s quarters, maar hulle het ook getik.Daai deel van die huis het eers afgebrand,”het sy gesê.

Die hoofhuis is vroeg verlede jaar óók inpuin gelê.

“Die aand (van die brand) was dit baie be-drywig daar. Daar is gesels met die druglords se mense. Ons kon hoor die huismen-se is aangesê om 22:00 die aand bank toe tegaan om geld te gaan trek, want dit was diehuurder se pay day, en hulle het glo geldaan dié gang geskuld.

“Toe ons weer sien, toe brand die huis.Teen 05:00 daai oggend was alles stil,” hetsy gesê.

“Vandat die brand plaasgevind het, is ditbaie rustig. Hier vind niks meer goddeloos-heid plaas nie, en ons slaap van toe af ookweer in vrede.”

Volgens dié buurvrou was daar al heel-wat navrae oor die beskikbaarheid van diéerf. Maar De Kock het ander planne daar-mee.

“Dit was vir ons baie onaangenaam toedie mense daar gehuur het, en ons het grootverloor toe dit afgebrand het,” het De Kockgesê. “Maar ons is van plan om vroeg in vol-gende jaar self daar te bou.Ons gaandit laatsloop en weer ’n huis daar bou.

“My vrees is vir moontlike besetters,want dan het ’n mens probleme om hullevan jou erf af te kry. Dis die hoofrede hoe-kom ons so gou moontlik daar wil bou. Ekry elke dag daar verby om te kyk of allesnog reg is,” het sy gesê.

“Ek is bly as die bure nou rustiger kanslaap.”

The price of petrol skyrocketed toabout R13 per litre last Wednesday, July3 – the latest record high. It went upwith a whopping 84 cents, and that’snot even the end of it. The Depart-ment of Minerals and Energy has war-ned of another proposed hike on Au-gust 7 of about 61 cents. The increasesin the petrol price are attributed torising costs of international petroleumproducts and the poor performance ofthe rand. TygerBurger wanted to knowhow these increases affect, and willaffect, our readers.
