The option of employing Neighbourhood Safety Officers (NSOs) and Law Enforcement Officers (LEOs) was made pub- lic by the City of Cape Town re- cently. At the recent Oostenberg Subcouncil (21) meeting held on 17 October at the council chambers in Kuils River, a presentation was done on the deployment of these NSO and LEOs. According to Steven Vuba, councillor and chairperson of Oostenberg Subcouncil (21), this is a good initiative and it’s supported by subcouncil, but there are a few concerns the subcouncil first needs to ad- dress about this issue. “Look this is something new and from our side it needs to be looked at thoroughly,” said Vu- ba. A concern listed by him was first and foremost the sustaina- bility of the deployment of these officers. Vuba said as the funding will need to be made available from ward allocation budgets, they need to look at these budgets and the other projects funded in the wards from the ward alloca- tion. “There are certain projects solely dependent on the ward allocations, which we cannot take from so if we can figure out another way, should there be more funding made available or a portion subsi- dised this will make us relook at this issue.” Another concern, said Vuba, is how these officers will be in- corporated into existing com- munity safety structures, like neighbourhood watches and the local police. “I need to establish a plan on the impact of this person on these community safety struc- tures and the community.” Thus says Vuba they will em- bark on a public participation process to inform the commu- nities of the subcouncil wards. “We will engage the commu- nities to get their feedback and input,” said Vuba about the way forward in the decision- making process of the deploy- ment of these officers. He added should answers be provided and a clear way for- ward given, there are areas in wards which will be able to ben- efit from these officers; areas such as Wesbank, Kleinvlei, Happy Valley, Mfuleni, Kalk- fontein, Sarepta and other vul- nerable areas in the subcouncil wards. Agroup of fifty 11- and 12-year-oldBeverley Park Primary school pu-pils in Eerste River were identifiedto participate in the project, lastThursday.The children were given the NFS
Mask, which is the logo of the com-pany, to decorate according to theirown creative ability.These efforts proved to be re-
warding as theywere exposed to theuse of paint, pipe cleaners, feathers,glitter, decorative confetti and glue.Managing director of NFS, Mari
van Rooyen said: “In the process ofeducating our children, we are of-ten so absorbed with teaching themthe ability to one daymake a living,that they lose the capability to usetheir imagination.”It was an experience for the pu-
pils to discover the mixing of paintand changing colours.“The point of creativity lies in the
process, and not so much in the endresult,” van Rooyen said.NFS, which embraces the fact
that we are all unique and have dif-ferent hopes, realises that the ina-bility to connectwithothers aroundus can unfortunately havemany so-cial behavioural effects.A new world has been opened for
these pupils and others around the
country who are able to participatein the project.As the best masks were paraded
and inspected, two winners werechosen, as the most creative masksand received a prize.NFS made a donation to the

When the bell rings at Belhar Primaryit’s for a very special teacher at theschool.
Maurett Bell rings the positive changes inthe lives of her learners and she has recentlybeen named the Teacher of the Year 2012.Earlier this year, Pep Stores and e.tv asked
South Africa’s primary school learners toshow appreciation for their favourite teach-er by entering him or her for the PEP Teach-er of the Year award.Chrisché Africa, now in Grade 7, was
frightenedbyherGrade 3 teacher at first, butthat fear soon vanished as Bell inspired andmotivated her to always achieve her best.“When she first came to our school, we all
realised that she was a teacher who took nononsense, and we were scared,” she recalls.“But, that soon changed aswe realised that
there was something special about her, thatshe wanted us to be special.“She becomes like a second mother to all
of us, and what makes her special is that shenever stops caring, and you’ve made a spe-cial friend for life.”Bell, who is originally from Knysna, is
humbled by the award, but feels that it is thelegacy of caring at the convent school she at-tended that inspired her to be a teacher.“You must realise that I attended a school
in Knysna during the apartheid years, butthere was no separation at the school,” sherecalls.“We were all treated equally and the nuns
gave me that inspiration to serve like theydid, with a passion for changing young lives.“This award is testimony to the foundation
that they laid, and for myself a beautiful re-ward for a sometimes thankless task,” shesaid.Bell has been teaching for 35 years, the last
seven at Belhar Primary. She believes in dis-
cipline and respect, feeling that you can’tteach children if you don’t lead by example.She also added that she has a specialweapon.“I’m blessed with ‘the look’,” she laughs.
“And the children know ‘my look’.”“What’s really important forme as a teach-
er is basic human respect when you interactat school. I like to show the children how tobehave and how to behave properly.”Bell wins the top prize of R15 000 in cash,
the pupil who nominated her, wins R5 000 inPep gift vouchers.More importantly,BelharSchool alsowins
a Pep Academy worth R700 000 and a mobilelibrary, a “library in a box”, valued at R7 000.At the prizegiving at Belhar Primary

There were fireworks, a lasershow, traditional and moderndancing, a huge variety of foodstalls, plenty of great decor anddresses, but the most lasting im-pression of the Cape Town Diwa-li Festival at Ratanga Junctionon Saturday were the smiles.
Diwali, or “Festival of Lights” asit is known, is one of the most im-portant Hindu festivals of the yearand is normally celebrated by fami-lies by performing traditional ac-tivities together in their homes.
Festival director, ShivaniNaidoo, elaborates: “This is thefourth year the Diwali Festival hasbeen held in Cape Town. We are un-fortunately a non-profit organisa-tion, so funding is extremely chal-lenging and there was no directfunding for this year. Thankfully
we have a team of incredibly dedi-cated young professionals onboard.”
Durban and Johannesburg’s fes-tivals are at thisstage still much big-ger, but if the teambehind CapeTown’s Diwali is asmotivated asNaidoo insists thenit cannot fail togrow year by year.
“The Indian pop-ulation has grown alot over the last fewyears, but this ‘cele-bration of joy’ is forpeople from allwalks of life,” shesays.
“We all celebratelight over dark-ness,” she contin-ues.

Annually more than 20 000 spectators andkiters from around the world make theirway toMuizenberg for this spectacular feastfor the eyes, and this year a couple fromBrackenfell are at the helm of things.Local kiting couple Ashley and MarieWare-Lane are the brains behind this year’sCape Town International Kite Festival, thebiggest of its kind in Africa.Both devoted to the hobby, they are work-ing tirelessly tomake sure the skies are filledwith incredible kites this coming weekend.“The best part of this magnificent festivalis to see the excitement on the faces of thechildren and meeting a host of other kitingenthusiasts from around the world,” Ashleytold TygerBurger on Monday.Thirteen such kiting teams are this weekmaking their way to the Mother City for theevent.They include teams from as far as Germa-ny, Turkey, Singapore and India.Ashley,whonever flewkites as a child, gothooked on the hobby when he bought hisyoung son a kite in 2003.“He didn’t like it much, but the bug bit mehard,” he says.Shortly after, they attended their first an-nual kite festival and since then kiting hasslowly become a full-blown passion.Over the years the couple have built up agood kite collection including stunt kites,single lines, wind-socks and inflatables,
most of them handmade at their home inBrackenfell.Ashley had initially started making stuntkites but he soon fell in love with the “wow”factor of single line kites and soon learnedto make his own.“You should see our house,” says Mari.“There are bits of fabric everywhere!”One of the biggest kites they have made isa 3,5 m frog and a giant Nemo clown fish.“Our ultimate kiting experience is flyingthe kites at Blouberg on a lazy summer after-noon and seeing people taking photos ofthem with Table Mountain in the back-ground,” he says.The event takes place on the lawnsof Zand-vlei in Muizenberg and gates are open from10:00 to 18:00 on Saturday and Sunday 3 and4 November.Entry is justR20 for adults andR10 for chil-dren (12 years and under).All profits go directly to Cape MentalHealth. “Ja, ek het ’n gawe, maar ek werkelke dag baie hard daaraan. Vandagis ek báie akkuraat met my voor-spellings,” sê sy beslis.
Sy sê mense wat haar nader, soekin die algemeen ’n afsluiting vaniets of iemand. Daarom is verto-nings soos die wat nou opgeneemword, haar kos. “Shows en groepeis my ding. Daar is ’n ongelooflikegevoel van closure vir almal in diegehoor, nie net vir ’n paar mensenie. Dis baie vervullend.”

der, wat dikwels methaar werk gepaardgaan,is moeilik. “Ek kry baiedruk van mense wat ‘opsoek’ is. Ek is so passie-vol en my kop is baiesterk, maar my lyf is nie.Ek brand myself maklikuit. Ek leer nou dat eknie net kan gee en geesonder om vir myselfook te gee nie.”
Sy vertel dat stap ofdraf in die natuur haarbaie help, asook haar ge-loof. “God staan by my.Ek lees die Bybel en kendit inside out.”

The Cape of Good Hope (CoGH) SPCA iscalling on Capetonians to consider theterrifying effects which fireworks canhave on animals ahead of Guy Fawkes (5November) and Diwali celebrations.
Cats and dogs can hear sounds at least twooctaves higher than humans, which is whythey are so scared by the sound of fireworks.
The SPCA is opposed to the use of any fire-works, which emit a loud noise, due to thetrauma and injuries they cause animals. Be-cause animals are able to hear a wider rangeof sounds than humans can, the sound fromfireworks is at least seven times louder tothem. Their natural response is to try andescape the sound with sometimes tragic con-sequences, a media release from the CoGHSPCA reads.
The Animal Protection Act clearly statesthat “it is illegal for any person to terrify anyanimal” yet despite the SPCA’s efforts to ed-ucate the public on the dangers and legali-ties of using fireworks and lobbying govern-ment for a total ban on the use of fireworks,injuries and trauma to animals occur eachyear during fireworks season.
The Firearms and Explosives OrdinanceAct also makes it illegal for any child underthe age of 16 to use or buy fireworks and itis also illegal to use or sell fireworks withoutan official permit except at an officially des-ignated site.
Yet, despite this legislation, fireworks arestill sold in many corner cafes to anyonewith money to buy and let off at home wheretheyposeapotential danger, themedia state-ments says.
Harming an animal with fireworks will re-sult in prosecution and concerned membersof the public are to please report any acts ofalleged cruelty to the CoGH SPCA 24-hourcontrol centre – 021 700 4140/59 or a/h to 083326 1604.
Members of the public can also contact themetro police 24-hour call centre to lodgecomplaints regarding firework activities on021 596 1999.
The CoGH SPCA’s Inspectorate will onceagain be on standby to respond to animalemergencies reported to its call centre (021700 4158/59 or after hours 083 326 1604).

The SPCA advises residents living in are-as where fireworks will be discharged toadopt the following guidelines to help pro-tect their pets:
• Ensure all animals have identification;• If possible, stay at home with them;• If you can’t be at home, keep your pets

APPLICATIONS FOR GRANT-IN-AID FUNDING2013/2014The City of Cape Town’s Subcouncil 21 invites submissions for the financial year commencing1 July 2013 from organisations in Wards 14, 17 and 19.
APPLICATIONSAll applications must be made on an official application form and the official business andproject plan and be accompanied by all the required documentation as requested in thebusiness and project plan (which can be obtained from any Subcouncil Office). Applicationswill be assessed in accordance with the Section 67 Grant Policy which is written to augmentthe Municipal Finance Management Act, Act 56 of 2003.
GRANTS-IN-AIDThe following documents and information must accompany the official application form andofficial business and project plan:
• A copy of the latest, audited financial statements or audit certificate if grant funding wasreceived from the City in the previous financial year. The amount of grant receivedmust be indicated. Where the amount of the grant previously received per project wasR25 000 or less, it is only required to attached a copy of the final Expenditure Reportrelating to the previous year;
• A copy of the organisation’s Constitution;• A copy of the organisation’s latest municipal rates and services accounts (if applicable);• A zero rated VAT invoice if confirmed as a VAT vendor;• An original of the latest unexpired income tax clearance certificate from SARS;• date established;• Type of organisation (NPO, Section 21 company, schools, sport bodies, community
organisation);• details of previous funding by the City;• details of other funding received from the City for the current financial year;• purpose or aim of grant;• detailed description of project to be implemented utilising the funding;• detailed breakdown of project costs;

Several world class track cyclistshave signed up to ride at the Maxi-mumVelocity5 trackcyclingevent.
The event is organised by the Track-cyclingsa club and takes place at theBellville Velodrome on Friday 9 No-vember.
Racing starts at 19:00 and will see 60of the top cyclists in South Africa onthe track. These include Jeanné Nellwho is the current men’s elite champi-on in three track cycling disciplinesnamely the 1 000 m time trial, keirinand the team sprint.
He will ride in the sprint competi-tion at Maximum Velocity 5 as finalpreparation for the next round of theWorld Cup series that takes place inGlasgow, Scotland, a week later.
His main rivals at Maximum Veloci-ty will be Morne van Greuning andJean Smith. Van Greuning won bronze
at the recent World Masters Champi-onship at Manchester, England, in thematch sprint a few weeks ago. Smithis the current national elite championin the match sprint and there shouldbe a strong rivalry between him, VanGreuning and Nell on the night.
Evan Carstens who has representedSouth Africa internationally on thetrack and Theuns van der Bank whois a top road rider will participate to-gether in the team competition against11 other top-flight teams.
